GENERAL CONDITIONS

ARTICLE 1. PREAMBLE

Since January 1st, 2002, A.S.O. is the lessee-manager of the STF business and, in such, organises and exploits the Tour de

France race (hereafter designated as the TOUR DE FRANCE). A.S.O. owns all the exploitation rights of this competition, in

accordance with the dispositions of article L333-1 of the code du sport and holds all the rights necessary to the production and

broadcasting by any means, on any aids and in the entire world, of footage relative to these stages and their commercialisation.

Only the organisations that A.S.O. has granted the right to exploit Tour de France footage for a given territory, on a given service

and within a separate agreement (hereafter designated as “Right-holders”) are authorised to use and/or record footage in

accordance with the terms of the agreement binding them to A.S.O.

It is strictly forbidden for other organisations (hereafter “the Non-Right-Holders”) to record and/or exploit the TOUR DE FRANCE’s

sound and/or images, except what has been expressly authorised within these accreditation conditions and more specifically in

the document entitled “BROADCASTING REGULATIONS” which comprises the exploitation limits and embargoes to be followed.

ARTICLE 2. ACCREDITATION CONDITIONS

These accreditation conditions apply to any accredited Right-Holders or Non-Right-Holders in accordance with the procedure

described hereafter (hereafter designated as “Accredited Organisation”).

The Accredited Organisation will designate a Team Manager, who will be A.S.O.’s main contact for any subject concerning the

presence of the Accredited Organisation on the TOUR DE FRANCE (hereafter “the Team Manager”).

These accreditation conditions must be returned initialled, dated and signed by the Team Manager representing the

Accredited Organisation before the 14th of June, 2019.

Their unreserved approval is viewed as a commitment of the Accredited Organisation and all the persons affected by it for the

TOUR DE FRANCE’s coverage.

If they are not returned before the 14th of June, 2019, accreditation requests shall not be considered by A.S.O.

ARTICLE 3. ACCREDITATION PROCEDURE

Accreditation requests must be undertaken via the provided tool: the accreditation website https://registering.aso.fr before June

the 14th, and confirmed by the Team Manager before being submitted to A.S.O.

Without any affiliation to a media organisation or without an A.S.O.-approved project, no organisation will be able to request

accreditations.

A.S.O.’s media coordination team will approve accreditation requests, after receiving and checking all required documentary

evidence (driving licence, media affiliation proof, etc…).

A.S.O. reserves the right to refuse any accreditation request (person / vehicle) or modify the production dispositions, which are

viewed as unjustified, disproportionate, infringing the exclusivity of the Right-Holder of the concerned country or incompatible with

specifics of a touring event the size of the TOUR DE FRANCE.

After July the 5th, 2019, media coverage dispositions will be considered as final, no accreditation or access type change will be

able to be undertaken.

ARTICLE 4. SANCTIONS FOR OFFENCES TO THE ACCREDITATION CONDITIONS

Any Accredited Organisation that has not obtained A.S.O.’s express consent to film and/or record in “Right-Holders” zones,

imperils itself to a definitive suspension of its accreditation during the TOUR DE FRANCE 2019.

The Team Manager commits to provide truthful information concerning the profiles and functions of his staff and vehicles and the

various documentary evidence provided. Should any given information be false or incorrect within the framework of the

accreditation procedure, accreditations shall be immediately suspended. This applies to the Team manager too.

A.S.O. will ensure the present accreditation conditions are respected throughout the TOUR DE FRANCE. In virtue of these

accreditation conditions, A.S.O. reserves the right, in the event of an offence, to remove access authorisations from Accredited

Organisations for the duration of the TOUR DE FRANCE, plus any other legal sanctions. An approved accreditation given to a

person or organisation for the TOUR DE FRANCE can be removed without preliminary notice, by A.S.O., in order to ensure the

respect of accreditation regulations.

STAFF

Accreditation badges must be worn at all times. This non-transferable pass is valid for 1 person and must be worn visibly in all the Tour de France zones.

A media has to apply for at least 1 professional journalist or photographer owner of a professional press card (AIPS, national or

AIJC). A.S.O. media department has the possibility to limit the number of accreditations.

When accreditations are filed on the website, please provide mobile telephone numbers and email addresses of all your

staff, not only team managers’. Such information is crucial to the smooth running of the Tour de France, in order to communicate

the appropriate information to the persons concerned.

ACCESS FOR ANY ACCREDITED PERSON Any person disregarding the accesses mentioned hereunder incurs sanctions, ranging from a warning to a temporary exclusion

or expulsion from the Tour de France zones.

This badge is non-transferable. Any person lending his or her badge to a third party shall be suspended from the Tour de France.

These regulations are established for the safety and respect of the work of all groups and particularly the Tour de France media.

Authorised accesses of all Media TV/Radio Accredited Organisations

o "Start” and “Finish” sites of each Tour de France stage.

o “Paddocks” (start and finish team car parks) of every Tour de France stage

o “Finish” Technical Zone of every Tour de France stage

o Tour De France Headquarters located on every Tour de France finish site

Specific accesses, authorised solely to certain accreditation profiles and types of media:

Start village: it is exclusively reserved for people working on such sites. Access will be granted according to the selected

profiles.

Start road/Departure podium: a specific ITW zone is accessible only to TV right-holders and EBU member radios.

Wearing a bib is obligatory. For safety reasons, the number of bibs is limited to:

3 per TV right-holders

1 per EBU member radio

Press room: Only journalists with a valid press card have access to the press room.

Sending footage from the press room is strictly forbidden for TV crews. If you need to send any footage from the

arrival, please contact us.

Finish road: authorised access solely for TV Right-Holders, EBU member radios, and journalists from written press and

websites with a professional press card. Wearing a bib is obligatory. Non-right-holders must be at the back of the line and can access the line only when the

finish has taken place.

Photographers line : access only for the photographers with professional press card and in the limit defined at the

credential collecting. Wearing a photo bib is mandatory for accessing this area.

For obvious safety reasons, and in order to guarantee decent passing conditions for the cyclists, the number of bibs will

be limited per media:

3 per TV right-holders

1 per Radio

1 per written press title, photo agency, website (without counting the in-race photographers)

People wearing a yellow bib are international signal production teams. They have priority on the finish road.

Let us remind you that interviews of cyclists going to protocol zones (yellow jersey for the general classification

leader, white jersey for best young rider, green jersey for leader in the points competition, polka dot jersey for best

climber, stage winner and combativity prize) are forbidden on the finish road. You must go to the mixed zone for

any interview.

Mixed ITW Zone for TV and Radio: Wearing the green armband is

compulsory to access to the mixed zone. For work conditions reasons, the number is limited to 3 armbands

per television channel and 1 armband per radio maximum.

Dedicated zones will be set up for each type of media. Anyone

disrespecting his zone shall be excluded from the interview zone.

Mixed ITW Zone for written press and websites: access only for the journalists with professional press card. Anyone

disrespecting his zone shall be excluded from the interview zone.

Videoconference Bus : access only for the journalists with professional press card

Finish protocol: forbidden access except when granted by the organisation for the right-holder of the same

nationality as the stage winner.

VIP areas: forbidden access unless A.S.O.’s media coordination teams state otherwise.

Accesses vary according to accredited media status and profiles. Please refer to the “Profiles and Accesses” document and

respect your staff’s profiles (cf. extranet dedicated sections).

The organisation reserves the right to modify Accredited Organisations’ accesses.

VEHICLES

Required documentary evidence

A copy of ALL DRIVERS’ valid driving licence must compulsorily be provided. Please provide the mobile telephone number of

drivers when registering the accreditation request for the driver/biker.

The driver will sign a document entitled “Commitment to Road Risk Prevention on the Cycling Tour de France” attesting that he

is fully aware of the regulations to respect in order to obtain the vehicle’s accreditation. All the vehicle’s drivers on the Tour de

France must sign this document and return it to A.S.O.’s coordination team at the latest at the “Grand Départ”. It will be available

on the Tour de France’s extranet and must be returned at the latest at the Grand Départ.

For all vehicles other than the “orange” off race and TZ, written proof must be provided to A.S.O.’s media coordination team

explaining the use of the vehicle in the race, on the race itinerary or its overtaking the caravan, via the “production form” document.

Regulations for accredited vehicles

The Highway Code applies under all circumstances.

All Tour de France 2019 vehicle drivers must be familiar with the document “Commitment to Road Risk Prevention on

the Cycling Tour de France” and respect it. This document will be available on the extranet and must be returned at the

latest at the Grand Départ.

There will be frequent road checks (speed, blood alcohol level, etc…) on the Tour de France 2019 roads.

Also, various information meetings will take place at the Grand Départ in the Exhibition centre – Bruxelles expo in Brussels. At

least one member of your team must be present.

Friday, the 5th of July 2019:

Time: from 3:30pm to 4:30pm; Place: Exhibition centre – Bruxelles expo : Road safety meeting (drivers entitled to

drive on the race itinerary) – green, blue/pink and blue stickers.

Time: from 6pm to 7pm; Place: Exhibition centre – Bruxelles expo Media meeting – motorcyclists (photographers,

radios, ENG TV meeting) – green stickers. This meeting is mandatory for all the in-race photographers and their

motorbike drivers.

Advertising on accredited vehicles

It is prohibited, for all accredited vehicles, without exception, to display any advertising other than that of

the accredited media.

Accesses for all types of stickers

Any person disregarding the accesses dedicated to each sticker incurs sanctions, ranging from a warning to a temporary exclusion

or expulsion from the Tour de France zones.

These regulations are established for the safety and respect of the work of all groups.

Bis itinerary (“Off-race”)

The bis itinerary (alternative route) is available for all Tour de France vehicles.

On stages where the BIS itinerary (alternative route) shares a section of the race itinerary, any vehicle, whatever the colour of its

sticker, following the BIS itinerary, must present itself at the insertion point, on the race itinerary, at least 2 hours before the

contestants’ passage.

Official / Press Car Parks of the “Start” and “Finish” sites of every Tour de France stage are open to all accredited

vehicles.

To reach the start site by car, please go to the PPO (obligatory passing point). From there, you will be directed to the appropriate

car park. Please park on the various car parks, according to your time of departure and the itinerary that you will or can follow to

reach the finish site and not in accordance to the distance between the village or team car park and other car parks.

To reach the “finish” site and car park by car from the BIS itinerary (alternative route), simply follow the signage from the last

motorway exit or entrance into the town.

IN-RACE VEHICLE

Media must provide written justification, via the “production form” document, of the utility of the vehicle in the race. The driver’s

contact details and those of at least one accompanier are compulsory. Without this document, A.S.O.’s media coordination team

will not consider your request.

For logistic and security reasons, there will be a limited number of this type of accreditation.

Any request must be justified in order to be approved by the security commission. Without such approval, no accreditation will be

delivered.

The maximum number of in-race media cars is limited at 4. Beyond this number the race direction will be able to ask to the cars

to go out of the race.

Any in race driver/pilot must hold a cyclist sports UCI licence, delivered by the international cyclist federation (FFC,

FCWB, KNWU, etc…) and a driver’s certificate delivered by the International Cyclist Union (UCI) during a course given

by international commissioners.

If your drivers/pilots do not possess this certificate, please contact the UCI as soon as possible at the following address:

[email protected]. Drivers/pilots who do not possess this certificate are not allowed to drive in the race.

Please provide a copy of the licence and certificate before the 14th of June, 2019.

The vehicle must dispose of its own “Radio Tour” receptor (170.1750 mhz), which A.S.O.’s technical team will check at the Grand

Départ. Without this check, the vehicles’ stickers will not be delivered.

Technical assistance will be available for in-race vehicles on the “Start” and “Finish” sites of each stage. Contact Franck

This accreditation enables vehicles to use the race road and circulate on the race level. Please refer to “Driving and

Safety Rules”. The document will be available on the Tour de France extranet and must be returned at the latest at the

Grand Départ.

All vehicles must respect race regulators’ instructions.

The vehicle must be occupied by 2 people minimum with professional press card. There can be no more than 4 media cars running at the same time. The race management reserves the right at

any time to be able to leave vehicles of the race level to guarantee the smooth running of the stage

Unauthorised accesses and prohibited traffic

4x4s and cruisers are prohibited in races.

In-race motorbikes must retire as soon as the live motorbikes appear.

This accreditation does not allow you to stop on the race road.

Copy of the UCI licence of every driver of your in-race vehicle.

Copy of the UCI certificate for each driver of your in-race vehicle.

Copy of the driving licence of each in-race driver.

RACE ITINERARY VEHICLE

Media must provide written justification, via the “production form” document, of the utility of the vehicle on the race itinerary. The

driver’s contact details and those of at least one accompanier are compulsory. Without this document, A.S.O.’s media coordination

team will not consider your request.

For logistic and security reasons, there will be a limited number of this type of accreditation.

Any request must be justified in order to be approved by the security commission. Without such approval, no accreditation

will be delivered.

At least one member of your team must attend the drivers meeting on Friday, the 5th of July 2019:

Time: from 3.30pm to 4.30pm; Place: Exhibition centre – Bruxelles expo : Road safety meeting (drivers entitled

to drive on the race itinerary).

Authorised accesses and traffic authorisations

This accreditation enables vehicles to circulate on the race itinerary maximum 30’ before the publicity caravan’s

passage or between the publicity caravan and the race.

Unauthorised accesses and prohibited traffic

This accreditation does not allow you to :

Overtake the publicity caravan.

Insert into the race.

Stop on the race road.

Copy of the driving licence of each driver on the race itinerary.

“Commitment to Road Risk Prevention on the Cycling Tour de France“ signed by all drivers on the race

OVERTAKING CARAVAN

its necessity to overtake the caravan. The driver’s contact details and those of at least one accompanier are compulsory. Without

this document, A.S.O.’s media coordination team will not consider your request.

For logistic and security reasons, there will be a limited number of this type of accreditation.

Only the vehicles that have to work on the race itinerary and need to join the finish for their production needs are entitled

to get this type of banner.

This accreditation enables you to overtake the publicity caravan ONCE when authorised by an official regulator.

All vehicles must respect publicity caravan regulators’ instructions.

This accreditation does not allow you to:

Insert into the race or even overtake it.

Stop on the race road.

/!\ Driving amidst the publicity caravan requires your full attention. Please be very cautious when overtaking other

vehicles.

Available to all media.

Authorised accesses and traffic authorisations

This accreditation enables vehicles to follow the BIS itinerary (alternative route) suggested by the organisation.

The race itinerary is accessible as long as you use it 30’ before the start of the caravan. After this, the race itinerary

will be unavailable.

Unauthorised accesses and prohibited traffic

Access to the race course is strictly forbidden 30’ after the start of the advertising caravan.
