    Brief Introduction

    UN debating takes on a very specific format As there can be over a hundred delegates in one

    committee, a set of rules of procedure arerequired to prevent chaos.

    In order to speak, a delegate must berecognized by a chair and rise of a specific

    point, which indicates what they are about to

    inquire or speak of. The following points are the most commonly

    used.

    1. Point of Order

    Used for introducing motions andother procedural matters

    When recognized, delegate muststate: I rise on a Point of Order

    Question Seconder or Speaker on thesubstance in his/her argument.

    One P.O.I. is allowed per delegate at onetime

    When recognized, delegate must state: Irise on a Point of Information,

    3. Point of Personal Privilege

    May be used to address physicaldiscomfort affecting assembly

    Ex: If you cant hear the speaker you

    may rise on a P.O.P.P. and ask thatthe speaker speak louder

    Right of Reply

    If you feel that another delegate hasslandered or misconstrued yourcountry in any way, you may ask fora Right of Reply.

    A country may wish to apologize orcan decline to apologize

    Censure

    Occur rarely

    A delegate may be censured if they are speaking

    against their foreign policy. A delegate can also be censured if you are

    consistently and purposefully out of order

    IT IS THEREFORE IMPERATIVE THAT THEFOREIGN POLICY OF THE COUNTRY THEY AREREPRESENTING IS KNOWN BY THE DELEGATE.

    Supplementary

    A delegate may ask for a supplementaryfollowing their Point of information(P.O.I)

    It is used for the sole purpose of clarification ofthe speakers answer to the P.O.I.

    May NOT be used to introduce a new P.O.I

    Is granted at the discretion of the chair of thecommittee

    NO CROSS-DEBATE or hackling is prohibited.

    Speakers List

    Is Declared open after the Submitter hasread their resolution

    Delegates wishing to express their viewsor speak on the subject may send a pageup to the Chair

    Pages will not be accepted before the Listis open

    VotingThere are two major types of voting:

    1. Clause by Clause: Operative Clauses andAmendments are voted on individually. A delegate maymotion to go into clause by clause voting if there arespecific parts of the resolution that are being disputed.

    2. Collective Voting: Operative Clauses andAmendments are voted on as a whole. This is theDEFAULT form of voting. A resolution will either pass orfail.

    NOTE: You must vote ACCORDING to your FOREIGNPOLICY!
