REPortMeeting MinutesFinger Lakes Region SCCA General Membership Meeting Minutes

Our SOLO group has gotten together before the regular monthly membership meeting for a long time This has worked out very well in keeping people informed and involved in the program

ChrisDeMincomadehisfirstattemptat bringing racers together before our February 3rd meeting Quite a few people came The 2015 season was the topic of discussion Chris made people aware of the reduced schedule we are facing because of Watkins Glen paving and problems at Nelsons Ledges He was looking for input relative to what people are interested in and looked for volunteers to be part of the Race Competition board He also presented the cost of putting on an event at the tracks we have dealt with

Chris has been looking into tracks to replace Nelsons Ledges as a race venue This is a more complicated issue than

just getting on a tracks schedule We are part of NEDIV Schedules are worked out in November to resolve track usage andanyconflicts

Finances are also an issue with increasing track rental and sanctioning costs Race participation has diminished in recent years Regions have gotten out of racing We as a Region must look at the bigger picture of not only our own program but what will keep racing alive in the Northeast

Getting back to Chris he suggested getting together every other month I would suggest getting the smaller working meeting for Race board members on odd months and larger meetings on the even months open to all racers and workers We are a volunteer organization People must be involved for us to be successful The racing demographic is changing More participants are using arrive and drive services The general population is getting older Fewer people are getting novice permits Time commitment and cost are key issues Discussion at the meeting suggested looking at mid- week and single day events

Chris attempted to send emails to our members with competition licenses via the list we get from the SCCA national officeManypeopledidnotgetachanceto participate in his meeting as they did not get the email The lists we get are at best 60 accurate People do not keep their info up to date or do not provide an email address Email addresses and phone numbers are outdated Please log into your account at SCCAcom and update your information Updates to technical issues are sent to the email you have listed

Last monthsrsquo Top End contained a copy of the regionsrsquo revised by laws Please review them A vote will be taken at the March meeting to accept the revisions

bull Deposits may have been miss-assigned to the Fun One The deposits need to be reviewed Corrected information is needed for budgeting purposes

BYLAWS OF THE FINGER LAKES REGION SPORTS CAR CLUB OF AMERICA INC

WHEREAS the FINGER LAKES REGION SPORTS CAR CLUB OF AMERICA INC (ldquoClubrdquo) approved bylaws on July 9 1981 with revisions on October 3 1988 November 6 1991 and November 7 2009 and WHEREAS the Club desires to amend and restate the bylaws NOW THEREFORE the Club amends and wholly restates the bylaws to read as followsI NAME AND PURPOSE

A The name of the Club shall be the FINGER LAKES REGION SPORTS CAR CLUB OF AMERICA INC

B The purpose of the Club shall be to promote the welfare of the community through as follows the promotion of local and national amateur sports compet i t ions and exhib i t ions participation in and conduct of competition events the promotion of ownership operation and preservation of sports cars holding driver education events cooperation with similar clubs and groups

C The corporate seal shall be circular in form being inscribed with the name of the Club the year of its incorporation and the word ldquoNew Yorkrdquo The Secretary with the approval of the President or Treasurer may change the form of the seal at any time

II MEMBERSHIP AND DUESA The original members of the Club

constituted all members in good standing of the Western New York Region Sports Car Club of America Inc residing in the State of New York Counties of Allegheny Genesee Livingston Monroe Ontario Orleans

Seneca Steuben Wayne and WyomingB Current membership in the Club shall be

restricted to members of the Sports Car Club of America Inc (ldquoSCCArdquo) who designate the Finger Lakes Region as their local region

C Annual regional dues shall be set by the Board of Directors If no change in the amount of dues is made by the December board meeting preceding the year end then dues shall remain as they were for year ending

D Termination of Membership1 Reg iona l membersh ip wi l l

automatically lapse for non-payment of dues if national membership in the SCCA has lapsed for non-payment of dues Regional membership will also lapse for non-payment of regional dues at the end of 90 days after being billed

2 Any member may be suspended until the next annual meeting for infraction of the Club rules by vote of a majority of the Board of Directors of the Club or for other cause if a majority of the Board of Directors deems the suspension to be in the best interest of the Club Upon suspension the member will be informed in writing and will be given a reasonable opportunity to be heard regarding the suspension

3 Any suspended member may be presented at the next annual meeting for expulsion and shall be expelled if a majority of the members present and voting shall vote to expel the member The vote shall be by secret ballot

4 Any member may resign by written letter to the Secretary The resignation shall be effective upon receipt provided all debts to the club have been paid

III MEETING OF THE MEMBERSA Regular meetings of the membership

shall be held monthly or as otherwise scheduled by the Board of Directors Meetings shall include reports of officers and committees and other

such business as may come before the meeting

B The annual meeting of the members shall be held at the regular meeting in December of each year for election of directorsandofficers

C Special meetings of the members may be called by the Regional Executive or by a majority of the Board of Directors

D A written or printed notice stating the place day hour and purpose of the annual meeting of the members and special meetings shall be given by the Secretary at least 10 days before these meetings Notice shall be sent to each member by mail or email to the address appearing on the records of the Club

E A quorum shall consist of the members present at regular special or annual meetings

FAll actions not otherwise specificallydetailed in these bylaws shall be by majority vote of those board members present

IV CLUB ADMINISTRATIONA The administration of the Club shall

be by the Board of Directors The Board of Directors shall consist of the officersanddirectorswhoseelectionqualificationdutiesandtermofofficeare set forth below

B Each member of the board of Director shall have one vote

C A Quorum of the Board of Directors shall be a majority of the then existing members of the Board of Directors

DTheelectedofficersof theClub shallbe the Regional Executive who will function as President the Assistant Regional Executive who will function as Vice President Secretary Treasurer and Activities Director They shall serve for two year terms with a maximum of four consecutive years of service The past Regional Executive shall attend board meetings for one year following the election of a new Regional Executive but shall have no vote and shall serve only in an advisory capacity

E In addition there shall be four elected

directors Each director shall serve a two year term with a maximum of four consecutive years of service The elections shall be staggered with two directorsrunningforofficeeachyear

FCandidatesforofficersanddirectorsshallbe selected by a nominating committee and presented to the board for approval prior to annual elections

G Additional nominations for officers and directors may be made in writing to the Secretary by petition of not less than fivemembers of theClub andsubmitted at least 30 days prior to the annual meeting

H Candidates shall have been a member of the Club and SCCA Inc continuously for at least two years prior to qualifying torunforofficeMembershipshallbedeemed to have begun as of the date the memberrsquos application is received by the Clubrsquos membership volunteer

ITheofficersanddirectorsshallbethosenominees duly elected by majority vote of the members present in person or by proxy at the annual meeting Voting shall be by secret ballot

J In the event of a vacancy among the Officers or Directors the Board of Directorsmayappointanactingofficeror director to serve for the remaining service period of the vacated position The appointee shall have the full authority of their position and in the case of an acting director the period of appointment shall not be regarded as a terminofficeforre-electionpurposes

KThedutiesoftheOfficersandDirectorsshall be as follows1 The Regional Executive shall preside

at the meetings of the Club and Board of Directors shall set the agenda for those meetings and shall be the primary point of contact between the Club and SCCA Inc The regional executive is authorized to sign contracts and checks on behalf of the Club

2 The Assistant Regional Executive shall perform the duties of the Regional Executive in his or her absence and shall assist the other

officersasrequired3 The Secretary shall attend all

meetings of the members and Board of Directors and shall record all the votes and minutes of those meetings The Secretary shall ensure that notice of all meetings of the members and votes by the members are communicated to the membership

4 The Treasurer shall have custody of all money debt and obligations belonging to the Club They shall receive money from the Club and deposit it in the Club account The Treasurer is authorized to sign contracts and checks on behalf of the club The Treasurer shall give a reportonthefinancialstatusoftheClub at the annual meeting and when requested at the Board Meetings and Membership Meetings No obligations debt or other liability shall be incurred by the Treasurer without thespecificpriorapprovalof the majority of the Board of Directors

5 The Activities Director shall coordinate the Clubrsquos calendar and carry out a balanced program of activities for the year

V COMMITTEES1 The Nominating Committee shall be

appointed prior to July 1 of each year by the Board of Directors None of the members shall be on the Board of Directors with the exception of officers leaving office at the end ofthe year The names of the members of the nominating Committee shall be announced after August 1 The Committee shall submit in writing the names of the candidates for election asofficersanddirectors to theBoardof Directors for approval Following approval the names of the candidates shall be published in the November issue of Top End prior to the annual meeting so that the membership may make an informed vote

2 The Board of Directors may at any time appoint standing committees to act with respect to unique matters

VII AMENDMENT OF BYLAWSA The Board of Directors of the Club or any 10 members may by

written petition submitted to the Secretary propose amendments to the bylaws

B Upon such proposal being made a copy shall be included in the notice of the next meeting of the members together with a proxy proposal

C A vote shall be taken not less than 10 days nor more than 50 daysfollowingnotificationtothegeneralmembership

D These bylaws may be amended by a two-third majority vote of the members present at the meeting at which the vote is taken either in person or by proxy

We lost RIT as a site for Solo but we replaced it with MCC The RoadRally program was very successful and this year we

are off to a great start with more participants than last year We did lose Perryrsquos Park on zoning issues but we are working on getting that back for the RallyCross site Hopefully we will have another good year FINGER LAKES REGION YEAR END

has been maintaining the timing equipment which is on its last legs This all came to a head at an RIT event where we had a very large turnout because other clubs were running with us We had to drag the driverrsquos meeting out because the timing equipment had stopped working Chris was in the truck using an SAE borrowed soldering iron redoing a trace that had burned out on the board Nobody even knew that we had a problem and it turned out to be a great event FINGER LAKES REGION SPECIAL RECOGNITION AWARD ndash Presented by Charles Tanck

One person certainly came to mind that has made a great improvement over the last year He has been racing since about 2000 and got his license in 2000 He is always at the track and probably the last to leave Unfortunately health issues in 2010 forcing him to drop out of competition for a couple of years He got the green light to return to racing in 2013 but he didnrsquot have the stamina to run hard for two days In 2014 he came back with a vengeance entering seven races inITAHetookathirdinNYSRRCinafield

Things are moving along as the Solo group gears up for another great year Ive made contact with the Z-Car Club of Rochester who is going to propose participating in one of our events at their next board meeting Im working on a Corvette contact - the Corvette Club hasnt been particularly responsive so if someone has a connection with the Corvette Club or a Corvette Dealership we would really appreciate that help

Weve decided that next year were going to stay with the championship points format as it is follow national classing (indexed by overall group such as Street Touring etc ) and require unique numbers per index class

Street Survival sanction has been granted and they are busy promoting the event We will need both instructors and students Ive heard from quite a few people already interested in instructing but lets make sure those teenage

drivers sign up Im also working with a local insurance company for some sponsorship help Finally I volunteered Chris DeMinco to be our chief classroom instructor while

some local events (especially the Majors) I can assure everyone that we were very sensitive to local schedules as well as having to cater to national events which many of our drivers compete at I cant deliver perfection but based on site availability I did the best I could -conflictsareinevitable

Rick Barnes was awarded the Steve Kittelberger Rally Worker of the Year trophy at the Jan 31 region awards banquet Rick now has the ldquokeeperrdquo and the rotating trophy

Gary has sent four rally clocks out for repair The new clock boxes were demonstrated the clocks do not need to be removed from the boxes when being used for timing

Gary passed out a proposed ldquoto dordquo list for a rally event Pre running a rally with a rally computer can point out differences between the instructions as written and as used in calculating the legs

Gary and John are writing a rally for the Green Grand Prix Waste Management Winter Rally

Competitor entries stand at 15 The ldquooldrdquo radar gun and the Bushnell unit along with some simple

instructions were passed on to Deputies Gretchen and Jamie The Kustom Signals unit will be passed along after it is checked out Winter Rally Series

ldquoCabin Fever 2015rdquo had 14 teams running out of the Scovillrsquos Grill in Dansville down around Canisteo and back

ldquoLost in a Wintry Woodrdquo has been pre-checked Several changes were made do to a bridge being out and closed ldquoSeasonalrdquo roads

The general instructions for the winter series (they need to be posted on the regionrsquos website) were discussed There are several points in the generals that need to be emphasized at the pre-rally meeting

They include the use of triangles and tow ropes the use of TAs (time allowances) etc

Trianglesneedtoplacedwhereoncomingtrafficisalertedandshould remain there until the extraction is complete

Time allowances should total 195 minutes for the half before and the half after the break More time can result in a delay in the rally or failure to reach a check point before it closes Each TA should be to the half minute other values allowed are balks in sight of a

check point The requested TA should be written on the score card before handing the card to the check point crew and on a slip handed to the crew If a team has used all of their slips a scrap of paper may be used The third documentation is on the control log Two of the three are needed for a TA to be accepted

Flyers are needed for the last two events Proximity(orthesame)ofthestartingandfinishinglocation

is a factor if the team members drive separately Plans need to be made if the locations are different

Gary would like the 2016 trophies to be wine glasses Large glasses may be needed to allow printing of the artwork

RallymastersWe refer to our Winter Series events

as ldquoDriverrsquos Ralliesrdquo They are designed to test the skill of keeping on pace keeping the car on the road in often adverse conditions (eg snow ice mud gravel fightswith the navigator) anddoing so while maintaining brisk speeds It is the promise of that challenge that encouraged a hearty group of Rallyists to leave their warm safe abodes on the cold evening of February 7 for the third biennial Cabin Fever Rally

As it turned out the snow storms of the preceding weeks prepared the road conditions to a reasonable level of difficultyTheroadsweresoexcitingthatspecial thanks go out to Rick Barnes and Jason Kostyshak who were fairly busy with Sweep assisting multiple teams from minor off-road adventures Another

notable mishap w a s n o t a u t o m o t i v e r e l a t e d h o w e v e r i t was one Tom L a n g d o n who reported findinghimselfs u n k w a i s t deep in a snow f i l l e d d i t c h while working a checkpoint Praise to Deb Langdon who helped with that extraction We are of course thankful to all the workers whoclockedthefieldat13checkpointsincluding Bob VanSice Tom and Deb Langdon Jerry Kerwin Barb Lissow Larry Wells Mike Tombs Peter Blood Alan Blood Craig McMaster and John Walsh and his friend Wells

The event started with 14 teams and 13 were counted at the finish (sorry about your engine trouble Alan) The contest for the overall win was close Gary Thomas and John Kastenhuber

coming out on top and took first in Equipped class Jeff and Steve Coppola were just three points short of the overall position and took the Limited win Griff Jones and Chris Haka overcame a few unintended adventures to win Stock while James Parascandola and Paul Grossi took top honors in Novice It was also great to see some new folks at the event especially those who come from long distances We were happy to meet the Bucci family who came from the Mohawk-Hudson region across the State to join the fun

Ithaca Winter Rally 2015How to build a rally 101 Step 1 Make illegal photocopies of your

personal gazetteer the staples guy has told me in the past ldquoIrsquoll make them but I didnrsquot do itrdquo

Step 2 Find a start a halfway point and finish(preferablyonethatwonrsquotclosea couple weeks before your event and cause panic amp regrouping)hellipSorry Manos we sure miss you Hello Buffalo Wild Wings

Step 3 Drive (a lot) and make discreet black marks across your entire illegally copied map thus creating a choose your adventure map Spend your summer talking someone into literally trying to findthemiddleofnowherefornogoodreason

Step 4 Agree to disagreehellip As if you were married Gary and I are safety stewards checkpoint enthusiasts and always trying to challenge the other teams at our events This also means we get to check our own work Famous quotes ldquoJohn we canrsquot put the checkpoint on the outside of

corners Irsquom the safety stewardrdquo ldquoCrsquomon Gary thatrsquos the best place theyrsquoll never guess that it is after seven hairpin corners and four elevation changes It needs to be thererdquo ldquoThis whole rally is to make Alan amp Eric collect at least 100 pointsrdquo ldquoIf I had to run this Irsquod be pissed off at merdquo This was actual conversation this year

Step 5 Make sense of your discreet black lines seriously I tell myself to bring different colors to mark up the map and yet I still findmyself saying ldquoOK themap is built Irsquom fairly certain there are noseasonalshellipIsthataroadrdquo

Step 6 Support your Big Oil We need at least three trips on the route to get it right 1st trip get your mileages Tulips signs pauses CASrsquos Checkpoints in order This is also the longest trip 2nd Make absolutely certain you change cars so the factor is completely different when mileaging the route also check things all the things 3rd make sure you do at least one rally prior so that way you can use a completely different factor to mileagehellipagain Make sure to tell everyone it was mileaged in a Camaro with four different sized bicycle tires and a broken trip switch Just to make sure the

competitors know what they are in forStep 7 Swear at EXCEL Excel spreadsheets

especially fun macro enabled linked sheet spreadsheets with 40 pages of VB were never meant to work (ask the limited folks) Figure out the bugs before you print competitor versions

Step 8 Teamworkhellip aka the navigator does it all So Gary and I work like the A team he is Face and I am Murdock probably

Step 9 PrayChickenSacrificeVoodoowhatever you have to do for cold weather and a little snow I missed this tidbit and we got 45deg and nothing This made for some very ldquointerestingrdquo roads We ended up with many roads that were dry then slushy then snow then dry again for most of the evening But everyone seemed to have a good time

InNovice therewerefive entries 3rdin class with 1586 was the team of Steve amp Jennifer Spano 2nd in class with a 1158 went to Matt Chimeleiwski amp Carrie Kiecyzkaljo 1st In class and 11th overall with a 654 goes to Bruce amp James Coulombe

In Equipped we had three entries 3rd in class with a 665 were Dan amp Anna Thiel 2nd in class with a 106 was the team of Paul Batman amp Matt Rhoads 1st in class and 3rd Overall with a 96 (all the way from Maryland) Eric Salminen amp Dennis Blevins

In Stock we had three entries 3rd in class with a 9785 factored was the team of Ryan Kolupa amp John Wengler 2nd in class went to Griff Jones amp Chris Haka 1st in class and painstakingly 2nd overall (the

factor got them) was the rally duo of Jamie Hayslip amp Gretchen Kriesen with a factored of 891 Great Job

In Limited we had nine entries 3rd in class with a 123 was the team of Karl amp Kirk Haltiner 2nd in class and the best raw score of 80 factored of 100 (again the factor killed them) was the newcomer team of Satish Gopalkrishnikan amp Savera DrsquoSouzahellipwatch out limited they are coming for you 1st in class and 1st overall with an 87 was the team of Jeff amp Steve Coppola
