Tactics:

Develop a model to facilitate ongoing consultation with membersof the community, Library Board, Library staff and City ofVaughan staff including focus groups, surveys, interviews andworkshops to gather input on the Libraries’ resources andservices, technological advances, customer satisfaction and needs.

Promote relevant services, programs and customer satisfactionsurveys in languages other than English.

Extend the range of communication options to encompasstechnological advances.

Develop a brand identity strategy.

You told us. We listened. Now,in response to your commentsand suggestions we presentToday For Tomorrow, the StrategicPlan that will guide VaughanPublic Libraries over the nextfour years.

Vaughan Public Libraries has arich history of success in servingresidents as they read, learn,study, look for a new job, meetwith friends or celebrate andshare their culture. We havekept pace with the changes inVaughan growing alongside theCity, with two resource libraries,five branches and an ELibraryequipped to meet the needs ofour diverse community.

During this strategic planningprocess, the residents ofVaughan told us how much theyvalue their Libraries. Whetherwe talked to teens, adults,seniors, students or parents itwas apparent that VaughanPublic Libraries is a threadrunning through the fabric ofVaughan.

In developing Today ForTomorrow, the Vaughan PublicLibrary Board, residents andlibrary staff identified five areasfor Vaughan Public Libraries tofocus on: champion literacy;collaborate with the communityto ensure a responsive libraryservice; provide welcoming

destinations to connect thecommunity; remain committedto empower staff in providingthe highest calibre of service tothe residents of Vaughan andcommunicate with stakeholdersto raise awareness of thecollections, programs andservices available.

We thank everyone thatparticipated in the focus groups,completed the surveys either inthe Libraries or online, andcontributed comments duringthe planning process. We lookforward to working together inimplementing a shared visionfor delivering valued libraryservice to the residents ofVaughan.

Tactics:

Plan and design Vaughan’s third resource library, centrally locatedwithin the footprint of the new Vaughan Civic Centre Campus.

Deliver library services outside of traditional buildings through theInternet, outreach partnerships and using Libraries on the Gotechniques to offer collections conveniently located in nichesthroughout the community.

Create interactive activity centres in each library for parents andchildren.

Adopt quiet study opportunities at all library locations.

Develop an Accessibility Plan.

Develop library locations in response to recommendations from theMaster Plan for the Development of Recreation and Culture, Parks,Building and Facilities and Libraries

Maintain active participation in the City of Vaughan’s planninginitiatives such as the Growth Management Study, the Official Plan andthe Environmental Master Plan.

Changing Demographics

The City of Vaughan has grown rapidly. Today’s population of247,464 is projected to reach 265,057 in 2011. Forty-eight per centof Vaughan’s population reported having a mother tongue otherthan English in 2001 and that percentage is expected to increase to52% in 2011. An affluent and educated community, the averagefamily income in Vaughan was $92,734 in 2001, 16% higher thanthe average for Ontario. Statistics Canada also reported in 2001that 24% of the population over the age of 20 had universitydegrees and another 31% had a college diploma or some universityeducation.

Employment, Industry and Housing

Within York Region, the City of Vaughan is the largest employmentcentre with over 7,700 businesses employing over 143,000 people.This is expected to climb to 178,000 in 2011. While Vaughan’spopulation represents 26% of York Region’s population, Vaughan’semployment represents over 34% of the Region’s employment.Small business, those with fewer than 20 employees, accounts for84% of all business enterprises. Housing units in Vaughan reportedin 2006 totalled 71,265, a number projected to increase to 81,358 in2011.

The Strategic Planning Process

InitiationIn November 2006 a working group was established and chargedwith the task of creating a Strategic Plan to guide the direction ofVaughan Public Libraries from 2008 to 2011.

Research and ConsultationThe strategic planning process began with an environmental scanand analysis of trends and issues facing libraries today: social anddemographic factors, economic and political issues, andtechnological advances that will impact Vaughan Public Libraries.We also partnered with the City of Vaughan in theMaster Plan for theDevelopment of Recreation and Culture, Parks, Building and Facilities andLibraries’ household telephone survey to Vaughan residents.Customers and staff provided suggestions and feedback during thesix public and five staff focus groups, and through surveys conductedin the Libraries and online. Participants were forthcoming about theLibraries’ strengths, weaknesses, opportunities and threats and haddefinite ideas about what our priorities should be over the next fouryears.

Analysis and CreationResearch was analysed, compiled and presented to the members ofthe Vaughan Public Library Board at a strategic planning summitheld to discuss the Libraries’ future. To identify corporate priorities,survey and focus group comments were grouped by theme. Five keyareas of focus emerged to form the basis of our Strategic Plan for2008-2011.

Refinement and DeliveryThe Plan was drafted to include corresponding strategic directionsand tactics. It was then presented to the Libraries’ executivemanagement team and Library Board for further revision andapproval. The Strategic Plan is delivered to stakeholders througha variety of channels.

ImplementationWork plans outlining timelines and success measures for tacticswere created by library staff in order to implement the StrategicPlan, Today For Tomorrow. Vaughan Public Libraries will continueto report to the community annually on achievements through ourProgress Report, available in library branches and on the ELibrary atwww.vaughanpl.info.

THE PLANNING FRAMEWORK

Celebrate the diversity of our community through partnershipsand events complemented by joint programs with immigrantsettlement agencies to keep abreast of community needs: supportareas of the collection and foster intercultural understanding inthe community.

Improve access to the collection by delivering requestedmaterials to customers more efficiently and welcoming theirsuggestions for modification of the library catalogue.

Make popular materials available more quickly and continue tointroduce materials in emerging formats.

Develop partnerships with local school boards and othereducational institutions to foster collaboration on service deliveryand curriculum support.

Investigate ways with the City of Vaughan, to offer the communityseamless access to select municipal and library services.

Network with seniors groups, residences, facilities and agenciesto develop collaborative initiatives, programs and enhancedlibrary services designed specifically to meet the needs of thecommunity’s aging population.

Steward preservation of and access to Vaughan’s heritage bydeveloping the Local Studies collection.

Build bridges and opportunities to connect generations andcultures by developing programs and volunteer opportunities forseniors, adults, teens and children.

Promote library services, such as fast, reliable access toinformation, that will assist local businesses and professionalassociations.

Maximize efficiencies and review new and enhanced sources ofrevenue.

The Strategic Planning Process

InitiationIn November 2006 a working group was established and chargedwith the task of creating a Strategic Plan to guide the direction ofVaughan Public Libraries from 2008 to 2011.

Research and ConsultationThe strategic planning process began with an environmental scanand analysis of trends and issues facing libraries today: social anddemographic factors, economic and political issues, andtechnological advances that will impact Vaughan Public Libraries.We also partnered with the City of Vaughan in theMaster Plan for theDevelopment of Recreation and Culture, Parks, Building and Facilities andLibraries’ household telephone survey to Vaughan residents.Customers and staff provided suggestions and feedback during thesix public and five staff focus groups, and through surveys conductedin the Libraries and online. Participants were forthcoming about theLibraries’ strengths, weaknesses, opportunities and threats and haddefinite ideas about what our priorities should be over the next fouryears.

Analysis and CreationResearch was analysed, compiled and presented to the members ofthe Vaughan Public Library Board at a strategic planning summitheld to discuss the Libraries’ future. To identify corporate priorities,survey and focus group comments were grouped by theme. Five keyareas of focus emerged to form the basis of our Strategic Plan for2008-2011.

Refinement and DeliveryThe Plan was drafted to include corresponding strategic directionsand tactics. It was then presented to the Libraries’ executivemanagement team and Library Board for further revision andapproval. The Strategic Plan is delivered to stakeholders througha variety of channels.

ImplementationWork plans outlining timelines and success measures for tacticswere created by library staff in order to implement the StrategicPlan, Today For Tomorrow. Vaughan Public Libraries will continueto report to the community annually on achievements through ourProgress Report, available in library branches and on the ELibrary atwww.vaughanpl.info.

Tactics:

Plan and design Vaughan’s third resource library, centrally locatedwithin the footprint of the new Vaughan Civic Centre Campus.

Deliver library services outside of traditional buildings through theInternet, outreach partnerships and using Libraries on the Gotechniques to offer collections conveniently located in nichesthroughout the community.

Create interactive activity centres in each library for parents andchildren.

Adopt quiet study opportunities at all library locations.

Develop an Accessibility Plan.

Develop library locations in response to recommendations from theMaster Plan for the Development of Recreation and Culture, Parks,Building and Facilities and Libraries

Maintain active participation in the City of Vaughan’s planninginitiatives such as the Growth Management Study, the Official Plan andthe Environmental Master Plan.

Changing Demographics

The City of Vaughan has grown rapidly. Today’s population of247,464 is projected to reach 265,057 in 2011. Forty-eight per centof Vaughan’s population reported having a mother tongue otherthan English in 2001 and that percentage is expected to increase to52% in 2011. An affluent and educated community, the averagefamily income in Vaughan was $92,734 in 2001, 16% higher thanthe average for Ontario. Statistics Canada also reported in 2001that 24% of the population over the age of 20 had universitydegrees and another 31% had a college diploma or some universityeducation.

Employment, Industry and Housing

Within York Region, the City of Vaughan is the largest employmentcentre with over 7,700 businesses employing over 143,000 people.This is expected to climb to 178,000 in 2011. While Vaughan’spopulation represents 26% of York Region’s population, Vaughan’semployment represents over 34% of the Region’s employment.Small business, those with fewer than 20 employees, accounts for84% of all business enterprises. Housing units in Vaughan reportedin 2006 totalled 71,265, a number projected to increase to 81,358 in2011.

Vaughan Public Libraries has arich history of success in servingresidents as they read, learn,study, look for a new job, meetwith friends or celebrate andshare their culture. We havekept pace with the changes inVaughan growing alongside theCity, with two resource libraries,five branches and an ELibraryequipped to meet the needs ofour diverse community.

During this strategic planningprocess, the residents ofVaughan told us how much theyvalue their Libraries. Whetherwe talked to teens, adults,seniors, students or parents itwas apparent that VaughanPublic Libraries is a threadrunning through the fabric ofVaughan.

In developing Today ForTomorrow, the Vaughan PublicLibrary Board, residents andlibrary staff identified five areasfor Vaughan Public Libraries tofocus on: champion literacy;collaborate with the communityto ensure a responsive libraryservice; provide welcoming

destinations to connect thecommunity; remain committedto empower staff in providingthe highest calibre of service tothe residents of Vaughan andcommunicate with stakeholdersto raise awareness of thecollections, programs andservices available.

We thank everyone thatparticipated in the focus groups,completed the surveys either inthe Libraries or online, andcontributed comments duringthe planning process. We lookforward to working together inimplementing a shared visionfor delivering valued libraryservice to the residents ofVaughan.
