Session-1B

Translating TOD principles for Indian Context, demonstrated through EMBARQ

India projects

Page 3: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Complete Streets: networks, modes, interface with buildings;Integrated Transport: including Mass transit, IPT, NMT, pedestrians;Public Spaces: meaningful for People/Communities;Cultural Landscapes: including built, natural and intangible;Compact developments: high density urban form;Transit Supportive Uses: mixed useTravel Demand Management: parking for bicycles, buses, IPT, cars

Complete Streets

Managing transforming segments

Treatment of Primary Corridors and Segments

Articulation of Nodes

Introducing pedestrian networks

Intersection geometry corrections

Identifying Potential Plots for Multi Use

Treatment of Secondary Corridors and segments

Management of Traffic Signals and ParkingPP

EMBARQ India and MMIA have been working together since August 2011 to improve the public realm in MIDC Marol

Page 6: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Large gap in the divider No street markings to guide vehicles and

pedestrians

Unsafe crossing, no pedestrian refuge area

Complete Streets

Complete Streets

Create pedestrian refuge areas

Reduce gap in the divider

Create table top intersection

Safe crossings

Design of Streets as surfaces for mixed traffic, creation of priority for walking

Integrated TransportEMBARQ India and DULT have been working in a partnership since Sept 2011 to develop accessibility projects for Metro Stations

Cultural LandscapesEMBARQ India along with DULT developing a TOD project at Hubli-Dharwad, Karnataka

Page 13: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Cultural Landscapes: BuiltNeed to Identify, recognize and protect Heritage;

Page 14: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Cultural landscapes: BuiltDefining boundaries, documenting house-forms, establishing heritage

Page 15: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Cultural Landscapes: NaturalUnderstanding Regional water catchments, extent of tree cover for public spaces;

Page 16: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Zones for higher density areas as well as protected areas;

Compact Development

Page 17: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Creating usable the green spaces accessible to public transit;

Compact DevelopmentDevelopment as per master plan. DCR only for physical aspects like Building hieght, FSI, Margins etc;

Page 18: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Medium and Low density development away from the public transit;

Compact Development

Compact, high density and Mixed Use developments linked with public transit;

Page 19: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Mixed use developments linked which is carefully calibrated to support activity round the clock;

Transit Supportive Uses

Page 20: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

EMBARQ India is partnering with NRDA to review the master plan and designing of Sector 31 based on principles of TOD, walkability and access to public open spaces

Compact Development

Design of Sector based on density distribution in Naya Raipur

Compact Development

Page 22: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Discussion is:

Discourse is currently only about building up density in TOD but not creating an urban-form that is liveable;

How to create TOD which not only capitalises on the concentrations by increasing density but at the same time does so responsibly, that is considering carrying capacities of existing infrastructure, environmentally sensitive zones, heritage areas and needs of people/ communities?

Challenges to Interpret TOD principles

Page 23: TOD Karo - Challenges and Opportunities in Implementing TOD Principles in India

Major Challenges are:

Develop Institutional mechanism to Capture the potential, monetize and regulate land that comes under compact development;

• Develop land pooling mechanisms other than just acquiring;

• Re-imagining laying of street infrastructure both over and under ground, with considerations for maintenance;

• Develop mechanisms to Identification of heritage (built natural and cultural), its impact on the settlement and how the TOD needs to be sensitive in order to conserve and protect;

Developing methodologies and guidelines that impact more than the physical aspects like FSI, Ground coverage parking etc;

• Develop methodology to define use and design of public space; Street as a public space in Indian context;

• Develop methodology to involve people and communities in decision making;

• Develop methodology to approach heritage and environmentally sensitive areas;
