Executive Summary

After a number of years of significant change at the Toronto RDC, it was business as usual in 2013, which provided an opportunity for consolidation and reflection. We have seen significant physical renovations within the centre, as well as a complete renewal of our computing infrastructure. Looking forward our central objective is to stay ahead of the needs of our researchers. To this end the Toronto RDC has assumed a leading role in a CRDCN—the central governing committee of the RDC network—initiative to significantly increase the number of administrative data sets available to RDC researchers. I expect to have some exciting announcements about this initiative in the near future. Also, the Toronto RDC will be hosting the 2015 CRDCN National conference. This is an opportunity to discover the wide expanse of research facilitated by the Toronto RDC and the RDC Network. In our report you will read of the various activities and significant accomplishments of our researchers over the past year. Equally important is the support of our University of Toronto and Statistics Canada staff. I know you join me in thanking them for their contributions.

d. Operation: Number of Workstations & Hours of Operation The RDC is open 9am to 6pm Monday to Thursday and 9am to 5pm on Fridays. The Toronto RDC has 25 lab workstations and 2 internet computers, two full‐time and one part‐time analyst (2.8 FTE), a part‐time administrative assistant, a part‐time research and computing consultant and a part‐time manager, in addition to our Academic Director. The Toronto Region Statistics Canada Research Data Centre (RDC) provides faculty and student researchers from the University of Toronto, York University and Ryerson University with direct access to master file data from a range of ongoing national surveys collected by Statistics Canada. The RDC is located on the 7th floor of Robarts Library on the University of Toronto’s St. George campus. RDCs are the only research facilities where researchers can link Canadian data on individuals longitudinally to study change over time. The RDC houses the master files from Statistics Canada’s longitudinal surveys: the National Population Health Survey (NPHS), The Survey of Labour and Income Dynamics (SLID), the National Longitudinal Survey of Children and Youth (NLSCY), the Youth in Transition survey (YITS), the Workplace and Employee Survey (WES), the Canadian Community Health Survey (CCHS), and Longitudinal Survey of Immigrants (LSIC). Although the primary mission of the RDC is to make longitudinal surveys available to researchers in a secure environment, researchers may also submit proposals to access other cross‐sectional Statistics Canada data files, e.g., the General Social Survey (GSS), the National Graduate Survey (NGS), and the Labour Force Survey (LFS), to name a few.


These data greatly enhance the position of Canadian behavioural and social science in the international discourse on a broad range of social, health, psychological and economic research issues. In addition, the increased access of academics to these data inevitably means a much broader base of evidence to inform and shape social policy in Canada in the future. This enhanced access to Statistics Canada data is possible at the RDCs because they operate under the same security provisions as any other Statistics Canada office. This includes the use of physical access controls, an internally independent and secure computer network, and the vetting of output to ensure it complies with confidentiality policies. The RDC program works collaboratively with Data Liberation Initiative (DLI) to ensure that Statistics Canada survey data is used to the fullest extent possible.

This is slightly down from last year’s reported number of 159 contracts for 2012. However, in terms of 2013 alone, it is a net growth of 16 projects (or 66 new – 47 completed – 3 withdrawn = 16). Table 1 below shows the summary of contracts started, completed and withdrawn at the Toronto RDC in 2013.

Criterion 2: Summary of Project Output Table 2 below shows the count of project output for 2013, with the raw count in the “un‐weighted” total column and the “weighted” total in the final column. The weighted total will be the count used in the allocation of output for the calculation of grant monies for our RDC.

Box 2a: Summary of Substantive Comments on Publications


In 2013, there were 47 completed projects, an increase of 15 over the number in 2012 (32 completed). The number of refereed articles published was similar to 2012 (30 in 2013, 33 in 2012), as were the number of Ph.D. and M.A. theses completed (5 and 1 respectively in 2013 and 5 and 5 in 2012). The number of working papers stayed the same (4 in 2013, 4 in 2012), however the presentations to policy groups decreased (3 in 2013, 7 in 2012). The number of conference presentations greatly increased at 102 relative to 2012 at 80. This was the second year in which the information on research output was collected by an online researcher survey. The greatest proportion of research is in the area of health (38.1% of projects at the Toronto RDC in 2013), and the preferred method of publication is the refereed journal article. For the most part these publications are in leading journals. Other major areas of research at the Toronto RDC are the labour force, immigration and education (20.4%, 20.1% and 7.4% respectively). Looking forward to the next generation of researchers, students continue to be the leading type of researcher in the Toronto RDC. Many are employed as research assistants, and this provides students with training and an introduction to the RDC data. RDC data is also emerging as an important basis of students’ independent research: with 34 doctoral and 7 masters level students with their theses in progress at the Toronto RDC (see Table 3a below, as reported in the researcher’s online questionnaire).

Box 2b: Summary of Major Media Coverage of Research In 2013, there were 75 media mentions, and 33 of them, or 44%, were generated by Valerie Tarasuk’s project (3083) on food insecurity, while another 25, or 33%, were generated by Lori Ross and Simone Vigod’s project on postpartum depression. Other media mentions were reported by Michael Baker (2570), Lu Wang (1931), Sanford DeVoe (1944), Harry Krashinsky (1691), Sarah Hershenfield (2889) and Curtis Breslin (2232‐S002). Valerie Tarasuk is PI for a project entitled “Identifying Policy Interventions to Reduce Household Food Insecurity” and her project received online media mentions from coast to coast in 2013, from PEI and Nova Scotia and New Brunswick, to Quebec, Ontario, Saskatchewan, Alberta, British Columbia and Nunavut, all reporting on her findings that 3.9 million Canadians or 1 in 8 Canadian households struggled to access sufficient food in 2011, rising numbers since the last count in 2008. These findings indicated that food insecurity (not having enough to eat) is a serious social and public health problem in Canada, and what was unexpected was that Newfoundland and Labrador, the only province with declining rates, show the lowest rates of food insecurity in the country at 10.6%. The highest rate of food insecurity is in Nunavut at


36.4% of households affected, followed by other eastern and northern provinces and territories (NS at 17.1%, Yukon at 16.8%, PEI at 15.4%, NWT at 15.2%). Quebec , Manitoba and Alberta are next at 12.5%, 12.4%, and 12.3%. Ontario, Saskatchewan and British Columbia are at 11.9%, 11.8% and 11% respectively. Online media included articles and columns in the Montreal Gazette, the Edmonton Journal, the Daily Telegraph (NB), Medical Xpress, Medical Net News, CBC National (NB), CBC News (PEI), CTV News National, CTV News (Winnipeg), Today’s Parent, Ottawa Citizen, Global News, Winnipeg Free Press, Leader‐Post (SK), Lethbridge Herald, Nanaimo Daily News, Vancouver Sun, NUNATSIAQ News, News 1130 (Vancouver), News 95.7 (Nova Scotia), MSN Regional News (PEI), News Talk 610 (Niagara), as well as a variety of interviews and blogs and interviews on sites such as the Homeless Hub, the Victoria Coalition to End Homelessness, The University of Toronto, York Region Food Network, Canadian Grocers, and the BC Child and Youth Advocacy Coalition. In addition, Tarasuk’s research was featured on the American online site “Newsroom America” in an article entitled “3.9 Million Canadians Struggle to Afford Food”. Lori Ross’ (2850) research on “An Examination of the Relationship Between Rural Residence and Postpartum Depression in Canada” garnered international attention in the UK and US as well as Canada when findings showed that women in large cities had higher rates of postpartum depression than women in smaller cities, semi‐urban or rural areas. The study findings indicated that social support was essential, and that recognizing the signs of postpartum depression was critical to getting treatment. The project was featured in television news stories (CBC National News interviewed Ross’ colleague Simone Vigod, and Global News, Calgary), Ross was interviewed in on CBC Radio One August 19/13, and the story was featured in MacLean’s magazine August 6/13. Other online media articles and columns include The National Post, Global News, Winnipeg Free Press, The Province, Psych Central, CTV News, WCRI/WCH, CBC News, Huffington Post, Zee Media (New York), Scope (Stanford Medicine, CA, US), Daily Mail (London, UK), Time.com, The Examiner (US), Fox News (US), CP24, Medicinenet.com, City News Toronto, Metro, The British Psychological Society (UK), US News and World Report, and Seleni.org. Michael Baker and Kevin Milligan (2570) had 8 media mentions for their project on “Sex Differences in the Developmental Inputs received by North American Children” where findings showed that though parents spend an equal amount of time with both their sons and their daughters, they spend more time reading and doing teaching or other cognitive tasks with their preschool daughters than they do with their preschool sons. As quoted in the National Public Radio article online:

The finding surprised them because, at least in popular lore, parents supposedly spend more time with boys than girls. And Baker says that perception does tend to hold true for older children — fathers tend to spend more time with boys once they are older than age 4 or 5. When children are smaller, Baker says, parents spend about the same total time with boys as they do with girls. But the striking difference comes in the sorts of activities the parents said they engage the kids in. The survey data suggests that young girls are more likely


to be taken to libraries than are boys, are more likely to own books than are boys, and are more likely to be read to for longer periods of time than boys.

Media mentions include radio interviews, and magazine and newspaper articles in Canada and abroad (Today’s Parent, Toronto Star, The Atlantic, National Review, Psychology Today, CNKW Vancouver, National Public Radio – Washington DC, and Newstalk Radio, Ireland). Lu Wang (1931) is the PI for a project entitled “Ethnicity and Utilization of Health Services among Immigrant Populations in the Toronto CMA” (Census Metropolitan Area). She was interviewed by Gill Deacon of CBC Radio’s Here and Now program in December, and by OMNI TV News the same day, and Fairchild TV the next. Wang’s was the largest study of its kind looking at three groups across Canada, Canadian‐born, foreign‐born and Chinese immigrants to examine regional differences in self‐reported health, and finding that Chinese immigrants across Canada reported poorer health than native‐born Canadians.

Our findings tell us that the decline of health among newcomers to Canada is a pressing issue for immigrants, but especially for Chinese immigrants. As health is a critical indicator of quality of life, government and health policy makers need to develop better culturally‐sensitive health programs in large urban cities to improve the health and well‐being of our newcomers.

Sanford DeVoe (1944) looked at flextime in a project entitled “"Management Strategy, Family Friendly Benefits and Organizational Outcomes" where he found that flextime though costly to implement, increased revenues for companies more than it increased costs. However, if a company was focused on cost cutting, flextime decreased profitability. DeVoe was interviewed by the University of Toronto’s Research and Innovation unit, and was quoted in an article on ‘The war on work‐life balance’ written in MacLean’s. Harry Krashinsky (1691‐R002), Sari Hershenfield (2889) and Curtis Breslin (2232‐S002) also had radio, online and magazine media mentions in 2013 about their research. All of these media mentions highlight the importance of Toronto RDC research to Canadians.

Box 3: Substantive Comments and Summary of Training within the RDC

Ryerson University Statistical Analysis in Social Science Research Course Andie Noack, Associate Professor, Undergraduate Program Director, Sociology, Ryerson U May to June, 2013 The Statistical Analysis in Social Science Research course is sponsored by Ryerson University and held at the Toronto RDC. This was the first year of the course run as a pilot to offer 10 graduate students from Ryerson a hands‐on research experience in advanced quantitative methods for generating and analyzing a variety of large social science datasets (Aboriginal People’s Survey, Canadian Community Health Survey, Census of Population, Ethnic Diversity Survey, General Social Survey, Labour Force Survey, Longitudinal Survey of Immigrants to Canada, National Population Health Survey, Participation and Activity Limitation Survey, Survey of Household Spending, Survey of Labour and Income Dynamics, and the Youth in Transition Survey). Students from Ryerson included doctoral students from the Policy Studies Program, the first and only interdisciplinary doctoral program in policy studies with three fields of study (Public Policy and Administration; Immigrant Settlement and Diaspora Policies; and Social Policy). The course was a success and there are plans to have it offered again at the RDC in near future. Panel Data Methods Course Olesya Falenchuk, Research Systems Analyst, and Statistics Lecturer, OISE/UT January to April, 2013 The Panel Data Methods course is co‐sponsored by the University of Toronto’s School of Public Policy and Governance, and the Toronto RDC. The School pays for the instructor, and the Toronto RDC pays for an assistant. The course takes place in the Toronto RDC, and students need to register early in order to pass security clearance. About 16 students took the course in 2013 (10 registered plus 8 auditing), including seven MPP students from the School of Public Policy and Governance, one from the Department of Applied Psychology and Human Development (Masters), and two students from other universities, one from McGill and one from Ryerson. Auditors included four people from Ryerson (2 were faculty members who paid to audit the course, revenue went to the School of Public Policy and Governance), and a student from York. The course itself is outlined in the description below.


The course provides a rigorous introduction to statistical methods for the analysis of panel data with specific application to the major Canadian longitudinal data sets. This course is offered in collaboration with the Toronto Region Statistics Canada Research Data Centre (Toronto RDC). The RDC provides secure access to Canada's preeminent panel data sets for public policy analysis as well as variety of other Statistics Canada data. The course will take place within RDC providing students hands on experience with these important sources of information on public issues. The RDC offers both lecture space and a computer lab for tutorials. While the specific goal of this course is to introduce students to empirical methods for the analysis of longitudinal data, an important by product is their exposure to the RDC data. These data are increasingly "the basis" for new survey based research in health, education, economics and other social sciences in Canada. Instruction includes a combination of lectures and tutorials. In tutorials, students will complete series of problem sets that provide an introduction to the RDC panel data sets and practice in their analysis. The statistical methods reviewed will be drawn from a variety of disciplines to promote the inter‐disciplinary study of public policy. Certain topics of particular relevance to the RDC panel data (e.g., cluster sampling, bootstrapping) will also be covered. The course is intended for a) students from the School of Public Policy and Governance, b) students from departments, schools and faculties where small numbers preclude a similar course being offered, or that desire instruction in the use of data housed in the Toronto Region Statistics Canada Research Data Centre (RDC). SAS Workshops Dave Haans, Computing & Research Consultant, Toronto RDC May, September and December, 2013 This workshop is open to RDC researchers as well as members of the larger research community and is presented at least twice (or in this case three times) a year. This workshop is meant to help current researchers at the RDC acquaint or re‐acquaint themselves with the SAS programming language. In this workshop, the basics of the SAS programming language are covered, including creating variables, reading in raw text files, modifying SAS data sets, and merging SAS data sets. Most recently, a section on group processing has been expanded and made much more interactive. A total of 21 participants took the three SAS workshops offered in 2013, most of whom were students (76% doctoral and postdoctoral), and included people from U of T, St. Michael’s Hospital, Institute for Work and Health, Toronto Rehabilitation Institute, Carleton and York Universities.


Real Time Remote Access (RTRA) Seminar David Price, Statistics Canada Arranged by Ruben Mercado, Statistics Canada Analyst, Toronto RDC Hosted by Berenica Vejvoda, Research Data Librarian, University of Toronto April 18, 2013 This seminar was held for Toronto RDC researchers to introduce them to the Real Time Remote Access system which uses the secure transfer of electronic files through the Internet and allows for the calculation of a range of descriptive statistics such as frequencies, means, medians, percentiles, proportions, ratios, and shares for a number of microdata sets such as CCHS, APS and CSD. Twenty‐five participants attended the seminar and included faculty and students from the Universities of Toronto, Ryerson, Wilfrid Laurier and St. Mary’s, as well as researchers from the Institute for Work and Health, the Higher Education Quality Council of Ontario, Cancer Care Ontario and Women’s College Hospital.

University employees The Centre employed a .8 FTE research and computing consultant during 2013, Dave Haans, who is also working on various network related tasks. Isobel Medel, our part‐time casual administrative staff worked approximately a .3 FTE (12 hours a week) helping with analysts’ administrative tasks. Isobel became a student in September, taking further education. Isobel is also a part‐time employee with Statistics Canada and was able to keep our RDC open during the Analysts’ Conference in the fall. We share an office manager Susan Murphy with the University of Toronto’s Institute for Life Course and Aging and her Toronto RDC FTE was 0.45 for the entire year.

Box 5a: Substantive Comments on Knowledge Mobilization Activities within the RDC Dave Haans, our Research and Computing Consultant and Webmaster, continues to work with the CRDCN two of his four days a week, and gave a seminar at the 2013 CRDCN National Conference in Waterloo for participants on “Tools to assist with RDC research: From conception to publication”. The workshop showcased some of the resources available to RDC researchers such as the CRDCN Dataset Builder software, the CRDCN Research Survey, and the CRDCN Bibliography. It was well attended with about 25 people. However, this activity was not counted


with the Toronto list of knowledge mobilization activities, as it was part of his CRDCN role and tasks. Dave did offer 3 introductory SAS workshops in 2013 in May, September and December (see Box 3 above). David Price from Statistics Canada worked with our Toronto analyst Ruben Mercado to deliver an interactive training session for Toronto RDC researchers where they received a research question and were given the task of generating a table using the RTRA tool. Berenica Vejvoda, our Data Librarian, facilitated the session and arranged to hold it at the Data and Map Library where they have access to RTRA through a lab of computers hooked up to the internet. The Real Time Remote Access system enables researchers to use Statistics Canada data via the internet without having to go into an RDC, or to make a request for a custom tabulation. Instead, researchers can generate their own data tables and submit their own code to servers at Statistics Canada where requirements for data processing and confidentiality have been fully automated so researchers can receive non‐confidential output within minutes or hours of their submission.

Vignette 1 Introducing the next generation of policy researchers to RDC data Toronto RDC Advisory Committee member, Dr. Andie Noack, from Ryerson University offered a pilot methods course in the RDC in May and June of 2013. Dr. Noack is a Sociology Professor and the Undergraduate Program Director at Ryerson, but she also teaches graduate level statistics and designed this course in order to give Ryerson graduate students a hands‐on experience with large scale datasets and encourage them in the use of Statistics Canada data to answer their research questions and to inform policy. The course ‘SS 8000: Statistical Analysis for Social Science Research’ is offered by Ryerson University’s Yeates School of Graduate Studies in order to provide statistical training to students enrolled in a diverse range of interdisciplinary, social science graduate programs. The course caters primarily to students from the PhD Program in Policy Studies, but also regularly includes students pursuing master’s degrees in Immigration and Settlement Studies or Public Policy and Administration, and others pursing doctoral degrees in Communication and Culture or Environmental Science and Management. In Spring 2013, the course was hosted at the Toronto RDC in an intensive, six‐week format. Six students met twice a week in the RDC meeting room, for an immersive learning experience focusing primarily on linear and non‐linear regression modelling and their extensions. In addition to the statistical content, the course emphasized practical, hands‐on skills for working with Statistics Canada datasets in the RDCs, such as weighting, interpreting CVs, and bootstrapping. The course used an incremental approach to evaluation that helped each student to produce a ‘publication‐ready’ journal article as their final paper. Access to the RDC


datasets was key, since it allowed many students to pursue research questions that were directly related to their thesis or dissertation research. Holding the course in the RDC led to many successful learning outcomes. In addition to developing their statistical skills, students began to see themselves as belonging to a community of social science researchers (especially after spending many long days working in the RDC space). One student used the food insecurity module from the CCHS to develop the models that formed the basis for her master’s level Major Research Paper, which she successfully defended in Fall 2013. Another student used LSIC data to predict immigrants’ perceptions of levels of emotional and social support, which she presented at the 2014 National Joint Social Work Conference. A third student used LSIC data to investigate immigrants’ secondary migration within Canada after the initial settlement period; her paper is currently under review at a journal. Most importantly, all of the students recognized the value of the data housed in the RDC and learned how to use it to answer their research questions. Many of the PhD students enrolled in the course now plan to use RDC data in their dissertation research, ensuring that a new generation of policy researchers will make full use of Statistics Canada’s data.

Vignette 2 PROOF: Policy interventions to reduce household food insecurity Funded by a CIHR Programmatic Grant to ‘Tackle Health and Health Equity’, PROOF researchers led by University of Toronto’s Valerie Tarasuk (Department of Nutritional Sciences, Faculty of Medicine) have embarked on a program of research to fill existing gaps in knowledge about effective policy interventions to address income‐related problems of food access, or household food insecurity. PROOF’s objectives are to delineate the conditions that produce and mitigate household food insecurity in Canada; elucidate the impact of specific policy interventions on the population prevalence and severity; and identify promising directions for future intervention. Analyses of the Canadian Community Health Survey form the core of PROOF’s research into policy interventions. To heighten awareness and lay the foundation for more effective population level analyses, we have developed and disseminated annual reports on household food insecurity in Canada in 2011 and 2012, drawing on CCHS data to present descriptive statistics on the social, geographic, and temporal patterning of food insecurity. The simple ‘facts’ contained in the reports expose the magnitude and seriousness of food insecurity in Canada, making it clear that this problem is not ‘under control’ and more effective responses are urgently needed from all levels of government. The reports generated extensive national media attention and widespread interest, including numerous requests for more information and invited presentations, and uptake of report statistics in national documents such as Aboriginal Food Security in Northern Canada: An Assessment of the State of Knowledge, 2014; HungerCount, 2013; and Vital Signs Report, 2013.


Research conducted by Herb Emery and Lynn McIntyre, drawing on data from multiple years of CCHS, has demonstrated that the current seniors pension program (Guaranteed Income Supplement/Old Age Security) lowers the risk of food insecurity in those over age 65 compared with those 60‐65 years of age. Further research provides evidence that a guaranteed annual income for impoverished Canadians younger than age 65 may be effective in reducing food insecurity, with the associated self‐reported health and self‐reported mental health gains. Through the dissemination of Emery and McIntyre’s research, reducing food insecurity has been inserted into the national conversation on the benefits of a guaranteed annual income. The only province in the country to experience a decline in food insecurity over the period through which it has been monitored on CCHS is Newfoundland and Labrador. There the prevalence fell by 50% between 2007 and 2011. Rachel Loopstra has conducted a detailed analysis of CCHS data for Newfoundland and Labrador for this time period, a period coinciding with the roll‐out of that province’s poverty reduction strategy. Her study provides persuasive evidence of the sensitivity of household food insecurity among social assistance recipients to improved benefits (manuscript in preparation), which stands in stark contrast to the stagnant rates of food insecurity among social assistance recipients in Ontario following the launch of that province’s poverty reduction strategy. In addition to undertaking a detailed examination of Ontario data over time, we plan to conduct more inter‐ and intra‐jurisdictional comparisons to identify the effects of specific provincial/territorial policy interventions (e.g., poverty reduction strategies). Criterion 7: Summary of Major Achievements and Challenges for the past year

The past year saw the completion of the installation of our new computing infrastructure. The final piece was an internal thin client system, which offers 6 workstations to our researchers. This system provides researchers and staff an opportunity to familiarize themselves with a thin client environment. The CRDCN views a thin client environment as a key vehicle to make large administrative data sets available, and improve services, to our users. We have begun planning for the 2015 CRDCN National conference that we will be hosting in the fall of that year. A committee of key staff members and leading RDC researchers has been struck to oversee this event.

Criterion 8: Major Objectives and foreseeable Challenges for next year

In the coming year the RDC Network must submit an application for a new cycle of funding from SSHRC and CIHR. This application provides the Network an opportunity to think carefully and creatively about its place within Canada’s research landscape. The Statistics Canada longitudinal data sets, which were a primary rationale for the creation of the Network, have by now been mostly terminated. At the same time, researchers in many disciplines are taking advantage of the tremendous opportunities afforded by administrative databases. The RDC Network provides a secure, tested and national vehicle to provide access to these data.
