N. Proposed upgrade to the hazard chemical facility at the RWMF, combination of Grant and Council funding $1.3M:

• Grant funding of $800,750 from the NTG Regional Infrastructure fund.• The Technical Service Department are obtaining a price from consultants to prepare a

scope works and design drawings to enable Council to go out to Tender.

This report provides an update of current waste management projects.

Operational:• Pallets, green waste, mattresses and tyres were shredded in January 2017• The work crew from Department Corrections collect recyclables from the stock pile (e.g. wood

pallets, bricks, metal sheet in total 45.37 tonnes

Waste and Recycling Monthly Total (figures do not include clean fill):

January 2016 2,606.72 tonnes

Running total for 2016/2017 Financial Year:18,669.49 tonnes of waste (not including clean fill) was collected at the RWMF between July 2016 and January 2017 (Table 2).

Recycling (Total Recycling Material - Table 1 and Figure 2):

January 2017 34.91 tonnes (1.39%)

January 2016 86.40 tonnes (3.31%)

28.13 % was recycled up to January 2017 financial year.

Third grade stock (low grade) of 48.42 tonnes of stock was subsequently returned to the landfill, making the final amount of second hand goods recycled through the Rediscovery Centre 80.33 tonnes.

Waste News and Other Events

• Free disposal of computers and televisions is available to the public on the first Saturday of each month through the National Television and Computer Stewardship Program. The next e- waste free drop off day will be on Saturday the 4th March 2017.

• The 10c cash for wine and spirit bottles recycling operates at the RWMF each Saturday in total 11,325.00 bottles were collected in January 2017.

2. Major Development Works - Currently under construction2.1 llpeye llpeye Subdivision - Subdivision work restarted. BTO is providing unconditional certification

for this project which is managed by Dol. Work is nearing completion. Greenhills have provided BTO with a list of outstanding issues that remain unaddressed before Council can consider a handover from the NT Government.

2.2 Kilgariff subdivision - Stage 1 and Stage 1A - Work in progress including the discussion on the improvement of the Norris Bell intersection to prevent flooding at the Cemetery. Applications have been received to include a new sewer substation and also land for a local park. NT Government have been provided feedback from Council on the outstanding items that require attention. A response is yet to be received.

2.3 Lot 288, 69 Ross Highway - To use and develop the land for the purpose of a motel with 76 single rooms and caravan park with 25 two bedroom self-contained cabins and 6 camping sites including a communal kitchen, dining area, ablutions, laundry, recreation area and office. Council still awaits the final solution proposed with regard to the stormwater discharge from this site.

2.4 Lot 8146 and 8147, 14 Parsons Street - Construction of the Supreme Court is pending a March 2017 physical completion.

2.5 Lot 8203, 27 Head Street - Construction of 9 x 3 BR multiple dwellings in 2 buildings - Currently building construction is underway.

3. Major Development Works - completed recently

This report provides an update on environmental projects.

Waste Management

• Council was unsuccessful in attaining grants through the 2016/2017 NTEPA funding round

of waste grants.

• Finalised grant acquittals from the NT ERA 2015/16 grant. For Art of Waste and Compost

Revolution grants.

Energy

• A graph of purchased energy for six Council facilities is attached. Traegar Park will now be

included in energy-use graphs as it is a major Council facility. It should be noted however,

that Traegar Park has seasonal variation in energy use due to AFL seasons and sports

lighting. Approximately 40% of Treager energy use is from day-to-day use, while 60% is

sports lighting. By December 2016, solar energy provided 18% of the energy used by these

6 facilities.

• A draft excel template for measuring Greenhouse Gas Emissions from Council’s operations

has been developed.

Land Management

• The Green Army has been defunded by the Federal Government. As such, the grant

application submitted for Green Army Projects though Round 5 in 2016 will not be funded.

Other

• A brochure on the impacts of domestic cats on native wildlife has been developed and a draft Community Service Announcement has been prepared. This was through the Roaming Cat Prevention project which was successful in receiving funding through Territory Natural Resource Management (TNRM).
