Tri–County Partners Habitat for Humanity is a non-profit, ecumenical Christian housing ministry dedicated to eliminating poverty and homelessness. Tri-County Partners Habitat for Humanity works in partnership with low-income working families, sponsors, and communities to build and renovate decent, affordable housing. Through volunteer labor and donations of money and materials, Tri–County Partners Habitat for Humanity builds and rehabilitates simple, decent houses with the help of the homeowner families.

There are three criteria that must be met in order to qualify for a Tri–County Partners Habitat for Humanity home.

1. Need for Adequate Shelter:Tri-County Partners Habitat for Humanity builds homes for low-income families, whose present housing is inadequate. (Applicants must be legal residents of the U.S., and have lived in the Tri-Cities area for at least one year).

Income Guidelines—Provided by Housing and Urban Development for Pasco, Kennewick, and Richland. Guidelines effective June 28th 2020 and are subject to change.

2. Ability to Pay:Applicants must have the resources to pay a low-interest monthly mortgage and the ability to save for closing costs (currently approximately $9,000). Applicants must have a minimum Equifax credit score of 640.

3. Willingness to Partner:Applicants need to be willing to contribute to the “sweat equity” requirement of 500 hours, and be a part of the Tri–County Partners Habitat for Humanity family.

Verification of Employment Instructions

The lender uses this form for applications for conventional first or second mortgages to verify the applicant's past and present employment status.

Printing Instructions This form must be printed on letter size paper, using portrait format.

Instructions The applicant must sign this form to authorize his or her employer(s) to release the requested information. Separate forms should be sent to each firm that employed the applicant in the past two years. However, rather than having an applicant sign multiple forms, the lender may have the applicant sign a borrower's signature authorization form, which gives the lender blanket authorization to request the information it needs to evaluate the applicant's creditworthiness. When the lender uses this type of blanket authorization, it must attach a copy of the authorization form to each Form 1005 it sends to the applicant's employer(s).

For First Mortgages: The lender must send the request directly to the employers. We will not permit the borrower to hand-carry the verification form. In connection with my application for homeownership, I/We understand that investigative background inquiries will be made on the applicant, co-applicant and any other persons over the age of 18, who will be residing in the home. These inquiries will include criminal convictions, the national sex offender registry and other reports that may include verifying the information provided on the application with the employer and/or the financial institution. By completing this form, I am submitting myself to such an inquiry. I/We understand that Tri-County Partners Habitat for Humanity will request information from various Federal, State and other agencies which maintain records concerning my past activities relating to my criminal experiences. I/We also understand that I/We may withhold my permission to conduct a background check and that in such a case, no investigation will be done and therefore, my application for a Habitat home will not be processed further. All applicants will be given an opportunity to review any conviction record upon written request. A. RESIDENCE REQUIREMENT:

1. All applicants MUST be Permanent U.S Residents 2. Applicant(s) MUST have resided in Tri-County area for a minimum of 1 year. 3. An exception may be made if the applicant has been working within the Tri-County area for a minimum of 1 year, but

commuting to a home outside the Tri-County area.

B. ABILITY TO PAY: Applicant(s) MUST meet income guidelines. 1. 30% - 60% of the area median income for our area, as set by HUD. 2. Bankruptcy must have been discharged a minimum of 3 years prior to application, with good payment record since. 3. Long-term debt-to-income ratio should not exceed 40%. 4. Projected mortgage payment should not exceed 30% of household income. (HFHI manual) 5. Any foreclosure must have occurred a minimum of 5 years prior to application, with good payment record since.

C. WILLINGNESS TO PARTNER: Applicant(s) MUST be willing to partner. This is demonstrated by:

1. Promptness in completing application, providing required documentation, and responding to requests for additional information.

2. Willingness to save $9000 for closing costs during the 6-24 months while working toward homeownership. 3. Willingness to complete a minimum of 500 hours of sweat equity labor 250 of which may be completed by friends or

relatives of the applicants

D. MUST DEMONSTRATE NEED: Applicant(s) MUST currently be living in inadequate housing, such as: 1. The home has structural damage, or problems with heating, electrical, plumbing, mold, infestation, or other condition

issues 2. The home is overcrowded 3. Facilities do not accommodate special needs, such as physical disabilities 4. The household is “debt-burdened” (paying over 50% of monthly income in rent)

POLICIES:

• Credit checks and criminal background checks will be run prior to approval into the program, again prior to a lot/house being offered, and may be run again prior to closing of loan. Any noncompliance will result in program participant(s) being dropped from the housing program.

• Application may be denied based on any household member’s drug conviction within 5 Years prior to application, or any felony conviction within 5 years prior to application, through closing. Affiliate adheres to HFHI legal decisions regarding criminal background checks.

• Application may be denied based on any household member’s conviction as sex-offender, the length of time between conviction and application to the Habitat program will be determined on a case by case basis

• All judgments of record must be cleared to be eligible for lot/house offer. • Any major purchases on credit incurred between program approval and loan closing could trigger de-selection if long-term debt-to-

income ratio exceeds maximum allowed (for example, a major purchase which adds a significant amount to monthly payment obligations could cause debt ratio to exceed 41%).

• If in debt, applicants must attend credit counseling prior to approval into the homeownership program. Additional workshops required during program.

• Must attend First-time Homebuyer’s Education classes before closing. • Washington state law does not allow married persons to apply on their own (i.e., spouse needs to be a co-applicant) • Must complete first 200 sweat equity hours, to be eligible for lot/house offer. • To show earning capability, all applicant/s must have or establish a two-year work history in the same field. This is a requirement

needed to qualify for a home loan in our program. • Total minimum number of 500 sweat equity hours must be completed prior to moving into home, of which 250 MUST have been

completed by the applicants
