The Town of Cambridge, Ranger Services has the opportunity for a Ranger to join its Team. These positions would suit highly motivated, dedicated, and experienced individuals with a community and customer service focus who enjoy an active and challenging work environment. These positions are predominantly responsible for duties in relation to local government law enforcement. The successful candidates will have well developed interpersonal skills including negotiation and conflict resolution; strong written communication and organisation skills; and demonstrated understanding of relevant local government law enforcement legislation and practices. SELECTION PROCESS

All applications received by the nominated closing date and time will be rigorously assessed by the appointed selection panel. Consideration for an interview is based upon your employment history relevant to the position being sought.

If your application is shortlisted, you will be contacted by telephone to make arrangements for an interview. Should you not be shortlisted, you will be notified in writing confirming your application has been unsuccessful, following the appointment of the successful candidate.

INTERVIEW

The interview panel usually consists of two to three officers.

All interview questions will be job related, that is, they will be related to the selection criteria, knowledge, skills, experience and qualifications required for the position. The same questions will be asked of each candidate interviewed.

To prepare yourself for the interview, you should:

The Town of Cambridge came into existence formally on 1 July 1994 as the result of a restructuring of the former City of Perth by the WA State Government. Its creation provided an excellent opportunity for the revitalisation of local government in those suburbs and communities within the new Town - an eminently identifiable area encompassing City Beach, Floreat, Wembley and West Leederville. The Town of Cambridge takes its title from Cambridge Street which was built in about 1890 as part of Leederville. Cambridge Street was originally named after Cambridge University in England. The Town of Cambridge occupies a small part of an ancient land; this land itself was once covered by water and the remnants of this geological area can be seen in the numerous

limestone ridges, outcrops and bodies of water throughout the Town. They create the basis for spectacular features such as Bold Regional Park, Lake Monger and the Quarry Amphitheatre. Other unique facilities and features of the Town include Perry Lakes and surrounds, large metropolitan coastal beachfront (Floreat and City Beaches), the Wembley Golf Complex (36 holes) and Matthews Netball Centre.

Serving a population of 27,500 and covering 22 sq. km., the Town is recognised for its many regional parks and recreational facilities. All traditional outdoor sporting activities and facilities are provided for. The Town is predominantly residential, with localised shopping facilities, some ribbon shopping areas located along Cambridge Street, and a small regional Shopping Centre situated in Floreat. The Town does not have any major commercial or industrial centres. Public transport is provided solely by bus services with railway connections at the eastern end of the Town. This results in a high level of use and reliance on private vehicles. The demographics of the population include a significant number of senior citizens and a high number of middle aged married persons with teenage children. Whilst the Town has a large cross-section of society within its boundaries, it comprises predominantly above-average families in terms of wealth and housing standards. There is a strong interest in local affairs and Community Associations are active in representing the views of the residents.

POSITION DESCRIPTION POSITION TITLE: Ranger GRADE: 2 + 15% DIRECTORATE: Planning & Development SERVICE AREA: Health & Compliance FUNCTIONAL AREA: Ranger Services RESPONSIBLE TO: Coordinator Ranger Services (Immediate Supervisor) INDIRECT SUPERVISION: Senior Ranger POSITIONS UNDER GENERAL SUPERVISION: Casual Rangers/Parking Event Officers OBJECTIVE OF POSITION Carry out regular and routine patrols of the Town’s streets, thoroughfares, parking precincts, facilities, and recreation areas and respond appropriately to observed and reported breaches of local laws and administered statutes. Ensure Acts, Regulations, Local Laws and Council policies administered by the Town relating to local government law enforcement are efficiently and effectively administered in a fair, equitable and transparent manner and in accordance with adopted policies and procedures. Perform duties in a responsible, objective, unbiased, and courteous customer focused manner, whilst ensuring an efficient, effective, and harmonious work environment. Provide information, advice, and guidance to educate the general public and other employees concerning legislation and policies enforced by Ranger Services. Provide guidance, advice, and information to Town staff and the public, concerning parking legislation enforced by Ranger Services. Provide exemplary service to all external and internal customers. SELECTION CRITERIA KNOWLEDGE AND SKILLS: • Sound knowledge of relevant legislation relating to local government law enforcement; • Well-developed written, verbal and interpersonal communication skills; • Well-developed customer service, conflict resolution and negotiation skills; • Basic knowledge of court procedures; • Sound knowledge of computer applications. EXPERIENCE: Essential: • Demonstrated ability to provide high quality customer service. • Experience with dealing with people, particularly aggressive people. Desirable: • Previous experience in a similar role. • Previous experience in local government and/or law enforcement role. • Experience in undertaking beach inspections. • Experience in parking duties, event and traffic management QUALIFICATIONS AND/OR TRAINING: Essential: • TAFE Certificate in Ranger Techniques A and B • Current “C” Class Drivers Licence. (Must be valid at all times). • Current Senior First Aid certificate. • Current National Police Clearance (no older than 3 months, to be supplied upon offer

of employment). Desirable: • Local Government Regulatory Services Certificate IV. • Basic traffic management certificate. • Bush fire prevention. • Reptile handling and capture skills. • Four wheel driving Certificate.

KEY RESPONSIBILITIES 1. Outcome - Field Operations • Perform patrols, investigations and respond to complaints/requests to ensure

legislative compliance, issue cautions/infringement notices, requests, and follow up action as required in accordance with Council policies, Ranger procedures, and guidelines of the following Law Enforcement Programmes: (a) Local law compliance; (b) Animal control; (c) Parking and abandoned vehicle control; (d) Bush fire control; (e) Beach life guard services.

• Perform field operations Town’s Parking Programme, including: (a) ticket machine operations, installation, maintenance, servicing, and call-outs,

testing, reporting, and programming; (b) cash collection of ticket machines and weekly report any anomalies; (c) contracts associated with ticket machines (e.g. maintenance, coin collection,

mobile phone parking appliances); (e) report on damaged, missing, or faded signs and road markings; make

recommendations to, and liaise with, the Infrastructure Directorate on parking signage improvements and maintenance.

• Monitor Town properties and report any damage or illegal activities. • Assist the Beach Life Guards as required with enforcement of local laws and beach

closures; • Attend court if necessary to give evidence. • Assist with coordination of parking and traffic management at events.

2. Outcome – Ranger Administration • Maintain accurate and current documentation (Customer Request Managements) of

action taken in response to inspections, enquiries, and complaints and prepare routine basic reports.

• Deal with administrative duties associated with the Administration Centre such as delivery of Councillors' agendas, security, arrangements for functions and events.

• Liaise with other employees to pass on information in relation to damage to Town property.

• Support the Administration Officers, Senior Ranger, and Coordinator Ranger Services to respond to telephone and personal enquiries/appeals regarding infringements and with administrative duties, as required;

• Submit reports and recommendations to the Senior Ranger/Coordinator Ranger Services for the rectification of damaged, missing or faded signs and road markings;

• Monitor parking ticket machine operations to ensure that maintenance and service requirements are undertaken as and when required;

• Provide advice and guidance to staff and customers in relation to the application of relevant legislation as it pertains to the Town’s Ranger Services operations;

• Assist in the management of community events and as required attend meetings.

Outcome – After Hours Answering Service • Participate in the Town's After Hours response service and liaise with Police, Fire and

Emergency Services and other service providers, Town staff or contractors so as to appropriately respond to any after-hours situations, in accordance with the Town's Policy and Procedures.

guidelines or instructions. This position may make recommendations on: • the operation and implementation of procedures and policies relating to law

enforcement and ranger Services;

Manager. OTHER DETAILS: 1. This position requires contact with the public for a substantial part of the duties. In

accordance with the Town's Corporate Wardrobe Policy, the incumbent officer is required to wear an approved uniform or the corporate wardrobe and appropriate personal protective equipment as a condition of employment.
