am very pleased to present to you my first annual report as CEO of Second Harvest FoodBank of Santa Clara and San Mateo Counties. In fiscal year 2006-2007, the Food Bankexperienced one of the most successful years in its 33-year history by distributing 6% morefood to those in need and raising nearly $3 million more dollars than the previous year. TheFood Bank’s ability to grow and reach even more hungry people in Santa Clara and San

Mateo Counties is a direct result of the many years of consistent support from donors like you.We continue to spend your money wisely, maintaining our efficiency level of returning 96¢ ofevery $1 donated back to the community in the form of food for those in need.* Thanks to mypredecessor Dave Sandretto, who retired last year after serving for eight years as ExecutiveDirector, and the Board of Directors for their hard work and foresight that laid the foundationfor many of the successful programs we have today.

This past year was one of much change and growth. We conducted over 18 focus groups withour partner agencies throughout the counties we serve. The goal was to better understand thechallenges they face. We identified three major issues from these focus groups: 1. Some of our clients faced challenges accessing enough food 2. Our senior clients had special nutritional needs that needed to be met3. Our family clients needed more food to adequately feed themselves and their children

New programs were developed to respond to each of these issues. To address the issue ofaccess, we launched the Mobile Pantry program. This program delivers food to select sites andis designed to reach clients who live in communities that are relatively isolated because thereare no full-service grocery stores within walking distance and residents often lack transporta-tion. To address the nutritional needs of our senior clients, we augmented our Brown Bag pro-gram to regularly provide calcium-rich dairy products and foods that are low in salt and sugar.And, to address the quantity issue of our Family Harvest program, we added an additionalmonthly distribution to select sites.

As with all new programs, additional funds were required for implementation. Fortunately, we had a very successful 2006 Holiday Food & Fund Drive chaired by Jen-Hsun Huang andChris Malachowsky, co-founders of Nvidia. Their leadership, combined with a creative andenthusiastic approach, raised a record amount of funds which provided the seed money tolaunch these new programs.

I am grateful to the many corporations - their leaders and their employees; service clubs;schools and scouting organizations; city, county, state and federal elected officials; faith-basedorganizations; volunteers; and the media that continue to support Second Harvest Food Bankand our mission. We could not do it without you.

Last, but by no means least, I am proud to say that the Food Bank received a four start ratingfrom Charity Navigator, the highest rating possible.

food Second Harvest provides is sprinkled with hope and dignity. Those whoreceive food from us are given the opportunity to volunteer, they providecontinual feedback to help shape our programs and speak out as advocates,driving important public policy initiatives forward.

Without food, children lose focus in school, seniors deteriorate in silenceand hard working adults wonder if there is more to life than paying rent

and utility bills. For a family of four with two parents

working full-time in Santa Clara or San MateoCounties it costs $77,069 a year simply tocover basic necessities. This figure does

not include a variety of

expenses such as major auto repair bills, long-distance phone calls, enter-tainment or educational materials. The average household income for a familyof four receiving food from Second Harvest Food Bank is $16,056 a year.

Individuals who work two or three minimum wage jobs, or rely on modestsocial security checks, often have no choice but to go without eating. SecondHarvest feeds those who cannot feed themselves. We also feed the programsthat feed the people.

Aside from introducing several new initiatives that improve access, qualityand quantity of food distributed, Second Harvest Food Bank built new relationships and strengthened existing partnerships with local non-profitagencies serving low-income households.

Through our network of 400 community based agencies at 821 distributionsites, we distributed 31.7 million pounds of food in FY 2006 – 2007. Ourefforts and efficient distribution model,provided an average of 163,000 indi -vi duals with food each month. Still, only half the need was met.

In addition to partnering with local non-profits, Second

Harvest Food Bank of Santa Clara and San Mateo Counties is

unique because we address underserved geographic areas and

populations through our own Direct Service Programs. We estab-

lished these direct service distribution sites in specific geographic

areas because we determined the food needs in those neighbor-

hoods were not being met with existing programs. Our direct

service programs include:

� Summer Nutrition provides 20,000 children a month with free

meals during their summer vacations.

� Produce Mobile delivers fresh fruits and vegetables to 4,000

individuals each month.

� Partners in Need provides weekly food assistance to 700 Food

Bank volunteers each year.

� Family Harvest provides 100 pounds of food to 3,000 families

with children on a monthly basis.

� Operation Brown Bag supplies one large bag of free groceries

to an average of 12,600 seniors each week.

� Mobile Pantry provides geographically isolated communities

with 100 pounds of food each month.

Second Harvest Food Bank of Santa Clara and San Mateo

Counties operates two food distribution warehouses �located at 750 Curtner Avenue in San Jose and 1051 Bing

Street in San Carlos.

Food comes into these warehouses in the form of donated

food and purchased food . Donated food comes from growers,

processors, wholesalers and retailers, food drives and the govern-

ment through USDA allocations. Additional food is purchased to

supplement donated items and includes fresh fruits and vegeta-

bles, milk, meat, and cheese. We also buy large quantities of staple

canned and dry goods at wholesale prices.

Last year we distributed more than 31 million pounds of food

to 163,000 local residents through our core services model �and our unique programs �. Our core service model mirrors that

of most food banks. Ours is called the Food Assistance Program

and involves partnerships with more than 400 non-profit agencies

including shelters, pantries, soup kitchens, counseling centers,

educational organizations and community based safety net organi-

zations. These agencies service low-income populations from

Daly City to Gilroy, and the Coast to the Bay. Food is either delivered

by the Food Bank directly to these partner non-profits or repre-

sentatives from the organizations visit the San Jose or San Carlos

Distribution Center to pick up items, which they take back to

their location and provide to their clients.

Agency Relations ConferencesAgency Relations Conferences were organized bythe Food Bank to support local non-profit serviceproviders with education in grant writing,advocacy, volunteer management, food safety,nutrition, disaster preparedness, and culturalcompetency. Repre sentatives from 300 non-profitorganizations attended. Both conferences weremade possible through sponsorships from:Applied Materials, Oracle, and the Silicon ValleyCommunity Foundation.

Mobile PantryMobile Pantry started as a pilot program in Spring2007. This new program is designed specifically toimprove access to food for low-income individualsliving in isolated communities without full servicegrocery stores and limited access to free foodassistance programs. Recipients receive largeboxes filled with nutritious foods such as freshmilk, eggs, produce, and meat. Our partnersinclude the Santee Neighborhood Association(San Jose) and Puente de la Costa Sur(Pescadero).

Food Stamp Outreach ProjectFood Stamp Outreach was conducted in collabo-ration with the Santa Clara County Social ServicesAgency and the Homeless Coalition. The FoodBank is one of the few non-profit organizations inthe state authorized to process and expedite suchapplications. By signing up through SecondHarvest, applicants receive benefits in days ratherthan weeks. Resources for Food Stamp benefitsare also provided through the Food Bank’s “FoodConnection Hotline.”

The State Summer FeedingProgramThe Food Bank conducted a pilot program in2007 that allowed a local soup kitchen (Martha’sKitchen) and a safety net organization (SamaritanHouse) to prepare nutritious meals for low-incomechildren during the summer months. SecondHarvest handled the administrative processneeded for both organizations to receivegovernment reimbursement for the meals theyprovided to children. Meals were provided to low-income children attending recreational and daycamp programs at Sacred Heart CommunityServices and the Martin Luther King Center.

Thousands of donors supported these effortsthrough contributions to the Food Bank’s “ShareYour Lunch” campaign. All funds raised weredirected to our children’s summer feeding programand the purchase of food for children.

Legislation and AdvocacyAnti-Hunger Advocacy and Legislation is a uniqueway that Second Harvest can promote systemicchange aimed at fighting the root causes ofpoverty. The Food Bank nominated State AssemblyMember Jim Beall for the Hunger Fighter Award,which he received at Hunger Action Day inSacramento. In partnership with the Food Bankand the California Food Policy Advocates,Assembly Member Beall introduced Assembly Bill433 to reduce the barriers that low-incomehouseholds face when applying for Food Stampbenefits.

Nancy Amidei, former Director of the FoodResearch and Action Center, conducted aworkshop at Second Harvest for local communitymembers interested in anti-hunger advocacy. Theworkshop was made possible by MAZON: A JewishResponse to Hunger.

The reauthorization of the Federal 2007 FarmBill impacts a range of programs including FoodStamps and the Emergency Food AssistanceProgram through which the Food Bank receives afood allocation. Second Harvest collaborated withfederal representatives to move this importantlegislation forward. In addition, Second Harveststaff, volunteers and clients traveled toSacramento for the Hunger Action Day in May todiscuss concerns about hunger and nutrition withelected officials.

Children’s Summer NutritionChildren’s Summer Nutrition provides food forstudents during the long summer vacation whenthey do not receive subsidized meals at theirschools. During the summer of 2007, SecondHarvest provided additional food to 20,000children a month, lifting much of the burden off ofparents whose limited resources are alreadystrained.

This allowsclients to prepare the food theyreceive in a way that is familiarand culturally relevant to them.

Our heartfelt thanks goes to you, our very special donors and volunteers. You touched our hearts with your generosity for the hungry here in Santa Clara and San Mateo Counties. In fiscal year 2006–2007, volunteers contributed the equivalent of 90 full-time positions (more people than we employ) valued at $3.1 million in

wages. Food donations and cash contributions provided 31.7 million pounds of food, equivalent to approximately 24.8 million meals. The 15.3% increase in donations and contributions allowed the Food Bank to:

• Provide low-income families, seniors, and individuals with more food

• Deliver wholesome, healthy food including protein, calcium-rich dairy products, and foods low in salt and sugar

• Expand and launch new programs such as the Produce Mobile, a refrigerated truck that brings high-quality, freshproduce to Family Harvest sites, and the Mobile Pantry that delivers food to low-income housing areas that lacktransportation and a local supermarket.

The 2005 Hunger Analysis of Santa Clara and San Mateo Counties challenges us with the number of people that continue to go to bed hungry. Our capacity for food distribution must grow significantly over the next few years toenable us to meet the needs of our neighbors and reduce the hungry among us. We appreciate the continued support of you, our partners, as together we work diligently to provide local solutions to hunger in our community.
