The final objective must be to work towards forms of government-administration with more:

- Effectiveness. Co-design of services together with citizens

- Efficiency. To do more things with the same resources and new uses

- Transparency. Follow-up tools and accountability

- Collaboration / participation. To make citizens responsible (participative democracy)

- Co-responsibility. To advance towards deliberative democracy.
