Summary of Engagement: The Huon Valley Council has undertaken the third of five engagements, in relation to the Township Theme Projects, in Dover. In accordance with the Community Engagement Plan endorsed by Council on 27 May 2015, a stakeholder workshop was undertaken in Dover in July 2015. The outcomes from this workshop were translated into pictures which formed the basis of the “Draft Township Theme Book – Dover”. Full community engagement of the “Draft Township Theme Book – Dover” commenced on 4 May 2016 and included:

Online Survey;

Visual display and voting opportunity at the Southgate Shopping Centre between 12 and 16 May 2016;

Promotion via social media, posters, flyers, advertisement in the Huon News and physical presence within the township;

Onsite presence within township by the Communications Officer on Thursday 12 May 2016. The engagement was open for a period of two weeks and concluded on Tuesday 17 May 2016. Survey responses were predominantly received online. Some hard copy surveys were completed at the Southgate Shopping Centre and during the onsite presence however these were entered into the survey at the completion of the survey period. 65 responses were entered into Survey Monkey. One email response was received. The Australian Bureau of Statistics 2011 Census identifies the population of Dover as 763 persons. The survey respondents therefore represent approximately 9% of the Dover population. The survey was designed so that theme styles and implementation priorities could be rated on a scale of 0 to 5, a preferred catch phrase selected or other nominated, and concluded with an opportunity to provide written feedback as well as name and contact details. Less than 30% of respondents provided comments/feedback and approximately 51% provided name/contact details. The full survey results extracted from Survey Monkey are attached as an appendix. The theme styles which formed the basis of the survey questions and summary of results are as follows:

IMPROVEMENT PRIORITIES The following are priorities identified from the Franklin Foreshore Master Plan and stakeholder workshop. The ranking of priorities in the survey will determine the order in which the improvements are made within the town. Note: some improvements will occur simultaneously.

Subject to future budget allocations. The styles contained in this theme book are to guide the infrastructure choices. Whilst they will influence style they may not be the precise design that is implemented. The implementation of the township theme is determined by Council’s annual budgets and grants program. The priorities for Dover are both new assets and renewal of some existing infrastructure. The renewal of infrastructure will be in accordance with this theme book.

SURVEY RESULTS SUMMARY

CATCH PHRASE The catch phrase response was conclusive with 50.77% of respondents preferring “Dover...Naturally Beautiful”, which happens to be the current catch phrase for the town. 43O – Far South Tasmania was second with 36.92% of the responses. Other suggestions totalled 12.31% of responses and included “Dover – Tasmania’s Far South”, “Paradise South” and “Dover Maritime Village”. Preferred catch phrase: “Dover...Naturally Beautiful”

STYLE OPTIONS Of the three styles resulting from outcomes at the stakeholder workshop, Style Option Three was the clear preferred style for Dover. 63.49% of respondents ranked Style Option Three 5 out of 5 (absolutely love it), and another 9.52% ranked it 4 out of 5. Over 73% of respondents loved Style Option Three. Style Options One and Two came equal second with 9.52% of responses ranking the styles 5 out of 5. Taking into account the responses that ranked the styles 4 out of 5, Style Option One was preferred just ahead of Style Two – 30.15% and 25.39% respectively. Preferred style: Style Option Three – Coastal

IMPLEMENTATION PRIORITIES The implementation priorities were consistent with the feedback received at the stakeholder workshop with directional, interpretive and town entry signs rating the most important, closely followed by street tree plantings and replacement of seating, tables and rubbish bins. It was noted in the comments that emphasis needs to be on signage upon entry to the town as there is considerable navigational confusion at the intersection of the Huon Highway and Station Road (near Southgate Shopping Centre). This will certainly be considered priority as part of this project.

A few comments referred to the land at the junction of Huon Highway and Station Road, outside the Southgate Shopping Centre.

This land is privately owned however Council is investigating potential options for beautification of this parcel of land to make it more attractive.

A number of comments referred to the need for additional rubbish bins and dog poo bags/bins.

Additional bins will be considered as implementation progresses however it is important to note that additional bins results in additional maintenance costs for collection. Options will be considered regarding this including the possibility of larger-capacity bins, bins in more problematic areas, more adequate signage directing to waste disposal locations and education.

Tidy up of foreshore vegetation and general town tidy up

This will be discussed with Council’s Infrastructure Services department however the condition of the foreshore vegetation may be the result of the Port Esperance Landcare Group being in recess. Council is aware of this matter and will problem-solve future/ongoing maintenance issues, where possible to do so.

Other Other matters raised include additional seating, inclusion of art/sculpture installations, creation of a ‘town centre’ focal point, and the lack of a community centre/hall.

All of these matters will be considered over time as future funds become available and on an as-needs basis.

BACKGROUND: In the mid-late 2000s, design work was undertaken creating ‘Master Plans’ for some townships and community areas. These plans are prescriptive and uniform for areas throughout the Huon Valley. Feedback from the community has identified that some infrastructure installed within these settlements does not reflect the history or character of the town. In conjunction with the Huon Valley Brand, the aim of this project is to develop a theme for each of the major settlements in the Huon Valley (Cygnet, Dover, Dover, Geeveston and Huonville) ensuring the uniqueness of each settlement is reflected in the theme. The document will act as a guide for the theme of the town, whilst remaining flexible to respond to the community’s needs over time. Stakeholders representing the community participated in a community engagement workshop in July 2015. This workshop identified the strengths and weaknesses of the town, how the town was perceived, visions for the town and features/benefits of these visions.

ABOUT THIS THEME BOOK: A holistic approach has been taken in the development of these themes, highlighting the qualities of the region that contribute to the envied lifestyle enjoyed by those currently residing in the Huon Valley, to instil a sense of ownership and encourage the community, and representatives of the community to champion the ethos of ‘Live, Work, Play’. Outcomes from the July 2015 workshop, including the vision for Dover, have been translated into visual concepts in this draft theme book. This book contains options for the community to vote against and provide feedback on, for inclusion in the final document. This theme book will complement the Dover Township Plan (December 2003). It forms the basis of design and communication within the township environment that can be applied to public assets, the streetscape and presentation elements that benefit both the community and visitors. Local designers and manufacturers will be engaged throughout implementation of the project.

DOVER THEME: The Dover community has identified a coastal theme consisting of various combinations of timber and powder-coated metal in a deep-ocean blue. Feedback from the community indicated that the natural beauty of Dover should be enhanced and reflected through sympathetic infrastructure selection.
