Key Takeaways from August 1st/2nd Deep-Dive Sessions

There were no major areas of misalignment between the sub-working groups, and deep-dive discussions were generally representative of what was said during the Consultation Sessions. The key themes from the deep-dive output documents were as follows:
Implications of accounting date = release date need to be fully understood and clarified by the project.
CARM Portal needs to facilitate interaction with non-resident importers, and importers with multiple BN numbers.
LVS and e-Commerce remain prominent challenges that CARM needs to keep in mind.
Management of permissions and authority in the portal will be critical to CARM’s success.
Notification capabilities will be key to ensuring TCPs have the required visibility around account activity.
Real-time monitoring of security bonds will be beneficial, but the Agency’s position on liability needs to be established.

Potential billing process raised concerns on how corrections made towards the end of billing cycle, audit assessments, and recourse results would be reconciled and handled in CARM.

Deep-Dives

Potential offsetting process raised concern around how to reconcile debit/credits with multiple third parties. TCPs would like to be able to pick offsetting options, if they are in good standing with the CBSA.
There was a clear indication that TCPs want liability to be at the importer level.
Moving away from cash and cheque payments was generally well received, as long as the transition to electronic-only is gradual and carefully monitored.
Notifications and sufficient visibility will be required to properly inform TCPs of relevant changes to their transactions, and enable accurate reconciliation of their records.
