About HSCS Ltd
HSCS has over 20 years experience of offering and developing specific Lift Truck, Timber,
Loader, Hire and plant, operator and instructor training to the Builders Merchant Sector. Our
staff have been instrumental in developing recognised, and adopted, training programmes, safe
systems of work, Risk Assessments, manuals for managers, supervisors, operators and trainers.
We are a fully Accredited Training Provider (no 3:10005) for both operators
and instructors, all HSCS staff delivering plant training and associated services are fully qualified
Tutors, Trainers and Instructors to the recognised standards across all HSE accreditation providers.
In addition to delivering cost effective quality training and services, HSCS specialists staff work
closely with the HSE, and accrediting bodies, to design and develop Health & Safety standards
and courses, by being part of standards committees, lead bodies and advising HSE inspectors and

COURSE DOCUMENTATION
All training courses will carry with them the following documentation as a minimum. Copies of the candidate &
course report and pre operational check sheet are sent to our clients as a matter of course. These will carry all the
information required by HSE, EHO’s insurance companies etc, however, If clients wish we can send copies of all
course documentation.
Operator Manuals / Handbooks, these will give the operator an insight into
the safe operating practices for the type of equipment candidates are being
trained on. Typically this will include chapters on Aims of The course,
Operators Responsibilities, PPE, Accident causation, Basic Components,
Capacities, Stability, Basic Maintenance, Refuelling / Battery Charging,
Daily Operational Checks, Safe Operating Practices.
For larger users this operators manual can incorporate the client companies
own logos, policies, safe systems of work, risk assessments, example company documentation etc.
These are usually supported by Powerpoint presentations relating to overall environmental
training and again, specific machine. For larger/regular users the operators manuals /
Powerpoint can incorporate the client companies own logos, policies, safe systems of work,
risk assessments, example company documentation etc.
Candidate And Course Assessment Sheet, this key document records the training undertaken,
the machine used, the candidates details, the company details, the skills and knowledge
examinations outcome, the level of certification, the instructors registration number, specialist
applications and the candidates register number.
The details on this document meet (and exceed) the requirements for clients to correctly record
the training as per HSE requirements. This documentation will form an integral part of the
authorisation process for successful candidates.
Practical Skills Test Sheets, these record the candidates performance of the set practical
examination for the specific machine/equipment. This examination is as set out by HSE ACOP's,
regulatory requirements, specific HSE documentation etc, as recognised by the Health & Safety
Commission showing the delegate was (or was not) able to display the recognised levels of skill
and ability. An operator must be able to complete the practical examination within pre set levels
to achieve certification. A practical examination test will be applied to all machines /equipment
types being trained / certificated.
Theoretical Examination Test This is the proof of safety and operating knowledge and has a
dual approach. The first section is based on generic safety and operating knowledge relating to
the specific equipment/machines/processes and the standard working environment. These
record the candidates answers to the knowledge questions associated with the safe operating
practices and working knowledge required. Normally a written examination, but can be
administered verbally.
Pre Use/Safety Check Sheets, these are the record of the third examination element relating to
equipment and machines. If a client company have their own check sheet and system in place then
we will use that rather than our own.
Whilst accredited training has always included the pre operational safety checks, it is only
recently that this element of training has been a required examination under PUWER, LOLER etc.
Where a client company do not have a set system in place, our trainers will advise as to the most appropriate check
sheet and the applied system of recording.
These documents and the practical skills test sheet can be used to demonstrate an operators knowledge and ability, and can be instrumental
in any litigation or accident investigation situations throughout the operators working life.

EXAMINATION STANDARDS Depending upon the training equipment (Forklift/Loader/Timber/Hire etc) the examination standards will have
been developed within, HASAWA, PUWER, LOLER, MHASAWA, ACOPs HSE Publications etc, as appropriate
for the machines, equipment being trained upon and the operating environments, as a means of ensuring national,
uniform standards and HSE/Insurance compliance.
Only qualified instructors and examiners who have been trained in its application should carry out this testing process.
Continuous assessment of an operators’ progression will naturally be undertaken throughout training by
instructors, if it is felt that the standards may not be met in the standard allocated time, this is discussed with the
employer prior to any end tests being applied, this helps to avoid a negative test situation.
CERTIFICATION Certification will be issued to operators who can demonstrate the required levels of skill, ability, safety and
knowledge. The certification issued is that referred to in the appropriate HSE publications and accreditation.
Operators Certificate, (A4) this gives the required details of the operators training dates, the
venue, the machine type, operating environment, the client company, the operators registered
number, the registered trainer / instructor / examiner name and registered number, the training
provider (HSCS) their address and contact details.
As can be seen this is a positive identification document that carries the registered operators
photograph. This certificate is also signed by the accredited provider's authorised signatory and
then laminated to avoid tampering and / or fraudulent use. Certification is valid for 5 years.
Positive ID Card, this is issued in addition to the certificate. Where certification will be held
in the personnel department, or training record files, the ID card is credit card sized and is
designed for the operator to carry at all times. The card details the machines the candidate has
been certificated on, and again carries relevant details of training etc.
This particular ID is open for a maximum five years. Optional, as per the clients
requirements, the ID can also double as the ATO for the host company and can be limited to
that company if required.
Temporary Pass Notification, due to the accreditation process, quality systems and the
registration process of operators, it can take up to two weeks for certification to be forwarded to
clients. HSCS recognise that clients and operators often need to be able to operate the plant as
soon as they have achieved certification (subject to the client issuing an authorisation), we have
therefore introduced the temporary pass notification, this demonstrates achievement and also
lists contact numbers for HSE or EHO’s should they visit sites / premises between achievement
and certification being in place. We can include a clients authority to operate within this
document if required. The temporary pass notification is duration limited to 14 days from issue.

Overview HSCS Training Services have a wealth of experience and history in training and servicing the Hire
Industry, we have devised and delivered courses and services for Industry Lead Bodies as well as
industry suppliers. Our client base runs from single site Hire Companies to National Companies
with 300 plus sites.
The hire industry by its nature has a higher Health & safety compliance requirement than almost other industries. Most
hire companies deal with both the general public and business to business clients who, by their variance of operations,
can have a working environment from public events, to major construction sites and private houses. The hire industry
must ensure that its hire fleet is supplied in an ‘as new condition’ whether this is an electric drill, a portable toilet or a
marquee, and there is specific legislation as well as the standard Health & Safety requirements that apply.

Health & Safety In Equipment Hire The hire industry must ensure that its hire fleet is supplied in an ‘as new condition’ This course will give both staff and management
an overview of their responsibilities and the systems and policies in place to ensure compliance.
Hire Procedures This course will enable staff and supervisors to ensure the correct systems and procedures are in place
including completing checks and the basic maintenance systems required to ensure equipment is supplied in an ‘as new condition’, in
addition the course will include practical elements relating to the correct procedures for compliance in respect of the equipment within the Hire fleet.
Staff Induction Designed to assist employers in meeting their legal responsibilities in ensuring hire staff are aware of basic
health and safety requirements. This course concentrates on the employees responsibilities by presenting a basic awareness of their role in complying with display equipment, workstations, PPE, manual handling, coshh, fire, signage company Health & Safety policies
etc, specific to the hire environment
Electrical Testing (AKA PAT Testing) This course is designed for persons who are (or will be) appointed within a
hire environment to test any hire electrical equipment to prove electrical safety. The course will cover checking, testing, labelling &
recording to enable the candidate to become confident and competent in the required equipment visual inspections, and the use of
portable appliance testers. The course will cover all hire equipment across all voltages, cycles & DC.
Manual Handling – Hire Specific This fully certificated course is designed to instruct hire staff in the correct and safe
methods of manual handling for the hire environment. The nature of the hire industry is different to any other in respect of manual handling and different techniques for handling equipment is paramount.
Towers Given the nature of this type of equipment and the working at heights regulations, hirers must ensure the correct and proper
checks and inspections are carried out on this equipment, and ensure that all correct documentation and procedures are completed, further regulations regarding the storage, handling and transporting of this equipment adds to the responsibilities for hirers. This is not
an erectors course, Courses for operators are available.
Cartridge & IC Fixing Tools (Hilti / Paslode) As well as being one of the mainstay tools for construction, this type of
equipment is becoming more & more popular through the success of TV DIY & gardening programmes, however this can also be one
of the more dangerous pieces of hire equipment, these versatile tools have particular properties that require very thorough
examinations and testing.
Safe Storage, Handling & Transporting of LPG This course is designed to encompass the myriad of legislation
applying to the safe handling; storage and transportation of LPG in cylinders for the tool hire industry. Based on the LP Gas Associations (LPGA) codes of practice 7 and 27. LPGA Code 7 covers the storage of cylinders and updates and merges three training
bases, all of which are now superseded. LPGA Code 27 has been drawn up in consultation with the Health and Safety Executive. It
takes account of the Carriage of Dangerous Goods by Road Regulations 1996 and other legislation
Cabinet & Forced Air Heaters Based on the LPGA GN2 (Cabinet Heater Servicing), the HSE L56 (Gas Systems &
Appliances) and the Gas Safety Regulations this course is designed to encompass the requirements for tool hire companies to supply
equipment in a safe ‘as new’ condition. By the end of the course delegates will be able to have an understanding of the Regulations and Legal Obligations, Demonstrate knowledge and practical application of machine cleaning and inspection, Examine & Test Heaters
for safety
Plant Loading & Transporting Many fatal accidents have occurred within the Hire Industry related to the transporting
of mobile plant. This course is designed to teach delegates the correct procedure for the safe loading securing and unloading of
common mobile plant found in hire. This course includes basic operator handling skills, inspection, hire documentation and recording
procedures for the plant in question.
Hire Loading & Securing To establish and develop the candidate’s appreciation and knowledge of Health & Safety with a

Lifting Equipment The hire of lifting equipment has additional legislative requirements, LOLER regulations play a major part
in this in addition to legislation that applies across all hire equipment. This course is designed to enable hire staff to inspect, test and
record the safety of all lifting equipment. This includes engine hoists, materials elevators, plasterboard lifters, load lifters, slings,
chains, small manual cranes, block & tackle etc etc.
MEWP’s This course is designed to provide an understanding of the HASAWA regulations with the Provision and Use of Work
Equipment Regulations 1998 instructing delegates in all aspects of the correct preparation, testing and hiring of this equipment. This
is not an operators course, a separate operators course is available
Abrasive Wheels / Grinders/Cut Off Saws in HIRE This course is part of a major review of guidance by the Health and Safety Executive and follows the introduction of the Supply of Machinery (Safety)
Regulations 1992 as amended and the Provision and Use of Work Equipment Regulations 1998

Merchant Staff Training - General
Overview In addition to the main Merchant Training sectors, Lift Trucks, Loaders, Timber & Hire, other courses and qualifications
apply across these sectors and indeed to all staff depending whether office/sales based , yard staff or drivers. Again we
have developed and accredited courses that run across Merchant Environments and, as with all other courses, improve
staff skills, carry HSE training certification and meet regulatory, insurance and litigation avoidance requirements.

Manual Handling This fully certificated course is designed to instruct operators in the correct and safe methods of manual handling. On
site course will be tailored to the working environment, as well as the specific programme as described in the Manual
Handling regulations.
First Aid Appointed Person To control and manage emergency situations and care for first aid until such times
as fully qualified personnel are able to respond. Administering basic first aid as a holding situation, and to organise a
safe situation until emergency services are in attendance.
Falls From Vehicles In the UK 1000’s are seriously injured every year as a result of falling from a vehicle
(Working At Heights). Many of these injuries are broken arms or legs. Some are more serious injury’s and some result
in Death! Within Merchants, the most common area of the vehicle for people to fall from is the load area, followed by
entering / exiting the cab. You don’t have to fall far to land hard!
Fire The course will raise awareness concerning the threat posed by fire to the continuity of your business. It will
support an essential part of your legal responsibilities by providing specific levels of fire safety training. This course
will also raise awareness concerning the behaviour of people in a fire, emergency fire evacuation procedures, the
prevention of arson or an outbreak of fire and the appropriate action to take in the event of a fire.
Site Safety Awareness / Staff Induction Designed to assist Merchants in meeting their legal responsibilities
in ensuring new staff are aware of basic health and safety requirements. This course concentrates on the employees
responsibilities by presenting a basic awareness of their role in complying with display equipment, workstations, PPE,
manual handling, coshh, fire, signage company Health & Safety policies etc.
Safe Use Of Ladders, Stepladders & Low Staging Designed to comply with the legislative requirements
of persons involved in the safe use and care of Ladders, Stepladders or Lightweight Staging within a working
environment. This course complies with MHASAWA, PUWER and the Working at Heights regulations. The course
covers selection, carrying, safety inspections, safe working practices/limitations, securing etc
Vehicle Banksman (Reversing Operations) Workplace transport regulations require that sites should have
adequate transport layouts, however the reversing of vehicles cannot always be avoided in the Merchants environment.
This course is designed to instruct candidates in the correct and safe methods of reversing vehicles and shunting type
manoeuvres / operations as an appointed person in charge of vehicle movements within a companies operating
environment.
Compact Loading Shovels / Bucket Loaders This course is designed under the HSAWA, PUWER,
LOLER and MHASAWA to train the basic skill requirements, correctional instruction and associated job safety
knowledge of basic Loading Shovel operation within Merchant Specific environments. This is to the nationally
recognised levels of skill, ability & safety as required by the Provision and Use of Work Equipment 1998 and section 2
of the Health & Safety at Work Act 1974.
Safe Use Of Overhead Cranes This course is designed under the HSAWA, PUWER, LOLER and
MHASAWA to instruct operators in the recognised, correct and safe practical applications of the Overhead Gantry
Crane in a Merchant / Timber Mill / Truss Manufacturing environment. Including safety knowledge of its capabilities
and limitations. This course also includes basic slinging techniques specific to the operating environment.
Asbestos Awareness It is estimated that over two-million workplaces contain asbestos, which remains the single
biggest cause of work related deaths in the UK. This course enables those responsible for the building, repair and
maintenance of commercial properties to identify and deal with asbestos, and meet their legal ‘Duty to Manage’.
LGV (Yard) Shunting This course is designed to instruct candidates in the correct and safe methods of driving
LGV vehicles in shunting manoeuvres / operations within the Merchant operating environment. This course caters for
novice and experienced operators and will include the banksman operations. With the shortage and cost implications of
using road qualified drivers, many Merchants now employ non LGV holders to undertake shunting operations within
their own site. This course will ensure these operators can safely undertake these tasks, reducing costs, damage and
down time.
Loading & Securing To establish and develop the candidate’s appreciation and knowledge of Health & Safety
with a deeper understanding within those areas relevant to the safe loading securing and transportation of loads.

Risk Assessing This course is designed to provide an understanding of the general principles of risk assessing the
many different areas of a Merchant based site. Once successfully completed delegates will be able to risk assess their
own sites and generate correct reports, notices and safe systems. The course includes practical risk assessments on the
host site, and can incorporate the clients own assessments and systems.
