This issue of the City Manager Newsletter by

Trackdown presents a list of the first third of the

cities listed in the Central Valley Division of the

League of California Cities. Cities included in this

listing include: Angels Camp; Atwater; Ceres;

Chowchilla; Dos Palos; Escalon; Gustine;

Hughson; and Lathrop. That is nine different

cities, but we have included multiple managers

where the information was readily available.

We apologize for being behind schedule with our

newsletter distribution for October and into November. On

the domestic front we have completely remodeled our

kitchen, which means many visits by various craftsmen of

various disciplines. The project is nearing completion. More

troublesome has been the change in computer

equipment. Moving files and learning a new operating

system is time consuming, and when you recognize my

technology handicap you can see our problem. We lost

our email system, but Tripepi Smith & Associates has

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

the ICMA Who’s Who Directory and then a look

at the internet. Google strikes again. Even then

there are some out there who do a good job of

eluding the listing of career profile information.

We hope you enjoy reading the product we

present here.

Angels Camp City Administrator Michael

McHatten served as the Director of Parks and

Community Services for two years prior to a

promotion to Administrative Services in Madera

where he worked from 2007 and 2011. At the

age of 48, he was appointed to his current

position in 2011 to replace City Administrator

Dave Richards, who left the City in May, 2011

when his employment agreement was not

renewed. Mike took over the post from Interim

City Manager Mary Kelly, the Angels Camp City

Clerk-Treasurer. Mike is a native of Sanger and is

a graduate of California State University, Fresno.

He started his work career in the landscape

construction industry when he was in the 8th

grade. He built a company in Northern

California before he went to work for the Clovis

Unified School District. His work with the school

district lead to a position with the City of Fresno

prior to his service in Madera.

Angels Camp City Administrator David Richards

started in the City as Interim City Administrator in

May, 2010. He previously served as the City

Administrator in Hoonah, Alaska. He suffered a

stroke and was unable to work until January.

The City decided to not extend his employment

agreement. Prior to his first Alaska assignment,

Dave served as the Town Manager in Pahrump,

Nevada. Dave is currently listed as the City

Manager in Fort Yukon, Alaska.

Tim Shearer served as the Angels Camp City

Administrator for more than 12-years. He left full-

time work with the City in August, 2009. Tim was

a Colonel in the U.S. Army Reserve, and was

called to active duty in Iraq. He left in late 2009

for training in Fort Bragg, North Carolina. He

returned to the City in December, 2010, six

months after his employment agreement

expired, and he was unable to reach another

agreement with the City.

Atwater City Manager Frank Pietro will retire on

December 31, 2016. Frank, a native of Atwater,

rose through the ranks of the Atwater Police

Department starting in 1978 as a reserve officer

to become Chief of Police in 2011, after more

than 30-years in the department. Joe was

appointed Interim City Manager in 2012, and

served in both capacities for nearly 3-years.

Casey Simpson, Jack Sugar, Susan Simpson and

Samantha Simpson. This is “Trackdown Susan” and her

Ceres City Manager Toby

Eugene Wells was appointed to

his current position in April, 2014

taking the place of Interim City

Manager Art de Werk, the local

Chief of Police. The Chief has

been the Interim City Manager since City

Manager Brad Kilger left in December, 2010 to

become the City Manager in Benicia. Toby

served as the Ceres Deputy City Manager and

City Engineer and Public Works Director prior to

his appointment to City Manager. He began his

career in 1992 as an Engineer with the Fresno

Metropolitan Flood Control District. He went to

work for the City of Turlock in 1998 as an

Associate Civil Engineer. Toby joined the

Livermore staff as a Senior Civil Engineer in July,

2000. Between 2005 and 2011 toby worked

assignments in the private sector, including a

stint as an Executive Director of a Homeowner’s

Association. Toby was hired by Ceres in August,

2011. He earned an AA in civil engineering from

Modesto Junior College and a BS in civil

engineering from California State University,

Fresno. Toby lists golf and snow skiing among his

interests.

name Brian, is the City Administrator in the City

of Chowchilla. He was appointed to the post in

May, 2015 and took over from Interim City

Manager Carolyn Lehr. Carolyn’s tenure began

following the resignation of City Administrator

Mark Lewis. Between 1999 and 2004 Brian served

as an Undersecretary in the California

Environmental Protection Agency. His ICMA

Who’s Who listing presents overlapping position

dates. It indicates that between 2001 and 2009

he was the Chief Administrative Officer in Butte

County. It further lists service as the County

Administrative Officer in Tulare County between

2004 and 2007. Brian served as the Sanger City

Manager from 2010 until 2015, the year he was

appointed City Administrator in Chowchilla. (We

listed the positions with the thought that only the

dates are in error.) Brian earned a BA from the

University of California, Santa Barbara; a Masters

from California State University, Fresno; and a

Law Degree from San Joaquin College of Law in

According to Wikipedia, Dos Palos, California,

located in Merced County, was formerly known

as “Colony Center.” The city incorporated in

1935. Originally part of Fresno County, the

current community of about 5,000 people and

the area surrounding Dos Palos was transferred

to Merced County. Darrell Fonseca is the only

Dos Palos City Manager we could find listed

anywhere. After serving as City Manager for 16-

years he was dismissed in September, 2006,

when he refused to fire the Chief of Police, but

he apparently survived that action because he

is described as the City Manager in much later

writings, including a LAFCO municipal service

review document dated March 25, 2010. Darrell

continues to be listed as City Manager on the

Dos Palos Facebook page.

Greg M. Applegate began his public service

career in 1980 as a Recreation Supervisor for the

City of Merced. He left that position in 1984 to

become the Assistant Director of Parks &

Recreation in Dos Palos. In 1985 Greg was

appointed City Manager in Dos Palos, and he

served in that post until 1989 when he was hired

to be the City Administrator in the City of Sonora.

Greg worked in Sonora for the next 21-years,

leaving there in 2010. Greg earned an AA from

American River College, a BA from California

State University, Sacramento. (We found a 2010

newspaper article that reports: Greg Applegate

served as the Dos Palos City Manager at the

age of 27.)

Following the resignation of City Manager John

Abrew, Escalon Director of Finance Tammy

Alcantor was appointed Interim City Manager in

June, 2013. Tammy joined the Escalon city staff

in 2004 as an Account Clerk II in the City’s

Finance Department. In 2005 she was promoted

to Account Technician, and in 2007 Tammy was

elevated to the Assistant Finance Director

position. She was promoted the Director of

Finance in 2009. When appointed to her current

position, she said that former Escalon City

Manager Henry Hesling agreed to be available

to her in an advisory capacity. She continues to

serve the City of Escalon as the Interim City

Manager. Tammy was born in October, 1967.

Gustine City Manager Sean Scully served as the

Assistant City Manager when City Manager

Greg Greeson retired in December, 2014. Sean

worked in the Gustine Planning Department

prior to that, and he previously worked in the

Planning Department in Turlock before joining

the Gustine staff.

Bryan M. Whitemyer began his public

management career in 2001 as a Code

Enforcement/Assistant Planner in the City of

Ceres. In 2002 Bryan became a Management

Analyst in the City of Modesto. In August, 2007

Manteca Senior Planner Erika Durrer previously

worked for Hughson as a Planning Assistant

between August, 2004 and August, 2005. She

also worked for Oakdale as an Assistant Planner

before she joined the Manteca staff in

September, 2006. Erika earned a BA from the

University of California, Santa Barbara.

While reading about Hughson a few other

names fell out of the pages. Joseph E. Donabed,

according to the Transparent California web

page, retired from Hughson in 2010 after a little

more than 39-years of PERS service. His service in

Hughson was interrupted by a City Council

enforced Administrative Leave, and then he

was reinstated as City Manager in 2009. After an

investigation, the Stanislaus County Grand Jury

found no wrong doing by the City Manager and

staff. Previous to working in Hughson, Joe served

as the Assistant City Manager in Tulare starting in

April, 1985. Between 1999 and 2002 Joe served

as the City Manager of Rio Vista, California.

Lathrop, California is a San Joaquin County city

of a little more than 18,000 people, according to

the 2010 census. When former City Manager

Cary Keaten resigned to accept the General

Manager position in the Solano Irrigation District

in Vacaville, Deputy City Manager Stephen

Salvatore was appointed Interim City Manager.

Steve was then elevated to City Manager in

September, 2012. Previously Steve served in

Public Works. He was appointed Director of

Public Works effective January 1, 2008. Prior to

About Jack of Trackdown

Jack A. Simpson is a native of Long Beach, California.

He worked in city government for more than 30 years.

He served as a City Manager or City Administrator for

a combined period of 25 years in the Cities of

Hawaiian Gardens, Paramount and Bellflower. He

also served in Interim Department Head capacities

for the City of La Puente. Prior to that, he held staff

positions in the Cities of Paramount, Artesia and

Cerritos.

Following his work in city government, Jack did some

finance consulting with John Bolan and Structured

Finance Corporation of America. Jack also worked

for Consolidated Disposal Services as part of a team

pursuing the establishment of a Southern California

Materials Recovery Facility (MRF).

He then worked for more than 10 years as the chief

marketing official for Willdan, a major California

public agency consulting firm dealing primarily with

local government services. He left that position in

February, 2007.

Jack has received numerous awards throughout his

career. He was the recipient of the 2006 Private

Sector “Outstanding Service to the Profession”

Award, presented by the California City

Management Foundation (CCMF). He also received

the El Gran Matador award presented by the

California Contract Cities’ Association as the

organization most prestigious award.

In addition, Jack has served on many boards during

his career in local government. He was a founding

member of the California Redevelopment

Association (CRA). He served as a member of the

Board of Trustees of the California City Management

Foundation (CCMF), and on the Board of Directors of

Cal-ICMA. He also served as a member of the

Department of Criminal Justice Adjunct Board of

Directors at California State University, Los Angeles.

Jack also served as the Chairman of the Southeast

Los Angeles County City Managers Group (SELAC),

which is currently the Gateway Cities City Manager

Group.

Jack earned his BA and MS degrees in Political

Science with a concentration in Public Administration

from California State University, Long Beach. He

enjoys the outdoors, reading, spending time with his

wife Susan, and their children and grandchildren.

Picking Up the Pieces: Dana Point City

Manager Doug Chotkevys, 57,

announced his resignation effective

November 1 after 15-years in office.

Doug is a past President of the

Orange County City Managers Association. Doug

served as the Assistant City Manager in Whittier from

1991 until January 2002 when he was appointed City

Manager in Dana Point. Doug is a Servite High School

graduate, and earned a BBA from the University of

Notre Dame, Mendoza College of Business, and an

MBA from Loyola Marymount University. Assistant City

Manager Mike Killebrew will serve as the Acting City

Manager. Oxnard Assistant City Manager Maria

Hurtado has resigned after less than 2-years to

accept the appointment to Assistant City Manager

in Hayward. Prior to joining the Oxnard staff Maria

had served as the Assistant City Manager in Tracy.

She served 7-months in 2007 as the Interim City

Manager in Tracy. Maria began her city government

career in parks & recreation, serving as the Assistant

Director of Parks, Recreation & Neighborhood

Services in Watsonville starting in 2002. San Leandro

City Manager Chris Zapata appointed Jeff Tudor to

the City’s Chief of Police position, and Jeff Kay as the

Assistant City Manager. The new Chief has 20-years

of experience with the San Leandro Police

Department, most recently serving as a Captain. Jeff

is the City’s former Business Development Manager.

Trackdown congratulations to Association of

California Cities, Orange County CEO Heather Dion

Stratman for being acknowledge and honored as a

Business Leader by the California Women’s

Leadership Associaton. Heather has been

recognized by CWLA as one of the 2017 Women to

Watch. Escondido City Manager Graham Mitchell,

47, has resigned effective December 31, 2016 after

serving one year on the job. Graham indicates that

he wants to explore other professional opportunities.

He served as the City Manager in Lemon Grove for a

dozen years before joining the Escondido city staff as

the Assistant City Manager. When Escondido City

Manager Clay Phillips retired Graham was promoted

to the City Manager post. Graham previously served

as the City Manager in Farmersville, California

between 2000 and 2003. He began his public service

career in positions in the Cities of Monterey Park and

Moorpark. Matt Rinehart of the Office of Graduate

Admission at the University of La Verne reached out

the City of Clovis Deputy Finance Director for 14-

in Chowchilla. She started in Chowchilla as the Parks

Manager Robert Woolley, 63, will retire

December, 2016. He has worked for the

City of Clovis for the past 30-years. He

waill be replaced form Interim City Manager Luke

the Clovis staff, Bob worked for the County of Fresno

for 10 years. He then became the City of Clovis

Creek City Manager Ken Nordhoff plans to leave his

city position on January 2, 2017 to join HdL

Companies as a Principal. Ken previously worked in

the City of San Rafael, joining the city in November,

1996 as the Administrative Services Director and then

as Assistant City Manager in 1998. He was appointed

to the San Rafael City Manager position in

December, 2005, and he joined Walnut Creek as City

Manager in 2010. Ken earned a BS from California

Polytechnic University, Pomona. Former City

Manager James Rez, who spent about five years

serving as the Glendale City Manager has died from

pneumonia on October 14 in Glendale. He was 91.

Jim joined the Navy’s V-12 college training program,

spending 2-years at Occidental College and then

Officer Candidate School at Notre Dame. After tours

of duty with the Navy in Europe and in the Pacific, Jim

returned to graduate school at Occidental College.

During his graduate studies he took an Internship with

the City of Glendale in the Personnel Department. He

served as the Assistant Personnel Director in Glendale

from 1953-1959. He later served in the Personnel

Departments in Santa Ana and with the Newport

Mesa Unified School District. He returned to Glendale

in 1967 as the Personnel Director, and in 1974 he was

named Assistant City Manager to City Manager

Hugh McKinley. Jim became the Glendale City

Manager in 1983 and retired in 1988. Spotted in the

band at a Cerritos College Friday night concert this

past month was Lakewood Public Works Director Lisa

Rapp, a USC alumnus. Also in the same band was

Ken Rukavina, Director of Public Works and City

Engineer in Palos Verdes Estates. Villa Park City

Manager Jarad Hildenbrand, 33, of Lakewood, has

been selected to serve as the new City Manager in

the City of La Habra Heights. Jarad replaces Interim

City Manager Tom Robinson, a retired La Mirada City

Manager, who filled in following the June resignation

of City Manager Shauna Clark. Jarad has

been the Villa Park City Manager since

2012. Mendota City Manager Vince

DiMaggio was offered the Selma City

Manager position, so the Mendota City

Council offered him added benefits to continue

serving in Mendota. He will get a $40,000 home loan

for a house in nearby Clovis, and a raise that will pay

his PERS pension contribution. Prior to Vince joining

Mendota the City Manager post had

a revolving door. Vince has been in

Mendota for about two years. Santa

Paula City Manager Jaime M. Fontes, 59, will be

employment agreement expires. Jaime, Santa

Paula’s first Latino City Manager, has worked for

Santa Paula for about 7-years. He is only the fourth

City Manager in the City’s 107-year history under the

Council/Manager former adopted in 1990. Jaime

replaced City Manager Wally Bobkiewicz, who

became the City Manager in Evanston, Illinois. Cliff

Finley served as the Interim City Manager. Jaime is a

former City Manager in Nogales, Arizona starting in

April 2008 through February, 2010. Former State

Senator Ronald Calderon, 59, of Montebello was

sentenced to 42-months in prison after he pleaded

guilty in a Federal corruption case. Ron served in the

State Senate for 8-years ending in 2014. He accepted

large sums of money for bribes from undercover FBI

agents and a hospital executive in return for official

favors. U. S. District Judge Christina Snyder, who

issued the sentence, said that a significant prison

sentence is needed to punish the former Senator,

and to send a message to other officials that

corruption will not be tolerated. El Cajon Assistant to

the City Manager Brett T. Channing was in the

Member Spotlight on the ICMA web page during the

month of October. Brett points to growing up in a

family where his Dad is a City Manager. Brett’s father

Bruce Channing is the City Manager in Laguna Hills

and a past President of the City Managers

Department of the League of California Cities.

Cudahy City Manager Jose Pulido, Santa Clarita City

Manager Ken Striplin, Lawndale City Manager Steve

Mandoki, and Malibu City Manager Reva Feldman

have all been elected to the Los Angeles County

Liability Trust Fund Oversight Committee. Members of

the Committee consider settlement proposals and

recommend actions by the County Counsel relating

to claims against the county. Redding Assistant City

Manager/Director of Redding Electric Barry Tippin

earned a BS in civil engineering from California State

University, Chico. Mark Melville served as the City

Manager of Gustine between 1991 and 1999. Mark

also served as the Chief of Police in Gustine from 1988

to 1999. He later served on the Gustine City Council

from 2002 and 2006. According to the Merced Sun-

Star, Mark, at one time served as Gustine’s and the

City of Livingston’s City Manager and Gustine’s

Police Chief.
