Building Inspections

• A total of 1,728 single-family rental properties are registered to date; two properties were

registered since the last update. Five inspections were completed since the previous update;

four passed and one failed. Three Residential Certificates of Occupancy have been issued

since the last update. A total of 672 Certificates of Occupancy have been issued since the

inception of the Single-Family Rental Registration Program.

• Since the start of active lien collection in 2019, $348,610.55 has been collected. $2,268.67

was collected since the last update.

Traffic Division

• “No Truck Parking” signs were installed on Barrymore Lane.

• School Zone flashers in vicinity of Freeman & Center Street – project scheduled to begin

on November 22, 2021. Project was delayed due to staff illness.

• Pedestrian Crosswalk at Santa Fe & Wheatland – completion of this project is on hold

pending repair of electrical conduit.

• The Signalized intersection at Main and Wintergreen is almost complete. The intersection

will be in “Flash” mode through at least November 22, 2022. After all items on the final

inspection are satisfied, the intersection will be put into full “color” operation.

Street Division

• Utility Cut Repairs were performed at 503 Shelly Court, 524 N. Main Street, 2000

Blueridge Drive, 1631 Greenstone Lane, and 762 Wren Avenue.

• The Drainage Crew/Asphalt Crew:

o Cleaned easement behind 439 S. Alexander Court

o Inspected 154 inlets, cleaned 8 inlets, and removed 1.5 yds of trash and debris.

o Repaired street at 265 Merribrook Trail

o Located pipes for 16 right-of-way permits.

• Sidewalk Crew inspected 13 headwalls, cleaned 2, and removed two 2 cubic yards of

brush.

• Concrete Crew/Sidewalk Crew:

o Repaired 5 utility cuts.

o Installed ADA ramp 503 Shelly Court.

o Replace the top of the inlet that was damaged at 1622 Shannon.

• Combined Street Crews installed a temporary driveway approach at 100 W. Magnolia.

• Combined Street Crews set up traffic control for Village Tech 5K Fun Run event.

• The On-Call Crew put barricades and cones out for High School game.

Utilities Division

• Water usage was 31.79 MG this reporting period, November 8 – 14, 2021, down from

35.04 MG the previous week. The daily peak water demand occurred on Monday,

November 08, 2021, when 5.10 MG was used. There was 0.09 inches of precipitation

this reporting period.

• 27 hydrants were flushed, 13 valves exercised, and an estimated 1,737,964 gallons of

water lost.

• Crews responded to 1 sewer call this week.

• Crews responded to 3 water main breaks.

• The Solid Waste Division received 6 calls regarding scheduling, 1 trash, 1 recycle, and 1

brush complaint. 9 Recycle Bins were distributed.

CIP Construction

• Meadowcreek Drainage Improvements – La Banda is completing site restoration. The

anticipated completion date is November 22, 2021.

• Green Tree Lane Water & Wastewater Improvements – FM Utilities is installing the sewer

main along Green Tree Court and installing the final patch along Green Tree Lane, starting

from Crescent Lane. The contractor has been instructed to ensure the site is clean and

orderly, and that all equipment is stored in the construction yard over the Thanksgiving

weekend.

• E. Danieldale Road Reconstruction & Utility Improvements (Main St. to US-67) –

Pavecon and their subcontractor M-Co completed the wastewater main installation on

Sunset Village Drive and are now installing the final segments of wastewater main.

Traffic control was implemented on Monday at the intersection of Main Street &

Danieldale Road. The crew began saw-cutting in the intersection to prepare for water

main tie-ins. On November 18, Candlelight Avenue was closed until the beginning of

December to tie-in the wastewater and drainage mains to existing infrastructure.

• Highway 67 Green Ribbon Construction Project – Contractor has submitted a project

schedule. Start date for the project was October 11, 2021, and should be completed in

April of 2022. A construction status meeting will be conducted every week for the duration

of the project. Representatives from both the Public Works and Parks Departments

participate on the construction project team.

• Fire Station #1 – Staff and BRW Architects conducted a review of the 50% Construction

Drawings on November 4, 2021. 100% Construction Drawings are expected by the end

of 2021, with construction award scheduled for Spring of 2022. Construction completion

is scheduled for Summer of 2023.

Other Construction

• ONCOR Transmission Line Work @ W. Camp Wisdom Road & N. Cedar Ridge. On July

29, 2021, staff met with ONCOR to discuss the upcoming project to replace transmission

lines along Camp Wisdom Road. Starting from the substation on W. Camp Wisdom

Road to N. Cedar Ridge Road, the transmission lines will relocate from the north side of

the road to the median in order to prevent significant vegetation removal in front of the

homes. This project is expected to start in Spring of 2022.

• TXDOT I-20 Construction Cockrell Hill Road to Hampton Road. TXDOT is planning

to construct new service roads and ramps from Cockrell Hill Road in Duncanville to

Hampton Road in Dallas to include new bridges across US-67. Following City Council

Resolution in August, TXDOT is planning to relocate Cockrell Hill Road Texas U-Turn

from the northeast side of the bridge (not desired) to the southwest side of the bridge

(desired). Project is expected to go out for bid in December of 2021 with construction

starting mid-2022.

DEVELOPMENT SERVICES

Economic Development:

• Engaging with real estate owners downtown for discussions on redevelopment or P3

initiatives.

• Several prospect meetings with new businesses seeking to locate in Duncanville.

• BRE Strategic Plan – visiting with local businesses, assessing needs, parking ideas, and

retention.

• Office provided guidance and mentorship to new entrepreneur, provided information on

PERSONNEL

• Two officers are currently in field training.

• One recruit is currently in the academy and graduates on a date to be determined at the

beginning of next year.

• We currently have five openings.

• A civil service test is scheduled for this Saturday, November 20th.

COMMUNITY CORNER

• Sergeant Freis and Officer Green, both members of the department’s honor guard, posted

the U.S. and Texas flag during the 1st annual veterans day event at Armstrong Park. Both

Chiefs attended the event as well.

• As the year continues for Duncanville Independent School District, the Duncanville

Police Department will continue its enforcement efforts in the school zones. The

Duncanville Police Department is asking all drivers to:

1. Obey all traffic laws in and out of the school zones.

2. Observe all traffic signage posted along the roadway.

3. Be aware of your surroundings.

4. Take extra caution anytime there are children around.

FIRE DEPARTMENT

The Fire Department responded to 132 calls for service in the past seven days, including:

• 84 EMS calls

• 18 motor vehicle accidents

• 2 structure fires in Cedar Hill

• 1vehicle fire in Duncanville.

• The Department currently has two vacancies. One of the Department’s

firefighter/paramedics resigned to join the Fort Worth Fire Department. During his exit

interview, he mentioned he was interested in a Department that specialized in heavy rescue,

and Duncanville only provides basic rescue techniques.

• Our new firefighter's name is Armando Martinez. He started his career on Monday,

September 27, 2021. Firefighter Martinez will be in orientation and training for another

week. When he has completed training, he will be counted for staffing of fire apparatus.

• The Civil Service list is completed and the Department is working with HR to schedule

another Civil Service entrance exam with a new test provider. The Department will

schedule an exam after the first of the year to attract additional candidates.

• On November 17, 2021, the Department participated in the tradition of washing and drying

off our new apparatus and then pushing it into the bay. This tradition indicates that the new

apparatus is now in frontline service. Our firefighters are very proud of the latest addition

to the vehicle fleet in Duncanville. The apparatus will serve the city and region for 20 years.

FINANCIAL SERVICES

Utility Billing Department:

An important notice has been posted to the City of Duncanville website regarding automatic

payments.

Finance Department:

• The Data Analysis & Transparency division of the Comptroller’s office has completed its

annual review of the transparency information posted in support of City of Duncanville’s

Traditional Finances Transparency Star. They verified that the financial transparency

information continues to meet the criteria for this prestigious recognition. The

Transparency Star Award remains valid and will continue to be listed on the

Comptroller’s Transparency Stars Award Recipients’ website.

• Sales Tax revenue is 12.85% higher than the same time last year. The data below reflects

one month of revenue; September sales tax received in November.

PARKS AND RECREATION

Park Board:

• At the request of Council Member Jeremy Koontz, staff has scheduled Brian Trusty, Vice

President of Audubon Center Operations of the National Audubon Society, to speak to the

Park Advisory Board at their December 13, 2021 meeting. Mr. Trusty will discuss

planning, management, costs, and benefits of a nature preserve, as well as potential

partnerships with Audubon Texas and other entities that provide similar support.

Parks:

• Parks staff continues to prepare for the Duncanville Christmas Parade and Tree Lighting

event on December 4, 2021, by installing Christmas decorations and lights at locations

such as Armstrong Park, Memorial Park, and select light poles on Main Street and

Wheatland Rd.

• Interviews/application reviews are ongoing for the Crew Leader – Parks; Maintenance

Worker – Parks; Maintenance Worker – Horticulture; and Irrigation Technician positions.

We are now short 4 full-time employees, or 25% of the Parks Division staff.

• The mowing company continues to stay on schedule with no anticipated delays.

• Fieldhouse PA system is ready for installation.

Senior Center:

• Staff continues to routinely sanitize the facility and equipment.

• The Senior Center continues to offer curbside meal pickup, deliveries, and dine-in. For

more information, contact the Senior Center at 972-707-3864. DAAA has had a

temporary increase in funding. As a result, the Senior Center will once again be offering

breakfast Monday through Friday until further notice.

• Become a member today! You must be at least 50 years old to join and participate at the

center. The age to receive a free meal is 60 years old. Caregivers who attend with a senior

60 and above also qualify for a free meal. Persons with disabilities qualify if they live

with someone who is 60 and older. For more information, contact the Senior Center at

972-780-5073.

• Thursday, November 11, 2021 was Veteran’s Day, Dallas College hosted their first

Annual Veterans Resource Fair at Armstrong Park. The event honored the men and

women who currently are serving along with those who served. Our very own WWII

Veteran Russell McDaniel was recognized. Eastville College Jazz band and other artists

played during the festival. Numerous vendors joined the event to share services and

resources they are offer to veterans.

• The COVID-19 booster shot clinic on Friday went exceptionally well. Over 25 seniors

received their booster shots. A special thank you to Tom Thumb for providing this

service to our community. Another clinic is planned for December 10, 2021, during our

Health and Wellness Fair.

Recreation Center:

• Staff continues to routinely sanitize the facility and equipment.

• Family Game Day – We had a fun afternoon filled with laughter, competition, and love for

community. Participants had an opportunity to play each game to earn points to win a goodie

bag with candy and swag items. Rather than make it a real competition we ended up turning

it into an arcade style competition (earning points for a goodie bag).

• Christmas Parade & Tree Lighting Ceremony – Saturday, December 4, 2021 |

6:00p.m. – 9:00p.m.

The fun kicks off at 6:00p.m. with the Christmas Parade. Residents are welcome to set up

blankets and chairs along the parade route to enjoy the fun and creative floats. After the

parade, head to Downtown Duncanville for the Tree Lighting Ceremony. The holiday

festivities include live performances, Christmas carols, yummy food and drink options,

bounce houses, games, and much more – you don’t want to miss it!
