Top-management Awareness Workshop for Tunisia Water sector place: Tunis

Background

In the context of the ACWUA WANT program, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ cooperates with ACWUA and HCWW-Cairo in the developing the TSM (Technical Safety Management) certification process to enable the utilities in Arab water sector to comply with national or international standards in Operation and Maintenance (O&M).

This way the companies will learn how to systematically identify deficits in their organization, technical performance and management. They will also be able to eliminate weak points and operate the plants following the local legal provisions and technical standards in the ACWUA water utilities members.

The Technical Safety Management TSM-Arab project aims to Transfer of auditing and certification process from a good Experian’s of Holding Company for water & waste water in Egypt HCWW and DWA Germany to a regional organization in other tow Arabic countries, and to apply the TSM processes & certificate in the area of water supply networks which is funded by the GIZ.

Saad Seddik (General Manager of SONEDE) had opened the workshop and highlighted that the impact of the certificate on the plants performance is a main target also he shows his interest in the TSM-Arab Certification and his support too.

This was at the first workshop day on 29.09.2014 in Tunis but he followed our activities at the next Workshop days. At the last workshop day he came to close the Workshop but he stayed via discussion time to hear from us some recommendation and shows his support to our workshop and project too.

Because of some preparation before the Top-managers workshop in Tunisia it was agreed by my side to translate all TSM-Documentations into Arabic as TOR, Training documents and Technical Reports via the last TSM-Workshops and WTPs-Gap-analysis, then to send all documents to the Top-managers in both SONEDE and ONAS (Tunisia water sector).

This makes motivation for other managers to attend without an Official invitation letter from the Project organization.

Indeed the lists below were official invited to attend the first workshop day (Top-managers Meeting), but some of other managers from both sides ONAS and SONEDE presented without invitation (see please the Annex 1 all attendance for the first workshop day; this reflects the interesting in TSM-project and cooperation with us too.

Also she highlighted a very short explanation about TSM-Arab requirements in field of TSM-Application at Wastewater treatment plants and Water treatment plants too which cover the following topics:

Operation and maintenance

Quality Assurance and quality Control

Human resources

Occupational health and Safety

It was planned for the first day of this workshop to cover intensive Topics about the benefit of TSM application at the Water Treatment plants/ Wastewater treatment plants and to show/discuss some successful case studies which prepared and presented by Eng. Fayez badr (External Adviser GIZ Egypt and Eng. M. Maged from HCWW Cairo and other technical Team from the Holding company for water and wastewater in Cairo.

Eng, Faze and Eng. Mohamed had presented the benefits expected form TSM-applications according to the Egyptian experience to certify on TSM Egypt and focused on certification procedures as follow:

Vision of the auditing body on TSM application, benefits of TSM Egypt and ISO 17020

All codes, standards and ISO of each country beside TSM Egypt to be the main references of the TSM ARAB requirement

Roles of the stake holders (GIZ, HCWW, affiliated companies and DWA)

Selection criteria of the facility

How to develop gap analysis

How to develop action plan to identify activities, duration, responsibilities and estimate required budget

Methodology of Follow up

Successful case studies

Eng. Gamal Elmasry (the director of O&M department at the HCWW-Cairo) presented also actual case studies on impact of TSM Applications on reduction of energy (energy saving) in some Egyptian Water/Wastewater treatment Plants which append a lot of disruptions from the Tunisian side.

It was very clear from the discussion that the Top-managers from SONEDE and ONAS have a very good technical background and experience too; this made the discussion atmosphere very useful and important to let them aware about this system and to improve the working system at their Water sector.

For this reason the first day was very long day because of communication between all parties during the presentation/discussion time and via coffee breaks and lunch time too. The TSM-Arab project team provided extra time and efforts for that.



Workshop Day 2: WTP-Ghader Al Gullah Visit:

The more important part of our Workshop was the site visit to WTP-Ghader Al Gullah; it is the main Water treatment plant which provides the Tunis City with drink water in a high quality. This visit was organized on the second workshop day 30.09.2014 and directly with the Director of the WTP Mr. Najeeb alwafi according to the Agenda put by our side to meet the Technical staff at the WTP and to visit with them all parts of WTP.

Mr. Najeeb alwafi Director of WTP Ghader al Gullah presents an important presentation included all technical details and the history for this very old treatment plant. After this important present we moved together to visit all other parts of the WTP back to back with preparing the gap analysis at this WTP. Including our visit to WTP-Lab. and the Central lab. of SONEDE.



Mr. Abdel Monem CHAOUACHI (Director of Central lab/Water Quality and Control in Tunisia) joined us via our visiting day and to the central lab. This located in WTP-place. He explained all information needed about the Water analysis at the WTP and other important information.

Workshop Day 3: Action plan/ Technical disruptions

It was a meeting for project team and some technical staff from SONEDED and ONAS in present of the Top-manager Mr. Saad Seddik (CEO-SONEDE).

This day was to discus about the Gap-analysis which mad during the WTP-site Visit and to put an Action plan for the Pilot project in Tunisia.

Mr. Saad was very interested to hear about the above topics and he noted all points to follow our project.

At the end of this third day he closed the Workshop and offered his support for our TSM-pilot Project in Tunisia.

Recommendations

1. Assign a safety responsible to develop and manage the following activities:

a) Emergency plan

b) Provide PPE for the plant staff



c) Provide safety equipment

d) Install the warning sign in the relevant sites

e) Manage the committee of the OHS

f) Provide safety training of the plant staff

2 Identify the plant staff , responsibilities and job descriptions

3 Secure some of the unsafe area (ladders-walkway-pump coupling- compressor belts )

4 Install the following instructions in the relevant places:

a. SOPs

b. SMPs

c. Safety precautions

d. Emergency scope exists and layout of the hazard area

e. Delegations

f. Visual inspection

5 Develop training plan and need assessment

6 Complete the libraries (codes decrees –labor law- regulations …etc)

7 Calibrations /verification of the measurements devices

8 Calibrate the lab equipment

9 Develop emergency plan of the lab

10 Develop environmental register

After a long site visit day was very important to meet all together for simple Lunch, the idea was very good to put all team together with the Technical staff at the WTP (the more important support for our pilot project in Tunis), this was anti-stress meeting after a long day working under very hot weather without break.



General Recommendations

1. SONEDE and ONAS have to review the final draft of the TSM ARAB and send their input

2. QMS/TFG requested the general manager of SONEDA to assign full time specialist of safety

3. Tunisian group requested translation of the TSM ARAB requirement to French language

4. Study of joining ONAS facilities to apply for TSM ARAB in parallel with the pilot project of Tunisia during the lifetime of the project

5. More cooperation with the working group of the energy efficiency to promote for the energy reduction cost

6. QMS/TFG will support an experts (Expert Zohir Chaber& Khaled Zaabar and others) from operation of the RO plants to develop TSM ARAB requirement for RO plants

7. The plant staff and high level manager noticed their motivation and redness to apply for the certificate , so we get CV of one of the midlevel engineer to be as a future trainer after we qualify him ,also the general manager of SONEDE jointed us for 2 day as indicator of his interest

8. Noama will update the new details in Work plan and work plan time and put it on ACWUA WIKI with all TSM-Arab documentation.
