Reason: For the avoidance of doubt to ensure the development will not adversely affect the appearance of the locality, the amenities of neighbouring properties, or the safe and efficient use of the adjoining highway(s) in accordance with East Staffordshire Local Plan Policies and the National Planning Policy Framework.

3 No development shall take place until samples and details of all materials to be used externally ensuring the product name and manufacturer is provided (including details of coursing of brickwork and roof tiles have been submitted to and approved in writing by the Local Planning Authority and the development shall only be carried out in accordance with the approved details. Reason: To safeguard the character and appearance of the building(s) and its surroundings in accordance with East Staffordshire Local Plan Policies SP24, DP3, the East Staffordshire Design Guide and the National Planning Policy Framework.

4 No development shall take place, and no site works related to the development hereby approved shall be carried out, until details of all slab levels and any regrading proposed to the site have been submitted to and approved in writing by the Local Planning Authority and the development shall only be carried out in accordance with the approved details. Reason: To ensure that the development does not adversely affect the amenities of adjoining properties and the character or appearance of the area in accordance with East Staffordshire Local Plan Policy SP24, the East Staffordshire Design Guide and the National Planning Policy Framework.

5 No development shall take place until a scheme for the disposal of foul and surface waters has been submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details prior to its first occupation. Any soakaways shall be located a minimum of 5 metres rear of the highway boundary. Reason: To ensure adequate drainage facilities are provided to serve the development to reduce the risk of creating or exacerbating a flooding problem and to minimise the risk of pollution as recommended by Severn Trent Water Limited in accordance with East Staffordshire Local Plan Policies SP27 and DP7 and the National Planning Policy Framework.

6 No development shall take place until details of ecological enhancement measures (including bird nesting and bat roosting facilities) to be installed on the site have been submitted to and approved in writing by the Local Planning Authority. The approved ecological enhancement measures shall be installed prior to the first occupation/use of any of part of the development and thereafter made available at all times for their designated purposes. Reason: To safeguard protected species and their habitats in accordance with East Staffordshire Local Plan Policy SP29 and the National Planning Policy Framework.

7 Prior to the demolition of buildings 1, 2 , 10 ,11, 12 and 13 a survey comprising of building inspections and activity surveys for bats and birds shall be undertaken and will inform a demolition method statement that takes account of survey findings and potential of buildings to support bats and breeding birds and the measures found in section 7 and Table 5.1 in the Ecological Assessment and re-survey unless varied by Natural England licence requirements, all of which shall be submitted to the LPA for approval. Demolition shall then only progress in accordance with the approved methodology. Reason: In the interests of protected species, and in accordance with the National Planning policy Framework.

8 No development shall take place until a Construction Management Plan, which shall specify the routing of demolition and construction vehicles to and from the site, parking of vehicles of site personnel, operatives and visitors, loading and unloading of plant and materials, storage area of plant and materials used during the construction of the development, appropriate wheel wash facilities and measures to prevent the deposition of deleterious material on the public highway, has been submitted and approved in writing by the Local Planning Authority. The approved Construction Management Plan shall be implemented and adhered to throughout the construction period unless otherwise first agreed in writing by the Local Planning Authority. Reason: As recommended by the Highway Authority in the interests of highway safety and in accordance with East Staffordshire Local Plan Policy SP35.

9 No development shall take place until a site waste management plan has been submitted to and approved in writing by the Local Planning Authority. The development shall only be carried out in accordance with the approved Site Waste Management Plan. Reason: To minimise waste generation during construction and promote the use of recycled and waste materials to reduce the overall amount of waste being sent to landfill in accordance with the NPPF.

10 No development shall take place until a landscape and ecology/biodiversity management plan with long term objectives, management responsibilities and maintenance schedules for all landscaped areas to include a tree and hedgerow protection measures during construction has been submitted and approved by the LPA. Development shall then commence in accordance with the approved details. Reason: To safeguard protected species and their habitats in accordance with East Staffordshire Local Plan Policy SP29 and the National Planning Policy Framework.

11 No development shall take place until a scheme of landscaping, fencing and walling, and measures for the protection of trees and hedges to be retained during the course of development has been submitted to and approved in writing by the Local Planning Authority.

12 A) No development shall take place/commence until a programme of archaeological work including a Written Scheme of Investigation has been submitted to and approved by the local planning authority in writing. 13 Prior to the occupation of the 71st dwelling the required local sewerage improvements shall be completed in accordance with the specifications outlined by Severn Trent Water. Reason: To ensure adequate drainage facilities are provided to serve the development to reduce the risk of creating or exacerbating a flooding problem and to minimise the risk of pollution as recommended by Severn Trent Water Limited in accordance with East Staffordshire Local Plan Policies SP27and DP7 and the National Planning Policy Framework

14 Prior to first occupation of any dwelling details of an information pack that shall go into the welcome pack for each property to provide information relating to the Cannock Chase SAC and alternative recreational facilities in the area shall be submitted and agreed in writing by the Local Planning Authority. Reason: In order to promote the use of alternative recreation facilities and to mitigate the impact of use on the Cannock Chase SAC, in accordance with Local Plan Policy DP11.

15 The development hereby permitted shall not be commenced until a phasing plan has been submitted to and agreed in writing by the local planning authority. The phasing plan shall identify and describe the phases of construction of development including the relevant public realm/open space/infrastructure elements. The development shall be carried out in accordance with the provisions of the approved phasing plan and/or any subsequent amendment to it that has been agreed in writing by the local planning authority.

16 The development hereby permitted shall not be commenced until a lighting plan and method statement that takes account of bats and their foraging and commuting routes and avoids lighting spill on to these, considering lighting column position and spill in locations where roads and lit paths cross foraging routes has been submitted and approved in writing by the Local Planning Authority. Development shall then be completed in accordance with the approved details. Reason: In the interests of protected species, and in accordance with the National Planning policy Framework.

17 The development hereby approved shall be undertaken in accordance with the mitigation measures set out within the Ecology appraisal. Reason: To safeguard protected species and their habitats in accordance with East Staffordshire Local Plan Policy SP29 and the National Planning Policy Framework.

18 If during the course of development, contamination not previously identified is found to be present on the site, then no further development (unless otherwise first agreed in writing with the Local Planning Authority) shall be carried out until a method statement detailing how and when the contamination is to be dealt with has been submitted to and approved in writing by the Local Planning Authority. The contamination shall then be dealt with in accordance with the approved details. Reason: In order to safeguard human health and the water environment and identify potential contamination on-site and the potential for off-site migration in accordance with East Staffordshire Local Plan Policy DP7 and the National Planning Policy Framework.

19 Any soil to be imported to the site shall first be chemically analysed for contaminants, with the results submitted to and approved in writing by the Local Planning Authority prior to the soil being installed. Reason: In order to safeguard human health and the water environment in accordance with East Staffordshire Local Plan Policy DP7 and the National Planning Policy Framework.

20 The development shall only be carried out in accordance with the mitigation measures recommended by the approved Flood Risk Assessment. Reason: To reduce the risk of flooding to the proposed development and future occupants.

21 All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out in the first planting and seeding season following the first occupation of the building(s) or the completion of the development, whichever is the sooner; and any trees or plants which within a period of 5 years from the completion of the development die, are removed, or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species unless the Local Planning Authority gives written consent to any variation. Reason: To ensure that an approved landscaping scheme is implemented in a speedy and diligent way and that initial plant losses are overcome in the interests of the visual amenities of the locality (and occupiers of adjacent buildings - where appropriate) and in accordance with East Staffordshire Local Plan Policy SP24, the East Staffordshire Design Guide and the National Planning Policy Framework.

22 Any scheme of walling and fencing approved as part of the landscaping scheme required by Condition 10 above shall be completed prior to the development first being brought into use. Reason: To safeguard the visual amenities of the area and the amenities of occupiers of adjoining properties in accordance with East Staffordshire Local Plan Policies SP24 and DP3, and the National Planning Policy Framework.

23 Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 the garage accommodation/parking space provided in connection with the development hereby approved shall be made available at all times for the parking of vehicles in relation to the residential use of the premises unless planning permission for any alternative use has first been granted by the Local Planning Authority. Reason: To ensure adequate off-street parking exists to serve the development to avoid vehicles parking on the adjoining road and obstructing the free flow of movement of traffic in the interests of highway safety in accordance with East Staffordshire Local Plan Policy SP35.

24 Prior to being discharged into any watercourse, surface water system or soakaway, all surface water drainage from parking areas and hardstanding draining towards the public highway shall be passed through an oil interceptor designed and constructed to have a capacity and details compatible with the site being drained. Roof water shall not pass through the interceptor. Reason: To prevent pollution of the water environment as recommended by the Environment Agency and in accordance with East Staffordshire Local Plan Policy DP7.

25 The bin storage points indicated in the approved plans shall be provided before the dwellings they serve are first occupied and therefore retained for their stated purpose. Reason: To ensure adequate bin collection facilities are provided.

26 The window(s) to be created in the first floor side elevations of plots1 (N), 105(E), 114(E), 127(N), 138(N), 139(N), 366(N) and 375(N) shall be glazed in obscure glass and shall be non-opening below a height of 1.7 metres measured from the internal finished floor level. Informative(s)

1 During the course of consideration of this proposal the Local Planning Authority has negotiated with the applicant to ensure the development complies with relevant development plan policies and material planning considerations including the National Planning Policy Framework.
