REMINDER - BJA Funding Available to Help Public Safety Agencies Address COVID-19 Pandemic

The Department of Justice is making $850 million available to help public safety agencies respond to the challenges posed by the outbreak of COVID-19. The Coronavirus Emergency Supplemental Funding program, authorized by the recent stimulus legislation signed by President Trump, will allow eligible state, local, and tribal governments to apply immediately for these critical funds.

Through the program, the Office of Justice Programs will fund successful applicants as a top priority on a rolling basis as applications are received. 2020 NSA Annual Conference Cancelled Because of the ongoing global COVID-19 pandemic, leadership was forced to cancel the 2020 NSA Annual Conference, originally scheduled for June 22-25, 2020 in Tampa, FL. Our communities are hurting, and the recovery will take time and our collective patience and focus.

We did explore options of rescheduling the conference for a later date but came to the conclusion that there was not a good time in the calendar this year. We cannot predict how long our Nation’s Sheriffs will be supporting their communities with the recovery process. Details on the cancellation can be found on our conference website. Information can also be found in the attached press release and FAQs.

We look forward to seeing you all in Phoenix, AZ next summer for the 2021 NSA Annual Conference.

CANCELLED Letter from President Wingerson

Dear FBINAA Members and Colleagues:

The health and safety of our members, conference attendees, presenters, partners, FBINAA staff, as well as local law enforcement and residents is our highest priority. We have been closely monitoring the coronavirus impact and status throughout the United States and listening to our members share that their agencies are restricting travel and reducing training funds for at least the remainder of the year.

After much review, dialogue, and following the guidance from the President’s administration, CDC, and state and local health authorities, the Executive Board has determined that it is in the best interest of our conference attendees to cancel the 2020 FBINAA National Annual Training Conference scheduled for July 18-21, 2020 in New Orleans, Louisiana.

Last week we heard from the President’s administration on the new guidelines for states, individuals and employers on how to gradually restore activity and “Opening Up America Again.” As the threat of the virus spreading declines, we are cognizant that many states will be in different phases of opening their economy which will be challenging to predict. After consulting with local and national law enforcement and health leaders, this is the socially responsible and right decision for the safety of our conference attendees, the local community and will also give our nation the necessary time to get its legs back underneath it.

This is disappointing to us all. Yet, our primary focus must continue to be on the health and safety of our members, law enforcement communities and service to the general public. We also want to be respectful of your agencies and their priority focus on the COVID-19 response and efforts to return to normal state-of-affairs as quickly as possible.

Our hearts are with our members, associates and partners who are in the midst of this crisis. We wish everyone health and safety.

• Virginia Beach is governed by the Council Manager form of government. The City Manager is appointed

by the Mayor and an 11-member City Council. The Mayor and City Council also appoint the City Attorney, City Clerk, City Auditor and City Assessor. The City Manager is responsible for the appointment of all department heads and the development and administration of the $2 billion annual budget of which approximately one half is the school budget. • The Chief of Police is appointed by the City Manager and reports to the Public Safety Deputy City Manager.

The Chief leads a full-service police agency with a staff of approximately 1059 sworn and non-sworn personnel. The department consists of four Divisions: Operations, Professional Standards, Investigations and Support. Operations, Professional Standards and Investigations are commanded by Deputy Chiefs. Support is led by a Civilian Manager. Department leadership also includes 12 Captains 26 Lieutenants and 94 Sergeants. The 2020-2021 proposed Operating Budget for the Virginia Beach Police Department is $106.6 million.

Candidates will ideally have a master’s degree in Criminal Justice, Public Administration, Business Administration or a related field along with twelve years of experience as a sworn law enforcement officer, six years of which is in increasingly responsible leadership role(s). Graduation from command level training such as the FBI National Academy, the Southern Police Institute, Senior Management Institute for Police or the Northwestern University School of Police Staff and Command is preferred. Candidates must be highly collaborative, problem solving leaders with a communicative, team-oriented management style. The City of Virginia Beach welcomes candidates with diverse backgrounds who can demonstrate a record of achievement that matches the needs of Virginia Beach. Starting salary is up to $166,900.
