This form must be returned to the Section 2 Office no later than September 15th.
Failure to return this form by the specified date will result in denial of participation in sectional play.
Return of this form implies that you will participate in the Section 2 Tournament, Regional Tournament and
NYSPHSAA Tournament until eliminated or to conclusion.
A school may, however, rescind its decision to participate, if the Principal or Athletic Director
of the school involved notified the Section 2 Sports Coordinator prior to the seeding meeting for
the Section 2 Tournament in the sport or 48 hours prior to competition in an Unseeded
Tournament.
Failure to comply with the above regulation per the Section 2 Constitution (unless extenuating circumstances
can be demonstrated such as: Team Training Rule Violations, Team Illness, Act of God or
Other Emergency) will result in the following: The school involved will be find $250.00,
payable to Section 2 for the first offense. For the second offense (or failure to pay the fine) a
school will be ineligible to participate in Sectionals in the sport in question, for the subsequent
year until the matter is resolved.

LETTER OF INTENT PROCEDURES
THE FOLLOWING PROCEDURE REGARDING LETTERS OF INTENT FOR SECTIONAL COMPETITION
WAS APPROVED BY THE SECTION II ATHLETIC COUNCIL ON JUNE 8, 1988, AND WILL GO INTO
EFFECT ON JULY 1, 1988.
A. LETTER OF INTENT
1. SHALL BE A STANDARD LETTER FOR ALL SPORTS.
2. THE STANDARD LETTER OF INTENT SHALL BE INCLUDED ANNUALLY IN THE SECTION II
DIRECTORY. IT SHALL BE THE RESPONSIBILITY OF EACH SCHOOL’S ATHLETIC DIRECTOR TO
MAKE COPIES OF THIS FORM AND SEND TO THE APPROPRIATE SPORT CHAIRPERSONS BY THE
DESIGNATED DUE DATES. A LIST OF ALL SPORTS CHAIRPERSONS, ADDRESSES, AND DUE DATES
FOR EACH SPORT SHALL BE INCLUDED IN THE DIRECTORY.
3. IT WILL BE REQUIRED THAT ALL SCHOOLS SEND THE LETTER OF INTENT BY THE REQUIRED
DUE DATE IN ORDER TO BE ELIGIBLE TO PARTICIPATE IN THE SECTIONAL TOURNAMENT.
4. THE REQUIRED DUE DATE FOR EACH SPORT SHOULD BE NO EARLIER THAN THREE (3) WEEKS
PRIOR TO THE BEGINNING OF THE SECTIONALS IN THAT SPORT. THE SPORT CHAIRPERSON
SHALL SET THE DUE DATE. A FIVE-DAY GRACE PERIOD SHOULD BE BUILT IN FOR FOLLOW-UP BY
LEAGUE SPORTS CHAIRPERSONS.
5. A SCHOOL WHICH HAS SUBMITTED A LETTER OF INTENT MAY CHOOSE TO WITHDRAW FROM
THE SECTIONAL TOURNAMENT:
a. FOR SPORTS FOR WHICH PAIRINGS ARE ESTABLISHED: UPON NOTIFICATION OF THE SPORTS
CHAIRPERSON OR LEAGUE REPRESENTATIVE BY THE PRINCIPAL OR ATHLETIC DIRECTOR PRIOR
TO THE SEEDING MEETING FOR THAT SPORT.
b. FOR SPORTS WHICH NO PAIRINGS ARE ESTABLISHED: UPON NOTIFICATION OF THE SPORTS
CHAIRPERSON OR LEAGUE REPRESENTATIVE BY THE PRINCIPAL OR ATHLETIC DIRECTOR AT

d. PENALTIES FOR WITHDRAWL FROM A TOURNAMENT SUBSEQUENT TO THE SEEDING MEETING

CONTINUE IN THE TOURNAMENT UNTIL THE SCHOOL IS ELIMINATED. THIS INCLUDES THE
REGIONALS AND STATE TOURNAMENT TO CONCLUSION.
b. FAILURE TO ABIDE BY THE ABOVE WILL RESULT IN THAT SCHOOL FORFEITING ITS RIGHT TO
PARTICIPATE IN THE SECTION II TOURNAMENT IN THAT ACTIVITY FOR THE FOLLOWING YEAR
AND A $250.00 FINE PAYABLE TO SECTION II.
B. ENFORCEMENT
UPON THE RECOMMENDATION OF THE SPORTS CHAIRPERSON, THE PRESIDENT OF SECTION II
SHALL NOTIFY THE OFFICALS OF THE OFFENDING SCHOOL OF THE SANCTIONS IMPOSED IN
ACCORDANCE WITH THESE REGULATIONS.
C. BOARD OF INQUIRY
ANY SCHOOL WISHING TO QUESTION ANY PENALTIES ASSESSED ACCORDING TO THESE
REGULATIONS SHOULD ADDRESS A LETTER TO THE PRESIDENT OF SECTION II. A BOARD OF
INQUIRY WILL BE APPOINTED BY THE PRESIDENT CONSISSTING OF:
a. THE SECTION II PRESIDENT
b. SPORT CHAIRPERSON INVOLVED
c. LEAGUE PRESIDENT OF THE SCHOOL INVOLVED (UNLESS CONNECTED WITH THE PROTESTING
SCHOOL, THEN ALTERNATE SHOULD BE APPOINTED)
d. TWO AT-LARGE MEMBERS FROM THE ATHLETIC COUNCIL.
THE BOARD OF INQUIRY MAY UPHOLD THE PENALTY AS ASSESSED OR OVERTURN THE
PENALTY.
THE RULING OF THE BOARD OF INQUIRY MAY BE APPEALED TO THE SECTION II ATHLETIC
COUNCIL AND MAY BE REVERSED BY A TWO-THIRDS VOTE OF THE COUNCIL.
PROCEDURE FOR ENTERING THE TOURNAMENT
Schools desiring to enter the Section Two Tournament must send in the following by Monday, February 2, 2016.
a. Letter of Intent – This assures that schools will indeed enter the Sectionals, Regionals, State Championships and the Federation Championships if they are successful at all previous levels. b. Roster of Players – There is a limit of 15 players and five (5) managers, statisticians and coaches. Team personnel will be identified by the head coach for entrance to games.
ALL TEAMS - SECTION II
Send a Varsity Roster and team photo ASAP no later than 12/31/2015. Each team (photo and roster) will be included in the Sectional Program.
TOURNAMENT DRAW PROCEDURES
1. The committee will meet on Wednesday, February 10, 2016 to determine pairings, playing sites and other details of the tournament. 2. Game results through February 9, 2016 will be considered in determining sectional seedings. The League Chairmen will be responsible for compiling their league’s schools records. 3. In each classification, the tournament is open to all member schools. 4. Only members of the Section II Basketball Committee or members of the Section II Executive Committee are allowed at the meetings.
PROTESTS AND APPEALS
Any and all questions and/or protests as to game rules or as to the conduct of the game shall be heard and decided by the game committee established by the sectional or intersectional committee as the case may be; and, such decision shall be final with no right of appeal. The protest and appeal committee shall consist of the site chairman and any two (2) designees.
Procedure for Reimbursement
When a sports coordinator appoints or designates a site chairperson, such coordinator must brief the chairperson on the importance of complete and accurate records. In order for a site chairperson to be reimbursed, the following duties must be completed: 1. Vouchers from officials must be completed and signed by the claimant and the site chairperson/coordinator. 2. Where admission is charged, and where supervisory, security or custodial fees are charged, vouchers for all personnel must be complete and signed by site chairperson, coordinator and claimant.
3. Where admission is charged, the financial report must be completed, both page one and page two.
4. Where admission is charged, the receipts should be converted to check and sent to the Treasurer, certified return receipt requested. The Section will reimburse the expense of the cashier’s check. A site chairperson may not make cash payments from gate receipts. Payment for a cashier’s check may not be made from the gate receipts. Site chairpersons may file claim vouchers for reimbursement for the cost of a cashier’s check.
In an activity where the receipts must be deposited in the night depository, and where the site chairperson is fearful of the safety of the deposit, the site chairperson may authorize one hour extra payment for a police officer to accompany the deposit. If any situation is not addressed above, please contact the Section 2 Internal Control Officer.
GENERAL PROCEDURES FOR SECTIONAL CONTESTS
1. All schools in Section 2 are expected to make their facilities available for Sectional play if so requested by the Section 2 sport coordinators. It is impossible to run sectional tournaments without the cooperation of the member schools. In any case when a sectional coordinator is not given permission to use a school’s facilities for sectional play, the sectional coordinator should register this information with the Section 2 President.
2. It is the responsibility of the Section 2 sport coordinator in each sport to provide the site chairmen for his or her particular sectional activity with the information, forms, etc. that he will need to conduct the sectional event. 3. Section 2 will pay for any expenses, which result from sectional activities. In order for any expense to be paid from Section 2 funds, an original Section 2 claim form must accompany the invoice, bill or statement for the expense. If the section claim form is not completed, the bill will not be paid!!!!
4. At the end of each sectional event, it is the responsibility of the site chairman to complete the Section 2 financial report for the event and submit it with a check for admission fees to the Section II Treasurer. 5. It is the responsibility of the sport coordinator to provide the section patches and plaques for the winning teams and individuals. These are ordered through the second vice-president of the section. 6. It is the responsibility of the site chairman to charge and collect an admission fee for ALL spectator sports, which are played on the sectional level. The site chairman will also provide custodial services, supervision, ticket sellers, ticket takers, etc. The section will pay these people after completing a section claim form. 7. It is the responsibility of the section sport coordinator to provide officials for the contest (referees, umpires, etc.) this responsibility may be delegated to the site chairman if so desired. 8. All sectional contests will be conducted according to the New York State Public High School Athletic Association Handbook. 9. It is the responsibility of the site chairman to delegate a committee to handle appeals or protests at sectional contests. 10. Any questions regarding the management of sectional events should be directed to the sectional coordinator of the sport. If in doubt please ask!
11. All leagues are represented on the Section 2 Committees for each sport. Your representative is your voice in sectional play – USE IT! BE REPRESENTED! 12. SEND ALL VOUCHERS AND RECEIPTS & 2 PAGE FINANCIAL REPORT TO SECTION 2 INTERNAL CONTROL OFFICER. SEND SPORTS CHAIRPERSON A COPY OF THE 2 PAGE FINANCIAL REPORT.
NOTE: MILEAGE WILL NOT BE A DETERMINING FACTOR IN SELECTING SECTIONAL SITES.

SECTION II BASKETBALL
HOST SCHOOL GUIDELINES 1. Personnel Please use your commonly accepted practice for a well-attended game as a guide in determining your personnel needs. There should be a valid reason and justification for any person hired.

D. Ticket Taker (1 or 2) - $16 per hour E. Refreshment Personnel – no cost to Section 2
Allow Senior or other Class to provide a concession.
F. Officials – Hired and paid by Section 2 G. Police – If generally used – prevailing rate
H. P. A. announcer – student or faculty volunteer I. Facult y Supervision – Try to obtain volunteers with free access to the games. J. Custodians – prevailing rate K. Site Chairman - $16 per hour
2. Prices: Students - $3.00; Adults - $3.00 for early round games at school gyms.
3. Ticket Report: Please use the enclosed ticket report in balancing ticket sales, receipts, and expenditures. 4. Paying Bills: Personnel may not be paid from gate receipts. Vouchers must be submitted. Checks will be issued by Section 2. Mail the vouchers to the address listed in D.
5. Returning Net Receipts: A bank check should be made out for the gross receipts, and made to and sent to the Section 2 Internal Control Officer. Certified Return Receipt Requested.
6. Tickets: Because so many sites may be used it would be nearly impossible to distribute and collect tickets, so we ask that you use tickets generally used for games in your school. If none are available, please let me know.
7. Change Money: Please check to see that adequate change is available, particularly $1.00 bills.
SUPERVISION AT SECTION 2 BASKETBALL GAMES
Supervision at Section 2 basketball games will be under the direction of the Section 2 Basketball Committee.
The site chairman at each contest will make certain that adequate supervision is available (including participating schools).
The site chairman must be contacted by all schools participating at his site to insure that all details are taken care of. The details include: 1. Number of tickets sold 2. Locker room designations
3. Administration in charge 4. Bus procedures (unloading, parking, etc.) 5. Arrival time (team, cheerleaders, spectators)
6. Team uniforms 7. Cheerleader accommodations 8. Crowd control – supervisors on duty All schools participating in the sectional contest will be responsible for assigning a school administrator or school representative to each sectional basketball game. That administrator or representative will report to the site chairman upon his/her arrival at the host school. At all sectional basketball games held at the Glens Falls Civic Center, the school administrator(s) or representative(s) will be seated at the press table. (This will render school personnel readily available to the site chairman in case a problem arises.)
Each participating school must provide supervisors. It is their responsibility to supervise the conduct of the spectators from their school. Please arrange to have responsible people available for this important assignment. Keep in mind that problems often arise at the conclusion of the game, outside the gymnasium.
Announcements concerning the rules and regulations, seating arrangements and Code of Conduct should be readily available to spectators and announced at the game sites.
GENERAL INFORMATION PRICE OF ADMISSION – 1st Round - $3.00 All games at college sites and G.F.C.C. - $6.00
PRE-SALE OF TICKETS BY COMPETING SCHOOLS
Site Chairman is to be notified in advance as to the number of pre-sale tickets sold and a sample ticket forwarded to Site Chairman. (This facilitates operation at the site.) Each student must have a ticket. Money or check is to be given to the Site Chairman that night, if possible. Only 12 varsity cheerleaders, 15 players, 3 managers, 3 advisors and 1 scorer for each school. SITES
No practice games (other than regularly scheduled games) are permitted. Also no scrimmages or practice sessions at game sites once the tournament site assignments have been made (exceptions, preliminary and 1st round.) The only games to be played at a Sectional Site are the games scheduled by the Sect ion Two Basketball Committee.
There will be a maximum of 15 minutes of pre-game warm-up, which may be shortened, with the agreement of the coaches involved.
BRING YOUR TOWELS
CHEERING
Schools are requested to limit the cheering to one cheer for each team during any one time-out. Only varsity cheerleaders will be passed into games. Only 12 varsity cheerleaders dress and cheer. No JV cheerleaders dress for the games. Noisemakers and confetti are banned from all sites. New York State Rules in regards to mounts will be followed. No cheers during 20 second time-outs.
The purpose of cheerleading is to foster school spirit, encourage good sportsmanship and to assist in the maintenance of crowd control. The following are prohibited as safety precautions to prevent injury to cheerleaders: 1. Mini trampolines, springboards, and any other devices for increasing height. 2. Falling to the knees or falling to a knee slide.
3. Flips, hand springs, walkovers and falls from the tops of pyramids or bases. (Walkovers, splits, runoffs, and cartwheels from the floor are allowed.) 4. Pyramids in excess of double level stunts.
CHOICE OF BASKET AND BENCH
Will be assigned by the Site Chairman.
UNIFORMS The TEAM on the TOP of the bracket will wear the LIGHT uniforms and the TEAM on the BOTTOM of the bracket wears the DARK uniforms.
Coaches should impress upon their players the need for respect for property at the school where they will be playing. The use of the gym is a courtesy extended by the schools selected as sites.
POSTPONEMENTS
All games are to be postponed by 2:00 p.m., the involved schools and Site Chairman involved should contact one another to delay the preferred 2:00 p.m. postponement time to 4:00 or 4:30 p.m. The key is to confer with the schools involved and the Site Chairman before making a final decision. NOTE – Try to have an alternate site available for the following day in case of postponements. AWARDS A Championship and Runner-up trophy along with patches will be presented for each classification following each championship game as follows: AA, A, B, CC, C, D. The winner of CC and C game will represent Section 2 in regional play in the State Classification C.
All-Star teams and an MVP will be picked in each classification. OFFICIALS FEES Sectional Basketball - $92.00 Mileage will be paid according to the contract agreement.
PROCEDURES FOR GAMES AT GLENS FALLS
Please have a person in charge of spectators from your school identify himself to the Section II Chairman at the site the night of the game.
Please be sure that the cheerleaders (12) come dressed for the game. A room for their coats, etc. will be provided.
Please let the Section II Chairman know the number of spectator buses arriving at the game. Spectator buses will unload at the main entrance. Spaces will be reserved for these buses.
Please make sure that the enclosed regulations pertaining to the use of the Civic Center are made known to all people attending the game.

GLENS FALLS CIVIC CENTER RULES AND REGULATIONS
Lessee is required to prepare and distribute printed playbills or programs to the audience in order to ensure that information regarding house operations is fully
disseminated. The regulations should read:
► Civic Center Management – The Civic Center Hall facilities are managed by Glens Falls Civic Center which has its offices in the Civic Center. Inquiries about booking the theaters should be directed to the Office of the Director.
► Food and Beverages – No food or beverage of any kind may be brought into the auditorium. Your cooperation in this matter will help prolong the qualit y and atmosphere of the halls.
► Smoking – Fire regulations strictly prohibit smoking in the halls. Smoking is limited to designated locations only. ► Box Office – Entrance to the Box Office is the plaza entrance. Normal Box Office hours: 9:00 a.m. to 6:00 p.m. on nonperformance days. For daytime events, the Box Office opens one hour before the performance.

► Photographs and Recorders – The taking of photographs and the use of audio and video tape recorders during performances is strictly forbidden by law. (Basketball is an exception to this rule.)
► Fire Notice – The exits indicated by a red exit sign nearest to the seat you occupy are the shortest routes to the street. In the event of a fire or other emergency, please do not run …………WALK TO THAT EXIT.
► No bottles or cans allowed in the Civic Center Building.
SECTION 2 – NYSPHSAA
GUIDELINES FOR EXPENDITURES FOR SECTION 2 TEAMS GOING TO POST-SECTIONAL COMPETITION
Section 2 teams will be afforded every reasonable amenity as they advance in Regional and State Competition. However, current fiscal conditions mandate that guidelines are established specifying allowable expenditures for transportation and lodging and the maximum number of athletes, coaches and support personnel permitted to travel. The Internal Control Officer of Section 2 will be the final authority in determining what expenditures will be allowed for post-season competition. In general, the Section has arranged with an independent travel agency to provide transportation and lodging necessary for all post-sectional competition. Schools, which wish to make their own arrangements, may do so in compliance with these guidelines. In order that all concerned parties are aware of final arrangements, a post-
sectional form is included in this information packet. This form must be completed
for each post-sectional event by the Sports Coordinator and Athletic Director of the
participating school. The form may be completed by telephone or at a Sectional Game Site if all parties
are present. A copy of this form must be forwarded to the Internal Control Officer
of Section 2. For individual sports going to State competition as a Section 2 team (such as wrestling or track), the Sports Coordinator will complete this form with the Internal Control Officer. A. TRANSPORTATION 1. Departure time from home school will be the time of day necessary to allow a team to arrive two (2) hours prior to the contest. 2. Transportation will be provided for participants and related school personnel only. Spectators, parents, and others not directly involved with the team will not be permitted to ride on Section II transportation. A manifest of all persons, including name and function, traveling on the Section II vehicle will be made available by an Administrator, Athletic Director or Coach at the time of departure. 3. If a school district elects to provide its own transportation to post-sectional competition outside Section 2, the district will be reimbursed if requested at the NYSPHSAA rate of $1.60 per mile for bus transportation according to transportation chart and $.25 per mile for automobile transportation.
B. LODGING 1. Hotel/Motel accommodations will be arranged by the travel agent (for regionals) or the site chairperson (for most state competition). If a school district wishes to arrange for alternate accommodations, the district will be reimbursed by the section at a rate of $56.00 per room. Rates are based on four athletes and two coaches per room. The school must present a validated receipt for reimbursement. No accommodations are provided for teams participating in regionals and/or states within Section 2.
2. The time of the contest and the distance from home school will be considered when determining whether or not a team requires lodging. 3. Every effort will be made to have teams depart for home after a contest. 4. Room service, telephone charges, and other non-authorized charges are not covered by Section 2. C. GENERAL Any expense above the amount allowed by Section 2 must be incurred by the participating school district. Any request for special arrangements, such as practice sessions or side trips, must be made in advance by the athletic director of the participating school and must be cleared by the assistant treasurer of Section 2. (If these arrangements are not cleared by Section 2 prior to the trip, the Section will not make payment!) Arrangements with the designated travel agency must be made by the Sports Chairperson. The athletic Director will call the agency to confirm and arrange final details. Ultimate authority rests with the Section 2 Internal Control Officer. NO SPORTS CHAIRPERSON HAS AUTHORITY TO EXCEED THESE LIMITS OR REGULATIONS. The participating school district is responsible for any and all damages or charges in excess of approved expenses. Player Ejection Policy Any player on a varsity, junior varsity, freshman, or modified team in Section 2 shall be suspended for the next previously scheduled contest if he/she is ejected from a contest for unsportsmanlike conduct including taunting by an official. The next contest is defined as the next contest in which the disqualified athlete is eligible to play, in that sport season. Disqualification from one sports season will carry over to the next season of participation ( as per state regulation). A player who is disqualified from the final regular season game would sit out the first sectional contest, if applicable. A player who might be injured (for example, during a fight for which he was ejected) would be ineligible for the first contest for which he/she is medically cleared. Sectional, regional, or state tournament games are not exempt from this rule. A senior athlete disqualified from his/her last contest of participation shall be appropriately disciplined within two weeks of the incident by the school’s athletic director, coach, and/or principal in accordance with the school’s discipline code. The athletic director shall report in writing to the chairperson of the Section 2 Sportsmanship Committee as to what disciplinary procedures were followed. Any member of a squad who strikes, shoves, kicks, or makes other physical contact with the intent to annoy, harass or intimidate an official shall be expelled from the contest immediately and banned from further participation in all sports for a period of time to be determined by the Section not to exceed one year form the date of the offense.
Note: Member of the squad includes player, manager, scorekeeper, timer, or statistician. If player is disqualified from a game, the coach of the player must fill out a disqualification form after the contest. Comments from each coach and the official should be solicited. Completed form should be given to athletic director of offending school. Copies of these forms must be submitted to the Section 2 Sportsmanship Chairperson as soon as possible. The chairperson shall compile and distribute a summary of disqualification by sport and level seasonally and shall submit a copy to the NYSPHSAA office. Enforcement of this rule is incumbent on the athletic directors and school administrators. If a disqualified player plays illegally in a contest, that would constitute the use of an ineligible player, and would be subject to the state regulations regarding same. Schools who repeatedly violate this policy are subject to further sanctions by the sportsmanship committee.
Coach Ejection Policy Any coach or assistant coach of a Section 2 team at any level shall be suspended from coaching the next scheduled contest if he/she is ejected from a contest for unsportsmanlike behavior including taunting by an official. The contest is defined in the section on player ejection. A coach who strikes, shoves, kicks, or makes other physical contact with the intent to annoy, harass, or intimidate another person (e.g. official, another coach, player, fan) shall be expelled immediately and banned from further participation or coaching in all sports for a period to be determined by the Section not to exceed 1 year.
Responsibility for Enforcement The athletic director of the offending school is responsible for enforcement of this regulation. If a coach is disqualified from a game, the athletic director shall file a report with the Section 2 Sportsmanship Committee. Enforcement of this rule is incumbent on the athletic directors and school administrators. If a disqualified person coaches illegally in a contest, that contest is subject to forfeiture pending decision of the Sportsmanship Committee. SPECIAL NOTE: A DISQUALIFIED COACH MAY NOT BE PRESENT IN THE LOCKER ROOM, ON THE SIDELINES, IN THE STANDS OR SITE AREA BEFORE, DURING OR AFTER THE CONTEST.
