What is a Mass Casualty Incident? A Mass Casualty Incident (MCI)

is any emergency where medical services/resources are overwhelmed by the number of casualties

Some examples of MCI’s include but are not limited to: FiresEarthquakesBuildings collapsingBombing(s) (e.g. Oklahoma City Bombing, 1995)Terrorist attack(s) (e.g. September 11, 2001)Etc…

What is an Active Shooter Incident? An active shooter is: “an armed person who has used

deadly physical force on other persons and continues to do so while having unrestricted access to additional victims”

Active shooters include so-called "snipers" but not usually suicide bombers

Active Shooters have caused a change in law enforcement training and tactics, especially as these persons do not necessarily expect to escape or even survive these situations

An Active Shooter is usually unpredictable and evolved quickly

Engages in killing or attempting to kill people in a confined populated area

Uses firearm(s) and there is no pattern or method to their selection of victim

Cupertino Quarry in California 10/5/2011 Safety meeting Shooter: Sharef Allman, 49 years old

Returned to the business during a safety meeting with a .40 caliber handgun and .223 caliber assault rife

Fired to shots into the air to grab everyone’s attentionShot his colleagues which resulted in 3 dead and 6

injured Left the business and shot a woman whose car he was

trying to steal On 10/6/2011, Allman killed himself when confronted by

deputies

Seal Beach Salon in southern California 10/12/2011 A shooter enters salon and begins shooting at

customers The shooter then exit the salon, shoots a man

sitting in a truck in the parking lot and then leaves the scene

The shooting resulted in 8 people dead and one in critical condition

42 year old Scott Dekraai was arrested a half-mile from the scene

Motive: Custody battle with victim who worked at the salon

Recognizing a Potential Workplace violence An Active Shooter in your workplace may be a

current or former employee, or an acquaintance of a current or former employee

Managers and coworkers may notice characteristics of a potentially violent behavior in an employee

Alert your Human Resource Department if an employee or coworker exhibits a potentially violent behavior (can be managed and treated if recognized early)

Personality and behavioral changes to be on the lookout for Increased use of alcohol and/or drugs Unexplained increase in absence; vague

How to Respond When Active Shooter is your vicinity

Quickly determine the most reasonable way to protect your own life. Remember that customers and clients are likely to follow the lead of employees and managers during an active shooter situation.

Evacuate (via an accessible escape path) **Not like

a fire drill** Have a escape plan in mind Evacuate regardless of whether others

What if you can’t evacuate? Hide out if evacuation is not possible Find a place where the Active Shooter is

What if you’re outside when the shooting occurs? Drop to the ground immediately, face down

as flat as possible and when safe to do so run to a place where there is cover or concealment

Move or crawl away from the gunfire (utilize any barriers)

Once at a safe location, stay down and do not move. Do not peek or raise your head in an effort to see what may be happening

Wait and listen for directions from law enforcement personnel

What if the shooter is in close proximity? Lock the doors Silence your cell phone and/or pager Turn off any source of noise Hide behind a large item (i.e. cabinet,

Last Resort: Take action against the shooterOnly take action against an Active

Shooter as a last resort and only when your life is in imminent danger

Attempt to disrupt and/or incapacitate the Active shooter by:
