One of the important tasks thatTeRūnangahasinitiatedinrecenttimeisa reviewofour tribal investmentpolicies. A decision paper isexpectedshortlywithinputfromthecommitteeofexperts thatwehaveengagedtohelpuswiththistask.TheexpertsareSandyMaier(chair),James Ogden, David Moore andDavidShand.TogethertheyformTe

Rūnanga’sInvestmentAdvisorySubcommittee.Eachmember brings their specialist skills to the taskofhelpingTeRūnangamakeinvestmentdecisionsandweare fortunate tobeable todrawontheirexpertiseand professional experience. Between them, theseadvisorshavemanyyearsexperienceinbanking,publicfinance, investmentmanagementaswellastheirvastdirectorshipexperience.LastmonthTeRūnanga receivedapresentation fromthecommitteethatbeganbyunderscoringthevalueofourtraditionalinvestmentgoals,includingthoseofbeingan inter-generational investor, making investmentsin areas where we do have already or can create acompetitive advantage, and providing an appropriatelevelofdistributiononanannualbasis.Fromtheserobustprinciples, the InvestmentAdvisorySubcommitteewantsustomakesurethatwereinforcesome“industrystandard”groundrulesforourrespectiveinvestments.Ofcourse,theserulesinmanycasesarealreadyinplacebutthewholeideaofareviewistorevisittherulesandensuretheyaregaugedappropriately.To give an example of what I mean, the committee

might recommend thatwe put inwriting a clearer listof investment constraints, such as ensuring all ourinvestmentmanagersabidebycertainpolicypositionsinrespecttotheunderlyinginvestment,levelofexposure,and no go areas etc, and meet specified reporting,monitoringandreviewstandards.What we are doing is ensuring that our investmentphilosophyandapproachcontinues tobe followedbythoseweauthorisetomanageourinvestments.Itisanapproach that dovetails with other changes we havebeen making to strengthen our commercial entitiessuchasappointingexperiencedandspecificallyskilleddirectorstooverseetheoperationsofthesubsidiaries.The implementation of any new policies will involveNgāiTahuHoldingsCorporation,whichwillalsoassesstheimplicationsofanypotentialchanges.In many respects, this exercise, although it seemscomplex,isnomoreorlessimportantthanrevisitingthefamilybudget.Weaskourselves thesamequestions.Are we saving enough? Are we spending too muchor too little? Do we have the appropriate householdspending rules in place? Are our investments andassetsperformingwellenoughtomeetourpresentandfutureneeds?Ourbigadvantage is thatwehaveverywellqualifiedadvisorssittingwithustohelpusmakethesedecisions– not something that the average family has at theirdisposal. So my assessment is that this is a worthyexercise and the outcome will be a tightening andstrengtheningofouroverallapproachtoinvestment.

Whakairo WānangaA whakairo wānanga organised by Tüteraki WhanoaTrustwasheldon24–25ofFebruary for thebenefitof Te Rūnanga o Ngāti Waewae apprentice carversworking on the marae. Tutor and mastercarver IanGrant, of Ngāti Kahungunu descent and currentlylivinginRotorua,wasinvitedtopassonhisextensiveknowledgeofMāoriideologyandmanyyearsofcarvingexpertisetotheapprentices.Ianhasworkedonmanyprojects such as the Ihenga meeting house situatedatWaiariki Polytechnic in 1994 andmore recentlyTeTaurakaWakaäMauiMaraeinBruceBay.Threemorewhakairowānangawillbeheldthroughouttheyear.

Maxie’s MusingsKaumātua Maxie Duncan who lives in Karangarua(approximately two hours south of Hokitka) regularlycontributes to our rūnanga pānui, Ka tangi te koko.Below he shares his musings about Mahitahi-BruceBay.

WhoelsehassightedourshoressinceMāuifirstcamesometenorsocenturiesago?TasmancametoŌkāritoin1642andsealers frequentedthisarea,asdidnavysurveyshipsfromTasmania.“ShipsCreek”justsouthofthebay,isaptlynamed,markingtheareawheremorethanhalfofthewreckageofashipstilllies,andexplorerDouglasreportedthediscoveryofachainandanchorindeepSouthWestlandfromanearlierunknownlife.

In the far corner of Bruce Bay, my ancestors madeand launched their waka. The rivers Mahitahi andMakaawhioused tohave ferrymenon themand localbusinesses theBruceBayMillandBruceBayTimberCompanyshippedtheirentiresawnproductoutofthebayinsteamers.CoastalTraderscontinuedtooperatetheseshorelinesrightuptillthe1960s(whentheHaastRoadopened), thebestknownbeingtheGael, Storm and Breeze.

WhenGerhardMueller landed in BruceBay in about1865,therewerereportsofmorethan30oldcampfiresaroundintheBay.

I had a woman, whose great-great grandfather hadcomeoverinthe1700sinasealingboat,callintoseeme.HerancestorstayedinSouthWestlandwithMāoripeopleandhada familywithoneof thewoman.Shewas enquiring where theymight be now. I saidmostlikelyeaten;sheleftquitequicklynotrealisingImeantbysandflies!

Bruce Bay has always been used as a shelter fromtheroughweather,stormsandseaactivity,andstill istoday.Fishermanusedtheriverstolaunchtheircraftsand throughout, the Makaawhio people have beeninvolved.A local family, the Grahams, told me aboutwhentheirboatcapsizedwhentheywerelanding.OldGrahamnearlydrownedandlostallofhisequipment,theMakaawhiopeoplerevivedhim,tookhimin,fedandhelped him.He latermoved north to the Franz Josefarea,acknowledgingtheMakaawhiopeoplewhosavedhislife.

Imaginewhat thebayhasseen; fromwaka to sailingships,thensteamshipsandnowtomoderndaycraft.Itwasinfactasteamerthatleantitsnametothebay.Theship’scaptainGibsonnamedourownMahitahi–BruceBayafterthePS(paddlesteamer)Bruce.

andmedical items, and put them in the car ready togo. Looking at the harbour we couldn’t see anythingworthworryingaboutsowentaboutournormalSundayroutine.Aroundmiddaywesawthewaterdrainingawayfrom the beach so armed with a camera we headedtothejettywherewewerejoinedbyacoupleofotherresidents.Whatafantasticsight,wesawrockswedidn’tknowexistedstraightoutfromAuntFan’sbeach,andattheendofthejettytherewasanothersetofrocksnoneofushadseenbefore.Morewhānaucamedowntojoinusandeveryoneexploredunknownareasofforeshore.WhenthewatercamebackinitwassofastthatIcanunderstandwhypeopleget told to stayaway.Trulyadaytoremember.

Rapaki Scoops the Pool CongratulationstoHayleyGuthrieandSeanHartgers.Hayley,whoattendsLytteltonMainSchool,completedfourlengthsoftheKirkwoodMemorialPoolinLytteltontowintheHerbertSmithSwimmingCup.AttheStMark’sSchoolswimmingsportsSeanHartgerswontheAnandCup(1stin100mfreestyle),‘Mostpointsoverall’ Cup (1st in 12yr boys freestyle, backstroke,breaststrokeandbutterfly).Seanalsohadthehonourofbeingchosenstudentleader.

Inappropriate ParkingAt the beginning of the year, a handful of Rāpakiresidentstooktheopportunitytorespondtoaproposalby Viastrada, acting on behalf of Christchurch CityCouncil’s Network Operations Team, to install NoStopping restrictions (broken yellow lines) on KororaTahiRoadandKinaRoadinRāpaki.Thisisanattemptby council to resolve longstanding issues in this areabroughtaboutbyvisitorstoRapaki,particularlyduringsummer months, parking along these two narrowroads impeding trafficflowandcausingsafety issues.One responsewas in favour, identifyingpolicingas aconcern, and an additional issue highlighted was theovernighterscampingalongtheforeshore.Theresultsaretobereportedbacktocouncil,withafinaldecisionbeingmadebyLyttelton/MtHerbertCommunityBoard.

Mō Tātou – Te Hokinga MaiKoukourarata whānau joined with other CanterburyandWestCoastwhānautoparticipateintheopeningof the Mō Tātou Te Hokinga Mai exhibition at theRobertMcDougallGallery on Saturday 20 February.Althoughaveryearlystartformost,itwasawonderfulexperienceforourtamarikiwhocametoobserve.Our kapa haka also performed on the afternoon ofSunday 28 February for visitors to the gallery. Theexhibition will be based at the gallery until 20 June.During this timeKoukouraratawillhost for twoweeksfrom9amto5pmMon8–Sun14Marchandthen9amto5pmMon10–Sun18May.HandoverofthepaepaefromonerūnakatothenextwillbeontheSundaybeforeour week starts.All whānau able to either come andsupport the paepae or do some guiding during thesetwoweeks (ormore)areasked topleasecontact therūnakaoffice.

Waitangi DayYet again another successful day that saw whānauand friends from around the area come together fortheday’sevents.SupportedbytheannualPunaWakanoholedbyIaeanCranwell,CraigPaulingandTeWakaPounamu,thedaybeganwiththewakacominguptherivertothelanding,followedbyarousingpōwhiriledbyourveryownkapahakaandtoppedoffwithayummyhängipreparedbyPeterRamsdenandhishelpers.Thisyear’scelebrationsweretimedtostartalittlebitlatersoastonotclashwiththeNgāiTahucelebrationsheldatŌnuku.

Tsunami warningA tsunami warning was something that never reallyseemed tohappen thatoften.However,over thepastfewyearsthereseemstohavebeenquitefew,soyoureally have to ask is this Papatūānuku or Ruaumokopayingusback for theFrenchunderground testing inthePacific?Anyway, themost recentwasat theendofFebruary.Althoughto theuntrainedeyetheredidn’tseemtobemuchhappening, to those that know the seaorwhattolookfortherewasplentyhappening.Agoodvantagepoint also helps. The following is an account fromMarina Hughs who, after receiving a warning phonecall,decidedtogouptothepaddockabovetheurupāwhereshegotabirds-eyeview.“We had four surges of water come in over about an hour. There was a roar I have never heard from the sea before. Each surge had waves following about a metre apart that just seemed to go on and on.Then by [the far] side of the island, the water just seemed to disappear and on my side of the island it went back to just by my house at the tip of the island. I have never seen it this dry – really muddy but no flounders flapping. A boat about 100 yards from the shore at the Pā end was floating one minute and then on its side in the mud the next – this repeated about four times, as did the waves up the Bay.”

pleasureofbeingabletostayatthemaraeinMoeraki.Ourwhānauconsistedoffourgenerationsdescendingfrommymum,TainaClarke (néeTipa) fromMoeraki,daughterBybi,partnerJoeTahanaandtamarikiJamie,KirianaandShay, granddaughter Larisa, and tamarikiWiremu,Treivaahn andAyres, granddaughterDarien,partnerLiam,andtamarikiWikiandHemiandtwomoregreat grandchildren Brayden and Tayla. For some ofourwhānauthiswasafirstvisittoMoeraki.Forothersa chance to re-visit and just soak up and enjoy thesea air (wind worse than Wellington’s, lol), laid-backatmosphere and awesome amenities that the maraehastooffer.

Founder Jackie McGregor, (NgāPuhi)establishedthekapahakagroupasameanstosupportfriendsaffectedbysuicideandunemployment.The group provides paid performances in Dunedin,which has seen a rise in the tourist population sincebecomingadestinationforcruiseshipsfromOctobertoMarcheachyear.Jackie,whohasbeenpartofakapahakagroupsinceshewasseven,hasbeeninstrumentalingettingtheyoungpeopleinthegroupperformingtoa very high standard.One of our kaumātua said shelovedseeingthewharenuisofullofstrongmovementandwaiata.Wetautokothisgroupofyoungpeopleandwishthemwellintheirendeavours.

The rūnaka whānau celebrated the launching ofits newly purchased fully equippedW6WakaAma. ItwasmanufacturedbyMoanaNuiinNapier.Those on the day had their opportunity to participateat the original waka landing to hoe on the Aparimaawa. Kayne is currently paddling for a Christchurchclub Te Awa Haku, and has participated in eventssuch as Molokaihoe in Hawaii, Vaka Eiva inRarotonga, and more recently the Takapuna BeachCup. He is now in training for the Gold Coast Cup.

Therūnakaareencouragingthoseinterestedtobecomeinvolved in thisexcitingsport.Kaynewillbeholdingaseries of fourwānanga to reintroduce the connectiontowaka.

Wewerethentreatedtoaslideshowandpresentationby one of our whānau, Reece Irving. Reece was amember of the “Black Craps”, a group of guys whotravelled through India playing street cricket with thelocals.YoumayhaveseenReeceandhisfellowteammatesinterviewedonday-timetelevisionandthenewslastyear.

ThesefiveKiwiguys–ahighcountry farmer,a radioDJ,abusinessman,aphotographerandashoe-stringtraveller called Blanket Boy (aka – Reece Irving)– learned a lot of about life, love, death, suffering,compassionandthefascinationofIndia.Ontheirreturnthey put together a book about their travels; a bookabouttravel,humour,mateshipandtheloveofcricketthatunitespeoplewhatevertheirage,raceandstation,

There were activities organised for all ages. Thekids enjoyed the pony rides and the waterslide. Therangatahi played cricket, touch rugby, and tug-o-war.

Therestsattherealldaylisteningtothesweetsoundsofaband(whoplayedalltheclassics)andcatchingupwithwhānau.

Arepresentativefromtheofficesupportedthedayandpromotediwiinitiatives.Thiswasagoodopportunityforwhānauwhohadqueries.

Kaupapa Conservation HuiFrom 22 – 24 February, Toitū Te Whenua organisedthe annual Kaupapa Conservation Hui at PuketerakiforrūnangamemberswhoworkwiththeDepartmentofConservationand/orhavean interest inconservation.On the first day of the hui, therewas an open forumwhere participants could share their views, concernsand observations regarding Ngāi Tahu working withDOC.AnexcellentdiscussionwashadovertheminingissuewithinNationalParksandhowweshouldrespondtothat.

Toitū Te WhenuaIntheafternoonTakereiNortonfromToitūTeWhenuagave a presentation on the tribal strategy towardsTenureReviewand ledadiscussiononhowbestwecan ensure that Ngāi Tahu values are incorporatedinto the futuremanagement ofConservationParks inthehigh country. In theevening JoyandTamaSmithorganised a quiz for all participants withAunty JaneDavi’steamtakingoutthetopprize.ThanksgoouttoJoy andTama,whoare becomingwell knownas the“tribalquizmasters”andwouldn’tbeswayedorbribedbyparticipants,particularlyMrCharlieCrofts.TheseconddayConservatorforOtagoMarianVanderGoes presented the Department’s strategic direction.NickSingerstalkedaboutspeciesandecosystemwork,andDOC’s new focus regarding this kaupapa. In theafternoon the group ventured out on a hīkoi lookingdown from the great mauka Hikaroroa, where thereweremajesticviewsof theWaikouaiticatchment,andfromthereendingatHuriawaPā.

In the evening everyone travelled to the ŌrokonuiSanctuaryaboveWaitatinorthofDunedin,tohearthedusk chorus and enjoy a pleasant walk through partof the 307-hectare eco-sanctuary, which is the mostrecently completed predator-proofed fence enclosure,andtheonlyonetodateintheSouthIsland.It iswellworthavisit.Apāharakekehasalsobeendevelopedalongside.

ThefinaldayBrettCowan,LeonieFechneyandRachelPuentenergaveanoverviewofthejointNgāiTahu/DOCemploymentproject,TeAraWhakamua.Thehuiendedwith rūnanga participants presenting their variousprojectswithDOC, includingthebuffwekarestoration

Do you want to be a DOC ranger?Ngāi Tahu and Department of Conservation arecontinuing the successful pilot programme, Te Ara Poutama.Te Ara Poutama consists of two dedicatedNgāi Tahu positions within the DOC Trainee Rangercourse run at the Nelson/Marlborough Polytech. TeRūnanga sponsors half the fees of the two positions,aswellasprovidingsupporttothetraineesthroughouttheyear.

Aoraki Bound is a 20-day cultural and personaldevelopmentprogramme,combiningNgāiTahuculturalknowledgewith the classic challenge, leadership andoutdooradventureactivitiestypicalofOutwardBound.

TeRūnangaoNgāiTahuKaiwhakahaereMarkSolomonsays the successof theprogramme is a tribute toallthoseinvolved,includinglocalrūnanga;ArowhenuaandNgātiWaewae.

Ngāi Tahu Kā Pūtea Scholarships:Theseareavailableto registered Ngāi Tahu tertiary students. There area total of 40 scholarships valued at $1500 each, thethreescholarshipcategoriesaregeneral,targetedandPapatipuRūnanga.

Yamada O’Regan Secondary School Scholarships:The Ngāi Tahu Mātauranga Trust offers YamadaO’ReganSecondarySchoolScholarshipseachyearto“atrisk”NgāiTahustudyingthroughoutAotearoa.ThesescholarshipsareforstudentsinYears10,11,12and13whoareachievingwellatschool.Applicantsshouldalsobedisplayingleadershipqualitiesandbeparticipatinginwhānau,hapūoriwirelatedaffairs.Thevalueofawardswillvary.

Māori consultation process for the Christchurch City Health and Wellbeing ProfileCommunity and Public Health, with support of TeRūnanga o Ngāi Tahu, He Oranga Pounamu, andÖtautahi rūnaka have been leading the process forMäoriconsultationontheChristchurchCityHealthandWellbeingProfiletobetterinformtheCityHealthPlan.

The Profile sets out how to improve the health andwellbeing of the residents of the city. It also includeswhattheprioritiesare,howprogresswillbemonitoredagainst the objectives, and who is responsible forachievingthegoals.

Health and Social Wellbeing, Toitū te Kāinga, TeRūnangaoNgāiTahuisoneoftheconsultationleaders,whichisvitaltobeabletocollatetheprioritiesofMäorilivingwithinÖtautahi and ensure it is reflected in thefinalplan.

TheconsultationprocessneededtocapturewhakaaroMäori(Mäoriideas/thoughts)inaculturallyappropriateway. Hence the consultation is based on Te PaeMahutonga–amodern,holisticmodelforMāorihealthpromotiondevelopedbyMasonDurie.

The consultation process began in December 2009at the Ōtautahi Rūnaka hui and has continued withthe recent Kaumātua Hui held last week. Health andSocialWellbeing’sWendyDallas-Katoasaid the teamunderstoodtheimportanceoftimewhencollatingsuchvaluable information from our communities. “We areluckythatwehavesuchtimetocompletethispartoftheprocesswithduerespect.”
