1 Introduction

TTM Consulting was engaged by George Saade to prepare a traffic engineering report investigating a

proposed residential development at 47-48 Loftus Crescent and 12-18 Bridge Road Homebush. It is

understood that a development application will be lodged with Strathfield Council.

1.1. Scope

This report investigates the transport aspects associated with the proposed development. The scope

investigated includes:

• Parking supply required to cater for development demand.

• Parking layout to provide efficient and safe internal manoeuvring.

• Identification of likely traffic volumes and traffic distribution from the future development.

• Identification of likely traffic impact of development on the public road network.

• Access configuration to provide efficient and safe manoeuvring between the site and the public road

network.

• Access to suitable levels of public transport.

The development plans have been assessed against the following:

• Strathfield Development Control Plan (DCP) 2005.

• Strathfield Local Environmental Plan (LEP) 2012.

• Australian Standard (AS 2890).

• RTA (RMS) Guide to Traffic Generating Developments.

• RMS Guide to Traffic Generating Development – Technical Direction TDT2013/04a.

2. Existing Transport Network and Traffic Situation

2.1. Site Location

The site is located at 47-48 Loftus Crescent and 12-18 Bridge Road Homebush (see Figure 2-1).

2.2. Road Network

The subject site has street frontages to Loftus Crescent and Bridge Road. These roads and the other roads in

the vicinity of the site are maintained and controlled by Strathfield Council with the exception of the

Parramatta Road. The road characteristics are shown in Table 2-1.

2.3. Assessment of Existing Travel Options

2.3.1. Public Transport

Homebush and Flemington Railway Stations service the Inner West and South Line on the Sydney Trains

Network. It is located within 850 metres of the subject site, as shown in Figure 2-3 and Figure 2-4.

Train services to and from the city operate approximately every 15 minutes.

Bus stops are located within 700 metres walking distance of the site on Parramatta Road and along The

Crescent near Homebush and Flemington Railway Stations (refer to Figure 2-5). These routes include:

• Buses stopping on Parramatta Road:

o Route 525 running from Parramatta to Burwood.

o Route 526 running from Rhodes to Burwood.

• Buses stopping on The Crescent:

o Route 408 running between Burwood, Strathfield, Homebush West, Flemington and Rookwood

Cemetery.

o Route N60 night ride bus service running from Town Hall to Fairfield.

o Route N61 night ride bus service running from Town Hall to Carlingford.

2.3.2. Walking and Cycling Infrastructure

Formal pedestrian footpaths are located on Bridge Street, Loftus Crescent and the streets surrounding the

site, as shown in Figure 2-6.

Designated cycle routes are located within the vicinity of the site along Bridge Road, The Crescent,

Abbotsford Road, Mackenzie Street and other local roads.

The bike network maps from Council and the NSW Roads and Maritime Services (RMS) are shown in Figure

2-7 and Figure 2-8, respectively.

3. Proposed Development

3.1. Development Profile

The proposed development involves demolition of the existing residential building and construction of a

residential development with 70 units and 2 levels of basement car park.

The development proposal includes a total of 76 car parking spaces including 11 accessible bays and 5

motorcycle parking spaces. A car wash bay and 7 bicycle parking spaces are proposed in addition to the car

parking spaces.

3.2. Car parking Requirements

3.2.1. Council Parking Supply Requirements

Councils parking requirement for this type of development are identified in ‘Strathfield Council Development

Control Plan (DCP) – Part C Multi-Unit Housing’ is presented in Table 3-1.

Table 3-2 presents the parking requirements for compliance with the Councils DCP.

From Table 3-2 it can be seen that the parking provision of 76 car parking spaces does not comply with

Councils DCP parking requirements. It is our opinion that the Council rates are excessive for high density

developments.

The NSW RMS has published parking rates for buildings with 20 or more dwellings which are more

appropriate. The site is located within 700 to 800 metres from Homebush and Flemington Railway Station

justifying further reductions in car parking requirements (refer to Section 3.2.2).

3.2.2. RMS Parking Requirements

The parking requirements specified in the ‘RMS (RTA) Guide to Traffic Generating Developments’ are

presented in Table 3-3.

Table 3-4 presents the parking requirements for compliance with the RMS Guidelines.

Note: 1 car wash bay has been provided to comply with Council DCP requirements.

76 car parking spaces are provided on-site, thus complying with the requirements of the RMS guidelines. The

parking provision is satisfactory.

One parking space has been allocated to be a car wash bay and 14 parking spaces will be allocated to visitors.

The remaining car parking spaces will be allocated to the residents.

3.3. Bicycle Parking Spaces

Strathfield DCP 2005 does not specify bicycle parking rates for multiple unit housing. However, it states that

‘Suitable facilities for accommodating bicycle parking in all residential flat building’.

The development proposes to provide 7 bicycle storage spaces located over basement level one and

basement level two. This is equivalent to approximately one bicycle storage spaces per 10 units.

The provision of 7 bicycle parking spaces is suitable for this development.

3.4. Motorcycle Parking Spaces

Strathfield DCP 2005 does not specify motorcycle parking rates for residential developments. Five

motorcycle parking spaces are proposed to be provided on site.

3.5. Car Park Layout

Table 3-5 identifies the characteristics of the proposed parking area with respect to the Council

requirements. The last column identifies the compliance of each design aspect. Where compliance with

Council is not achieved, further information is provided below:

3.6. Accessible Bays

The Australia Standard ‘AS 2890 Parking Facilities: Part 6 Off-street parking for people with disabilities’

requires a 2.4 metre wide parking space with a 2.4 metre wide shared zone. Majority of the accessible bay

have been designed to comply with the standard. One accessible bay is designed for adaptable housing in

accordance with AS4299 - 1995 Adaptable housing (see Figure 3-1).

3.7. Access Driveway

Driveway access requirements for this type of development are identified in the ‘RTA (RMS) – Guide to

Traffic Generation Developments - Section 5.4.3 High density residential flat building’ which specifies an entry

and exit driveway width of 3 to 6 metres.

The proposed drive way access arrangement complies with the RMS requirements and is considered

acceptable for this proposed development.

3.8. Service Vehicle

Service vehicles will be required to collect waste from the loading area located on Basement Level 01.

Swept path analysis plans in Appendix B indicate how a typical waste vehicle (see Figure 3-2) can manoeuvre

in and out of the loading area.

Deliveries to the site will be facilitated on-site. These servicing events are infrequent and not expected to

conflict with the weekly waste collection.

Overall, the proposed service vehicle arrangements are considered adequate to meet the needs of the

proposed development.

4. Impact of Proposed Development

The RTA (RMS) Guide to Traffic Generating Developments – Technical Direction TDT 2013/04a specifies land

use traffic generation rates for the proposed development, as presented below:

Application of the above RMS rates results in 13.3 (round up to 14) vehicles for the morning peak and 10.5

(round up to 11) vehicles for the evening peak periods. This traffic generation is relatively minor and not of a

level normally associated with unacceptable traffic implications in terms of road network capacity or traffic

related environmental effect.

5. Conclusions

5.1. Development Access

The proposed access complies with the RMS Standards and is considered acceptable for the development.

5.2. Car parking Arrangements

The proposed parking supply for the site is consistent with RMS parking requirements. The proposed car

parking layout complies with AS2890 and AS4299requirements.

TTM advises the proposed car parking arrangement for this development is acceptable.

5.3. Impact on Surrounding Road Network

Assessment of the proposed development indicates that the development will not have a significant impact

on the road network. No mitigating road works are required.

5.4. Service Vehicle Arrangements

Servicing for this development will be facilitated on site via Bridge Road. There will be very low and

infrequent service vehicle demands for this site. The service vehicle arrangement is considered acceptable

for the development.

5.5. Public Transport and Bicycle / Pedestrian Facilities

The current public transport infrastructure and proposed site provisions for pedestrian and bicycle facilities

is considered adequate for the development.

5.6. Conclusion

TTM see no traffic engineering reason why the relevant approvals should not be granted.
