1 Introduction
Traffix Group has been engaged by Zak Group Pty Ltd to prepare a Green Travel Plan (GTP) for the
proposed Commercial Extension at 423-425 Smith Street, Fitzroy.
This GTP provides a management tool designed to reduce the reliance on motor vehicles, minimise the
negative impacts of transport on the environment, manage car parking demands associated with the
development, improve opportunities for those without access to a car and maximise the benefits
associated with 'green travel' i.e. health and financial benefits.
This plan sets out a range of actions to be implemented by the Developer, Owners Corporation and
Tenants to encourage sustainable travel choices and reduce car dependency by prospective employees
and outlines an implementation program as well as the requirements for monitoring and review of the
plan.

2 Objectives and Methodology
The objectives of this GTP are to:
• promote travel alternatives such as public transport, cycling, and walking;
• reduce car dependency and greenhouse gas emissions;
• manage car parking demands;
• improve information and opportunities for those without access to a car; and
• benefit the community by minimising the traffic impacts of the development.
The methodology adopted in developing the GTP is as follows:
• review existing documentation and transport conditions;
• establish a management strategy;
• identify appropriate GTP actions for the site; and
• develop an implementation plan and monitoring regime.
The Owners Corporation will be responsible for the implementation of the GTP and the annual
reporting of Travel Demand Patterns to Yarra Council's Sustainable Transport Officer.

3 The Development
3.1 General
The subject site is currently occupied by an office and retail development with 67 car parking spaces
on a rooftop car park.
A permit has been granted to expand the use of the existing building and develop the land to provide
an additional 400 square metres of retail floor area and 7,432 square metres of commercial office floor
area.
Post development the site will include 1,000 square metres of retail floor area and 10,832 square
metres of commercial office floor area.
3.2 Car Parking and Access
The existing building has provision for 67 car spaces within a rooftop car park. Due to the inclusion of
structure required for the additional levels, the car parking layout is proposed to be modified. With
the proposed modifications, the car park will provide for 74 car spaces inclusive of seven (7) tandem
pairs. That is, an additional seven (7) car spaces will be provided as part of the development.
Car spaces arranged in tandem pairs shall be allocated to the same tenancy.
It is intended that two (2) of the additional car spaces are provided as car share / car pool spaces
operated by the Owners Corporation and made available for staff of the existing and future tenants.
3.3 Bicycle Parking
The application proposes a total of 130 on-site bicycle spaces, comprising 40 at ground level and 90
provided within the podium car park level.
The application also includes the provision of 11 showers with individual change rooms associated with
the employee bicycle provisions.
In addition to the on-site bicycle parking provisions, Condition 11 (b) requires "the provision of visitor
bicycle parking on the Smith Street footpath, to be installed at the permit holder's cost and to the
satisfaction of the Responsible Authority."
The statutory requirement for visitor parking for the proposed application generates a requirement
for eight parking spaces for retail and office visitors.
The application proposes the provision of eight on-street visitor bicycle spaces, provided via 4 double
sided hoops, meeting the statutory requirement.
A plan showing the location of the bicycle parking areas for use by staff or employees is attached at
Appendix A.

4 Sustainable Transport Opportunities
4.1 Information for Employees and Staff
The provision of information is essential to ensuring that tenants are aware of the opportunities that
they may have to access the site in a form other than a single occupant car trip.
Accordingly, and following discussion with the applicant, we understand that to implement the GTP
and provide employees with associated information, staff welcome packs will be distributed to all new
tenants.
A notice board will be provided within one of the public areas (i.e. entry lobby and/or lifts), which will
provide basic Green Travel information (maps/timetables), Alternatively, the applicant could include
relevant information (including a copy of this plan) electronically via the Owners Corporation intranet
or webpage.
It is suggested that this include a copy of the TravelSmart map for the surrounding area. An excerpt of
the TravelSmart map is shown in Figure 1, and identifies the currently available alternate transport
services and bicycle infrastructure in the vicinity of the site.
A description of these facilities and opportunities for the site to take advantage of them is provided
within the following sections.

4.2 Reduced Car Parking Provisions
A dispensation in car parking is proposed as part of the development associated with the office and
retail use parking requirements.
The dispensation of parking is approximately 73% of the current statutory rate for office and retail
parking.
It is noted that the site is unique in that the existing office already provides limited parking, and
therefore already facilitates reduced parking demand generation.
The reduced provision of on-site car parking, particularly for the office use, will actively encourage staff
to utilise alternative transport modes to access the site as they may not be allocated an on-site car
parking space.
Existing and future staff of the site will be made aware of the reduced on-site parking provisions and
advised to seek alternative transport modes. To reduce visitor trips by motor vehicle, additional
information could be included on the website advising of the unavailability of on-site parking.
4.3 Walking & Accessibility
The site is located within the SSAC and therefore has excellent access to everyday services via legible
and convenient pedestrian paths. Additionally, the Brunswick Street and Johnston Street Activity
Centre is located within walking distance to the site and provides access to cafes, restaurants and
shops.
The site scores a Walk Score of 97, which means that it is a "Walker's Paradise" and daily errands do
not require a car. Walkscore.com utilises google maps to measure an address's accessibility to essential
services, retail, dining and drinking, parks, schools, and entertainment to measure how 'walkable' a
site is.
Whilst traditionally used for residential purposes, the Walk Score provides a good indication of the
ability of workers to access the subject site as part of their commute and also to access services during
the day, without the need for a car at work.
4.4 Public Transport Accessibility
4.4.1 Access to Services
The development site is well served by public transport, with train, tram and bus services accessible
within convenient walking distance of the site. A summary of the nearby services are presented in
Table 1.
The proximity of the site to convenient public transport services, which link the site to nearby shopping
centres, the City, and other surrounding municipalities, reduces the sites dependence on motor
vehicles as a mode of transport when compared to a similar development in an outer suburban area.

4.4.2 Journey Planning
Staff should be encouraged to utilise the "PTV Journey Planner" and Yarra Trams Tram Tracker
available online at the PTV and Yarra Trams websites and via Smartphone Applications.
Additional information on public transport facilities and service times can be obtained from Public
Transport Victoria (ph: 1800 800 007, http://ptv.vic.gov.au/) and Yarra Trams
(www.yarratrams.com.au).
4.4.3 myki Commuter Club
PTV offers businesses and organisations the opportunity to participate in the myki Commuter Club.
This program allows organisations (and their staff) to purchase discounted 365 day myki passes for
travel in Zone 1 and 2 or Zone 2.

4.4.4 Shared myki Passes
Consideration could also be given by individual tenancies of having a shared myki pass for use by staff
to attend off-site meetings, events or for errands that are easily accessed via nearby public transport
services.
4.5 Bicycle Network Accessibility
The SSAC Structure Plan 2008 identifies Smith Street as a key bicycle destination and provides a key
strategic connection between the Capital City Trail (CCT) to the north and the Main Yarra Trail (MYT)
to the east with the Melbourne CBD and CAD.
The subject site has excellent access to bicycle infrastructure with on-road bicycle lanes and informal
bicycle routes on many roads in the immediate vicinity of the subject site, including Smith Street,
Johnston Street, Westgarth Street, Kerr Street and Napier Street. An excerpt of the Yarra Principal
Bicycle Network illustrating the surrounding bicycle network is provided at Figure 3.
The provision of on-site bicycle parking and end of trip facilities will actively encourage staff of the
office and retail uses who can conveniently access the site using a bicycle or by foot to do so, thereby
reducing motor-vehicle trips.
Similarly, the provision of on-street bicycle parking will encourage visitor trips to the site (and
surrounding areas) by bicycle.

4.6 Car Pooling
Car pooling for staff who live within the same areas or on similar travel routes can assist in reducing
the reliance on single occupant motor vehicle trips.
As an incentive to encourage staff to share trips to the site, a car pooling database could be provided
for future tenants and accessed via the Owners Corporation/tenant's intranet or webpage.
A number of proprietary software car pooling systems are available for purchase, or the Owners
Corporation could manage this in-house as part of its ongoing duties.
4.7 Car Share Schemes
4.7.1 General
•
Car sharing schemes provide an alternative to owning a car and encourages the use of sustainable
modes of transport for the majority of trips. Car share schemes offer personal and
commercial/business memberships and can be more convenient for short trips as payment is generally
on a per hour basis.
For employees or staff, commercial/business car share memberships offer the benefit of being used
as a fleet or pool car vehicle. This can help reduce the number of staff that can easily access the site
via alternative transport modes, but may drive to the site for the convenient use of a car during
business hours, from choosing to drive to work.

4.7.2 Proposed On-Site Spaces
The proposal includes the provision of two on-site car share parking spaces to be used by the office
use associated with the development.
It is expected that the car share spaces will be managed by the Owners Corporation for the use of the
existing and future tenants on the site.
Notwithstanding this, there is potential for the Owners Corporation to negotiate for a commercial
operator to manage the car share spots. This would allow for a wider catchment to utilise the car share
spaces during business hours and also make the spaces available outside of hours for nearby residents.
4.7.3 Commercially Available Schemes
A number of commercially operated car share pods are also located proximate to the site, including
two (2) pods located within approximately 100 metres walking distance of the site, as described below:
• GoGet (1 pod) — on Gore Street near the intersection of Rose Street, approximately 80 metres
south west of the subject site.
• Flexicar (1 pod) — on Hotham Street near the intersection of Smith Street, approximately 50
metres south east of the subject site.

5 Actions
The Green Travel Plan aims to reduce the number of single occupant vehicle trips undertaken by any
staff or employees of the proposed development. The following actions aim to improve the overall
accessibility of the site and foster sustainable travel behaviour. In general the Owners Corporation will
be responsible for the ongoing implementation of the actions identified within the green travel plan.
A representative from each tenant should be nominated to 'Champion' and oversee the
implementation of the Green Travel Plan in conjunction with the Owners Corporation, and to discuss
the opportunities available to the site with individual tenants and/or identify areas for improvement.

6 Travel Modes and Targets
6.1 Discussion
It is important to note that when setting targets for the proposed development, consideration should
be given to the existing travel patterns for people working within the nearby area (or indeed the
subject site).
Whilst parking is provided on-site for some employees, given the constrained provisions, the level of
public transport access in this locality, and proximity to shops and everyday services, this does not
necessarily translate to additional car trips. Given the proximity of the site to nearby services, the
proposed development is expected to generate traffic movements at a lower rate than for a similar
site in other less accessible, suburban locations.
The limitation of parking provisions on the site will supress demands as staff without an allocated
parking space will find it very difficult to park on-street due to existing restrictions and availability.
6.2 Existing Journey to Work Data for Site and Similar Areas
The use of alternate transport for staff and employees who are employed in the nearby area is
highlighted by a comparison of the ABS 'Journey to Work' data for the 2016 Census between
employees who work in Yarra Fitzroy SA2 statistical area and the Greater Melbourne average.
This data is summarised in Table 3 and highlights that employees working within the Yarra Fitzroy SA2
area are likely to seek alternative transport modes to travel to work as opposed to driving. The data
identifies that existing employees have a lower reliance on private cars and a higher reliance on public
transport, walking and cycling, in comparison to the Greater Melbourne average.

6.3 Targets
It is important to set aspirational, yet practical, targets for travel mode shifts.
The following targets are suggested to be set for modal shift.
Reduced Car, as Driver
A significant driver of modal shift for this site will be the reduced on-site parking provisions.
The proposed provisions represent a significant reduction in the parking provisions of the statutory
parking requirements. In this regard, it is considered that a significant reduction in Car, as Driver, trips
by a commensurate proportion is a suitable target.
It is suggested that a target be set of only 25% of trips to the site are by Car as, Driver.
Public Transport
Based on the proximity to multiple transport modes, the limited on-site parking, it is suggested that a
target of 40% of trips be undertaken by public transport.
Walk
The site has a Walkscore of 97 out of 100, which would imply that there is a significant amount of
walking trips that could be undertaken by residents of the proposal. A marginal increase in walking
trips is expected.
Bicycle
The site has excellent access to existing bicycle trails and on-road facilities. The proposal includes a
generous provision of bicycle parking and end of trip facilities for staff which will actively encourage
the use of bicycles. In this respect, a target of 20% of staff cycling is suggested.

7 Monitoring and Review
This Green Travel Plan should be monitored and reviewed on a regular basis to ensure that it meets its
objectives and has the intended impacts on car use and transport choice.
The Owners Corporation will be responsible for monitoring the Green Travel Plan in accordance with
the monitoring program set out in Table 5 below.
The monitoring program should be undertaken annually over a three year period, with the first review
of the program being conducted 12 months after occupation of the building.
Table 5: Monitoring and Review Program

Undertake an occupancy survey of the bicycle
parking provided on the site.
Gauge the level of use of bicycle parking facilities
and assess if additional facilities are required.
Undertake an occupancy survey of the car parking
provided on the site.

Undertake an Audit of the actions listed in Section 5
of this document and compile supporting evidence
of actions implemented (i.e. notices, photos, etc).

modifications and/or improvements.
To 'fine tune' the plan and ensure viability of the
plan.
Undertake a questionnaire survey of staff, both
existing and proposed.
To determine the modal split of trips and determine
progress and compliance of the plan.
