Objectives
Thisscience-policydialoguewillbringtogetherandengagescientistsandpolicymakerstodiscuss how science can inform the post-2020 global biodiversity framework. Background
• Transitionsaredefinedas long-termprocessesofdisruptiveandnon-linearsystemicchange incomplexsocietalsystems,suchaseconomicsectorsorregions.Astransitionsimplybreak-downanddestabilizationoftheregimewhile,atthesametime,futurepathwaysandoutcomesarestillunclear, theyoften involveahighdegreeofuncertainty. Therefore, it is important to focusondesiredtransitionstowardsthevisionfor2050inthissession.
• Our collective actions and policy decisions during the coming years will largely influence thefuture outcomes of emerging transitions. It is necessary to agree upon global targets thatactuallyleadtotransformativeactionsontheground,aswellastoaimforeffectivetranslationofscientificandexpertknowledgeonbiodiversityandecosystemchallenges.
• Within the broader global transition, there is a biodiversity transition taking place in thewaybiodiversity conservation and sustainable use is understood, organized and implemented.Weneed tobetterdefine the guidingmissionof this transition, aswell as to identifypathways toinstitutionalizepractices,culture,andstructuresthatsupportasustainableeconomy.
• With this sessionweaimtoset theground forabroaderunderstandingof transitionsandtheneedforsocial-ecologicaltransformationsforbiodiversityconservationandsustainableuse.Wewish to re-think the concepts, keeping inmind the post-2020 framework and the biodiversityvision towards 2050. What should be our goals, our expectations and what should be ourpriorities? Canwe think outside the box and re-evaluate the interpretations of terms such asgrowthandprosperity?

Background
• Wenowknowwithcertainty thatsystemicchange isnecessary tochangethecurrentstateofbiodiversity. Ecological and resilience research shows that current processes in climate andecosystemsthatmightleadtoanaccelerationofenvironmentaldisruptioninthenextdecadeswith irreversible change that could lead to catastrophic consequences for life on Earth.Unmitigated economic and societal pressure on the environment makes such tipping pointsmore likely tooccur.Theembeddednatureof currentlydominantandunsustainable cultures,structuresandpracticesmakesbiodiversityconservationchallenging.Remediatingorsofteningtheir negative impacts is not sufficient to reduce the long-term and fundamental risks theseimpacts pose to societies, let alone improving the state of the environment or creatingopportunitiesforsocietalwell-beinginthelong-term.
• Newassessmentmethodsandexpertiseareneededformodellingandscenariodevelopments,that take into account interactions and interdependencies between biodiversity, environmentand socio-economic pathways, including the assessment of opportunities and risks. Scientistsworking on scenarios and models and integrated assessments focus on the post-2020 globalbiodiversityframework,andonlong-termstrategicdirectionstothe2050visionforbiodiversity.
• The 2050 biodiversity vision should be supported with new analytical and modelling workinformingpoliciesanddecisions,andtestingthemagainsttherangeofidentifiedindicators.Thissessionwilllookintotheroleofmoreintegratedassessments,andmonitoringprocesses.

Background:
• The2050visionaimsat“Livinginharmonywithnature”where“by2050,biodiversityisvalued,conserved, restored and wisely used, maintaining ecosystem services, sustaining a healthyplanet and delivering benefits essential for all people”. While not expressed in quantitativeterms, theelementsof the2050visionstatementprovide theessenceofa long-termgoal forbiodiversity. Indeed, the 2050 vision has been interpreted as a 2050 goal for biodiversity invarious scenario-building exercises and efforts are under way to provide amore quantitativebasisandplausiblepathwaysforachievingsuchavision,asdiscussedbelow.
• To identifythepotentialandrequiredefforts forachievingthe2050vision inconjunctionwithkeyhumandevelopmentgoals, scientificevidencecan support thedesignof long-termpolicy,whileallowingforinnovationandcreativityinthedevelopmentofnewtypesofnarrativesandstrategies. The use of back-casting thinking allows developing the vision in robust terms andidentifying potential pathways to reach it. Combining this withmodelling enable us to movefromthecurrentsituationtowardsasetofspecifiedactionsandtargetsforachievingthevision.
• Pathwaysconsistofdifferentengagementstrategiesandcoursesofactionsthatbuildoneachother,fromshort-termtolong-termactionsintobroadertransformation.Workingonpathwaysallows going beyond the biodiversity conservation community, working across sectors on thepracticeofqualitativeproblemanalysisandpolicy-ledimplementationofsolutions.Developingpathwaysisawayofengagingpolicy-anddecision-makersonwhichstrategiesandactionsmaybecompatiblewithanidentifiedvision.
• Pathwaysandback-castingenableustoinformdiscussionsonscopeandpossiblecontentofthepost-2020global biodiversity framework, includingon scale and scopeof actionsnecessary tomakeprogresstowards2050.
• In this session we want to explore together the role of back-casting and pathways in thedevelopment of new narratives and strategies which can unfold the 2050 vision. This shouldprepare for the development of different strategies and actions reflecting the engagement ofdifferentsectors,typesofstakeholdersandonmultiplescales.Startingfromthe2050visionforbiodiversity,howcanwetranslateitintotangibletermsregardingscience,policyandsocietyatregional and global levels?And after “painting the picture” of the future vision,what are theshort and long-term actions that we need to undertake to reach it? • To support the 2050 biodiversity vision, we need well-defined, ambitious and measurabletargets.Sciencecanhelpmakingprogressinthequantificationandattribution/allocationofthetargetsthankstonewanalyticalandmodellingworkondifferentpolicyoptionsforgovernmentsanddifferentbusinessdecisions,andtestingthemagainstarangeofidentifiedindicatorstosetmilestonesfor2030and2040.
• Discussionsareongoingwhethertodevelopoverallscience-basedbiodiversitytargetsfor2050equivalent to the 2°C / 1.5°C temperature rise cap agreed under the Paris Agreement forclimate. These targets should express necessity rather than feasibility, and be science-based,succinct, positively framed, bold, and quotable. Success factors, weaknesses, interactions andlimitsofpossibletargets,linkingCBD,theParisagreementandSDGswillframethiswork.
• BeyondtheSMARTframing,thesessionshouldlookintootherframeworkconditions:▪ Existingtargetsnotyetimplemented/newcommitmenttargets▪ Specificitiesbetweenoutcome-orientedandprocess-orientedtargets▪ Establishingclearlinkswiththepoliciesnecessarytoreachthetargets,aswellaswiththe

• Theactionsthatarerequiredtofosterthedesiredtransitionsgobeyondbiodiversityactionsandchange the way society functions. The global biodiversity agenda should connect with thetargets and processes of other international agreements, like the SDGs and the Paris ClimateAgreement.
• Expertsarguethatwehavenowenteredthefourthindustrialrevolution,aneracharacterizedbymultipledifferent technologies that arebeing createdat an incredible speedand scale. Thesenewtechnologiesarefusingthephysical,digitalandbiologicalworlds, impactingalldisciplines,economiesandindustries.This4thindustrialrevolutionpresentsawiderangeofopportunities,but also risks. Therefore, it is imperative to better understand it, utilize it, and channel it tobetterpreparesocietiesforthefutureandtobettersafeguardtheEarth.
• For defining "transition" actions,what can planetary boundaries, the 4th industrial revolutionandfurtherconceptstellusatgloballevel,whilemaintainingbioticintegrityatlocallevels?Howcansocietybeengagedinthisprocess?
• Thespeedofchangeintechnologyisatoddswiththeslowinstitutionalprocessofchange.Itisthus essential that the biodiversity community begins to think about how to exploit theopportunitiesofthisrevolutionwhenpreventingtheweaknessestotransformintothreats,e.g.howthebiodiversitycommunitycanengageconsumersandcitizenstoutilizethesetechnologiesinawaythatpromotessustainabilitytransitions?
• Thebiodiversityregimeshouldengagemoredirectlywithsocietalsystemsthatdeterminehownatural resources are used and how their use implicates biodiversity and ecosystems, forexampleinagriculture,fisheries,forestry,tourism,energy,miningandinfrastructure,healthandmanufacturing,allofwhicharesectors inwhichbiodiversityneedstobemainstreamedasperthe decisions of the Conference of the Parties to the Convention.
