Incentivizing Digital Payments-Digi Dhan Melas.

Government of India in order to promote digital payments and to encourage consumers, merchants to increasingly shift to digital payment modes i.e UPI, e-wallet, Aadhaar Enabled Payment System, Cards & POS etc. has launched scheme to reward consumers and merchants, who are using/have used digital transaction modes after 8th November, 2016 which has been framed by Niti Aayog. The scheme drafted by Niti Aayog

is operational with the first draw of winners held on 25.12.2016, leading upto 14th April, 2017. Niti Aayog has the overall responsibility for carrying out promotional activities for the scheme, oversight of the scheme and coordination amongst various agencies that are responsible for execution of the scheme. Banks have to make arrangement for the following activities:

Opening of Bank accounts. Seeding of Aadhaar and Mobile Number in the account. Merchant registration for acquisition of POS. Distribution of Prepaid cards, debit cards. Assistance in downloading and usage of various digital

payments apps etc.Two such camps allotted to the State of Punjab have already been held at Ludhiana and Amritsar.

For Digital India, ‘Go Cashless Go Digital’ is the basic principal.

Member banks are requested to continue above activities in a mission mode on continuous basis for achieving the goal of Digital India and making cashless society drive of Govt. of India a grand success.

Item No. 3 Digital Saksharta Abhiyan (DISHA) - Cashless Society drive of Govt. of India.

Ministry of Electronics & Information Technology, Govt. of India vide their communication dated 1st December,2016 has informed that CSC e-Governance Services Ltd. (CSC SPV) is launching a programme to mobilize and enable digital payment options across 2.5 lakh gram panchayats, targeting

30 interested merchants and 100 citizens in each Gram Panchayat. Each merchant will be given a two hour structured course and his/her bank account will be seeded with Aadhaar and mobile number.

CSC Village Level Entrepreneurs (VLEs) will contact merchants potentially desirous of shifting to digital finance, train them and where feasible, help them source devices. CSC Village Level Entrepreneurs will also demonstrate the possibilities of enabling Aadhaar Enabled Payment System (AEPS). Convener Bank vide its e-mail dated 07-12-2016 has requested all the Lead District Managers to extend full cooperation to the representative of CSC/their DMs for successful holding of camps for shift to cashless society.

Member Banks/LDMs are again requested to take all steps and extend full cooperation to the representative of CSC/their DMs for successful holding of camps for shift to cashless society.

Item No. 4 Launching of BHIM app for on line payments.

In order to steer India towards a digital economy, Hon’ble Prime Minister has launched a new e-wallet app BHIM (BHARAT INTERFACE FOR MONEY), named after Dr. B.R. Ambedkar, to make it easier to transact online. The Aadhaar-based mobile payment application will allow people to make digital payments directly from their bank accounts.

The BHIM app is being improved upon so that in time, "only your thumb will be needed to make a payment," said the PM,

adding "you will eventually not be dependent on the internet, on smart phones, your thumb will be your bank."

In the recently held video conference with banks which was chaired by Secretary (FS), the following issues are raised by NPCI:-

BHIM had been adopted by most banks except Corporation bank and the Associate Banks of SBI.

Sponsor banks were asked to ensure that RRBs too are on-boarded as they cater to the rural population and BHIM includes USSD 2.0 which is of particular relevance in rural areas.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, the representatives of Associate banks of SBI, Corporation Bank and RRBs were requested to take up with their corporate office for adopting the BHIM application. Chairman Punjab Gramin Bank informed that they have already taken up with their sponsor bank i.e. PNB and they will follow up for the same.

The representative of Associate Banks of SBI, Corporation Bank and RRBs are again requested to take up with their corporate offices for adopting the BHIM application.

Item No. 5 Pradhan Mantri Jan Dhan Yojana.

 

Punjab State has been declared as Saturated under Pradhan Mantri Jan Dhan Yojana, the flagship programme of Govt. of India, which envisages, Accidental Insurance of ` 1 lac, Life Insurance cover of `30000/-, Issuance of Rupay Debit Card to

every account holder. The progress in opening of accounts under PMJDY is as per Annexure-1 {Page 98}.

All the member banks are again requested to take steps to activate zero balance accounts and distribute Rupay cards for their activation enabling masses to get social security benefits.

Item No. 5(i)

Opening of accounts of workers of organized and unorganized sectors.

Secretary, Ministry of Labour & Employment vide DO letter dated 25.11.2016 addressed to Chief Secretary, Govt. of Punjab has desired that in order to facilitate financial inclusion of workers and to ensure timely payment of their wages, a campaign to open bank accounts in respect of those workers of organized and unorganized sectors who do not have their own bank accounts even now. Camps for opening the accounts has to be conducted at each district and a committee comprising the collector cum District Magistrate, Lead District Manager of the bank, Labour Officers of the Centre as well as the State Government representative which will decide the location of these camps and other relevant modalities.

Department of Institutional Finance & Banking vide their letter dated 29.12.2016 has already requested all the Deputy Commissioners of the State for holding a meeting with Lead District Managers and officers of Labour Department for the purpose and take further necessary action.

Member Banks/LDMs are requested to extend full cooperation in holding of the camps for opening of accounts of workers of organized and unorganized sectors.

Item No. 5(ii) Issuance of Rupay Cards and its Activation in PMJDY accounts.

Activation of Rupay Debit Cards is necessary to get the insurance claim under the Rupay Card. The Rupay card was earlier required to be swiped in an ATM or POS machine within 90 days prior to the date of incident resulting in accidental death/permanent disability. The latest change made by NPCI regarding eligibility to claim accidental cover as under:

“All Rupay Card holders (valid for Physical or Virtual RuPay card holder) i.e Cards issued on an IIN assigned by RuPay will be eligible for the benefit under the RuPay Insurance Program 2016-17. 

Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or non-financial transaction* at any Channel both Intra and Inter-bank i.e. on-us and off-us (ATM/ Micro ATM/POS/e- com/Business Correspondent of the bank at locations by any payment instrument).

(a) within 45 days prior to date of accident including accident date for Premium Card holders and(b) within 90 days prior to date of accident including accident date for Non Premium Card holders.

*Transaction types means all customer induced transaction at bank branch or by any payment instrument whether on-us (Bank Customer/RuPay card holder transacting at same bank channels) and/or off-us (Bank Customer/RuPay card holder transacting at other bank channels).

This addendum circular basically advises banks that all financial and non financial transactions, both on-us and off-us originating from ATM, micro ATM & POS and online covering RuPay card and Aadhaar based transactions, all

customer induced transactions at Branch will now be included as eligible transactions under the Rupay Insurance Program 2016-17.

Member banks are requested to utilize the services of FLC Counselors and Bank Mitras for creating awareness amongst the customers about the changes made by NPCI.

During the deliberations in the 1st meeting of State Level financial Inclusion Committee (SLFIC) held on 11.11.2016, it was decided that all the banks will be asked to submit the list of the PMJDY account holders District wise/ Sub division wise/ village wise where the Debit cards have been issued but not activated along with their status i.e. Cards delivered to account holder or not, PIN delivered to account holder or not and activation of Card at ATM pending at the level of account holder. The Chief Secretary of the state has assured that once the lists are provided, the District administration will be geared up to bring these beneficiaries to the bank for Rupay ATM Card/PIN delivery.

Convener Bank vide its mail dated 22.11.2016 has already requested all the member banks for submission of the information. The information is not received in spite of issuing many reminders on the score.

During the deliberations in the 4th meeting of Steering Committee to SLBC, it was resolved that all the member banks will provide the list to Convener Bank by 04.02.2017 for forwarding it to state government who have agreed to help in their distribution with the cooperation of District administration.

Item No. 6

Appointment of Bank Mitras, Verification Calls by Executives of State Call Centers/ SLBC/ LDMs to Bank Mitras.

For universal access to banking facility, Bank Mitras have been deployed in areas allocated to banks by SLBCs. 2336 Bank Mitras/BC Agents have been deployed by the banks in the State to provide various type of banking services to the customer under PMJDY.

Feedback received from survey conducted by Ministry of Finance, suggested that Bank Mitras sometimes are not available in the allotted SSAs/villages.  To ascertain/verify the availability of Bank Mitras, it has been decided that executives of call centers will make verification calls to each Bank

Mitra/BC Agent working in their respective States. In state of Punjab, Call Centre/LDMs are submitting information about working/non working of Bank Mitras on weekly basis. Besides Convener Bank is also making verification calls to Bank Mitras/BC Agents directly. The feedback received from all the three is collated on regular basis and shared with Banks for taking necessary corrective action. Non working of Bank Mitras at locations allotted is depriving population therein of banking facilities and defeating the very purpose of Financial Inclusion.

The bank wise position in Appointment of Bank Mitras, Zero Balance accounts & status of Micro ATM is given at Annexure-1 {Page 98}. Bank-wise detail of Inactive/not working Bank Mitras is as under:-

The detail of the bank mitras who are not working has been sent to respective banks and they have been advised to replace the Inactive/non working Bank Mitras on urgent basis.

Further in order to monitor the working of Bank Mitras the banks were requested to make regular calls to them. Member banks are requested to keep convener bank informed of the changes if any in contact details of Bank Mitras and ensure that Bank Mitras are operational in all the locations.

The representative of the member banks who have not appointed the Bank Mitras yet are requested to apprise the latest position to the house.

During the deliberations in the 1st meeting of State Level Financial Inclusion Committee (SLFIC) held on 11.11.2016, Chief Secretary, Govt. of Punjab, showed his concern for non appointment of Bank Mitras by some of the banks. Further, non providing of Micro ATMs to all the Bank Mitras by the banks was also viewed seriously.

Convener Bank vide its e-mail dated 29.12.2016 has requested all the member bank for appointment of bank mitras at all the identified centres and for providing of Micro ATM to all the Bank Mitras. Micro ATM has been provided to 1949 Bank Mitras and yet to be provided to 387 bank Mitras. The issue of appointment of Bank Mitras and providing of Micro ATM was deliberated upon in the 4th Steering Committee meeting to SLBC held on 25.01.17. Member Banks were requested to appoint Bank Mitras at all identified centres and provide Micro ATM to all the Bank Mitras. The Chief Secretary Govt. of Punjab has expressed the desire of the State Government to appoint e sewa kendras as Bank Mitras as has been done in the state of Rajasthan.Member banks are requested to consider appointment of e-Sewa Kendras as Bank Mitras in all the Districts of the State.

Item No. 6(i) Monitoring of Zero Balance Accounts- in PMJDY

Out of total 5868391 accounts opened, 927789 accounts (15.80%) still show zero balance against 5613938 accounts and 838319(14.93%) zero balance accounts as on 30.09.2016. During the deliberations in the 138th meeting of SLBC held on 18.11.2016, the progress of Zero balance accounts was reviewed and member banks were requested to take steps for reduction in accounts having Zero balance. It was suggested that the Bank Mitras can be very helpful in bringing the number of Zero Balance accounts. Member banks were requested to take the services of Bank Mitras for bringing down the zero balance accounts.Bank wise position in zero balance account is as per Annexure-1 {Page 98}.

Item No. 7 Position of Claims lodged/Settled under PMJDY and Jan Suraksha Schemes.

In accidental claims under PMJDY, out of 72 claims lodged under PMJDY up to 31.12.2016, 48 Claims stands settled.

In PMJDY in case of natural death, out of 69 claims lodged under PMJDY up to 31.12.2016 in the State of Punjab, 58 Claims stands settled.

In Jansuraksha Schemes (under PMSBY) out of 499 claims lodged 288 claim cases stands settled.

In Jansuraksha Schemes (under PMJJBY) out of 718 claims lodged 608 claim cases stands settled.

Bank wise position in lodgment and settlement of claims under PMJDY is as per Annexure-3 {Page 106-107} for Jansuraksha Schemes is as per Annexure-3(i) {Page 108-109}. During the deliberations in the 1st meeting of State Level financial Inclusion Committee held on 11.11.2016, the representative of Ministry of Finance pointed out that the ratio of claims to the total account holders in the state is very low thereby implying that the masses are not aware of the scheme and the claims are not lodged due to the lack of knowledge. It was decided that in addition to the services of Bank Mitras and FLC Counselors for creating awareness among the masses for lodgement of claims, the local leaders, Sarpanches and officials from the department of Registrar of Births and Deaths, be involved for awareness programme. Convener Bank vide its e-mail dated 29.12.2016 has already requested member banks for implementation of the decision taken in the meeting.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, it was resolved that a notice in the office of Registrar of Birth & death and in the cremation ground be put up by the Lead District Manager of the concerned district.

Lead District Managers are requested to ensure to put a notice in the office of Registrar of Birth & death and in the cremation ground.

Member Banks are again requested to involve the Local leaders, Sarpanches and official from the office of Registrar, Birth and Deaths in every awareness programme conducted by the banks for schemes launched by Central Government i.e. PMJDY, PMSBY,PMJJBY, PMMY, APY etc.

(PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

As per the announcement in the Budget speech of 2015, two insurance schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and a new pension scheme called Atal Pension Yojana (APY) were launched as a move towards creating a universal social security system for all Indians especially the poor and the under-privileged.

In PMSBY, any person between the age of 18-70 years can subscribe to the scheme and the annual premium is ` 12/- whereas in PMJJBY, any person between the age of 18-50 years can subscribe to the scheme and annual premium is ` 330/-. The achievement under the schemes is as under:-

Under the Atal Pension Yojna Scheme (APY), depending upon their contributions, the subscribers, under the age of 40, would receive the fixed monthly pension of `1000 to ` 5000 at the age of 60 years. Ministry of Finance has recently amended Atal Pension Yojana (APY) to give an option to the spouse to continue to contribute for balance period on premature death of the subscriber. After the death of both the subscriber and the spouse, the nominee of the subscriber shall be entitled to receive the pension wealth, as accumulated till the age of 60 years of the subscriber. The achievement under APY in the state of Punjab is as under:-

Department of Institutional Finance and Banking has already instructed the concerned departments for facilitating employees/workers to join APY by directing them to respective banks where the salary accounts of such employees/workers are held.The Bank wise progress vis-à-vis targets is as per Annexure-5. {Page 111}

APY scheme. Further they should utilize the services of FLC Centres and bank mitras for covering maximum persons under the ambit of Atal Pension Yojana Scheme and further ensure to activate all the branches under the APY scheme.Directorate of Institutional Finance & Banking vide their letter dated 27.01.2017 addressed to all the concerned departments has requested to consider offering of Atal Pension Yojna to all unorganized workers as a measure of social welfare for protecting their old age income. In case the workers are already covered under Swavalamban scheme, the beneficiaries in the age group of 18 to 40 years, may be migrated into APY so that they can avail of the benefits of the minimum guaranteed pension.

Member banks should tap the unorganized workers for coverage under APY scheme and are requested to utilize the services of FLC Centres and bank mitras for covering maximum persons under the ambit of Atal Pension Yojana Scheme. .

Item No. 10 Pradhan Mantri MUDRA Yojana (PMMY)

Micro Units Development and Refinance Agency Ltd (MUDRA) was launched by Hon’ble Prime Minister on April 8, 2015 as a

new financial entity, for developing and refinancing last mile financial intermediaries like Banks, NBFCs, MFIs etc., who are in the business of lending to smaller of the micro enterprises in manufacturing, trading and service sector.

This priority is essential to enable growth and income generation amongst the hitherto unfunded or underfunded segments of our economy. Lending under MUDRA will focus on the unfunded segments of the Micro enterprises by granting the loans under three categories:-

Shishu : Loans up to `.50000 Kishore : Loans above `. 50,000 and upto `.5.0 lakh Tarun : Loans above `. 5.0 lakh and upto `.10.0 lakh

Ministry of Finance has advised all PSBs to classify all the loans extended to non-farm enterprises in manufacturing, trading and services up to `10.00 lakh on or after 8th April 2015 as MUDRA loans.

Ministry of Finance has further advised that the overdraft amount of `5000/- sanctioned under PMJDY is also to be classified as MUDRA loan under PMMY.

Banks in the State have disbursed `1480.11 crores against the prorata target of `2366.39 crores with 62.55 %age achievement.

Member Banks are requested to chalk out strategy for not only achieving the targets but to surpass them convincingly this year as now only 2 months of the current financial year are left.

Micro Units Development & Refinance Agency Limited has further informed that a loan portal by name www.udaymitra.in has been launched by SIDBI for facilitating sourcing of loan applications for various MSME programmes, including PMMY and Stand up India. Ministry has desired that branches should take maximum advantage of this facility in achieving the targets under these programmes.Member banks are requested to percolate these instructions of Micro Units Development & Refinance Agency Limited among the branches under their control for achieving the targets under these programmes.

Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

In order to impart  financial literacy to the participants in training programs under skill development at various Operational and Vocational Training centres and ITIs operating in the State of Punjab, Ministry of Finance has desired that all these centres be mapped with the Financial Literacy Centres operating in the State. Convener Bank has already got mapped all the 505 Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) with the FLCs and the bank wise list has been sent to the respective banks. Member banks having control in these FLCS were requested to ensure to organize financial literacy meetings in these vocational training centers/ITIs in coordination with the District Administration where a significant numbers of people can be covered for financial inputs as desired by  Department of Financial Services, Ministry of Finance.

The procedure to be followed for spreading the Financial Literacy has already been communicated to all the Member banks in the 135th meeting of SLBC. Banks are requested to ensure printing and distribution of Financial Literacy material as per the specifications, for smooth implementation of the financial literacy initiative. Department of Institutional Finance & Banking is again requested to take up the matter with Director, Technical Education and Industrial Training, Punjab for issuing instructions to all the skilling centres including those under private ownership to allow Financial Literacy Counselors to hold camps to educate the students studying in these institutes.

During the deliberation in the 4th meeting of Steering Committee held on 25.01.2017, Controlling heads of banks having lead bank responsibilities in the state were requested to review the position of FLC camps in skilling centres on regular basis and ensure that at least one camp must be held during the quarter in each skilling centre.

Member banks are requested to ensure that the FLCs of their bank are functioning as per the guidelines of Reserve Bank of India and are conducting camps in skilling centers as per the guidelines of Ministry of Finance. In case of any problem, the issue may be taken up with SLBC.

Item No. 12 Aadhaar Seeding/mobile seeding in MGNREGA worker’s accounts.

Ministry of Finance vide their e-mail dated 11.01.2016 has informed that consent forms obtained by MoRD for Aadhaar/Mobile seeding will be sent to Lead District Managers by Rural Development Department of the State Govt. LDMs will distribute the bank wise lists to the respective banks for seeding of Aadhaar/mobile in MNREGA accounts and act as Nodal Officer and get in touch with District MGNREGA coordinator/officials for reconciliation of the data. However the

Rural Development Department of the State is yet to distribute these lists to LDMs.

Member Banks are requested to ensure to seed the Aadhaar /Mobile number in the MGNREGA accounts and send the progress to the respective LDMs as soon as they are recieved.

Ministry of Petroleum & Natural Gas, has already decided to implement DBT in Kerosene in 33 districts in 9 States w.e.f. 1st

April, 2016. 3 Districts namely TaranTarn, Pathankot and Mohali have been identified for implementation of the DBT in Kerosene in the State of Punjab.Convener Bank has already requested the Lead District Managers of these districts to assist the State Government and District Collectors for seeding the bank accounts in the database of kerosene beneficiaries for smooth implementation of DBT scheme.Member banks are requested to instruct the branches of their banks in these 3 districts to seed the bank accounts of kerosene beneficiaries for smooth implementation of DBT scheme in these districts.

Stand-up India Programme of Ministry of Finance.

 

The objective of the Stand-Up India scheme is to facilitate bank loans between Rs.10 lakh and Rs.1 Crore to at least one SC/ST and one woman beneficiary per bank branch for setting

up a green field enterprise. This enterprise may be in manufacturing, services or the trading sector. In case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.

The scheme, which covers all branches of Scheduled Commercial Banks, will be accessed in three potential ways:

o Directly at the branch or o Through SIDBI’s Stand-Up India portal (www.standupmitra.in)

oro Through the Lead District Manager ((LDM)

The approach of the Stand-Up India portal, for handholding is based on obtaining answers to a set of relevant questions at the initial stage. These would be typically be:

1. Location of the borrower2. Category – SC/ST/Women3. Nature of business planned4. Availability of place to operate the business. 5. Assistance needed for preparing a project plan 6. Requirement of skills/training (technical and financial). 7. Details of present bank account. 8. Amount of own investment into the project 9. Whether help is needed to raise margin money

10.Any previous experience in business

Based on the response, the portal provides relevant feedback and helps categories the visitor to the portal as a ready borrower or a trainee borrower.

Ready Borrower

In case the borrower requires no handholding support, then registration on the portal as a Ready Borrower starts the

process of application for the loan at the selected bank. At this stage an application number will be generated and information about the borrower shared with the bank concerned, the LDM (posted in each district) and the relevant linked office of NABARD/ SIDBI. The offices of SIDBI and NABARD shall be designated Stand-Up Connect Centres (SUCC). The loan application will now be generated and tracked through the portal.

Trainee Borrower

In cases where the borrower indicates a need for handholding, then registration as a Trainee Borrower on the portal will link the borrower to the LDM of the concerned district and the relevant office of SIDBI/ NABARD. This process which would be electronic, could be done at the borrower’s home by himself/ herself or at a CSC or through a bank branch by officer dealing with MUDRA, as explained in paragraph 2.

SIDBI (79 offices) and NABARD (503 offices) as Stand-Up India Connect Centers will then arrange for support for such trainee borrowers.

Member Banks are requested to give more thrust for making advances to tribal/dalit/women entrepreneurs through each of their branches.

During the deliberations in the State Level Implementation Committee on Stand Up India which was held on 29.09.2016 under the Chairmanship of Chief Secretary Govt. of Punjab, the following action point emerged:

In order to create awareness among the masses about Stand Up India Scheme, it was decided that an advertisement in the local language be given in the leading news papers and the cost of advertisement be borne by the banks and in the advertisement logo and names of the sponsoring banks will be mentioned.

Special events/camps be organized in collaboration with NABARD at various locations with focused approach i.e. for leather and sports industries at Jalandhar for hosiery and cycle parts at Ludhiana, for Phulkari and Handicrafts at Patiala and Food Processing at Hoshirapur, for Punjabi Jutti at Muktsar and for Food products at Amritsar.

Further at the advice of Worthy Chief Secretary, Govt. of Punjab, it was decided that ADC Development will be the co-chairman of the District level Credit Committee and all SDMs, Secretary Zila Parishad, District Programme Office as well as members of PHD Chamber of Commerce and FICCI be inducted as members.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, it was decided that the member Banks will jointly put up advertisement in Regional language newspaper to attract more beneficiaries. The names and logo of member banks will be displayed in these advertisements. Member Banks were requested to give their consent for sharing cost of this advertisement by 11.02.2017.

Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The Mission, in order to expand institutional credit flow to the housing needs of urban poor will implement credit linked subsidy component as a demand side intervention. Credit linked subsidy will be provided on home loans taken by

eligible urban poor (EWS/LIG) for acquisition, construction of house.

Beneficiaries of Economically Weaker section (EWS) and Low Income Group (LIG) would be eligible for an interest subsidy at the rate of 6.5 % for a tenure of 15 years or during tenure of loan whichever is lower.

The credit linked subsidy will be available only for loan amounts upto Rs. 6 lakhs and additional loans beyond Rs. 6 lakhs if any, will be at nonsubsidized rate.

Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing.

Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB) have been identified as Central Nodal Agencies (CNAs) to channelize this subsidy to the lending institutions and for monitoring the progress of this component. Under the Mission, beneficiaries can take advantage under one component only.

A meeting under the chairmanship of Hon’ble Chief Secretary Govt of Punjab was held on 3.11.2016 for implementation of a special programme of PUDA under Pradhan Mantra Awas Yojana wherein PUDA will construct flats for EWS and LIG beneficiaries. As decided in the meeting, draw of lots was conducted by PUDA on 07.11.2016 and PUDA has sent the list of the successful applicants alongwith their applications to the Lead District Managers who in turn have distributed the same amongst the banks. Convener Bank has already sent the draft of tripartite agreement to be executed between the PUDA, beneficiaries and banks to PUDA for approval.

Item No. 16 Pradhan Mantri Fasal Bima Yojana.

Agriculture employs nearly half of the employed people in the country. The security and well being of farmers is thus of prime importance to the progress of the country. It is with this in mind that the Pradhan Mantri Fasal Bima Yojana was launched on 13th January 2016.

During the deliberations in the 136th meeting of SLBC held on 12.05.2016 as well in the meeting of State Level

Implementation Committee held on 15.07.2016, the house was informed of the decision of the State Government for referring the matter to Government of India with certain amendments for implementation of Pradhan Mantri Fasal Bima Yojana. In subsequent meeting, the state has again informed that reply from the Government of India is awaited and Fasal Bima Yojana has not been implemented in the State till date.

The representative of Agriculture Department/IF&B is requested to apprise the house about the implementation of ‘Fasal Bima Yojana’ in the State of Punjab.

Item No. 17 Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitators.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has developed “Jeevan Praman (Digital Life Certificate Portal)". The Jeevan Praman uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners with Aadhaar number can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number.

Department of Electronics and IT, Ministry of communications and I.T. Government of India has appointed banks for facilitating Aadhaar Based Jeevan Praman Patra (Digital Life Certificate) at any of their branches and Bank Mitra locations. Now banks can work as Facilitation Centre on the lines of around 40000 citizen service centres (CSCs) presently run by UIDAI for collecting and receiving Aadhaar Based Jeevan Praman Patra from Pensioners of Central Civil, Defence,

September 2016.As per section 7 of the Act, the Central Government or as the case may be, the State Govt. may for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from or the receipt therefrom forms part of, the Consolidate Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no aadhaar number has been assigned, such individual makes an application for enrolment.As per section 57 of the Act, nothing contained in this Act shall prevent the use of Aadhaar number for establishing the

Item No.19 Roadmap for opening brick and mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank.

Reserve Bank of India, vide their letter no. FIDD.CO.LBS.BC.No.82/02.01.001/2015-16 dated 30.12.2015 has informed that coverage of banking services in unbanked villages is skewed towards the BC model and the ratio of branches to BC is very low. For increasing banking penetration and financial inclusion, brick and mortar branches are an integral component. Therefore, RBI has decided to focus on villages with population above 5000 without a bank branch of a scheduled commercial bank.

54 such villages were identified and allocated to banks for opening of Brick and Mortar branches by March 2017. Banks were to open the branches at the allocated centres as per the approved road map i.e 30% by September 2016, 30% by December 2016 and rest 40% by March 2017. As per the approved road map 30 branches were to be opened upto the quarter ended December 2016 at the identified centres by the respective banks, but only 2 branches has been opened by Punjab Gramin Bank upto the quarter ended December 2016.The position in opening of branches as on 31.12.2016 is as per Annexure-11. {Page 117-18}

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, the representative of SBI and SBOP apprised that their banks have not taken any decision for opening of the branch at the identified centres due to the merger issue. Shri P S Chauhan, General Manager, PNB assured the house that the branches at the allocated centres to PNB will be opened by March 2017. The representative of other banks was not seized of the issue and they were requested to provide the status to RBI under copy to the convener bank by 04.02.2017 for placing the same in the forthcoming SLBC meeting. The representative of the banks which were required to open the branches during the quarter were advised to open the branches at the identified centre immediately. Shri B B Kalia, AGM, RBI made it clear that non compliance on this front will be viewed seriously by the Regulator. The representative of the banks which were required to open the branches during the quarter are requested to apprise the house about the reasons for not opening of the branches and present status thereof.

Item No.20 Unrecognized Clusters of MSME and availability of banking outlets and credit flow in such clusters.

Reserve Bank of India has conducted study to find out unidentified/Unrecognized Clusters of MSMEs in India and has identified 1161 such clusters in India. It has further been observed in the study that 74% of these MSMEs clusters are not linked to banking system for providing credit flow to these clusters.

4 such clusters have been identified in the State of Punjab i.e 1 each at Ludhiana and Moga and 2 at Patiala. The Detail of these clusters and progress is as per Annexure-12. {Page 119}

Controlling heads of member banks are again requested to consider extending banking facilities to such clusters either through Brick and Mortar Branch or through BC, wherever feasible and send the report to Convener Bank.

Item No. 21 Financial Literacy Centres (FLCs)

Reserve Bank of India vide their circular. No. FIDD.FLC.BC.No.18/12.01.018/2015-16 dated 14.01.2016 has issued revised guidelines of Financial Literacy Centres and convener bank has already circulated the said guidelines to all the member banks/LDMs. The information as per the statement for the q.e. December 2016 is as under:-

950 special target group camps have been conducted by FLCs in the State of Punjab.

1226 special target camps have been conducted by FLCs for people newly inducted into the Financial System in the State of Punjab.

3244 number of rural branches have conducted 5833 special camps during the quarter and number of target specific camps conducted during the quarter are 4212.

Detail of holding the camps by Rural Branches and the data of FLCs is as per Annexure-13 {Page 120}& 13(i) {Page 121-123}.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017,the progress under the scheme was reviewed and it was resolved that each bank should ensure that the banks should ensure conducting of maximum possible number of financial literacy camps specially in the rural areas.

Item No.21(i) Financial Literacy Project in Schools

Ministry of Finance has directed all banks to organize financial literacy programs in schools to implement the pilot project on financial literacy on Pan India basis. Lead District Managers have already mapped the 100 schools per district with bank branches operating in the district and Convener Bank has sent the mapped list to controlling heads of all the banks. Further Ministry of Finance has desired that controlling heads of banks should take the specified actions for successful implementation of Financial Literacy project in schools.

Banks will be the nodal point for reporting and updating the progress made in conducting   FL camps in schools to mission office on the prescribed format.

- NABARD has already requested banks to submit proposals on organizing Financial Literacy programs for financial assistance maximum of Rs.15000/- per camp under FIF. Banks may

submit proposals to Nabard’s regional offices or to corporate office Mumbai for multiple states in accordance with the guidelines in the matter.

- As Financial Literacy is an ongoing process, it should be conducted by banks on a regular basis and not be viewed as a one-time activity. Banks are directed to conduct Financial Literacy sessions for the financial year 2016-2017 as per the guidelines of Ministry of Finance.

Controlling heads of banks are requested to apprise their staff on the process flow to be followed and ensuring printing, distribution of FL material as per the specifications and for conducting of camps for in schools for implementation of financial literacy project in the schools.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, it has been decided that each branch/FLC will conduct minimum one camp in each school mapped.Member banks were requested to ensure that in each school mapped, minimum one FLC camps must be conducted by the Branch/FLC during the quarter.

The third important pillar focuses on preparing the people for financial planning and availment of credit. Ministry of Finance has observed from the experience of micro finance firms as well as Self Help Groups that, before availing credit, people needs to be made aware of the advantages of access to formal financial system, savings, credit, importance of timely repayments and building up a good credit history. Financial Literacy Centres have so far been set up at Urban/Semi-urban areas. The present plan of Ministry of Finance is to expand the FLCs to the block level.

In the State of Punjab, 99 FLCs are functioning at District and block level of Commercial Banks and 10 FLCs of Cooperative Banks are functioning at Block Level in the blocks allocated to different banks. 109 FLCs are functioning against the target of 143. Detail of FLCs not functioning at block level and the detail of FLCs of Cooperative bank functioning in different blocks in the State of Punjab are attached at per Annexure-14 & 14(i). {Page 124-125}

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017, the house was informed that FLCs of most of the banks are functioning either in Branch or LDM office which is against the RBI directives. Further it has been informed that providing of room at Tehsil or BDO office is under consideration of the State Government. The Department of IF&B vide their letter dated 27.1.2017 has requested Director, Department of Rural Development and Panchayats in this respect.

The representative of Department of Rural Development and Panchayats is requested to apprise the house the latest position in the matter.

Member banks are requested to ensure to open the FLCs at the allocated centre expeditiously.

No.22 Training Institutes (RSETIs)

19 RSETIs are operating in the State of Punjab which includes RSETIs at Dhudi Ke (District Moga) sponsored by PNB and Tappa Mandi in Barnala District sponsored by Canara Bank.

RSETIs are not operating at following centres.Gurdaspur, Pathankot, SBS Nagar, Tarn Taran & Fazilka.

Land has not been allotted at the following centres.Jalandhar & Tarn Taran (only ½ acre allocated)During the deliberations in the 4th meeting of Steering Committee to SLBC held on 25.01.2017, the representative of Rural Development Department informed the house that in respect of allotment of land at Tarn Taran, necessary instructions and permission for allocation of land has been conveyed to District Administration. Nodal Executive PNB apprised that fixing of lease rental @ RS 50000 per acre per annum is on very higher since RSETI is a social welfare project for the benefit and development of the area and the general public, lease rental should be bare minimum.

In respect to the dispensation of clause of 10% hike per annum it was further requested to look into the issue of all RSETIs where already lease was executed with the above clause and dispense the clause . The representative of Rural Development Department apprised the house that the issue is being dealt with by the their department and necessary note has been prepared but it would only be placed and decided after the completion of election process in the State of Punjab.

(Performance of the RSETIs functioning in the State up to December 2016 & status of land allotment is given on Annexure-15 {Page 126} & 15(i) {Page 127-129}.

From the data on progress of RSETIs up to December 2016, it has been observed that:-

2159 training programmes of skill development were organized wherein 57020 trainees participated.

7318 trainees were financed by the banks to start their Enterprises and 22479 trainees set up their enterprises through owned funds.

Out of total 57020 trainees, 32594 were from SC/ST category, 7785 from OBC, 452 from minority and 16189 were from other categories.

42739 Women and 351 Handicapped persons were also provided training for self-employment.

Electricity charges being charged at RSETIs in the State of Punjab.

The instructions of MoRD has already been conveyed to all the banks/LDMs vide which it was clarified that RSETIs are engaged in training of unemployed youths, as per Govt. of India guidelines they should not be treated as commercial establishments and hence charges as applicable to domestic rates need only be collected.

Power Corporation and to the Secretary, Water Supply and Sanitation Department, has requested to issue necessary instructions for charging of domestic rates on electricity and water being consumed in RSETIs functioning in the State of Punjab. Convener bank has already send the copy of the DO letter to the Lead District Managers and have requested they to ensure that domestic charges are being charged for electricity and water in the RSETI functioning in their district.

It has been reported, that State Electricity Board is still charging Commercial Rate to RSETIs at various locations.

Director, Department of Institutional Finance & Banking vide their letter dated 27.01.2017 addressed to Principal Secretary, Department of Power has again requested not to treat the RSETIs as commercial establishments and hence charges as applicable to domestic rates be charged from RSETIs.

Controlling heads of banks having RSETIs in the districts and LDMs are requested to ensure that electricity and water charges in the RSETIs are being charged on domestic rates.

Observations

During the review period, increase in number of branches in rural areas of Punjab was of the order of 63.

Item No.24(v) Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio

As per the recommendations of an Expert Group constituted by GOI under the Chairmanship of Shri Y. S. P. Thorat, a Special Sub-Committee (SSC) of District Level Consultative Committee (DLCC) was to be constituted in districts with CD Ratio of less than 40%, for drawing up “Monitorable Action Plans” (MAPs) to increase the CD Ratio on a self set graduated basis. Concerned LDM of the district is the convener of SSC with DCO, DDM, NABARD, LDO, RBI and District Planning Officer as its members.

CD Ratio of 4 districts i.e. Hoshiarpur, Jalandhar, Kapurthala and Nawanshahr as at September 2005 was below 40% and Special Sub Committees (SSCs) of District Level Consultative Committee (DLCC) were constituted in these districts. Lead District Managers of all these four districts have convened the Special Sub-Committee meeting and have submitted the revised road map for achieving the level of 60% as under:-

Observations:-

The CD Ratio (including NRI deposits) has decreased in all the 4 districts. The CD ratio net of NRI deposits has also decreased in all the four districts.

Lead District Managers has informed that due to demonetization deposits have increased and advances have declined due to recovery in account resultantly decline in CD Ratio.

The concerned LDMs are requested to continue to review the CD Ratio in the meetings of Special Sub Committee of DCC.

The House may review the CD Ratio vis-a-vis MAP to improve CD Ratio of these identified districts.

While calculating the overall CD ratio, all the member banks are requested to adhere to the instructions of Reserve Bank of India contained in their circular No. RPCDLDS.BC No.47/02.13.03/2005-06 dated 09.11.2005 which inter alia states that the CD ratio to be calculated with credit at the place of utilization.

During the period under review overall CD Ratio of Commercial Banks for the State of Punjab decreased by 11.09 PPs from 76.38% as at December 2015 to 65.29% as at December 2016. However there is a marginal decline of 3.03 PPs also if we review the same from quarter to quarter i.e as on Sept.2016 CD Ratio was 68.32% whereas in Dec. 2016 the CD Ratio is 65.29%.

Item No. 24 v (v) CD Ratio on the basis of credit as per utilization and Resource support under Rural Infrastructure Development Fund of NABARD.

NABARD has provided resource support of ` 2451.96 crore up to Dec. 2016 to Punjab Government under RIDF for development of infrastructure. When this amount of RIDF is added to the credit provided by banks and the CD Ratio is calculated on the basis of Credit Utilization (Cu) + RIDF, the same works out to be 65.45%.

The advances to Micro & Small Enterprises during the period under review registered a decrease of `. 3456 crore, from `47913 crore as at December 2015 to `44457crore as at December 2016 thus showing a negative growth of 7.21% as against an increase of ` 2642 crore or 5.83% during the corresponding period previous year.Item No.24 (ix) Advances to Weaker Sector

National Rural Livelihood Mission (NRLM)-Implementation in the State of Punjab

The Govt. of India decided to restructure SGSY and launch National Rural Livelihood Mission from 2011 in a mission mode. The Mission of NRLM is to reduce poverty by enabling poor

Under this programme, the financing of the programme is shared between the Centre and the State in the ratio of 60:40. During the first phase, 12 blocks of 5 districts viz. Patiala, Sangrur, Ferozepur, Tarn Taran and Gurdaspur were selected for implementation of NRLM in the state of Punjab.In 2015-16, 2 more blocks viz. Phool and Lambi were selected in Bathinda and Muktsar districts respectively taking the total blocks to 14 upto the year 2015-16.Now in the year 2016-17, all 22 districts of Punjab and 21 new blocks has been covered in the programme. Thus NRLM now is being implemented in 35 Blocks of 22 District of Punjab.

Observations:

A sum of ` 1744 lakhs has been disbursed as margin money in the 776 cases disbursed upto 31.12.2016. 6208 unemployed youth have been provided employment.

KVIC has revised the targets for the year 2016-17 and the Convener Bank has already sent the same to LDMs for allocation of the same amongst the member banks. Districtwise detail of allocation is as per Annexure-26. {Page 150}

The representative of KVIC/KVIB/DIC may inform the latest position to the House. While reviewing the progress in the 4th Steering Committee meeting to SLBC held on 25.01.2017, the representative of the department informed the house that out of 5800 applications sent to the banks only 155 has been sanctioned while no decision has been taken for 4900 applications. It was resolved that the issue of pending applications with various banks be taken up by the Lead District Managers in DCC/DLRC meeting and the representative of KVIC discuss the bank wise pending cases in detail in that meeting. Further it was

Item No.28(iv) On line e-Portal of PMEGP Scheme.

During the deliberations in the empowered committee meeting on MSME held on 03.10.2016 at Reserve Bank of India, the representative of KVIC informed the house that all the applications received under PMEGP must be entered in the e-portal.  He further informed that only those applications will be entertained which will be entered in the e-portal.  The procedure for entering the applications is as under:-

1. Open the website "www.kvic.org.in"2. On home screen click on "PMEGP"3. On PMEGP e-portal, Click on "bank login" link given on right

corner.4. Enter IFSC Code of branch as USER ID.5. Enter email ID of the branch as PASS WORD. 6. SUBMIT

Branch will receive the one time pass word within one day and after that all applications received under PMEGP must be entered in this portal. Convener bank has already conveyed these instructions to all the member banks and have requested to reiterate the same among the branches of their bank and instruct them for meticulous compliance of the same.

National Urban Livelihoods Mission (NULM)

Government of India has restructured the SJSRY scheme to National Urban Livelihoods Mission (NULM), which is applicable to cities with population of 1 lac or more and all the District Head Quarter Towns/Cities whether its population of less than 1 Lac as per the census of 2011.In the State of Punjab only 26 town/cities will be covered. Further under NULM only the interest subsidy will be given to the beneficiaries for setting up Micro Enterprises. The interest subsidy will be given over and above the 7% interest. There is no capital subsidy for any project (Individual or Group). The Bankwise/Districtwise targets is as per Annexure-26(i) {Page 151}. The progress under the scheme is as under:-

The representative of department of NULM is requested to apprise the house latest in the matter please.

During the deliberations in the 4th Steering Committee meeting to SLBC held on 25.01.2017,the representative of the department informed the house that in SEP cases and in SHG groups many banks are not opening the account of SHG groups because of non providing of PAN by the SHG members as banks have made it mandatory for providing of PAN number. It was informed to the representative of the department that providing of PAN is not compulsory for opening of accounts of SHG groups aand wherever the SHG members do not have PAN, they have to submit Form 60/Form 61. Member banks were requested to sensitize the branches under their control for not to make PAN mandatory for opening of account of SHG groups.

Member banks are again requested to sensitize the branches under their control for not to make PAN mandatory for opening of account of SHG groups and pending applications should be disposed off expeditiously as per RBI guidelines.

As against target of ` 76318 crore under agriculture & allied sector, Banks have disbursed ` 65287 crore. The achievement is 86%.

Banks disbursed loans amounting to `16095 crore against the target of `28347 crore set forth for NFS (MSME). The achievement comes to 57%.

Banks disbursed loans to the tune of ` 9609 crore under Other Priority Sector against the target of`22735 crore. The achievement comes to 42%.

District wise Analysis

The perusal of district-wise progress up to Dec-2016 under ACP 2016-17 is given at Annexure-30 {Page 162} which reveals as under:-

As against target of ` 4713 crore under agriculture sector, RRBs have disbursed loans amounting to ` 4267 crore, thus showing achievements of 91%.

As against target of ` 20120 crore under agriculture sector, Cooperative Banks have disbursed loans amounting to ` 16440 crore, thus showing achievements of 82%.

MSME Sector

As against target of ` 22576 crore under this sector, Commercial Banks have disbursed loans amounting to `12023 crore. The achievement comes to 53%.

Sponsored Subsidy Schemes.

We have been informed by NABARD that they are developing a web portal for Govt. Sponsored Schemes for online submission of subsidy claims by financing banks to facilitate and to simplify the work process. It is envisaged by NABARD that the controlling offices of the financing banks would be submitting the application online by feeding data in the web portal which is being developed.

NABARD is creating unique ID for Controlling Office of the financing banks eligible to submit the subsidy claims to NABARD. Convener Bank has already requested member banks to furnish the contact details of the dealing official to convener bank.

Member Banks who have not yet submitted the details are again requested to submit the same to convener bank.

Reserve Bank of India vide circular RPCD.SME & NFS.NO. BC.90/ 06.02.31/2009-10 dated 29th June, 2010 read with extant instructions contained in para 1.3 and para 2.1.3 of the Master Circular on lending to Micro, Small and Medium Enterprises (MSME) banks are advised to ensure that:-

20% of total advances to MSE sector should go to micro (manufacturing) enterprises with investment in plant & machinery above `10 lakh and up to ` 25 lakh and micro (services) enterprises with investment in equipment above `4 lakh and up to ` 10 lakh. (Thus 60% of MSE advances should go to micro enterprises).

In terms of the recommendations of Prime Minister’s Task Force on Micro, Small & Medium Enterprises (MSMEs) under Chairmanship of Shri TKA Nair, the banks have been advised as under:-

Achieve a 20% Year on Year growth in credit to micro and small enterprises to ensure enhanced credit flow,

The allocation of 60% of MSE advances to the micro enterprises

Achieve a 10% annual growth in number of micro enterprise accounts. It is further advised that banks should open more SME focused branch offices at different MSE clusters which can also act as Counseling Centers for MSEs. Each Lead Bank of a district may adopt at least one MSE cluster.

Observations

In the State of Punjab, banks have provided credit to the tune of `38488 crore to 564349 Micro & Small units up to Dec.2016 as against ` 41954 crore to 468597 units as at Dec.-2015. The annual growth in number of micro enterprises accounts is 0.98% against the target of 10%.

The YoY growth of credit to MSEs has declined to 8.25% against the target of 20%.

The share of advances to micro enterprises to total MSE as at Dec.-2016 is 49% against stipulated level of 60%.

The decline in the Micro, Small & Medium Enterprises & MSE advances is on account of revised guidelines of RBI vide which Agro Processing Units have to be classified in Agriculture Sector.

The Controlling Heads of Banks are requested to take further steps for enhancing MSEs outstanding as also the share of advances to Micro Enterprises from Micro & Small Enterprises so that the stipulated level of 60% is achieved.

Observations

As many as 1736 cases filed under State Recovery Acts involving a sum of ` 5990.89 lakh are lying pending with Recovery Officers. 1241 RCs with amount outstanding to the tune of ` 4299.37 lac are pending for more than 1 year. The pendency in respect of RCs for more than One year is mainly in respect of Districts of Amritsar, Bathinda, Fazilka, Kapurthala, , Ludhiana, Muktsar & Tarn Taran and mainly of PNB, P&SB, SBI, SBOP & Punjab Gramin Bank.

Directorate of Institutional Finance & Banking vide their letter dated 27.01.2017 addressed to all Deputy Commissioners in the State of Punjab has requested to issue instructions to the field officials for early settlement of pending cases and also to discuss the matter in the district revenue officers meetings where in Lead District Manager may also be invited.

Lead District Managers are requested to attend the revenue officers meetings and discuss the pending cases and take steps for settlement of pending recovery cases.

Observations

Facility to other families living in Rural Areas having no Land

Department of Financial Services, Ministry of Finance, Govt. of India advised certain action points with regard to lending under Priority Sector and one of the action point was that each bank will work out a scheme if none exists, for giving Saving cum OD Account to other families which do not have any land and live in the Rural Area. This account should have an OD limit of ` 10,000/- against the personal guarantee of the villager and the villager should be able to use the bank account for Savings or meeting the requirements of consumption purposes on a need based basis and use the OD.

Controlling heads of all the banks to kindly take steps to implement the above facility as desired by the Ministry of Finance.

Dairy Entrepreneurship Development is a central sector scheme for generation of self employment opportunities in the dairy sector, it is covering activities like improvement in milk production, procurement, preservation, transportation, processing and marketing of milk. Highlights

From 1st April 2016 to 31st December 2016, the Commercial Banks have sanctioned 195446 Kisan Credit Cards amounting to `11202.71 crores and disbursement has been completed in 194680 cases to the extent of `10785.20 crores. In addition to this, during the same period, Cooperative Banks have sanctioned 3591 Kisan Credit Cards amounting to `26.43 crores.

Since inception of the scheme, Commercial and Cooperative Banks jointly have sanctioned kisan credit cards to 4179897 farmers amounting to ` 121218.61 crores in the State, out of which disbursement has been made to farmers to the tune of ` 118016 crores. On cumulative basis, there are 2052231 outstanding KCCs amounting to ` 61094.83 crores as at 31.12.2016.

As per Reserve Bank of India guidelines for assessing working capital limits of village, tiny and other SSI units requiring fund based limits up to ` 5 crore, banks have to adopt procedure based on Nayak Committee guidelines, i.e. sanction of working capital limits @ 20% of the projected turnover.

Highlights

During the quarter ended Dec.-2016, banks have sanctioned loans amounting to ` 604.79 crore to 8319 SSI units. Out of these, loans amounting to ` 578.11 crore have been sanctioned to 8035 SSI units as per Nayak Committee Norms. It reveals that while assessing the credit requirements of SSI units requiring funds up to ` 5 crore, Banks have applied norms based on Nayak Committee recommendations in 50% of cases. The feedback from Banks also indicates that in remaining cases the borrowers were not willing to avail the credit limits as per Nayak Committee Recommendations, due

Item No. 48 Financing of Tenant Farmers/Oral Lessees and Share Croppers.

NABARD has informed that Andhra Pradesh State Govt. has recently promulgated an ordinance titled "Andhra Pradesh Land Licensed Cultivators Ordinance 2011” to facilitate financing of tenant farmers, oral lessees and share croppers by financial institutions. The ordinance envisages issuance of ‘Loan and Other Benefits Eligibility Cards’ to tenant farmers, oral lessees and share croppers to access credit from the Public Financial Institutions and to claim benefits of input subsidy, crop insurance compensation for damage to crop and for matters connected therewith or incidental thereto.

Such an initiative would lead to smoothening the process of access to the formal credit delivery system by tenant farmers/oral lessees/share croppers, etc. thereby helping the JLG programme to scale new heights.

Director, Agriculture Department Government of Punjab have informed that the case has been sent to Financial Commissioner (Revenue), Govt. of Punjab, for implementation of Act in the State.

The representative of Department of Agriculture/IF&B is requested to apprise the house latest position in the matter.

National Handicapped Finance and Development Corporation (NHFDC)

Ministry of Social Justice & Empowerment, Government of India as informed that NHFDC functions as an apex Institution for promoting economic development activities and self - employment ventures for the benefit of persons with Disabilities (PwDs). The detailed information on schemes and programmes of NHFDC is available on website www.nhfdc.nic.in. NHFDC has recently tied-up with 3 Public Sector Banks (Bank of Baroda, Andhra Bank & IDBI Bank) and 24 Regional Rural Banks for flow of collateral free concessional credit (interest rate of 4-8% per annum) to PWDs for self employment under credit guarantee scheme of Government of India. These banks will also extend education loans to eligible students with disabilities for higher education in India or abroad at an interest rate of 3.50 – 4% per annum only. Other members banks are requested to sign similar agreement with NHFDC for flow of concessional credit to PWDs.

Controlling Heads of these Public Sector Banks are requested tosend the progress to the Convener Bank.
