Situation a decade ago (2007):
• "Hang-over" from Works Best Practices reorganization e.g.: Loss of low seniority unionized employees Reliance on grand-parented Class IV’s
• 70% Operator turnover expected within 5 yrs. Almost full turnover within 10 yrs. Lowest seniority Operator was 18 years
• No mechanism to hire/develop new Class IV’s
• Rigid Collective Agreement and City hiring practices
• Aging workforce at all levels.
Challenging Demographics

• Summer 2009 Collective Bargaining – the “garbage strike”
• City of Toronto and the Union negotiated a Wastewater Operator on the job training program - Letter of Agreement (LOA).
• Training program was created with the sole objective of developing Class IV Wastewater Operators in-house
Negotiated Solution

• Raised minimum educational requirement to 2 year post secondary
• Introduced mandatory licence progression within specific timelines
• Introduced ability to recruit future Operators without any MOECC licence

Program Performance to Date
• 62 hires into the program since July 2010 (9 females, 53 males) • 14 have completed program requirements and are now Level IV
certified operators – several have started to take on supervisory assignments.
• Average program completion time is under 4 years for OIT’s and/or no licence holders
• 6 employees entered the program with Level IV certifications and were still provided basis training curriculum
• 9 employees resigned from the program (4 females, 5 males)
• No withdrawals due to inability to progress.

Retirement Projections Report 2017 - 2021 Understanding the Data   Data Sources SAP HR Data Extract as of January 9, 2017 OMERS data as of December 31, 2010   Employees Employees are reported and counted in their base position and base division for all summaries. As a result of the TPS By-law adopted June 2014 and effecitive December 31, 2015, Council, Council staff and Accountability Officers have been removed from the Toronto Public Service headcount. Accountability Office staff are still considered TPS.   Active/Inactive The report includes active and inactive employees. Inactive employees are those on a long term leave of absence (e.g. long term disability, salary continuation, parental leave, etc.). All other current employees who are physically reporting to work or who are on a short term leave (generally less than 30 days) are considered "active".   Non-Union Grouping Grouping of non-union positions is based from the Compensation's Job Sub Type table and modified as follows:   Age Age is calculated as of December 31, 2017.  For employees eligible to retire, actual age is provided.  For employees under age 50, age group is provided (e.g. 30 to 39, 40 to 49, etc.).   Service Service refers to OMERS Qualifying Service (credited and eligible) and is current as of December 31, 2010 - for the purpose of this report, 7 years of service was added on the assumption that all employees worked full time between 2010 and 2017. For employees who became an OMERS member after the OMERS data was provided, SAP data was used to calculate service (based on the earliest of SAP Original Hire, Current Hire and Seniority Date).   Unreduced Retirement Eligibility Year Indicates the year in which the employee first became eligible for an unreduced pension.   Retirement Eligibility Type or Age 65 or Older   OMERS Unreduced: Retirement Eligibility with OMERS Unreduced Pension Refers to OMERS members who are eligible for an OMERS retirement without a penalty because they meet at least one of the following criteria: - Age 65 and over (60 and over for Firefighters) - Age 55 and over (50 and over for Firefighters) with at least 30 years of qualifying service - Age 55 and over (50 and over for Firefighters) who have a minimum 90 factor (age + years of qualifying service = 90 (85 for Firefighters))   OMERS Reduced: Retirement Eligibility with OMERS Reduced Pension Refers to OMERS members Age 55 and over (50 and over for Firefighters) who are eligible for OMERS retirement pension with a penalty as they do not meet any of the criteria for an unreduced pension. Non-OMERS Age 65+ (Age 65 or Older) Refers to employees who are age 65 and over who do not belong to the OMERS Pension Plan. Retirement Projections Report 2017 - 2021 Understanding the Data   Data Sources SAP HR Data Extract as of January 9, 2017 OMERS data as of December 31, 2010   Employees Employees are reported and counted in their base position and base division for all summaries. As a result of the TPS By-law adopted June 2014 and effecitive December 31, 2015, Council, Council staff and Accountability Officers have been removed from the Toronto Public Service headcount. Accountability Office staff are still considered TPS.   Active/Inactive The report includes active and inactive employees. Inactive employees are those on a long term leave of absence (e.g. long term disability, salary continuation, parental leave, etc.). All other current employees who are physically reporting to work or who are on a short term leave (generally less than 30 days) are considered "active".   Non-Union Grouping Grouping of non-union positions is based from the Compensation's Job Sub Type table and modified as follows:   Age Age is calculated as of December 31, 2017.  For employees eligible to retire, actual age is provided.  For employees under age 50, age group is provided (e.g. 30 to 39, 40 to 49, etc.).   Service Service refers to OMERS Qualifying Service (credited and eligible) and is current as of December 31, 2010 - for the purpose of this report, 7 years of service was added on the assumption that all employees worked full time between 2010 and 2017. • learn differently than we did, (their favourite teacher is “Mr. Google” !!)
• Smart recruiting is important: • Look for varied backgrounds • Minimum 2 years relevant post secondary is a must • Need candidates capable of obtaining the addition CEU’s
• Hire in batches – creates a “cohort” – groups become self supporting
• Build training program around your operational, process and H&S training needs.
• Building in ample on-the-job training opportunities with rapid job rotation in the first year.
• Cross training is an important tool. Use earlier classes of Operators to train later entrants

• Supervisors are critical: • Training and mentoring has to be as important to them as any other daily task • Ensure clear expectations; provide them with tools such as training checklist and
condensed training modules
• Supervisors need training and constant support (this is not always natural to them)
• Track all progress
• Deal immediately with laggards
• Delivering the training in shift environment is challenging
• Don’t rely on “hiring from elsewhere” as a viable long term strategy.
