    General Rules

    These rules are applicable to both softball & baseball and all age levels (unlessspecifically noted otherwise). Baseball play is governed by Official Baseball rules, PonyBaseball Rules (latest edition), unless superseded by HHYBS Tournament Rules. Softball

    play is governed by A.S.A. Official Rules (latest edition), unless superseded by HHYBSTournament Rules.

    Each team shall consist of a maximum of 14 players with a minimum of 12 playersrostered. The team representing the league in the tournament may be selected in whatever manner league desires. At each leagues option, teams shall be composed as follows;entirely of one age level or any combination of both levels as long as ages are under thelevel being played.

    Tournament mangers must supply team roster form obtainable on the www.hhyb.org website and birth certificates for each team member prior to the start of the firsttournament game for the team. Proof of birth shall be carried through out the tournament.

    Notarized statements from parents as to birthday are not acceptable.

    Tournament age, where referred to in these rules, means League Age which is that ageattained by a player prior to April 30 of the current season for baseball and on December 31st of the current season for Softball. Every player will play at next years age level. Ex:If your player is moving up to Pony next year he MUST play at the Pony level in this

    Tournament. Although younger players may play up at any upper level.

    No replacement or addition of a tournament player to any roster will be allowed after thefirst pitch of the first game.

    Proof of insurance must be submitted prior to any team participation in tournament Play.

    The designated Home Team score book is the official book for any disputes. Although itis recommended that score keepers compare scores between every inning.

    Length of Games

    14u Pony & 12u Bronco - 7 innings. The game will be considered complete after fiveinnings or four and one half if the home team is winning.

    10u Mustang & 8u Pinto - 6 innings. The game will be considered complete after four innings or three and one half if the home team is winning.

    All divisions will play under a strict two hour time limit.

    If a game is called by rain, time limit or darkness anytime after 5 full innings of play or 41/2 if the Home Team is winning (4 full innings of play or 3 1/2 if the Home is winningin Mustang and Pinto)the game is considered to be a regulation game and the game isover.

    If the visiting team takes the lead in the middle of the inning before the Home Team cancomplete their turn at bat, the score reverts back to the last completed inning. The game isconsidered to be a regulation game and the game is over.

    If after the completion of the required number of innings played the score is tied, thefollowing tiebreaker Rule will be used to determine the winning team.Starting with the top of the extra inning and each half inning thereafter the offensive teamshall begin its turn at bat with the player who batted last in the previous inning being

    placed on second base (California Rule).

    Ten (10) Run Rule; If at the end of the designated full inning a team is ten (10) runsahead of the opposing team, the umpire will call the game.14u Pony & 12u Bronco - Ten run rule applies after 5 complete innings or 4 1/2 if thehome team is winning.10u Mustang & 8u Pinto - Ten run rule applies after 4 complete innings or 3 1/2 if thehome team is winning.

    Tournament teams MUST play at the sites and times designated by the tournamentofficials. All teams must continue play until eliminated.

    It shall be the responsibility of the team manager to maintain contact with thetournament director in case of a schedule disruption or weather problem. Please check theleague website, www.hhyb.org for updates on the day you are scheduled to play.

    A team failing to field nine (9) players within 10 minutes of the scheduled start time of the game shall forfeit the game.

    AWARDS

    Awards will be given to 1st, 2nd & 3rd place winners.

    MVP medals will be given to each Manager before the game. It is the Manager responsibility to choose one player from the opposing team who deserves this award.

    Any seeded team which cannot or will not play their semifinal or final game will bereplaced by the next eligible team. Example; Semi replacement, 4th seeded team.finals replacement, semi loser.

    No awards will be given to no show teams regardless of their seeding.

    Seeding rules will be determined by the amount of teams entered in each level.

    GROUND RULES

    Any ball in the field of play that hits the high tension wires is a dead ball. The ball-strike count remains the same and the runners do not advance. Any ball that hits thewires surrounding the outfield fence that continues over the fence or comes back into thefield of play, as long as it lands in fair territory will be awarded a home run. Any ball thatcontacts the yellow protective covering on the outfield fence is a live ball if it lands infair territory and a home run if it lands over the fence.

    Bad weather; At the first sign of lightning the umpire shall delay the game until such time

    as the weather permits. Teams shall not leave the tournament area until the tournamentdirector has cancelled or suspended the game.

    On an intentional walk the pitcher may indicate that the batter is to be granted first base.The Umpire will send the batter to first base without a pitch being thrown.

    When there are two outs the catcher or pitcher is allowed to have a courtesy runner. Therunner will be a player who made the last out.

    The between innings rule will be enforced. A team has a reasonable time to get ready between innings. If the fielding team is not ready the umpire will start to call balls for the batter who must be in the batters box. If the batting team is not ready the Umpire shallstart to call strikes. This is an Umpire judgment call and may not be appealed.

    No more than three players shall huddle on the playing field at any time during the game.Umpires shall discourage such gatherings when they delay the game.

    If a relief pitcher comes in cold the Umpire shall allow the pitcher to warm-up with atleast ten (10) warm-up pitches.

    Any ties is the tournament seedings will follow the be determined by:

    Win/Loss recordsIf a tie still exists, teams shall be ranked according to fewest runs allowed.If a tie still exists, teams shall be ranked according to most runs scored.If a tie still exists, teams shall be ranked by a coin toss.

    Only one manager and two (2) coaches will be allowed in dugouts or playing area. Two adult coaches should coach the bases. If a player or anybody designated a Coachunder the age of 18 coaches the bases they must wear a helmet.

    Managers will be the only person allowed to discuss rules, protest or interpretations of the rules with the umpires, protest committee and tournament officials.

    No protest will be allowed on an umpires judgment call, only on interpretation of therules will a protest be allowed. The protest committee shall immediately consider the

    protest in conference with umpires and manager and then render a decision before play isresumed.

    No protest will be considered if the protest is made after 1 pitch has been made.

    Decisions of the protest committee are final with no appeal allowed.

    Any team manager or other adult leader who withdraws a team from the playing fieldunder any circumstances prior to the official completion of the game shall forfeit thegame and all rights to protest.

    If a manager is absent for any reason including ejection from the game, the game will beallowed to continue as long as there is a responsible adult present in the dugout. The adultwill have the responsibility for the team. The adult may join the team from the spectators.If there is no adult willing to serve in the dugout, the game is forfeited. The team may notmanage itself. (An adult is anyone 18 years of age or older).

    Mandatory Slide Rule will apply to Pinto and Mustang. All players must slide to avoid acollision if the play is close or if a defensive player is trying to make a play. Applicationof this rule will be determined by a judgment decision of the umpire and does not applyto first base.

    Anti-Collision Rule will apply for Bronco and Pony. When there is a tag or force play,runner must avoid a collision. Going into a base intentionally running into a defensive

    player will not be permitted. the runner will be called out. Application of this rule will be determined by judgment of the umpire.

    Players, managers, coaches and substitutes or their bench personnel must remain in their prescribed dugout area throughout the game except when the rule allows or justified bythe umpire. The umpire will determine if team members are close enough to the dugoutareas to allow play to continue.

    If any instance in which a team does not have an eligible substitute for a player who becomes ill, is injured or is ejected from the lineup by an umpire (when ejected by theumpire for any reason, that player is ineligible to return), the player last removed fromthe lineup shall be used as a substitute, taking the batting position of the player theyreplace, even though it may be a different batting position then the one he/she previouslyoccupied. this rule applies to all players, including starters.

    If a continuous batting order is used, no substitutions shall be made that shall alter theoriginal batting order of any of the players other than the effected player by skipping that

    player in the batting order.

    Any player who due to illness, injury or ejection cannot take their turn at bat will have thespot passed over and cannot return to play in the game.

    If there is no player eligible for re-entry, the game is a forfeit.

    No jewelry shall be worn by any player except for Medical Identification.

    The field and dugout areas shall be cleaned by each team after the game. Each team isresponsible for its side of the field.

    In the event of an injury during live ball play (umpire judgment), the ball will beconsidered dead at that point, play will stop, and base runners will be allowed to advanceone earned base (determined from their position at the time of injury).

    Pinto, Mustang and Bronco Baseball will have continuous batting order. Full roster bats,no re-entry rule applies.

    Pony baseball will follow the re-entry rule. Any player in the starting lineup who has been removed for a substitute may re-enter the game one time (applies to starters only).

    Starting player shall return to the lineup in their original place in the batting order. Whilemore than one substitute may be used in that position before the starting player returns,no substitutions shall be made that shall alter the original batting rotation of any of thestarting or substitute players. Substitutes may not re enter. Starting players may not reenter a second time. The starting player and his substitute may not be in the line up at thesame time. If a substitute player re-enters the game, or a starting player re-enters thegame a second time or a starting player re-enters the game in a position in the battingorder other than the original starting position, this is considered and illegal re-entry.Violation of the re-entry rule is considered an ineligible player.

    Stealing will be allowed in Mustang, Bronco and Pony Baseball.

    Leadoffs allowed in Bronco, Pony Baseball.

    In Mustang Baseball, the runners must wait until the pitched ball passes the batter beforestealing.

    In Pinto, Mustang baseball if a runner leaves the base early the runner is out.

    Pinto rules allow no stealing bases, no dropped third strike and no infield fly rule. Baseon balls allowed.

    Pony, Bronco and Mustang baseball, in field fly applies, drop third strike applies and bunting is allowed.

    No Pinto team shall score more than five (5) runs in one inning. If there are less thanthree (3) outs when five (5) runs are scored, the inning is over. This rule does not apply inthe sixth (6) inning or extra innings.

    Before each game, ground rules will be gone over by the umpires & managers.

    Home team will be determined by coin toss as soon as possible before game time.

    Dugout choice is on a first come, first served basis.

    EQUIPMENT

    Batters, on-deck hitters and all base runners must wear full head gear.

    Metal spikes are allowed ONLY in Pony Division.

    Official balls will be supplied by HHYBS.

    Baseball catchers must wear groin protection.

    Any player serving as a catcher to warm up a pitcher MUST wear a mask, helmet andthroat protector, whether the pitcher is warming up from the mound, in the bull pen or elsewhere. If warming up in the bull pen, a player must be utilized to protect the pitcher and or catcher from balls used during live play.

    2-5/8 is the maximum bat size in Pony division. No 2-3/4 barrel bats will be allowed. If one pitch is thrown and the bat is found to be illegal, the batter will be called outregardless of what the result of the pitch is.

    BEHAVIOR

    Once the game begins the umpires shall be in control of the game.

    Managers, coaches and players may be ejected from the game for abusivelanguage, gestures or other conduct directed toward an umpire or opponents. Thedetermination if whether or not such conduct is abusive is in the sole desecration of theumpire. A manager, coach or player is allowed five (5) minutes to leave the area or thegame will be forfeited by the desecration of the umpire.

    The managers are responsible for the actions of the fans representing his or her team. If the manager does not control abusive fans or makes no attempt to control the fans, thegame will be forfeited at the sole desecration of the umpire,

    Adverse coaching from the opposing manager, coaches or players is not permitted.Further, adverse verbal comments regarding the ability of the opposing players frommanagers, coaches, players or fans will not be allowed. Chants or rhythmic clapping mustcease before the pitch is delivered. Penalties for violation of this rule shall be the same asspecified in 1B and 1C.

    If an adult (Manager and Coach exception) is ejected from the field the player he / she isrepresenting must also leave the game. Failure to follow this rule within 5 minutes willresult in forfeit.

    BEHAVIOR (continued)

    HHYBS has a zero tolerance policy for alcohol consumption during our tournament. Anymanager, coach or spectator found in possession of alcohol on HHYBS property will be

    banned from the tournament and removed immediately. We also ask that only drinkingitems for the players be brought to the games and in the dugouts. The concession standswill be open throughout the tournament, so we ask that fans do not bring coolers of refreshments to the fields.

    All fans are advised that PETS are not allowed on HHYBS property. Anyone bringingthere pet to our tournament will be asked to remove the pet immediately. Fans that do notadhere to this policy will be ejected from the property.

    PITCHING RULES (baseball )

    A pitcher is allowed to pitch only a designated number of innings in one day or in thetournament. Pony and Bronco - No more than 7 innings in one day (12 if playing adouble header) and no more than 16 innings throughout the tournament.Mustang and Pinto - No more than 6 innings in one day (10 if playing a double header)and no more than 12 innings throughout the tournament.

    Innings DO NOT reset at any time during the tournament.

    In all divisions, no pitcher shall become eligible to pitch unless he had 40 hours of rest

    after pitching 4 or more innings on the same calendar day. The 40 hour rest rule iscomputed from the scheduled starting time of the game in which the pitching occurred, or in games which begin more than two hours after the scheduled starting time of the gameshall be used to interpret this rule.

    As soon as the pitcher delivers one pitch to a batter, he shall be considered as having pitched one full inning.

    One defensive conference will be allowed per inning per pitcher. The second conferencein the inning will require the removal of the pitcher from the pitchers position for theremainder of the game. The removed pitcher can only play another position on defense

    but cannot pitch again in the same game.

    Any pitcher withdrawn from the mound and lineup, or a pitcher who is withdrawnfrom the mound and stays in the game at another position, shall not be permitted to

    pitch again in the same game.

    No balks can be called in Pinto and Mustang baseball. Balks will be called in Bronco andPony baseball after 1 warning per pitcher.

    PITCHING RULES (baseball )

    Names of all pitchers actually appearing in the game, along with the number of innings inwhich they pitched, shall be recorded on the pitching records form obtainable on thewww.hhyb.org website. This record shall be signed by the umpire at the end of the gameand match the umpires innings pitched card. These records must be kept by the teammanager and available for review at game time. Failure to bring pitching records of thegames played during the tournament will result in the following penalty - Any pitcher must be removed after pitching one inning.

    The third batter hit by a pitcher in a game will require removal of the pitcher this drops totwo hit batters if done in same inning.

    Tournament Rules specific to Softball

    All softball divisions will have continuous batting order. Full roster bats.

    In all divisions if a runner leaves the base before the release of the ball, the runner is out.

    Stealing; is allowed in Bronco and Pony Softball.

    Leadoffs; are allowed in 10u and older softball.

    In 10u softball and younger, under no condition is a runner permitted to steal. The

    runner(s) are allowed to take a leadoff on pitcher delivery after the ball leaves the pitchershand but the ball is dead if not hit and runner(s) must return to their base with liability to

    be put out.

    Bunting is allowed in 10u and older softball.

    Drop third strike; is allowed in 12u and older softball.

    Infield fly rule applies in 10u and older softball.

    Walks are permitted at all levels.

    In 8u softball HBP rule at discretion of umpire. Rolling ball is not HBP.

    Ball in the 8 circle is a dead ball in 10u and younger. Runners may not advance.

    At the umpire discretion any runner more then halfway to the next base will be allowed toadvance to that base when the ball is declared dead.

    Tournament Rules specific to Softball (continued)

    Run limits in 8u only. In 8u no team shall score more than five runs in one inning. If thereare less than three outs when five runs are scored the teams shall change sides. This ruledoes not apply in the sixth or extra innings.

    There shall be only three charged conferences between the manager and/or coach fromthe dugout with any defensive player in a game. For every extra inning there shall be onecharged conference per inning. Penalty; The fourth and each additional chargedconference in a game or any conference in excess of one per inning in a extra inninggame shall result in the removal of the pitcher from the pitching position for theremainder of the game. The removed pitcher can play another position on defense butcannot pitch again. A softball pitcher is allowed to pitch only a designated number of innings in one day or the tournament.12u and older - No more than 7 innings in one day (10 if playing a double header) and nomore than 16 innings in the tournament.8u thru 10u - No more than 6 innings in a day (9 if playing a double header) and no morethan 12 innings in the tournament. As soon as pitcher delivers one pitch to a batter it shall be considered as having pitchedone inning.

    Pitching records must be kept and signed by the umpire after each game. Failure to keep pitching records will result in each pitcher allowed to pitch only one inning in the game.

    There is no limitation as to the number of times a player can return to the pitching position as long as the player is legally in the game. (Example, ejection or removal for fourth defensive conference).

    Illegal pitch will be called as per ASA rules and umpire judgement.

    The third batter hit by a pitcher in a game will require removal of the pitcher this drops totwo hit batters if done in same inning.

    All divisions will play under a strict two hour time limit.

    Any questions regarding any rule in this book must be brought to the attention of thetournament director before the first pitch of your first game. An argument of notunderstanding the rules or misinterpretation of the rules after that point will not beconsidered as a valid argument.
