INSTRUCTIONS FOR FILLING IN THE APPLICATION The Social Insurance Institution of Finland’s (Kela) precondition for early childhood education exceeding 20 hours is municipal decision as regards families where one or both guardians are at home. Compliant with the decision by Vantaa City Council (March 13, 2017), every Vantaa child is entitled to full-time early childhood education service as of August 1, 2018. The guardian shall fill in the application and deliver it to the early childhood education manager, responsible for private early childhood education, who will decide on the matter. The guardian shall deliver the signed decision to Kela.
