Retired Escondido Assistant City Manager Jack

W. Anderson began his public service career in

1973 as a Recreation Director for the Chino

Recreation Commission. In 1978 Jack was hired

to serve as the Director of Parks and Recreation

for the City of Chino. Jack was appointed to

the Escondido Director of Community Services

job in 1980. He was elevated to Deputy City

Manager in 1986, and then became Assistant

City Manager in 2003. Jack earned a BA from

California Lutheran University and an MPA from

Californa State University. In 2005 he received

a 35-year ICMA Service Award.

Shane Diller is the Code Enforecement

Manager in the City of Elk Grove. From 2004

until 2006, Shane served as the City

Administrator and Chief of Police in Isleton.

Concurrently with his Elk Grove service, Shane is

also the Chief of Park Police for the Fulton-El

Camino Recreation and Parks District. Shane

earned a BA in criminal justice management

from the University of Phoenix and an MPA from

the University of San Francisco.

career working various position for the City of

San Mateo starting in 1973. In 1981 he was

appointed Community Services Director. Then

in 1985 Jim became the Assistant City

Manager, and then Deputy City Manager in

1990. Jim left San Mateo in 2000 when he was

hired to serve as the Burlingame City Manager.

He left in 2012 and worked as a consultant for a

couple years. In 2013 Jim became a Deputy

Director for the Sonoma County Regional Parks.

Francisco State University. Jim received an

when he joined the Anaheim city staff as a

Recreation Superintendent. In 1989 Jeff was

Pleasanton Director of Community Services

Susan Andrade-Wax began her public service

career in 1984 when she was a Recreation

Therapist for a number of Southern California

hospitals. In June, 1989 Susan was appointed

Community Services Supervisor in the City of

Chino. In April, 1993 she took a similar position

with the City of Chino Hills. Susan left city

service in March, 1995 when she took a

Recreation Manager post with the University of

California, Los Angeles (UCLA). After a little

more that 5-years with UCLA, Susan joined the

Santa Clarita city staff as a Recreation

Superintendent in March, 2000. In July, 2005 she

began her tenure as the Community Services

Director in Gilroy. Susan started her position in

Pleasanton in November, 2008. Susan earned

an AA degree from Pasadena City College,

and an BA in parks, recreation and leisure

studies at California State University, San Diego.

Matz began his career in 1973 as a Recreation

Supervisor in the City of Artesia. In 1974 he

worked as a Recreation Supervisor in Lawndale

and then took a Recreation Center Director

In 1977 Terry became a Recreation Supervisor

in Commerce, and then in 1981 he was

Terry left Commerce in 1982 when he was

Duarte. In 1985 he was selected to be the

Blythe City Manager, and in 1989 he was

chosen for the City Manager position in the City

of Stanton. Terry became the Agoura Hills City

Manager in 1993, but returned to the Stanton

City Manager post in 1995. Terry served in

Stanton until 2001 when he became the

Assistant City Manager in Brea. Terry retired in

2009. Since he retired Terry has served in

Manager Jim Thorsen has announced

his retirement effective May 2, 2016;

the 10th anniversary of his appointment. Jim served

as a Senior Civil Engineer in Simi Valley between

1988 and 1997, before he was appointed Assistant

City Manager/Public Works Director in Agoura Hills.

He joined the Malibu staff as City Manager in 2006.

Congratulations to Santa Clara City Manager Julio

Pasadena Assistant City Manager Steve Mermell is

the Interim City Manager since City Manager

Michael Beck left for an executive position with the

University of California, Los Angeles (UCLA). Steve

has worked for Pasadena for the past 27-years; the

past 7-years as Assistant City Manager. Moraga

Chief of Police Robert Priebe has been appointed

Interim Town Manager as Town Manager Jill

Keimach has resigned to become the City Manager

in Alameda. The Chief will serve in the Town

Manager role until a new Town Manager is

appointed. Police Lt. Jon King will temporarily serve

as Acting Police Chief until Chief Priebe returns to

the post full-time. Former Chief Building Official

Michael Knight will serve as the Crescent City Interim

City Manager. City Manager Eugene Palazzo

resigned to accept the City Manager appointment

in the City of Galt. Michael formerly served as the

Interim City Manager in Eureka. He retired from

Eureka in June, 2014. He joined the Eureka staff in

2000 as the Chief Building Official (2000-2003); Public

Works Director (2003-2006); Assistant City Manager

(2006-2013) and Interim City Manager (2013-2014).

He also worked as a Building Inspector in Sutter

County (1989-1991), and Building Official in

Anderson from 1991-1993. He was the City of

Anderson Public Works Director from 1993-2000.

Jeremy Dennis, an Advance Planning Manager for

Palo Alto, and former District Representative for

Assembly Member Rich Gordon, is set to take the

Town Manager position in the Town of Portola

Valley. Jeremy is a resident of Redwood City. He

has earned a BA from the University of California,

Davis, and a Master's in Regional and Urban

Planning from the London School of Economics and

Vacaville City Manager John Thompson has written

a novel "Without Purpose of Evasion." One of John's

primary objectives with the book is to shine a light

on the city manager craft. His target audience

includes city managers and those who work in local

government. He is also hopeful that his book might

be used by teachers and professors who want to

provide a realistic look into tcity management as a

Executive Director Allyn S. Waggle served as the

City Manager in Indio between 1994 and 1998. He

was the Indio Public Works Director prior to that

(1991-1994). Allyn was the Deputy Public Works

Director in Corcoran from 1984 to 1991. Grover

Beach City Manager Bob Perrault has announced

his retirement effective March 1, 2016. Bob has

served as the Grover Beach City Manager since

June, 2006. He previously held positions in Ventura

County, Simi Valley, Healdsburg, Cloverdale and

Colfax. John P. Keisler is currently serving as the

Innovation Team Director for the City of Long Beach

starting in May, 2015. John served as the Chief

Financial Officer for the Long Beach Police

Department between May, 2013 and May, 2015.

John served as the MMASC President in 2007-2008.

Now as the "i-team" Director, John's first focus is

economic development, advising the City on how

best to stimulate growth, create jobs, and leverage

City resources, including through online delivery of

City services. Former City Manager of Stanton (2009-

2012) and later Eastvale (2012-2014), and the Interim

City Manager in Grand Terrace (January, 2015-May,

2015), Carol Jacobs is currently the Assistant City

Manager in Newport Beach starting in June, 2015.

Former South Pasadena Assistant City Manager

Hilary Straus was appointed last April to serve as the

Assistant General Manager of the Citrus Heights

Water District in the Sacramento area. Prior to South

Pasadena Hilary served as the City Manager in

Hanford. He is a past President of MMANC (2000-

2001), and a former CCMF Board Member. Hilary

served as the Chair of the Cal-ICMA in 2007-2008.

He received a 10-year ICMA Service Award in 2006.

Mission Viejo Assistant City Manager/Director of

Public Services Walker (Keith) K. Rattay has served in his

current position since September, 1995; more than 20-years.

Keith earned a BLA in landscape architecture from Purdue

University. Pittsburg, California City Manager Joe

Sbranti will get a compensation increase as part of

a new three-year employment agreement

extension. Joe was originally appointed Pittsburg

City Manager in June, 2011 at the age of 49. Joe

previously served as the Pittsburg City Engineer. He

was with the city for more than 14-years prior to

being appointed City Manager. Clint Quilter worked

for the City of Hollister, California for 24-years; the

last nine as City Manager. Clint was appointed to

the Inyo County Public Works Director position in

2013 after he resigned in Hollister. In Inyo County he

replaced Interim Public Works Director Doug Wilson

the National Association of Environmental
