put forth candidates. Traditionally outgoing board members solicit people to run. People seeking election cannot be on the committee. Fran McAllister is the only board member who is timing out and not eligible for re-election. He needs help. Don’t wait to be solicited. Throw your name in the running. We all have a stake in keeping Finger Lakes a strong and successful region.

I want to start out by thanking the Solo Group for the great job they did at the RIT Imagine event. Their work was a credit to the region.

After making a pi tch at the membership meeting for people to support Top End with articles, here I am late with mine. Articles take time but are needed to make the newsletter a success. They are also a vehicle to expose member to things that are going on in areas other than their primary interest and thereby grow programs.

We are a very fortunate region. We have a full range of competition options for members. The people working as chairs for the various competition boards are dedicated and knowledgeable. We need to support them. If you read Chris DeMinco’s article (and I did not threaten to kill him), he mentions the Solo board. I have made the same observations for a long time. They meet and work hard monthly, even in the off season, and put

forth a great product. I don’t want other groups to take offense but spreading the work in an organized manner makes things easier. Events in the region get done. That is not a problem. We do need to look at our processes and ask can we make them better.

Our race group has one of their two events coming up. Westward Ho! is scheduled for June 21-22 at Nelsons Ledges. This is a great event for racers. It’s a double regional with an Enduro and lots of track time. Lew and Wilma Giesy have put in their usual great effort. I believe it had the largest participation for that race track last year. I encourage all our Club Racers to support the event and make the drive to Ohio. Club Racing is the major source of revenue for the region. It provides funds for our administrative cost and equipment for various programs. I would like to see Finger Lakes as the region with the most participants at Westward Ho!.

Our regional board elections are coming up. All the officers and two board members are up for election. Last year we had a kind of non-election. Everyone was running unopposed. That is how you wound up with me as Regional Executive. On the plus side, the board became more diverse. It had been dominated by racers. We now have representation from all groups. I would like to see all our competition boards

RACE – Chris DeMinco•Westward Ho! is in June.•The Fun One will have a pig roast.•Concerns with paving the Watkins

Glen International that may impact the 2015 season.

SOLO – Shaun Hallam•Events on May 25 and July 20 will be

held at Monroe Community College.•Van Bortel Corvette will sponsor the

July 20 event.•Dick Ide Family of Dealerships will

sponsor the August 10 Solo.•Colin is going to come up with the

specs needed for a Solo Trailer and submit them to the board.

• First event at Delphi had 76 attendees, an increase of 55% over last year. Large surplus as a result. Lots of Karts in attendance. We plan to run them between heats rather than on the hours.

ACTIVITIES – Mary Hartman•August picnic will be family friendly. • June 3 picnic replaces the general

membership meeting. •We are exploring a cruise night this

summer and a boat ride this fall.Meeting adjourned at 8:56 p.m.

The region’s newsletter, Top End, is the means by which members can get information on what is happening in ALL areas of the region. Printed copies are available to be sent to region members who want a printed copy. A digital version is available on the region’s website.

The digital version uses color throughout and also differs from the printed version by not include contact information in Member News. That is for privacy reasons because it is available for anyone to read and harvest contact information. Contact information is available froom the membership chair, the Top End editor or the Regional Executive.

Finger Lakes Region, Summer Picnics

The region currently has two picnics scheduled for the upcoming summer.

The Membership Recognition Picnic will replace the general membership meeting on June 3. It will be held in the evening at Camp Eastman. See more details on page 7.

The Finger Lakes Region Summer Picnic is scheduled for the afternoon of August 23 at the Scottsville Firehall, 385 Scottsville – Mumford Rd. Planned activities range from a car show to games for the kids. More details will follow in a future edition of Top End.

Two or more volunteers are needed to help with organizing these picnics. We are hoping to get volunteers with fresh ideas on how to make these functions very successful.

These notes are grouped by subject and are not in chronological order.

The following seven RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Ben Gilmore, Jerry Kerwin, Tom Langdon, Alan Smith and Tony Zanni. General Rally

The region’s board of directors has requested that budgets be prepared. Capital expenditures over the next year and beyond should be included. Other repeat expenditures should be tagged. There is a RoadRally budget and a RallyCross budget. They should include an overage to cover administration costs. Will the web site charges be made to the activities or to a general administration account?

Tom has three rally clocks coming. He needs a line on containers for the clocks. (casesforless.com? etc.) STPR®2014

The STPR® committee has prepared a guide to the event that will be sold for $5 each.

The Waste Management spectator area jump is a crest of several feet over seventy feet and two lanes wide. It will feature a banner over the crest.

The Friday VIP is available for $60. There will be four busses to carry people out to the site. There will NOT be any VIP viewing in the forest on Saturday.

Alan reviewed changes made to the Fairgrounds and Friday around the Green. 2015 Winter Rally Series

The schedule for the series has been set.

The 2014 series had a very small number of people running stock.

2014 Summer Rally SeriesThe Path to Patrick’s Place rally had

14 cars entered. Rick is planning on writing a social

rally for the fall. Other events, such as a Monte Carlo, are possible.RallyCross

A RallyCross will be run on Sunday as part of the STPR weekend. First car off for the 2014 SCCA STPR® RallyCross at the Tioga County Fairgrounds benefiting the Second Chance Animal Sanctuaries is scheduled for 10 a.m. Entry fees are $40 for SCCA members, $50 for non-members.

There will not be a May RallyCross event.

An offer has been made to work on theRallyCrossfield, including theinstallation of drainage. This would be done in exchange for season entries and a family membership. This would be paid for by the budgeted maintenance funds. This needs approval by Bruce Perry and will be presented to the board. Insurance and documentation issues were brought up.

A divisional RallyCross event at Watkins Glen, possibly on the Fun One weekend, needs to be brought to the James Quattro, the NEDiv RallyCross steward. Work needs to continue on this event. Miscellaneous Discussions

The meeting started out outdoors but moved inside due to impending wet weather. (Was that thunder or a burrito?)

Ben passed around the proposed region business card for comment. Several suggestions on layout and wording were made.

Rick passed around a “ral ly computer” instrument used on bicycles. Could it be adapted to use in a car?

Using a unique user name, and recording who or where you used that name, will help in tracking the sites that sell your contact information to spammers.

Route 15 from Corning into Pennsylvania is complete.

If an engine burns oil it may not be necessary to change the oil, simply keep topping it off.

Usingdentalflosstoconnectatoothto be extracted to a remote controlled car allows the victim to control the job.

A Hazmat demonstration of the chemical process to make an illegal substanceshowedflashesoflightduringthe “cold” reaction. Does the user know this?

There was a Wiener dog parade in downtown Rochester on Saturday, May 10. (Wiener dog reference.)

Shooting oranges at an aircraft carrier served as the submarine story.

Multiple conversations make it difficulttocaptureallthatissaid.Otherconversations are not reported to protect the participants.

Daddy Tom, I didn’t do it, I’m innocent, it was one of the other Weiner dogs!Please, can we go for a ride? I promise not to jump out and chase any rabbits we see. I promise to be GOOD!

Path to Patrick PlaceBy Lynn Randall

On May 4th, fourteen cars participated in this rally, all of them completing the course. Although it was rainy and chilly, the rain held off until later in the evening. Rallymaster, Mike Brunner created this TSD (time, speed distance) event, which wound through the countryside of Avon, Caledonia and Wheatland.

The rally lasted approximately 2 hours, with a distance of about 50 miles, and ended at a church in Scottsville, where church members made a picnic meal for workers and competitors.

First place experienced was won by SCCA members, Paul Walker and Larry Wells. Second place experienced was taken by Alan and Andy Smith. Third place was awarded to Fran and Jean McAllister.

Rounding out the experienced class was SCCA Board Chairman, John Walsh, with his navigator, our Finger Lakes Region (FLR) Asst. Regional Executive, Dave Ciufo.

Four cars, with FLR members new to rallying, competed in the novice class. They were, in alphabetical order; Brett Hodgeman with Sarah Riker, Alexander and Anthony Lipnicki, Jerry and Jill Trippe, and Desmond and Mark Wentling. They all showed great promise as competition in future rallies!

Event Results: #1- Delphi - Sun. 4-27-2014Total Registered: 77, with Times: 76

The Solo season started off well with 76 attendees at the small and slick Delphi lot. While competitors struggled for grip in the cold early runs, rubber was laid down and heat got into the pavement as the sun began to shine, and times rapidly dropped. The course was small, yet challenging, and a perfect warm-up for the rest of the season.

Both Van Bortel Chevrolet and the Dick Ide Family of Dealerships have chosen dates to sponsor. Van Bortel will come out on July 20th at Monroe Community College and Dick Ide will sponsor August 10th at Rochester Institute of Technology. The sponsors will be reaching out to their customer bases and we will be providing special parking and run groups. The dealerships will be providing free entry for their customers.

Finally, we're very excited to add two events at MCC to our schedule - May 25 and July 20. It's been many years since we've been able to run there and we're all curious to see how a course can be laid out, and what kind of surface the lot provides.Marcus Kroll

Well Charlie threatened my life again if I didn’t write something for Top End related to Finger Lakes 2014 racing activities so here goes……Lots is happening. Lew Giesy is well under way with the June 21-22 Westward Ho! event at Nelson Ledges. We’re trying to improve the event every year and Lew puts forth an incredible effort to get everything right. We pride ourselves on a low key smooth running event with LOTS of track time, a 1 hour Enduro and all at a fair price. This year along with several other regions we will be welcoming a new SCCA class – ITEZ. It’s basically a catch all for all other racing organizations that have different carrulesetsandclassifications.The intentis, as long as the car meets SCCA IT GCR safety rules they will be welcome to run with us. SCCA has also posted a list of approved licenses that we will honor. That makes it real easy if somebody wants to come out and play with us and try out SCCA for the cost of a weekend membership. Works both ways – we get additional car counts and people can try SCCA club racing. There are over 20 Clubs that SCCA recognizes for Comp. licenses listed in the GCR under of App. C.2. We

are hoping we can get some of the mark club cars, Chump cars and who knows what else will show up.

The Fun One is also progressing well. This year it will be one of the Northeast Divisional races – something new for 2014. We struggled with the layout of the event this year. Some people say don’t mess with a good thing but times are changing and it gets tougher and tougher to break even financiallyataneventrunattheGlen.Carcounts have dropped 10 % each year over the last 5 years and even at 250 entrees we can barely break even. We struggled with the basic format and the party. All said and done we went back to what works – the Pig Roast is still on! We did cut back on beverages however which accounts for over 50% of the cost of the Saturday night party. We did this with discussions with the Glen Region so for 2014 bring the beverage of your choice to the Saturday night parties. The longtime favorite T shirts will also be back. This time we’re getting creative and will be selling advertising on back. Details still to be worked out but we’re envisioning 8 to 10 sponsor names or logos on the back for $100 a spot. What a deal!

This year may - or may not be the official 50th anniversary of theFunOne.Club records say yes but some of the Glen archives at the Motor Racing Museum say its number 49…. But if that’s the case we’ve been off for the last 45 years because the 5th annual event was held in 1969???? Another thing that may affect things is that WGI has been trying to get the funds to pave the entire track. Nothing has been approved but they will submit a budget again for paving in 2015. That MAY affect our traditional date. Details to follow from WGI but NOTHING hasbeenconfirmed.Isaywecallitthe50thand leave it at that.

Some other loose ends. I’d like to get a Competition Board back into place comprised of 4 or 5 drivers who can help be the voice of the racers. I suggest 3 or 4 meetings before or after the general membership meeting where we can have discussions about what’s good and bad about our current Club activities and maybe impact the way we run our events. Who’s in? Contact me. The next is building depth

related to Club racing. I’m frankly jealous of the Solo group. There’s a whole herd of people that share the burden of putting on events. When you look at the list of Finger Lakes race activities it’s the same workers year after year. We need some help. An example is poor Elizabeth has had to work with me for years. God only knows what she goes through to put on the race hospitality parties or the effort she makes to make sure every driver going through Impound has a cold bottle of water. It’s the little things that make our event so good but we need help. First off how about a couple of assistant chairpersons to shadow Lew and myself this year as well as Elizabeth (you can’t believe what that lady knows…) at the races. We also need someone to help out with getting the shirts and advertisers project going for the Fun One. Volunteer – you may learn something and have some fun!

“The demand for full DVD sets has waned each year since introducing the webcast, and we’ve received numerous requests for video downloads beyond watching the on-demand broadcasts, which requires an internet connection,” Eric Prill, SCCA VP of Marketing/Communications, said. “In evaluating available options, Amazon’s platform provided both an opportunity for downloads, but also DVDs of individual races on demand.”

(May 6, 2014) – Sports Car Club of America President Lisa Noble announced today the hiring of Heyward Wagner to head the newly-created Experiential Programs department.

The new department’s primary focus is in the development of entry level programs geared to both new and existing members, and the enhancement of social aspects for those participating in all of SCCA’s programs. The department will act as a research and development program for SCCA members, establishing programs that currently fall outside of the traditional markets served by Club Racing, Solo or Rally. SCCA Region programs to activate membership at a local level will also fall under the new department.

“The Experiential Programs Department will open up SCCA to new members through a mix of new programs and Club enhancements, including elements that fall outside of our traditional window,” Lisa Noble, SCCA President and CEO, said. “Heyward’s enthusiasm, knowledge base, experience and creativitymakehimaperfectfittoheadthisnew department, and we’re looking forward to the future as we grow as a Club.”

The department is tasked with the development of programs that are driven by experience as opposed to pure competition. Concepts in development include the expansion of the Starting Line Program to offer a wider range of entry-level performance driving l opportunities as well as a program designed to incorporate aspects of Solo, PDX, Time Trial, RallyCross and Rally into a single event. At the same time, the department is working to improve the member experience

within the core programs by providing training opportunities and leading the effort to better incorporate technology and social activities into both events and communications.

Rick Myers, SCCA Manager, Region Development, will join Wagner in the Experiential Programs Department. Myers has worked at SCCA for six years and brings both working relationships with Regions and a wealth of knowledge in the implementation of technology-driven programs. Myers will continue to work closely with Region leadership.

Wagner is a life-long SCCA member who was serving as the Solo Communications Manager. Wagner started the SoloMatters newsletter and developed and implemented the Tire Rack SCCA Starting Line school that opened in 2013 to introduce new autocrossers to the sport with professional coaching and training.

Event Rules and Procedures The chief Steward has the authority for enforcing all

rules contained in the GCR, the supplemental Regulations and the event rules and Procedures!

INSURANCE: All participants will be covered by insurance that conforms to SCCA requirements. Insurance will be activated upon completion of registration.

REGION MEMBERSHIP: Payment of an entry fee implies temporary associate membership in the Finger Lakes Region, SCCA.

VALID APPLICATIONS: All entry forms must be complete. 1. A separate entry form must be completed for each race/driver. 2. Entry will not be accepted without transponder number or rental

indication. 3. NOTIFICATION: Entries received by June 14th will be acknowledged. 4. ENTRY TO THE TRACK: A waiver must be signed to gain entry to the

track. Anyone arriving outside of registration hours needs to notify the Registrar in advance, and make arrangements for signing the waiver and being issued credentials.

5. CREW: Four crewmembers are allowed at no charge per entry. Additional crew charge is $10 per person. Only the driver, entrant or crew chief may change the names on the crew list.

6. MEMBERSHIP VERIFICATION: Calls to SCCA Headquarters for Membership/License verification will be made at a charge of $10 per call.

7. TELEPHONE ENTRIES: Telephone entries are not official until a completed entry form and payment is received.

8. CANCELLATION OF ENTRY: Cancellation requests must be received by 9 PM Thursday, June 19, 2014.

9. SPONSOR INFORMATION: Sponsor/Entrant information will be abbreviated to 20 characters AS REQUIRED TO INCLUDE ALL INFORMATION ON RESULTS SHEETS.

REFUNDS: No refunds if a car has been on track. Cars unable to compete a second day may be considered 1 day entries. Requests for refunds must be submitted in writing to the registrar by July 13, 2014 and upon approval by the Finger Lakes Board of Directors will be paid by check approx. 30 days after the event.

TECH INSPECTION: 1. TECH STICKER: The driver with car log book, and completed tech

sheet will report to the Tech Shed for the issuance of a tech sticker.2. Air and water available. Leaded and unleaded racing fuel will be

available for sale at the circuit. 3. Scales open during tech hours Sat and Sun. Open by appointment only all

other times.. Official weighing must be conducted by Tech personnel. Please bring a crew person to assist.

4. SCCA fuel testing may be conducted after any qualifying or race sessions.

RACE AND PIT PROCEDURES: 1. BLACK FLAG: The Black Flag Stations will be St.10 and S/F.

Drivers receiving the black flag should report immediately to the Pit Information Center.

2. SMOKING: There is no smoking allowed in the pits, on the grid or inside any of the buildings on the track grounds.

3. PITS: The pits are located inside the track, drivers’ right of the pit lane. The pit immediately in front of the Timing Tower will be the Pit Information Center.

4. APPAREL: Sleeved shirts and full-toed shoes must be worn in pit area.

TIMING EQUIPMENT: Timing transponders & optical timing triggers MAY NOT be placed within 20 feet of the Official Timing & Scoring equipment. Transponders will be mandatory for all classes. If you do not have one, they will be available from the Region for a donation of $50, plus a $300 refundable deposit. If you plan to use one of the Region's transponders please indicate it on the timing slip on the entry form.

5. Operation of two-way radios on the following frequencies is not permitted: 151.625 MHz, 154.570 MHz and 154.600MHz

6. Jack stands must be used any time a crewmember is underneath the vehicle in the pits

7. Any driver/crew behavior deemed unsafe or reckless by the Race Chair, Chief Steward or Safety Steward may result in immediate dismissal for that driver and his/her entire crew without refund. Reference GCR 2.2.2

8. Fueling is not expected in pits during enduro. Prior permission from the chief steward is required if refueling is needed.

9. Enduro will use qualifying times from group 1-6 qualifying. 10. Formula FST and Formula V will be grouped separately on the grid 11. Group 3 grid will be lead by Formula FST followed by Formula V 12. START/FINISH LINE: The Start/ Finish line extends through the pit

lane.13. Cars may enter the track only when the light at pit exit is green.

Cars must stop if the light is red. TRACK POLICIES AND SERVICES: 1. ADMISSION: No admission to the grounds will be allowed without

signing a waiver. 2. WRISTBANDS, issued at registration must be worn on the wrist at all

times. A complete list of track policies is posted at registration. 3. USED TIRES AND PARTS: Items such as tires and car parts that

came with you must leave with you. Violators will be billed! FUEL: Leaded and Unleaded race fuel will be available at the Kryderacing. YOU MUST BRING FUEL CAN

4. The bridge is and will remain closed to all traffic larger than a ¾ ton truck without a trailer. Anyone with a larger vehicle desiring to leave during the course of the event must make arrangements with The Chief Steward in the Tower.

5. Taking any race car off track property to set brakes, test tires etc. is a very large infraction and will be dealt with. Any driver doing this will be escorted off track property by the Portage County Sheriff's Dept. and will be banned from racing at Nelson. This will also lead to penalties by SCCA, and there will be no refunds given.

INJURIES: All injuries must be reported to the Safety Steward for the event. Failure to report may cause non-coverage of the injury ADMISSION TO THE TRACK AFTER REGISTRATION IS CLOSED. Any person wanting admission to the track after registration is closed will be charged a non-refundable fee by the track.LOCATION: Nelson Ledges Road Course is located on the south side of Ohio State Route 305 in Garrettsville Ohio between OH-282 and US-422. It is approximately one mile east of the intersection of OH-282 and OH-305.

MINOR WAIVERS: Minor waivers can only be signed by the Parents or Guardians and must be witnessed by a licensed Registrar, Steward or Notarized. All Minors attending this event as crew, guest, or worker must have a notarized or properly witnessed waiver signed by the parent(s), or legal guardians. A parent or guardian to sign the minor waiver must accompany minors under 18 years of age or must present a permanent waiver issued be any SCCA region or National SCCA office. Minors sixteen (16) years of age and older may be issued pit credentials only if they hold the proper minor Crew License. All other persons under eighteen (18) years old are prohibited from entering the pit area or any other hazardous area. Higher age minimums by local state and track restrictions override National age levels.
