2.1 Train Master
Thetrainmasterisresponsiblefor:
supervisingandcontrollinganengineer’strain,testtrain,mechanisedvehicleandontrackplantworkingwithinapossessionworksiteorSA
thesafetyofpersonnelneedingtoworkonoraboutthetrackwithinapossessionworksiteorSA.
Allpersonnelworkingonoraboutthetrackwhentrainsandmechanisedvehiclesaremovingorifthetractioncurrentison,mustasaminimum,holdBasicTrackAwareness(BTA)orTrackAccustomed(TA)certification.
2.2 Engineer’s Train Operator
Aperson,certificatedbyLondonUnderground(LU),todriveanelectric,batteryordieseltrainorlocomotive.

2.3 Vehicle Control Centre Operator

ApersoncertificatedbyLUtotakecontrolofapossession.APossessionMaster(POM)canbeidentifiedwitha‘PossessionMaster’armbandwornontheleftarmabovetheelbow.
Monitors,controlsandmaintainstheVCC.
TheVCCoperatorisnotasignalleranddoesnotauthorisetrainmovements.

TBTCisacomputerbasedsignallingsystemthatisdifferenttothenormalconventionalsystemasitdoesnothave:
• fixedlinesidesignals
• associatedtrackcircuits.
TBTCisbasedonthemovingblockprinciple,allowingmoretrainstosafelyoccupythesameamountoftrack.
TheVCCcancalculatethebrakingdistancerequired,relativetothespeedofthetrainatanyspecifictime.Thisallowsafollowingtrainthatisslowingdown,toapproachandstopbehindthetraininfrontmoreclosely.
TheVCCsarecentralisedcomputers,locatedattheNeasdenServiceControlCentre(SCC)whichcommunicatewiththetrain’sonboardcomputerequipmentandkeepthetrainsasafedistanceapart.

3.1 TBTC associated equipmentThereareseveraldifferentpiecesofequipmentonandaroundthetrackusedfortheTBTCsignallingsystem.
3.1.1 Induction loop
TransmitsinformationbetweenthetrainandtheVCC.
3.1.2 Remote loop box
TheinductiveloopsarefittedtotheremoteloopboxviaafeedindevicethattransmitsinformationbacktotheVCC.
Youmustnottouchordisturbtheinductionloop,anydamageorsuspecteddamagetotheloopmustbereportedimmediately.

3.1.3 Axle counter
Detectsthepassingofatrainusingacountinghead(detectionpoint)installedateachendofasection.Aseachaxlepassestheheadatthestartofthesection,acountercountsintheaxle.Adetectionpointcomprisesoftwoindependentsensors;thereforethedevicecandetectthedirectionofatrainbytheorderinwhichthesensorsarepassed.Whenthetrainpassesasimilarcountingheadattheendofthesection,theaxlesarecountedout.
3.1.4 Axle counter head communication
SendsinformationfromtheaxlecounterheadtotheVCC.

3.2 TBTC track signs
ThefollowingaretypesofTBTCtracksignsthataTMwillseeoruseduringwork.
3.2.1 Entry Point (EP)
ThissignmarksthelocationoftheboundarybetweentwoTBTCloops.Trainsre–enteringtheTBTCsignallingsystemmustensurethattheirVehicleonBoardControllers(VOBC)areresetbeforepassingthissign.
3.2.2 Clearance Point (EPX)Thispointiswheretrainsmayre-entertheTBTCsignallingsystemafterbothVOBCshavepassedaloopboundary.Thispointislocatedafteranentrypoint,approximatelyonetrainlength(130metres)afteraloopboundary.Trainswillbeauthorisedtothissignwhenre-enteringtheTBTCsignallingsystem,thisissothatbothVOBCsareonthenewloop.

3.2.3 Restrictive Manual (RM) hold
ThesesignsindicatethelocationswheretrainsinRMmode(outsideofapossessionorSA)muststopandgainauthorisationtoproceed.RMholdsignsmaybeusedasadesignatedentrypointinplaceofEntryPointsigns.
Thesignwiththeyellowborderisarepeater.

WhenplanningpossessionworksitesandSAsonTBTClinesthefollowingmustbetakenintoconsideration:
• platformsusedforre-couplingareofsufficientlengthtoaccommodatetheentiretrain
• thereareappropriateEntryPoints(EP)andClearancePoints(EPX)withinthepossessionworksiteorSA
• whereverpossibleaminimumoftwoentrypointsshouldbedesignedintothere-entrypathoftheengineer’strain(re-entrypathwillbewithinthelimitsofthepossession/SA)
• theengineer’strainwillruntositeinProtectedManual(PM)(thiswillmeanthetrainwilloperatetonormalsignalledmovesunderTrafficHoursconditions)
• thepossession/SAmustbepublishedintheNightlyEngineeringProtectionArrangementsandEngineeringNotice.
AtlocationswherepointscannotbesecuredusingtheTBTCroutelockingprocedure,theymustbesecuredusingascotchandclip.
Whenanengineer’strainisscheduledtouncoupleandbothportionsarescheduledtoworkindependently,thereisarequirementforbothportionstohaveaTM,oneforeachportion.

5 SpecifiedareasonTBTClinesEngineer’strainswillberoutedtositeinaccordancewiththepublishedpath.
Whentheengineer’strainhasarrivedatthedesignatedplatformtheTMwill:
• bookonwiththeTrackAccessController(TAC)iftheyhavenotalreadydoneso
• telltheEngineersTrainOperator(ETO)toswitchtobatterypower(ifapplicable)
• contactthecontrollertorequestthattractioncurrentbeswitchedofffromtherelevantsection(s)andconfirmwithaCurrentRailIndicatorDeviceorPermanent–CurrentRailIndicatorDevice
• tellthelimitdefinerstodefinethelimitsoftheSAandconfirmwhenthisisdone
• telltheVCCoperatortosetandlockpointsaspertheTBTCroutelockingprocedureandreceiveconfirmation
• confirmandinformtheSitePersoninCharge(SPC)thattheSAhasbeendefined.
Iftheengineer’strainisnotscheduledtouncouplethentheVCCoperatordoesnotneedtobecontactedwhensettinguptheSA.HowevertheVCCoperatorwillneedtobetoldwhengivinguptheSA.

OncetheSAhasbeensetupandtheworkgrouphavebeenbriefed,theTMinformstheSPCthattheSAhasbeendefinedandworkcancommence.
TheTMtellstheETOtouncouplethetrainandconfirmwhenthisisdone.
Whenconfirmed,theTMtellstheSPCthatworkcanstart.
TheSPCtellstheTMtoworktheengineer’strainasrequired.
TheTMtellstheETOtomovetheengineer’strainasrequired.
5.2 On completion of the work
Oncompletionofthework,theSPCwilltelltheTMthattheworkiscompleteandtheSAcanbegivenup.
TMtellstheETOtomovebothportionsoftheengineer’straintothedesignatedstationplatform,tore-couplethetrainandconfirmwhendone.
TMconfirmswiththeVCCoperatorthatthetrainhasre-coupledandisreadytore-entertheTBTCsignallingsystemandcannowberoutedtothedesignatedexitplatform.
WhentherouteissetandareaclearedtheVCCoperatorwilltelltheTMthatthetraincanbemovedtothedesignatedEntryPoint(EP).
TMtellstheETOtomovethetraintothedesignatedEntryPointinRestrictedManualmode(RM).
ItistheresponsibilityoftheTMtoensurethatallprotectionarrangementsareinplacebeforethetrainstartsworking.
MovingatraininRMmodelimitsthespeedoftheengineer’strainat17.5kph.

Onarrivalatthedesignatedsign,theTMwilltelltheVCCoperatorandrequesttheclearanceofanyfurtherissuesandwaitforconfirmation.
TMtellstheETOtoresetbothVOBCs.
WhentheETOconfirms,telltheVCCoperatorthattheVOBCsareresetandthetrainisreadyforre-entry.
TMauthorisesETOtoproceedtodesignatedClearancePoint(EPX)andwaitforthesystemtostartcommunicating.
Onceconfirmed,theTMauthorisestheETOtoproceedtothedesignatedexitplatforminRM.
TMtellstheVCCoperatorthatthetrainhasfullyberthedatthedesignatedexitplatformandrequestsforanyotherissuestobeclearedup.
VCCoperatorconfirmsthatallremainingissueshavebeenresolved.
5.3 Givingupthespecifiedarea
Oncetheengineer’strainhasfullyre-enteredtheTBTCsignallingsystemandallissueshavebeenresolved,theSPCwillauthorisetheTMtogiveuptheSA.TheTMwill:
• requesttheVCCoperatortoremoveanyroutelockingonpointswithintheSA
• tellthelimitdefinerstoremovethelimitsoftheSAandconfirmwhendone
• bookoffwiththeTACfollowedbythelimitdefiners
• telltheETOtoproceedtobookedstablingpointwhentractioncurrentisswitchedon.

Oncethepossessionhasbeensetup,thePOMwilltelltheProtectionSupportManager(POSM)tosetuptheworksite(s)andgivetheSPCpermissiontocommencework.
TMwilltelltheETOtoswitchtobatterypowerbeforeanytrainmovements(onlyapplicableifbatterylocomotivesareused).
TMtellstheVCCoperatortosetandlockpointsaspertheTBTCroutelockingprocedureandreceiveconfirmation.
TMtellstheETOtouncouplethetrainandwhenconfirmed,theTMinformstheSPC.
6.1 Commencing work
Oncetheworksitehasbeensetupandtheworkgrouphavebeenbriefed,theSPCtellstheTMthattheworkcancommence.
TheTMtellstheETOtouncouplethetrainandconfirmwhenthisisdone.
Whenconfirmed,theTMtellstheSPCthatworkcanstart.
TheSPCtellstheTMtoworktheengineer’strainasrequired.
TheTMinstructstheETOtomovetheengineer’strainasrequired.
6.2 On completion of the workOncompletionoftheworktheSPCwilltelltheTMthattheworkiscomplete.
TMtellstheETOtomovebothportionsoftheengineer’straintothedesignatedstationplatformtore-couplethetrainandconfirmwhendone.

TMtellstheETOtomovethetraintothedesignatedEntryPointinRMmode.
Onarrivalatthedesignatedsign,theTMwilltelltheVCCoperatorandrequesttheclearanceofanyfurtherissuesandwaitsforconfirmation.
TMinstructstheETOtoresetbothVOBCs.
WhenconfirmedtelltheVCCoperatorthattheVOBCsareresetandthetrainisreadyforre-entry.
TMauthorisesETOtoproceedtodesignatedClearancePoint(EPX)andwaitsforthesystemtostartcommunicating.
Onceconfirmed,theTMauthorisestheETOtoproceedtothedesignatedexitplatforminRM.
TMtellstheVCCoperatorthatthetrainhasfullyberthedatthedesignatedexitplatformandrequestsforanyotherissuestobeclearedup.
VCCoperatorconfirmsthatallremainingissueshavebeenresolved.
Onceconfirmed,TMtellstheSPC,whogivesuptheworksitewiththePOSM.
6.3 Movements outside the possession worksiteAlltrainmovementsoutsideapossessionworksitemustbecontrolledbythePOSM.ThePOSMwillinstructtheETOsviatheconnectradiosystemtomovetheengineer’strain.
AsaTMyouarenotresponsibleforthemovementsoutsidethepossessionworksite.

Communicationisavitalpartofrailsafety,andattheheartofwhatwealldoday-to-day.
Ourownsafety,andthatofthoseworkingwithus,willoftendependonknowingwhateachotherisdoing–where,whyandwhen.Manyofthesystemswehaveinplacearebasedonthisunderstanding.Andifsomethingdoesgowrongwithaprocedure,orthere’sanunforeseenhazard,yourteammayhavetorelyoncommunicationtopreventthedanger.

Youmustalsosaythenumber‘0’as‘zero’.
Whensignals,points,traindescriptionsorlocationshavesimilarnamesornumbers(forexample,signalsA114andA314onadjacentlines),youmusttakegreatcarenottocauseconfusion.
Youdonotneedtoquotenumbersseparatelywhenyourefertotime,forexample,thetime13.17hoursshouldbestatedas‘thirteenseventeen’.

8.1 What would you do if the VCC operator cannot clear all issues relating to the engineer’s train?
IftheVCCoperatorcannotclearallissuesrelatingtotheengineer’strainwhilstwithinaSAtheTMmusttelltheTACandcontroller.
IftheVCCoperatorcannotresolvetheissuesrelatingtotheengineer’strainwhilstwithinapossessionworksitetheTMmusttellthePOSM.
ItisnottheresponsibilityoftheTMtoresolveanyissuesrelatingtore-enteringtheTBTCsignallingsystem.TheyaretoactontheadvicegivenbytheVCCoperator.
