Introduction
Facilitating integration of firms into regional and global supply chains and production networks has been identified as key to the rapid economic development experienced in many countries around the world. As competition continues to intensify, reducing the time and costs involved in moving goods through the supply chain has become essential for all economies, including Developing, Least Developed and Land Locked Developing Countries.
As countries strive to enhance efficiency, however, ensuring that the new supply chain and logistics arrangements also become more inclusive will be important for the sustainable development of the East Africa region.
This conference will bring together senior officials and industry to share their views and experience on developing more efficient and inclusive supply chains as envisaged in the WTO Trade Facilitation Agreement.
The event seeks to be a major regional trade facilitation activity preceding the 10th WTO Ministerial Conference to be held in Nairobi from 15-18 December 2015. The WTO Ministerial Conference is the highest decision making body of the WTO and is normally held every two years. It is a high profile international event which brings together trade ministers from all WTO members from around the world.

SELECTION OF CONSULTANTSOne international consultant will be engaged to assist in the
review and coordination of the presentation papers, and to prepare a publication from the presentation papers. One national
consultant will be engaged to assist in the organizing of the EATFF. All consultants will be selected from competitive criteria.

Conference DescriptionThe East Africa Trade Facilitation Forum (EATFF) is an inaugural conference in which five countries are expected to participate. This forum seeks to become the main annual open regional platform to exchange information, experiences and practices for trade facilitation in East Africa, identify priority areas for regional cooperation and integration, and learn about new tools and services which can increase the efficiency of cross-border transactions.
It is the only East African wide platform to exchange information, experiences and practices for trade facilitation in the region. In addition to regular panels and breakout sessions, the EATFF will feature an Exhibition on Trade Facilitation in parallel, to maximize information sharing on the activities, practices, case studies and findings of trade facilitation service providers, researchers, as well as development/donor agencies, international organizations and government agencies.
Expected Impact, Outcome and OutputThe expected impact of the EATFF is increased understanding and knowledge among countries in the region on World Trade Organization Trade Facilitation Agreement (TFA) and other trade facilitation measures. The expected outcome is a wide dissemination of knowledge on trade facilitation to Sub-Saharan Countries. To obtain these desired outcomes, the expected output of the EATFF include;
i. A successful organization of the EATFF and side events, including a study tour, a three (3) day Trade Facilitation Expo on new instruments and tools for trade facilitation;
ii. Two (2) technical capacity building workshops;
iii. Preparation and presentation of eight (8) trade facilitation topics;
iv. Joint publication related to the theme of the EATFF, including presented research papers and inputs of the EATFF participants.
Conduct of ActivitiesThe EATFF 2015 is convened and organized by Trade Hub East Africa Ltd. Collaboration with several government and international agencies is expected. The theme of the event is “Finding solutions to cross border trade challenges”.
The support from Ministry will be used in the following activities;
i. Organizing the plenary sessions with featured panels of experienced policy makers/analysts/presenters/experts to introduce selected issues of broad regional relevance and interest followed by open discussion;
ii. Organizing the breakout sessions which shall provide opportunity for participants to share experiences from different sub-regions and discuss issues relevant to the selected topics in detail;
iii. Organizing the Trade Facilitation Expo to showcase work, case studies and services on trade facilitation from service providers, researchers/analysts, development/donor agencies, international organizations, and government agencies;
iv. Organizing the field visit to the LAPSSET project in Lamu County

Achievement of outcome n Will be based on evaluation conducted after the EATFF. If over 80% of respondents note that their knowledge on
trade facilitation and paperless trade had increased as a result of their attendance to the forum, then the event will be considered successful.
n If over 80% of participants indicate during evaluation that they would be able to share the acquired knowledge in their home countries to improve trade facilitation situation, then the event will be considered successful.

Evaluation of OutputsOUTPUT (I): A successful organization of the EATFF and side events, including a study tour, a Trade Facilitation Expo and at least two technical capacity building workshops. This will be evaluated on the following criteria:
n The number of trade facilitation officials, experts, practitioners and technical assistance providers attending the conference;
n The number of exhibitors from the private and public sector entities involved in paperless trade, trade finance, trade logistics and international agencies attending;
n The number of countries represented in the conference.
OUTPUT (II): Preparation and presentation of 8 to 10 trade facilitation topics at the EATFF. This will be evaluated on the following criteria;
n The number and titles of relevant topics presented in the conference;
n The quality of the papers presented.
OUTPUT (III): Joint publication related to the theme of the EATFF. This output will be evaluated on the following criteria:

THE EXPO
”While I was the group CEO of UBA, I saw how important it was for government and business to work together in partnership to
drive Africa’s growth” Tony Elumelu.
In East, several international organizations, government institutions, financial sector institutions, transport companies, consultants, projects, programs, companies and civil society organizations are providing a wide range of trade facilitation services to enable businesses access business support related information.
Such services and information supports business in a number of ways including; trade linkages, trade finance, insurance, cargo shipment, customs transactions, standards formulation, enforcement,
testing and management, research, credit, business incubation, exports, trade policy information; and business development efforts.
Whereas there are several trade facilitators and trade development services, a large number of private sector organizations, especially SME’s continue not to access this information. This is partly because the SME’s may not know of the availability of such information and even where they know, they find difficulty in accessing this information.
On the basis of the above, TradeHub East Africa, a trade facilitation and development company, is launching the East Africa Trade Facilitation Expo aimed at bringing together trade facilitators/service providers under one roof with the potential and actual business entities who are the users.

The broad objective is to expose the members of the business community to trade facilitation information that will help spur performance of the business community at national, regional and international levels. More specifically the objectives include;

TOPIC: Driving implementation of the WTO Trade Facilitation Agreement (TFA): The way forward for the region (1 Hr)
Implementing trade facilitation measures provided for in the TFA will reduce trade costs by between 13 and 15% depending on the countries income level. This is significant as it will impact on world GDP and employment with 1 trillion dollars income gain and 20 million jobs created. Of the jobs created, 90% of these jobs will be made in developing countries.
In this topic, expert panel will discuss how the Agreement will enhance coordinated border management, the challenges to implementation and the role of donors and the international trade community in ensuring that developing countries in East Africa receive proper assistance.

TOPIC: Enabling Supply Chain Integration Using Paperless Trade (1 Hr)
The conduct of trade on the basis of electronic data and documents- paperless trade- has been widely recognized as an effective way to reduce the time and cost of trade transactions, as well as to increase transparency and control. Both private sector organizations and government agencies have developed a wide array of ICT systems to meet their needs, from their own internal IT systems to e-commerce and e-logistics platforms to regulatory single windows. However, supply chain efficiency gains from these systems are often limited by the lack of interconnectivity of these systems, in particular across borders.
In this session, policy-makers and practitioners will share lessons learned from on-going initiatives and efforts to address technical and legal barriers and enable cross border paperless supply chains in the region, in particular taking into account the constraints faced by LDCs.
