State of Play EULIS

• Priority 1– interconnection study EU Commission– integration of EULIS-portal in the e-Justice portal

• Priority 2– Grant application for support EULIS development– Connection to (potential) members and user groups, more

service and visibility– 14 EU-members required to be eligible– Now 12 EU-MS (expected 16 in a month)– Now Non-EU-MS (expected 8 in a month)

• Priority 3– IMOLA and ELF-project

Integration EULIS and e-Justice

- DG Justice decided to have a feasibility study with extended scope: - interconnection of land registers and cadastres in EU

- EULIS involved in all stages (ToR, kick off, subgroup meeting in Brussels, report review, etc)

- Latest developments:- Report ready for commenting prime stakeholders- September presentation results in the WP e-Justice- October 21st next WP-meeting for in depth discussions- Meeting EULIS with WP and Commission on Monday 20Oct

Interconnection LR’s

Research interconnection between LR’s and Cadastres• Comprehensive study (350 pages of text)• 3 phases for development:

1. EULIS+ is also pilot (14 countries are positive to join)2. Extended: authorization/authentication and a-synchronous access3. Rebuild: accessibility, payment, etc

• Extensive design of architecture: similar to EULISRisks:• Over-complexity step 2 and 3• Position Non Member States• Functional maintenance of portal in future

Dialogue with the Commission and WP to discuss report and follow up

Extension of services

IMOLA: project funded by DG Justice- Partners ELRA (lead), EULIS, ES, UK, NL, Univ M’tricht- Interoperability Model of Land Registries- European Property Certificate- Extension of glossary - Several workshops (Madrid, Athens, Vienna, etc)

LEGEO: LEGal status of GEO-information- Initiative EULIS, Univ of Maastricht and Kadaster - Focus on cases where legal and cadastral boundaries give

conflicts and differences - Countries considered BE, NL, LU, GE- Extended case book and glossary

Prime goal: European standard property certificate

Challenge: legal diversity of the European LR systems-title/deed; property law, privacy law

Specific questionnaire to zoom in on these diversity-Funtional and technical part

Answer:

Though EULIS might be integrated in e-Justice we expect a lot from the cooperation with the EU!– More connected countries

– Improved platform to cope with diversity

– New functionality, new service (Operating grant, IMOLA, ELF, etc, etc)
