Resolution
WHEREAS it is desirable that clarity be provided in the Wellness Centre Pool Committee’s Terms of Reference regarding which municipal procedural by-law governs the Committee’s procedures;
AND WHEREAS the Town of Parry Sound provides secretariat services and hosts the Wellness Centre Pool Committee meetings,
NOW THEREFORE BE IT RESOLVED that the Council of the Township of Carling hereby authorizes the adoption of the Wellness Centre Pool Committee’s Terms of Reference with the following amendment to the Wellness Centre Pool Committee’s Terms of Reference: that the sentence “Roberts Rules shall apply to matters not covered by these Terms of Reference.”, be replaced with: “The Town of Parry Sound’s procedural by-law shall apply to matters not covered by these Terms of Reference, with Robert’s Rules of Order applying in any case where provision is not made by the Town of Parry Sound’s procedural by-law”; and that the Wellness Centre Pool Committee’s Terms of Reference shall be so amended upon the unanimous consent of the respective participating Councils.

Highlights for Previous Month
By-Law Enforcement We are currently following up on a number of complaints.
Emergency Planning We are organizing a training session for our Municipal Partners that will be based on our
“lessons learned” at the Killbear Park mock disaster. The date has been set for November 27th
and will be held at the Community Centre.
Fire Department
Operations: 2019 Calls for Service – 129 Total Motor Vehicle Collisions - 16
Fires and Alarms – 30
Coast Guard Auxiliary –2
Medical – 81
Training/Health and Safety Events We have four recruits beginning training.
Monthly Spending/Variance Analysis Our SCBA have been flow-tested and we are completing the mandatory hydro-static testing
of our air bottles.
Continuous Improvement Projects, Savings and Avoidances We are researching helmets and turn-out gear with hopes to begin our replacement program in
2020.
Scheduled Highlights for Upcoming Month We are hoping to keep our boats in the water until mid-November.

Highlights for Previous Month
Building Department
To date I have issued a total of 115 Building Permits for 2019. Currently, permit fees are at approximately $111,000.00. Building construction value is approximately $9.4 million dollars. The permit activity is currently tracking above 2018 levels. Building progress inspections are ongoing. Inquiries about new construction remain busy.
Permit submissions remain strong.
15 new dwellings issued to date.
Training/Health and Safety Events Nothing to report.
Monthly Spending/Variance Analysis Nothing to report.
Scheduled Highlights for Upcoming Month Continue to work with contractors and homeowners to provide timely service during the
busy construction season.
Continue to work with the Planning Department and assist property owners to navigate the
Carling Zoning Bylaw.
Outstanding Issues & Project List
Proceed with adding prior year permits and inspection reports in to Land Manager.

Preparing the Third Quarter Reporting for 2019
Property Taxes Tax arrears notices were sent out October 10th
o Letters were sent along with the notice to advise property owners that are one or two
years in arrears of the change to legislation and their current arrears status
o Final demand notices were sent to properties that are three years in arrears
Five properties are active files with RealTax. One tax arrears certificate was registered on March
25th, 2019. The other 4 properties all have the same owner and farm debt notices were mailed.
RealTax is in the process of preparing a tax arrears certificate and possible consolidation
between the files.
The final supplemental tax billing for 2019 has been completed and cross-referenced with OPTA
Preparing the pre-authorized payment plan for 2020
Instructions on how to participate in e-billing will be coordinated to go out in an electronic
communication at the time of the interim billing in 2020
Training/Health and Safety Events Attended “Day with MPAC” meeting in Rosseau in regards to OPTA tax tools and the 2020
Assessment Update
Attending “Northern Finance Forum – A Day with MFOA” October 18th, 2019 regarding tax
policy, asset management, reserve funding 101, and the future of OMPF etc.

WELLNESS CENTRE & POOL COMMITTEE
TERMS OF REFERENCE
Mandate/Objectives
The mandate of the Wellness Centre & Pool Committee is to gather information, undertake
studies and conduct other analysis, sufficient for the Committee to make a final
recommendation to the respective participating Councils to proceed with the construction of
the Wellness Centre & Pool. The Committee will be granted a limited budget and decision-
making authority within that budget.
If the decision of the respective Councils is to proceed with construction the Committee will
provide project oversite and Terms of Reference of the Committee will require amendment
accordingly.
Term
The Term of the Wellness Centre & Pool Committee will be the earlier of the end of this term of
Council or a decision not to proceed with the project.
Membership
An elected representative from each participating Council and a non-voting Chairperson. The
Chairperson shall be a member of the public, not an elected official or staff member.
Councils can appoint a second member to the Committee. The second appointee can attend
Committee meetings when the primary Committee appointee can not attend.
Meetings and Notifications
Meeting dates and locations will be determined at the first meeting of the Committee. The
Committee may meet per the schedule or at the call of the Chair.
For scheduled meetings and whenever possible agendas should be distributed to members 7
days in advance of the meeting.
Minutes of each meeting must be recorded and approved or amended at the following
meeting.
Meeting Procedures
The Committee will advise the Clerks of the participating Councils all Committee meetings, date
and location once the meetings have been set and each Council will place the meeting date(s)

on their schedule of meetings which is available to the public. The Committee will also advise of
any cancellations. During the due diligence phase of the project the Town will provide
secretariat services to the Committee.
A majority of the voting members shall constitute a quorum. A simple majority of voting
members is required for decisions. Roberts Rules shall apply to matters not covered by these
Terms of Reference.
All meetings are to be open to the public in accordance with the Municipal Act 2001, unless
permitted to be a Closed Meeting as defined by Section 239 of the Municipal Act.
Authority
The Committee may not exercise decision-making powers or commit expenditures except for
those specifically delegated by the participating Councils in the Terms of Reference. The
Committee may not direct staff to undertake activities outside these Terms of Reference.
As part of these Terms of Reference the respective Councils authorize a budget of $170,000 for
due diligence and grant the Committee authority to expend those funds, including authority to
delegate as appropriate.
Committee funds will be deposited and managed through the existing Pool Reserve Fund
currently maintained by the Town of Parry Sound.
Amendment/Expansion of the Terms of Reference
Only the respective Councils can authorize an amendment and/or expansion of the Terms of
Reference. Any amendment/expansion must be unanimously approved by the respective
Councils.
Conflicts of Interest
Committee members are responsible for declaring any conflicts they may have relative to the decisions being made by the Committee. Municipal conflict on interest requirements as defined by the Municipal Conflict of Interest Act will apply to the Committee. At every meeting held by the Committee, the Chair shall call for the disclosure of any conflicts of interest/pecuniary interests.

Working with MTO to bring Highway 559 up to an acceptable and safe standard;
Create a master plan to determine the best use for Township property;
Ensure there are lights on our building for Christmas;
The Completion of the Community Centre and Roof over the Rink;
Working with the other municipalities in the area to bring a pool to the West
Parry Sound Area with consultation from ratepayers and area municipalities;
Design a 50 year strategic plan;
Create a plan for our landfill;
Work towards setting a zero waste goal for the Township;
Improve Wi-Fi access to the area;
Explore the possibility of getting a nursing station;
Review service levels in regards to climate change;
Create new Industrial Park Agreement;
Update our Emergency Plan;
Create a Community Hub;
Looking into getting a new Fire Hall;
Support local initiatives;
Consult with Canador College about offering trades training and encourage more
individuals to go into the trades;
Give ratepayers more opportunities to have their voices heard;
Encourage more businesses such as restaurants to open in our area that would
allow people to go out and socialize;

If you ask the residents of Eden Mills how they became TS per cent carbonneutral, they will tell you: 'we're part of the problem and we have got to be a partof the solution.'
And that one statement of unity is what resonated with the residents of EdenMills says architect Charles Simon, who initiated the carbon neutral project forEden Mills in zooT to reach complete carbon neutrality in the near future.
But how did this all come about?
Simon says it all started when he heard a radio program about a village inEngland named Ashton Hayes that was attempting to become carbon neutraland so he went to visit the village along with his wife in 2oo7.
When they returned that year, they expressed their interest of going carbonneutral to their neighbours in the village who are already mostlyenvironmentalists, including board member of the community club, BarbaraMarshall.
"And she had got out an email sayrng wouldn't it be great if this village - and itsounded ridiculously ambitious - was the centre of environmental excellence?"says Simon.
"At that time it seemed a little far fetched. The interesting thing is now thatwe've adopted it, we kind of become known as the centre of environmentalism."
Simon says the idea appealed to him as an architect and urban planner becausehe hears a lot about greenwashing, people making high claims and a lot of thetime that's all it is. Just claims.
"It's not measured. When you really look at it, everybody wants to be on the sideof the environment," says Simon.
"What I liked about this idea was it was something you can measure and it wasextremely ambitious."
And so it began. Simon and a few friends would go door to door and handout detailed annual surveys to measure the COz emissions of every householdthat is emitted through general energy use such as heating, cooling, driving,electricity use, propane and oil use.
The total results of the village were then analyzed by University of Guelphstudents.
And the result Simon says was staggeringi 4,6c,c tons of Coz was emitted thatyear in 2oo7.
So the village immediately began numerous workshops to teach residentsmethods on how to lower their carbon emissions.
"The process of running the workshops meant we would educate people and ittends to bring in people who can do things," says Simon.
An example is resident Linda Hendry who built her home from the ground upwith her husband LesZawadzki with the help of some workshops. She saysgreener technologies not only protect the climate, but they also save money andgiven the strong community spirit of Eden Mills, it also opens doors for some

helping hands.
"When we had the second-floor walls going up, anybody with a good backshowed up and we put up walls and had a beer," says Hendry.
The village also came together for bror.m construction projects where they usedstraw bails to insulate homes, a powerful, cheap and environmentally safemethod of insulation.
Simon says all this progress comes dolnm to three progressive steps.
First is just try to use less energy. Second, as you can, replace the energy usingfossil fuel with renewable non-polluting fuel. Third is to absorb as much COzthrough trees as is emitted in the atmosphere.
The community continued to start with small steps such as creating a trailbetween school and the village so kids could cycle and walk.
Then it grew to tasks like renovating the community hall by a group ofvolunteers, residents and contractors who insulated the hall, made it airtight,put in energy-efficient windows, insulated doors and added heat pumps toreplace propane tanks.
And as a result, the community hall is now 96 per cent carbon neutral and thevillage as a whole is 75 per cent carbon neutral.
Simon says the village was lucky because of the close proximity to the U of Gwhich offered help from professors studying forestry who detailed how trees canlower emissions.
An entire student group used aerial photographs of trees and studied the rootsand soil around them to study how much COz the trees hold. The studentsfound that 5o per cent of the COz Eden Mills emitted was being absorbed by thetrees.
And since then 4o,ooo new trees have been planted.
Simon recalls how a bus driver once heard children discussing carbon emssronsand proposed he would encourage the school board to plant enough trees tooffset the emissions of that bus.
"That to me is the really inspiring part of the story," says Simon about theoutreach.
One thing that Eden Mills made very clear since the beginning is that they arenot a part of a political entity and while they are huppy with the political supportthey receive from the mayor of the Township of Guelph/Eramosa Chris Whiteand the Tor,rrnship Council, they want absolute freedom on how to manage theiror,nm project.
With residents booking concerts and events to fundraise for the hall, Simon saysthey're lucky they have all this talent with engineer Richard Lay offering hisexpertise and Les Zaw adzki introducing construction skills.
And while the tor,rrnship and the community club co-ov'ryr the hall, it's virtuallyfree for them.
"We totally run it. It's the only community hall in the whole torvnship that costthe township nothing," says Simon.
Hendry says the driving force behind all this productivity is the community hallthat brings everyone together.
"We have to work together to keep it going. We volunteer together," saysHendry.
"We feel a sense of o-nrnership in our community."
