3.  Review  the  TDSP  Procurement  Performance:  Ø  Review  Procurement  Tracking  Plan  Ø  Review  Contract  Management  Ø  Review  the  composiEon  and  mechanism  of  PRC  

and  EvaluaEon  CommiMee  (to  assure  the  competency  and  prevenEng  the  conflict  of  interests),  and  

Ø  Agree  on  the  TDSP  updated  procurement  plan

4.1.  Review  the  TDSP  Financial  Management:  Ø  Review  the  updated  budget  plan  and  Ø  Discuss  the  speed  of  disbursements  Ø  Discuss  on  the  contract  register  and  control  

payments  to  the  contractors,  suppliers  and  consultants  (prior  and  post  review  contracts)  

Ø  Discuss  IOC  Budget  Management  and  IOC  CommiMee,  SOE  and  supporEng  documents

4.2.  Review  the  TDSP  Financial  Management:  Ø  Discuss  internal  controls  and  SFMM  

compliance  (including  peMy  cash,  travel,  DSA  rate  and  training  /workshop,  and  assets  management);  and  

Ø  Discuss  implementaEon  progress  of  the  external  audit  recommendaEons  in  2013,  and  

Ø  Agree  on  the  TDSP  updated  budget  plan

Implementation Support Mission Conclusion

The  TDSP  Implementa,on  Support  Mission  will  be  concluded  in  two  levels  of  mee,ng  to  discuss  and  agree  on  (i)  TDSP’s  Results-­‐Based  AcEon  Plan,  (ii)  budget  plan,  (iii)  procurement  plan,  and  (iv)  new  benchmarks,  to  leverage  the  implementaEon  of  to  achieve  the  expected  outcomes  /  outputs  and  Milestones.
