Bowden, Clerk-Treasurer Minutes Barclay Planning Commission Meeting August 16, 2017 101 Church Lane, Barclay MD 21607 Present: Joseph Clough, Commissioner Eddie Killen, Commissioner Mike Haley, Commissioner Brian DeMoss Rolenia Demby David and Alyssa King The meeting was called to order. Old Business: Minutes of the July 19, 2017, Planning Commission Meeting were presented. Commissioner Clough moved to accept the minutes. The motion was unanimously approved with no further discussion. Annual Report to Maryland Department of Planning (Deferred to September 20, 2017 meeting) New Business: Building Permit application – David King. Mr. King clarified that the proposed use of the structure is not be storage as stated on his application, rather for growing mushrooms for resale. The Planning Commission must clarify whether this specific use is agriculture, home occupation, or commercial under the Zoning Ordinance. The Planning Commission defers approval of permit until clarification on permitted use. The Planning Commissioners asked whether the proposed driveway noted on the application will be sufficient. Mr. King stated he will connect the driveway to the proposed structure with the current driveway entrance; the proposed driveway will be within his property. Public Forum: Ms. Demby asked whether properties on which she wants to build are zoned residential. The properties are zoned residential. They will be holding on building until sewer system comes through. Brian DeMoss explained that one of the properties will be grandfathered in to receive grant funding for hook up to the sewer system, the other property is not grandfathered in for grant funding. Announcements: The next Planning Commission Meeting will be Wednesday, September 20, 2017, 7:00 p.m. at Marvin Memorial Church, 101 Church Lane, Barclay, MD 21607.
