The Council of Student Chapters (CSC),the student-arm of the Institute of Integrated
Electrical Engineers of the Philippines Inc. (IIEE), is the national organization of the Electrical
Engineering (EE) and Electrical Technology (ET) student body with 116 affiliated schools and
over 11,500 student members across the country.
It aims (1) to help in improving the academic performance of all EE and ET students in the
archipelago; (2) to serve as a channel of information about current issues and trends in EE
and ET education system and industry; (3) to hone and nurture the leadership skills and
principles of student members for them to act with integrity and develop the greatest
passion to serve as future leaders of the IIEE and country; (4) to foster camaraderie,
solidarity and unity among its members by acting as the core and prime mover for
programs and activities that will provide opportunities for personal growth and self-
development of its members; and (5) to encourage its members to support, participate and
undertake the challenges of globalization and social awareness.

REQUIREMENTS FOR AFFILIATION:
1) All recognized Electrical Engineering and/or Electrical Technology student
organizations of various Schools, Colleges, and Universities may become affiliates
of IIEE-CSC.
2) The original names of the Electrical Engineering and/or Electrical Technology
student organizations may be retained and supplemented with "IIEE Student
Chapter".
3) The applying student organization shall comply with the following provisions in
affiliating student members:
If the population of third year standing up to graduating students of the
department (for EE), and/orsecond year standing up to graduating students
of the department (for ET), based on the master list, is less than or equal to
sixty-five (65), the applying student chapter must affiliate one hundred
percent (100%) of the said population, while the first year to second year
standing EE students, and/or the first year standing ET students are
encouraged to avail the membership affiliation.
If the population of third year standing up to graduating students of the
department (for EE), and/orsecond year standing up to graduating students
of the department (for ET), based on the master list, is more than sixty-five
(65), the applying student chapter must affiliateat least eighty percent (80%)
ora minimum of sixty-five (65) members of the said populationWHICHEVER IS
HIGHER, while the first year to second year standing EE students, and/or the
first year standing ET students are encouraged to avail the membership
affiliation.
If the school organization applying for affiliation could not immediately
comply with the provisions above, they may apply for conditional affiliation of
members provided they remit fifty percent (50%) of the fee of total population
of unaffiliated third year standing to graduating EE students and second year
standing to graduating ET students, and shall submit a (1) Promissory Letter
signed and approved by the College Dean, or Department Head, or the
Organization Adviser and the Organization President and a (2) List of
members covered by the conditional affiliation. Furthermore, the school
organization agrees to comply with the requirements for full pledge affiliation
within one (1) month after granting of conditional affiliation or prior to their
participation in IIEE-CSC events such as the Regional Quiz Show, Regional
Math Wizard and others.
4) The Electrical Engineering and/or Electrical Technology student organizations
must adopt their own Constitution and By Laws which shall govern their
respective programs and affairs.

5) To be affiliated as an IIEE Student Chapter, a copy of the Constitution and By
Laws of the student chapter must be submitted to the CSC for review and
approval.
6) All IIEE student chapters shall submit a copy of its activities completed the
previous year and the planned activities for the current year to the IIEE National
headquarters through the CSC.
7) Previous year's financial statements and the current year's budget of the chapter
must be submitted to the National Headquarters through the CSC. (Optional)
8) For strict compliance is the creation of your school chapter’s official email
account following the format in item 16 of the Checklist above. This will help
organize your emails sent to us and facilitate flow of communication.
PROCESS FOR SCHOOL AFFILIATION:
1) Accomplish the attached forms, both soft and hard copy. Soft copy can be
downloaded at www.iiee.org.ph/csc.
2) Pay the membership fee:

MEMBERSHIP DUES:
1. A student applying for affiliation shall pay an amount of PHP 100.00 to be
affiliated for ONE YEAR only. (**)
** Student members who applied for different validity in the previous year/s will be
continued provided they include their names on their school’s master list
indicating the validity they paid for.
2. Payments shall be made upon application of affiliation/re-affiliation and prior to
the issuance of the Certificate of Affiliation.
3. Dues paid shall be utilized in implementing for student activities by the IIEE
National headquarters through the Student Affairs Committee (SAC).
4. Dues can be change without prior notice as determined by the CSC with the
approval of the Board of Governors as necessary.
NOTES:
1. These guidelines may subject to revision by the Council as necessary for future
preferences.
2. The affiliation period applies only to the current school year and renewable at
the start of each school year.
3. Strictly follow the procedure for affiliation/re-affiliation to expedite the issuance of
the IDs. Otherwise, the council will send back the requirements for correction.
4. All members of the Student Chapter are encouraged to be included in the
affiliation/re-affiliation.
5. Only duly appointed and recognized chapter officers are allowed to transact for
the affiliation/re-affiliation of its student members. Walk-in membership, wherein
individual membership application is observed, is not allowed.

SUBJECT: 11th IIEE–CSC REGIONAL STUDENT CONFERENCE RATIONALE
INTRODUCTION
The Council of Student Chapters (CSC), the student arm of the Institute of
Integrated Electrical Engineers of the Philippines, Inc. (IIEE) is organizing its 11thIIEE-CSC
Regional Student Conference with the theme:
“IIEE @ 40: A Journey of Service for Excellence.”
The Conference will highlight different events such as the 29th IIEE – CSC Regional
Quiz Show, 15th IIEE – CSC Regional EE Math Wizard, 17th IIEE – CSC Regional Student
Congress, and Technical Seminars. This concept paper outlines the objectives, functions,
participants and working modalities of the 11th IIEE – CSC Regional Student Conference.
BACKGROUND AND RATIONALE
The 11th IIEE – CSC Regional Student Conference is composed of various activities
that will benefit the Electrical Engineering and Electrical Technology students.
First, the Regional Quiz Show and Regional Math Wizard – these academic
competitions are trademarks of CSC and have been the most prestigious in the country.
Its participants are coming from different parts of the country. These activities uphold
and provide students the enthusiasm to learn more as they progress and become future
electrical practitioners. These activities also serve as the elimination round for the
National Quiz Show and National Math Wizard, which will be held during the 17thNational
Student Convention in Manila on February 18 – 20, 2016.
Second, the Regional Student Congress that aims to unite all the Electrical
Engineering and Electrical Technology students in the country through establishing
teamwork within their respective regions. It enables the students to move and conduct
activities that would uplift the regional academic standards.
Third, the Technical Seminars will enhance the knowledge of the students in the
field of Electrical Engineering and Electrical Technology. Professional speakers coming
from the various fields of Electrical Engineering will facilitate the seminars. Through these
seminars, students will be equipped on topics, relevant to the professions that were not
being discussed in schools.
Lastly, the EElympics is an activity that aims to build camaraderie among
participants and enhance physical and mental skills of students.

OBJECTIVES
The principal objectives of the 11th IIEE-CSC Regional student Conference are:
1) To highlight the 29th IIEE – CSC Regional Quiz Show and the 15th IIEE – CSC
Regional Math Wizard, that aims to uplift the standards of electrical
engineering education in the country by promoting and organizing a healthy
competition among student members nationwide.
2) To unite students from the different parts of the country and mingle with each
other where exchange of thought and knowledge happens through the
event.
3) To share innovative ideas and experiences to fellow EE and ET students across
the region.
THE STRUCTURE OF THE CONFERENCE
The conference will be a two and a half-day event that includes different
activities such as: the (1) 29th IIEE – CSC Regional Quiz Show, (2) 15th IIEE – CSC Regional
Math Wizard, (3) 17th IIEE – CSC Regional Student Congress, (4) and Technical Seminars.
During its first day, the conference opens with Technical Seminars. The topic will
be discussed by the distinguished resource speaker; this will be followed by question and
answer portion, where the participants could raise their queries and clarifications. These
discussions are intended to provide critiques and also to identify the key questions that
require further reflect by the session.
In the afternoon, the Regional Student Congress, which will be facilitated by the
CSC representative/s, will serve as an open forum between the CSC officers and the
student members. The activity aims to tackle the problems being encountered by the
different regions in line with academic and technical aspects of Electrical Engineering.
The election of the new set of officers for the Regional Council of Student Chapters
(RCSC) will also be conducted as a part of the congress.
The second day is the main highlight of the Regional Student Conference. It will
start with the 15th IIEE – CSC Regional Math Wizard to be followed by the 29th IIEE – CSC
Regional Quiz Show in the afternoon. The Math Wizard competition will cover questions
on Mathematics. The RQS covers Electrical Engineering subjects, and Mathematics.
PARTICIPANTS
The participants of the conference shall be Electrical Engineering and Electrical
Technology students, and members of the IIEE – CSC. However, EE and ET students who
are not members of IIEE – CSC are welcome to attend the conference.

Participation in this conference is open to all EE and ET Students, members and
Non – members of IIEE – CSC. IIEE – CSC members’ registration fee is PHP 100.00 and Non

15th IIEE–CSC REGIONAL MATH WIZARD
RULES AND REGULATIONS
A. ELIGIBILITY
1. Only schools with duly recognized IIEE student chapters are eligible to enter
the Regional Math Wizard competition.
2. Each chapter can have a maximum of five (5) team players who will
compete as a team.
3. Each member of the team must be:
Enrolled in BSEE course and registered IIEE active student members in
the school they represent;
Team members must compose of any of the following year level: 1st,
2nd, 3rd, 4th, 5th year level.
Each team member must not a present elected officer of the IIEE –
Council of Student Chapters.
They must still be a BSEE student at the time of the National Math
Wizards (NMW).
Only the Original team members of the qualifying team shall be
allowed to compete in the IIEE National Math Wizards.
B. APPLICATION
1. Properly filled out application forms shall be submitted to the IIEE National
Headquarters. Deadline of submission will be on August 21, 2015. Applications
shall be mailed to:

2. The full name and IIEE student Membership Number of each team member
shall be indicated in the application form. A certification from the Dean of the
College of Engineering signifying that each member is currently enrolled in the
BSEE course shall be attached.

C. EVENT PROPER
1. Teams must register at the site not later than thirty (30) minutes prior to the
scheduled start of the contest. During the registration, the names of the five
team members must be submitted.
2. All team members must bring their school ID or IIEE – CSC ID to the event
proper for identification.
D. CONDUCT OF THE EE MATH WIZARD
1. The competing group shall be asked the same set of question. Answers must
be written down on the transparency, which will be provided by the CSC.
After the allotted time has expired, the designated timekeeper will ring the
bell/buzzer and the usherettes will collect the transparencies. The answer of
each group will be shown to the audience one at a time through an
overhead projector.
2. Teams will be allowed to bring pencils, pens, and non-programmable
calculators (with no built – in scientific constant). Teams will not be permitted
to bring any paper on stage. The CSC will provide scratch papers.
3. The Math Wizard has two (2) rounds – The ROUND 1 and the ROUND 2.
Each round is composed of seven (7) questions on Mathematics.
The questions will be picked out randomly. These questions may be on
identification, multiple choice, or .problem solving type. The questions
in the Easy Round have credits of one (1) point each while the Difficult
Questions have credits of three (3) points each. Scores accumulated in
the Round 1 will be carried over to the Round 2.
The winning teams will be determined from the total scores of the two
(2) rounds.
4. Teams can start solving the problem at the moment the QUIZMASTER starts
reading the questions.

5. The QUIZMASTER shall announce the allotted time given to participating
teams for each question. Each question will be read twice. The QUIZMASTER
shall announce that the time starts by saying, “TIME STARTS NOW “. When the
allotted time has elapsed, the QUIZMASTER shall announce, “TIME IS UP”. The
answer sheets must immediately be raised. A team that will fail to raise / give
its answer after the announcement of “TIME IS UP” is deemed to have given
an incorrect answer. Before the start of the Easy Round, the QUIZMASTER must
check if all the teams can adequately see the screen and hear the
QUIZMASTER.
6. In case of tie, a SUDDEN DEATH round will be given, wherein the tied teams
will be asked ONE additional question until the tie breaks. Only the three team
members who have participated in the third round shall proceed to this
round. Each question in this round weighs one (1) point each. Each question
will be picked up randomly and may belong to any of the three subject areas
in rule.
7. Each team has the right to raise questions or complaints. The Board of Judges
will resolve complaints during the conduct of the Quiz Show to the team
Captain ONLY.
8. Any complaint and/or protest regarding the score tally, questions, or answers
must be immediately raised before the succeeding question is read;
otherwise the complaints will not be entertained.
9. Any act of derogatory to the Regional Math Wizard (RMW), Board of Judges
(BOJ), Student Affairs Committee (SAC) and IIEE shall be dealt / meted with
corresponding penalties to be decided and imposed by the IIEE / BOJ / SAC.
The penalties range from disqualification with the current RMW to one (1) year
suspension for the said event.

29th IIEE–CSC REGIONAL QUIZ SHOW
RULES AND REGULATIONS
A. ELIGIBILITY
1. Only Schools with duly recognized IIEE student chapters are eligible to enter a
team to the quiz show.
2. Only one (1) team is allowed to represent a school.
3. A team shall compose of five (5) members.
4. Each member of the team must be:
Enrolled in BSEE courses and a registered IIEE active student member in
the school his/her team represents.
Not a present elected officer of the IIEE-CSC and/ or RCSC.
They must still be a BSEE student at the time of the National Quiz Show
(NQS).
5. Only the Original team members of the qualifying team shall be allowed to
compete in the IIEE National Quiz Show.
B. REGISTRATION
1. Properly filled out registration forms shall be submitted to the IIEE National
Headquarters. Deadline of submissions is on August 21, 2015. Registration
forms may be mailed to:

Substitution of a member may be permitted only after each round. In other
words, no substitutions will be allowed once a round has already started.

appendix B for list of allowable calculators) on the stage. Contestants will not
be permitted to bring any paper on stage, thus four blank sheets of paper per
question will be provided for each team. Electronic gadgets such as cellular
phones, palm tops, etc., are not allowed on stage.
3. The competing teams shall be asked the same set of questions. Answers must
be written down on the transparencies provided by the ushers / usherettes.
4. The quiz show has three (3) rounds.
Each round composes of five (5) Questions with a total of 15 Questions.
The questions will be coming from the following subject areas:
o Electrical Engineering Subjects
o Mathematics
The questions will be picked out randomly. These questions may be in
identification, multiple choice, or problem solving type. Easy Questions
have credits of one (1) point each. Average Questions have credits of
three (3) points each. Difficult Questions have credits of five (5) points
each. The points per round shall be accumulated until the last round.
The winning teams will be determined from the total scores of the three
(3) rounds.

5. The QUIZMASTER shall read each question twice. Contestants can start solving
the problem at the moment the QUIZMASTER starts reading the questions.
6. The QUIZMASTER shall announce the allotted time to the contestants before
reading each questions. The QUIZMASTER shall announce the time to start by
saying “TIME STARTS NOW”. When the allotted time has elapsed, the official
buzzer rings and the QUIZMASTER shall announce “TIME IS UP”. An official
timekeeper is designated to operate the buzzer.
7. Once the official buzzer rings, the transparencies must immediately be raised
by the contestants and be collected by the ushers / usherettes. A team, who
failed to raise its transparency immediately after the buzzer, is deemed to
have given an incorrect answer. The answer of each team will be shown to
the audience one at a time through an overhead projector.
8. The scratch papers shall also be collected along with the answer sheets by
the usher / usherettes after the buzzer. Another set of scratch papers will be
provided before each question starts.
9. In case of tie, a SUDDEN DEATH round will be given, wherein the tied teams
will be asked ONE additional question until the tie breaks. Only the three team

ADDITIONAL INSTRUCTIONS PRIOR TO THE 29th IIEE–CSC REGIONAL QUIZ SHOW
AND 15th IIEE–CSC REGIONAL MATH WIZARD
In addition to the Rules and Regulations announced, we suggest the following additional
guidelines to the Board of Judges and teams.
1. All types of scientific calculators (non-programmable) are allowed. To equalize
the playing field, ask all team players to erase the memory of their calculator just
before the team, so that any stored formulas of each team will be erased.
Generally, this can be done by removing the battery for at least three (3) minutes
with list of allowed calculators.
2. In general, a numerical answer without units is incomplete and considered
incorrect. Both the magnitude and the units must be correct for a team to score.
However, if the question ask for an answer in certain units, then the number
without units is acceptable. (Example: How many inches in one foot? Answer “12”
is acceptable, “12 inches” is also correct.)
3. In multiple choice questions, the letter alone is sufficient as an answer. The official
answer has both the letter and the number or word answer just to be sure there is
no confusions.
4. Generally, “identifications” type of question requires CORRECT SPELLING.
Otherwise, the answer is incorrect.
5. If more questions are needed because of invalidation, alternative questions will
be asked.
6. In case of erasure, it must be marked “X” and the final answer must be BOXED.
Only the boxed answer will be considered.
7. For the record keeping purpose, the Board of Judges is requested to mark (by a
check) questions on the Judges Copy of the questions, which were already
asked, and note which questions were protested and what the protests were.
8. For Judges Copy of the question, and all used and unused questions (including
the envelopes) should be returned in sealed brown envelope to the IIEE
NATIONAL SECRETARIAT. The designated Chairman of the Board of Judges should
sign the sealed lid of the envelope.
9. The decision of the Regional Board of Judges is FINAL and UNAPPEALABLE.

The Technical Assistance Program (TAP) facilitates and provides assistance on the
request for resource speakers on seminars. This also extends support in the acquisition of
permits for plant visit to all school chapters.

TERMS AND GUIDELINES IN ACQUISITION FOR SEMINAR, RESOURCE SPEAKER AND/OR
PLANT VISIT
1) Accomplish the request form provided, and mail to the IIEE National Office, #41
Monte de Piedad Street, Cubao, Quezon City 1111; or call telephone nos. (632)
410-1898, (632) 722-7383; or fax it to (632) 727-3545; with attention to the IIEE –
CSC EDUCATION COMMITTEE, along with the formal letter of request signed by the
Chapter President and Adviser AT LEAST FIVE (5) WEEKS BEFORE (for school
chapters inside the NCR) or AT LEAST SIX (6) WEEKS BEFORE (for school chapters
outside NCR).
2) You can follow-up the status of your request to the IIEE – CSC Education
Committee or any CSC Officers, one week after upon the submission of your
request.
Appendix D_Education Assistance Program IIEE CSC @ 29: Excellence in Service
3) We encourage that you regularly follow-up with IIEE – CSC for the developments
of your request. We prefer that you contact us a week before (for further
developments) and three (3) days before (for the final confirmation) the activity.
A visit to the office would be very much appreciated.
4) The plaque of appreciation, food, and accommodation for the speakers will be
shouldered by your school chapter.
5) Certificates are available and may be requested from the IIEE – CSC Education
Committee or any IIEE – CSC Officers.
NOTES:
The formal letter of request should contain the prospective topic, date and time
of activity and number of participants. If possible, attached a computerized list
of participants, specifying their full name and year level.
The request form provided may be photocopied for further/later request.
Make sure that you have attached the accomplish request form to your formal
letter of request together with the CSC survey form.
Confirm immediately to the IIEE – CSC Education committee or to any of the IIEE –
CSC Officers if you wish to have a certificate of participation (confirmation are
exclusively for plant tours).
Approval of requests is subject to the availability of the resource speaker or plant
venue.
Regular follow–up would help a lot, both to the IIEE – CSC and your school chapter.

DAGITAB AWARDS 2016
RATIONALE
The Institute of Integrated Electrical Engineers of the Philippines Inc. -
Council of Student Chapters (IIEE-CSC) introduces Dagitab Award, which
aims to search for the most influential TV Personality finest with outstanding
contributions, intensifying competency, passion, and remarkable excellence
on the different field of endeavors. The Institute of Integrated Electrical
Engineers of the Philippines Inc. - Council of Student Chapters (IIEE-CSC)
strongly believes that through this citation we will be able to recognize and
acknowledge the most influential person in our country.
OBJECTIVE
The Dagitab Award 2016, established in honoring the competence,
diligence and excellence of the Most Influential TV Personality with their
compassionate ideals, and building a rich legacy as an inspiring model to our
community and country.
MECHANICS 1. The CSC will provide survey forms for this award.
2. The CSC Officer will distribute 150 copies per Region.
3. The survey form has four categories:
a. Most Influential Female TV Personality
b. Most Influential Male TV Personality
c. Most Influential Female Politician
d. Most Influential Male Politician
4. Each category has five choices.
5. The survey form will be given on Regional Student Conference.
6. The CSC Officers will cast the votes.
7. The Award will be given on the 16th National Student Convention.

AWARD 2016 (MOEESCA) Concept Paper
RATIONALE
The Institute of Integrated Electrical Engineers of the Philippines Inc. – Council of Student Chapters (IIEE-CSC) is conducting its annual Search for the Most Outstanding Electrical Engineering Student Chapter. The student chapters come from different Institutes, Colleges, Academies and Universities nationwide. It gives recognition to the exemplary performance of a student chapter for developing the electrical engineering students as future leaders of the electrical engineering industry and partners in nation building.
OBJECTIVES
1. To give recognition to the most outstanding school chapter of the school year 2015-2016.
2. To encourage the student chapters to conduct educational activities, sports, and other activities as well as social or civic activities for the benefit of their members.
3. To improve the number of IIEE student members in each chapter. REQUIREMENTS 1. A Nominee must be an affiliated student chapter duly recognized by the IIEE-CSC.
2. A list of the number of Electrical Engineering Students presently enrolled for each year, certified by the registrar.
3. Chapter’s Constitution or By-Laws. 4. Recommendation of EE Department Head and Adviser. 5. Accomplishment report and supporting documents of every activity that your
Chapter conducted for the year 2015. 6. Summary and supporting documents of your Chapter’s Participation in the
every event that IIEE – CSC conducted for the year 2015.
