Harvesting of Hardwood forest Harvesting of Hardwood forest, using Single Tree Selection Silviculture subject to the Southern Region IFOA requirements will be undertaken within this planning unit. Neither timber harvesting nor roading will be licensed under the EPL. The primary product of the harvesting is poles and high quality large sawlogs (quota logs). Parts of felled logs that do not meet pole or high quality log specifications are segregated and graded into other classifications such as high quality small sawlogs, salvage sawlogs, pulp logs & miscellaneous timbers e.g. split & round posts, firewood, mining timbers & craftwood. The availability of salvage sawlogs, pulp and miscellaneous timbers depends mainly on forest types, log defectiveness & market conditions at the time of harvesting. Clause 22 – Integrated Forestry Operations Approval (IFOA) Consideration All relevant factors have been reviewed taking into account the volume and monetary value of each forest product to supply Term Agreement Holders. The harvesting operation also complies with Clause 22 of the IFOA. Attachment 1: Site Safety Plan prescribes safety requirements and Medical Emergency Evacuation Plan for this harvesting operation.

Attachment 2: Roading plan prescribes roading requirements for this harvesting operation. Appendix 3: Details prescribed burning requirements for the harvesting operation.

Risk ratings are in accordance with FCNSW Document “Risk Management Assessment Matrices, TRIM No. D00143573 Version No.: 1 Issue Date: June 2013 Review Date: June 2014 “. Traffic management This plan identifies haulage from the compartment will be east along Pepper Road (FCNSW owned road) turning north west (left) onto via Jervis Bay Road (Shoalhaven Shire Council owned 100km/hr road) and then north or south via Princes Highway (RMS controlled 100km/hr Road). The intersection of Pepper Road and Jervis Bay road has been assessed as meeting a minimum of 200m on both approaches; therefore additional signage in accordance with a traffic control plan is not required. Road intersections outside the control of FCNSW are not covered by this plan or any FCNSW Traffic Control Plan. Haulage contractors must abide by RTA road laws and standard operating procedures in relation to haulage routes outside the control of FCNSW.

Silvicultural Planning Single Tree Selection The STS tract is a predominantly even aged regrowth forest and will be harvested under a moderate single tree selection (STS) regime. The objective within the 91.7 ha harvest area for this operation (resource unit 1) is to remove 35% of the basal area, removing mature stems and thinning the regrowth forest to accelerate the growth of the retained regrowth stems and minimising damage to young regenerating stems and habitat and recruitment trees.

It is envisaged that the next harvesting operation in this compartment would be in approximately 30 years time.

Single Tree Selection (STS) must remove no more than 45% of the basal area (BA), while retaining a minimum BA of 10m2 per hectare within the tract.

• The resource unit has undergone moderate selective logging (targeting sawlogs) in the 90’s and previous to that mining timbers were cut in the 80s.

• The resource unit is an even aged regrowth forest with a minor mature component (BA range 25-51m2/ha).

Over 50% of this area contains sufficient regrowth stems of a form and size to warrant a targeted pole operation.

1 FCNSW has not sought permission from Shoalhaven Shire Council to close Jervis Bay Road when harvesting within two tree lengths of this road. Therefore the areas within two tree lengths of Jervis Bay Rd must be excluded from harvesting. For the remaining area: STS moderate:

• Retain and protect from harvesting/fire damage: - advanced growth which do not contain pole or high quality large sawlog products and have potential to produce high quality large sawlog products in the future, -habitat and recruitment trees as per TSL,

• Retained trees should be evenly spaced throughout the resource unit.

• Throughout the resource unit, ensure the BA does not fall below 10m2 per hectare.

• All pole, high quality large sawlog and salvage sawlog products should be removed.

Special Requirements

Noxious Weeds/Disease/Pests Hygiene Requirements Myrtle Rust has been identified within the compartment at three locations (table below shows coordinates) and has been flagged with pink tape in the field. Refer to Southern Region Myrtle Rust field guide attached to this plan.

In order to prevent the spread of Myrtle Rust all harvesting machinery, equipment and vehicles heading west from Shoalhaven Shire Council or heading to Victoria must be inspected for vegetation containing Myrtle Rust and if present the vegetation must be removed from the machinery, equipment or vehicle prior to it leaving the compartment.

Research Plots A Silvicultural demonstration site was established in 1995 consisting of six square plots (80m x 80m) and two triangular plots. All accept 1 triangular plot is outside the harvest area. The 1 triangular plot within the Net Harvest Area is located east of the Castor road and Mars road intersection. No treatment was planned in this area. This area is to be treated the same as the surrounding area. An area at Dump 5 with five wooden pegs was discovered during surveys. This is not associated with any known trials or research plots. This area is to be treated the same as the surrounding area. Any other inventory plots located during the harvesting operation are to be treated the same as the surrounding area. Road Works Within the compartment boundary only roads that are shown on the HPOM as EPL standard or sealed may be used for haulage.

Private Property Private property surrounds the compartment, as indicated on the HPOM. Private property owners have been notified of the scheduled harvesting and post-harvest burning. Contact details are available from the Batemans Bay office. The table below lists neighbours who adjoin Compartment 1199:

• No harvest disturbance is permitted on private property.

• Harvesting debris must not be left within five metres of the boundary fence lines.

• Any damage to fences must be repaired by the contractor.

• Access roads must be maintained free of debris and in a trafficable state.

Permission has been granted to owner of Lots 70, 92, 151, 152, 154, 156 of DP 755965 to access to their property through compartment 1199, via Pepper, Mars and Castor Roads during the harvesting operation. When Pepper, Mars and Castor Roads are closed the harvesting crew is to hang a UHF radio from the barriers, to enable THE OWNER to communicate with the crew. National Parks and Nature Reserves Woollamia Nature Reserve forms the south eastern boundary of the planning unit area. There is an arbitrary lot boundary between lot 26 DP 755928 (Tomerong SF) and lot 7031 DP 1054715 (Woollamia Nature Reserve) and State Forest.

No harvest disturbance is permitted within National Park or Nature Reserves.

The south eastern boundary of the harvest area is a 4th order drainage line and there is a further 300m of excluded forest between the harvest area and the Woollamia Nature Reserve. The boundary between compartment 1199 and Nature Reserve does not require marking and control lines are not required along the boundary.

Underground Cables A dial before you dig request query of the compartment indicates that underground Telstra cables are present on the eastern side of the compartment near the private property access road (PP Road) and Castor Road. Dial before you dig have been used to indicate the approximate location of the cable on the HPOM. Prior to any harvesting activity taking place in the vicinity of the cables, the CC/SFO should inspect the area for markers or other evidence of the cables and flag with marking tape. When carrying out harvesting near cables minimise ground disturbance across or along and increase depth of earth cover if required. From time to time above ground infrastructure associated with the cables occurs. Where this infrastructure is detected, the CC/SFO should pass the location and details on to the burning supervisor who should consider if extra protection measures (eg rake hoe line) are required. Any damages to cables must be immediately reported to Telstra on 13 22 03.

Forest Management Zoning

The entire compartment is FMZ 3B-Special Prescription (Visual, Wildlife & Education). The silvicultural treatment detailed in the harvesting prescription table of this plan (STS moderate) is considered to adequately address the values of this zone. No special prescriptions apply. FMZ 3B (Visual) – A small area to the south of 1199/3 Road is within the harvest area. The Excluded Forest area between 1199/3 and Jervis Bay Road and Castor Road and Jervis Bay Road will be an adequate visual buffer from the moderate intensity STS harvest operation. FMZ 3B (Wildlife) – The majority of the Net Harvest Area is FMZ 3B (Wildlife). In this zone, the management and production activities of FMZ 3B (Wildlife) should aim to maintain the area as a contiguous forested wildlife corridor within the Jervis Bay area. Moderate intensity STS silviculture applied to 43% of the Net Harvest Area combined with stream exclusion zones, will achieve this management objective.

FMZ 3B (Education) – A small area to the east of the intersection of Castor Road and Mars Road. IFOA Required Approval of Forestry Activities

Forestry Operations within the plan area must minimise impacts to the exclusion zones and meet the requirements of the EPL and General Exclusion Zones in the Flora and Fauna section of this plan. All areas of Rainforest and Stream Exclusion Zones require prior Regional Manager approval before forest harvesting related activities (eg: road or snig track construction & reopening) can be undertaken. It is the responsibility of the CC to identify any exclusion areas which will need to be crossed during harvesting. The CC should then contact the Harvest Planner to obtain the necessary approval. Cultural Heritage

Cultural Heritage - all 10 metre radius exclusion buffers are to be marked in the field as hard exclusion zones (i.e. pink & yellow tape) where logging and/or road works are scheduled to be undertaken. All operators must be taken to each site within the planned area before any activities are commenced.

For this operation FCNSW has chosen to harvest this area without EPL coverage. All EPL conditions continue to apply except for the rules applying to filter strips, protection zones and operational zones of the unmapped drainage lines. Refer to Best Management Practices for unmapped drainage lines in the standard conditions. Harvesting of unmapped drainage lines, MUST NOT occur in unmapped drainage lines which are running or holding water. It is the responsibility of the CC to inspect each unmapped drainage line prior to harvesting it, to determine if it is running or holding water. Log Dump Location 8 log dumps are indicated on the HPOM. Field location of log dumps must utilise the most level site available consistent with the location indicated on the HPOM. Inherent hazard level 2 Conditions 26, 27, 28, 30, 31 and 33 of Schedule 4 of the EPL must apply. Drainage Feature Crossings Two road crossings (C1, C2) are approved for use on drainage features. This burn plan has been planned and must be implemented in accordance with: Bushfire Environmental Assessment Code (and accompanying Bush Fire Hazard Reduction Certificate).

*This burn plan will be managed in accordance with the principles detailed in the FCNSW Corporate Fuel Management Plan 2008. All practical measures will be taken to ensure fire is contained within predetermined control lines and to prevent entry into exclusion areas. However due to the unpredictable nature of fire from time to time fire may escape the containment lines and enter exclusion zones. In these instances the Burn Supervisor should consider suitable strategies to manage the escaped fire.

BURN OBJECTIVES

• Promote regeneration of eucalypt species • Protect & enhance ecological communities

• To reduce fine fuel loads to 4-8 tonnes/ha. (assisting future fire suppression)

• A burn coverage between 60-80% of harvested area.

• To contain fire within harvested area.

• To minimise mortality in trees retained under condition 5.6 of TSL (H & R trees and feed trees).

• To minimise defect damage to retained regrowth stems.

CRITICAL AND NON CRITICAL BOUNDARIES

A summary of critical boundaries where burning must be excluded are listed below (refer to harvest plan and HPOM for further

details).

Critical boundaries within the planned compartment:

• Exclusion for probable EEC (Swamp sclerophyll forest on coastal floodplains of the NSW South East Corner

bioregion).

• Exclusion and Buffer for individuals of Biconvex Paperbark (Melaleuca biconvex).

Critical boundaries outside the planned compartment:

• National Park (Not directly adjacent to planned burn area).

• Private Property.

Non-Critical Boundaries

• RU2/Excluded Forest

Non-critical boundaries are areas within planned compartment which are outside the Harvest Area where fire should not be

deliberately introduced (through lighting patterns or direct ignition). However if fire does enter these areas, attempts to

extinguish the fire are not necessary and it is acceptable to allow fire to burn out to a secondary containment line.

Snig track patterns should still aim to form a control line around these boundaries, however if this in impractical (e.g due to

steep/rocky terrain) it is not necessary for CC/SFO to seek approval for the construction a bare earth break.

BURN AREA INFORMATION

Fine Fuel loads: 50-150 tons per hectare of logging slash, 10 – 20 tons per hectare in between tree heads.

Fuel arrangement: Multi-tiered structure (litter, grasses, shrubs, eucalypt regeneration and mature trees)

Terrain (gross area): 0%>30°, 0% @ 25°-30°, 0% @ 20°-25°, 3% @10°-20°, 97% @ 0°-10° slope.

Time since last burn: 2001 (Wildfire) 1996 (Hazard Reduction)

IMPORTANT BURNING PRESCRIPTIONS

• A small test burn must always be lit prior to main burn. This will assist in determining FIRE BEHAVIOUR and IGNITION

PATTERNS.

• Seek information from Harvesting CC on regrowth excluded burn areas.

• Sections will be lit by drip torch to a determined ignition pattern.

• Areas will generally be burnt from ridge tops down and into the wind to minimise excessive fire behaviour.

• Minimise fire intensity in regrowth stands.

• Where one or more of the parameters detailed in the regional burning guidelines is not met, burning may still be conducted

provided the other parameters will provide favourable conditions for burning to meet the burn objectives. Any decision to

conduct burning outside of the parameters must be fully documented by the Burning Supervisor in the field copy of the burn

plan.

ENVIRONMENTAL PRESCRIPTIONS

FLORA AND FAUNA: Refer to Flora and Fauna sections of the Harvest plan document. The burn crew should be aware of and look for any H & R trees, Allocasuarina feed trees, eucalypt feed trees, stags or yellow bellied glider/squirrel glider sap trees where logging debris is stacked >1m high within the 5m radius of the tree. If any are found, minimise damage to these trees by not directly lighting within 5m of the tree. SOIL, WATER & AQUATIC HABITAT:

Refer to Soils and Water and Drainage Features sections of the Harvest plan document.

• Preferred months of burn – March to August

• Fuel moisture differentials will be utilised to minimise impacts upon drainage features within the burn area

• Harvesting of unmapped drainage lines was planned to occur within these compartments. To ensure that >70%

ground cover within the modified harvest zone of the unmapped drainage lines is not compromised, the burn supervisor should pay particular attention to the fuel moisture content of unmapped drainage line and not deliberately burn heads within the modified harvesting zone.

ABORIGINAL CULTURAL HERITAGE: Refer to the cultural heritage section of the Harvest plan document to determine if there are any sites and if so refer to the cultural heritage map for the location of the sites. Significant sites, e.g. scar trees, groove stones, should be raked around to prevent fire damage. It is not necessary to exclude fire from isolated finds, artefact scatters or open camp sites.
