    P-Noy: Kasi nung nagkita naman kami, parang hi and hello. Dinaman ako sigurado kung may goodbye. It was a party. We didntgo to a secluded location and he was in the midst of the crowd. AndI guess I didnt tell other people,mga kasamahan ko, kasipakiramdam ko lagi ko naman kayong kasama so wala namankaming tinatago nun. So, yung mga wala dun siguro ang hindi alamna nagkausap kami kahit bahagya.

    Manila Shinbum: Does this mean na yung other officials who allegedly knewabout this in the past administration, are you also encouraging them if ever

    to come out become possible state witnesses like Mr. Neri?

    P-Noy: That is an accepted practice. When theres a conspiracy,theres always the person with the least guilt that can help you withthe prosecution can be afforded with the privilege of being a statewitness. In the interest of the country, there are objectives thathave to be met. There would be laws and rules that would beadhered to because we want to be a system. You would also needwitnesses to prove allegations and assertions to determine thetruth. So, matagal na hong practice na those with the least guilt in aparticular crime are given the opportunity in the interests of

    meeting out justice.

    Bombo Radyo: After your fellowship with your partymates in the LiberalParty, have you gotten any word or assurance that the House Speakership orthe Senate Presidency is in the bag already or was that your marching ordersto secure those leaderships?

    P-Noy: Wala naman kaming marching orders sa party namin. Angparty po naming ay may consensus. May consultations ho dun,meron hong ilan na nagpasok ng kanilang parochial concerns. Perokaunti lang ho, mga isa o dalawa. Inadvice tayo sa status ng

    kanilang campaign for the Speakership and the Senate Presidency. Ithink it would not be right for me to reveal all the contents of thosediscussions because I am merely a recipient. Mukha namangmaganda ang mga discussion.

    P-Noy: Kung yun ang gugustuhin ng mga members of the Senate,then Ill have to learn to live with it.

    Christian Esguerra of Philippine Daily Inquirer: In the event that Manny Villarsnatches the Senate Presidency from the front-runner, si Kiko Pangilinan,

    how would you describe your working relationship your administration willhave with the Senate?

    P-Noy: I would to think that whatever we will propose to them, aswell as the bills that may emanate from both Chambers, will havethe interest of the common good. If that doesnt happen, werequipped by the Constitution with relevant powers to make sure thatthe common good will prevail rather than personal interests.

    Christian Esguerra of Philippine Daily Inquirer: Youre hoping that this maynot result in a political deadlock?

    P-Noy: kaming lahat naman sa lehillastura, sinasanay kung paanomang-compromise para walang deadlocks. So, hahabulin po natindito, kung ang mungkahi naman ay maganda, hindi na ho natintatanggihan ang mungkahing maganda.

    Bandera: You mentioned in your speech the word Wala ng GMA. Can youexpound on this sir?

    P-Noy: I would like to think that our governance will be, if not thetotal opposite, will be very, very opposite to the past government

    for the last nine and a half years. Yung walang GMA, in the sensethat we want the governance to be just that. That is precise. Forexample, in the legislature, kaming mga naging miyembro ngopposisyon, pare-pareho kaming naging miyembro ng Lehilastura,pero may trato sa kaibigan at may trato sa kalaban. In my case,Senator Escuderos case, Senator Roxas case, talagang damang-dama naming kung paano maapi. Yung constituency naming ayparang hindi na Filipino. Dine-deprive kami ng mga resources naipinagkakaloob sa iba. Ang masakit nga ho dun, yungipinagkakalooban ng iba e talagang lamang na lamang ho talaga siladahil pinanindigan naming yung sa tingin naming kung ano ang

    tama. Ang plano ho namin, pati na rin ho sa nagoopose sa amin,kung may issue kami politically with each other, the constituentswould not be the one made to suffer. A democracy really has to bean exchange of ideas between opposing camps to come up with abetter idea.

    Philippine Star: Some of your allies want to cut the pork barrel in half. Areyou supporting this?

    P-Noy: Some of my allies were asked on what to do to trim thebudget deficit and some of them suggested na bakit hindi natinbawasan ang pork barrel? Well, kung ibibigay nila sa akin yun, yungP340B na budget deficit, thank you. The starting figure is no joke.

    But at the same time, kung kaya naman naming masabi sa kanila nakung kailangan ng constituents nyo, masisigurado naman namingna madedeliver yun. Used equally, the pork barrel can be anequalizer to the local government units.

    Philippine Star: In short, the pork stays?

    P-Noy: Yung figure, were still studying the budget. In the briefingprior to our assumption to office, my economic and finance teamswere telling me that the amount of releases to the budget are about60%. Medyo significantly above 60%. The explanation was most of it

    went to personal services na inaadvance pala yung mga releases.Yung problema dyan, the calamity fund as an example, over 50%yung nagasatos dahil pinuno yung nagastos last year. Ang problemadito ay karamihan ng mga bagyo ay parating pa lang. Bago tayogumastos, i-check muna natin kung ano ang mga obligasyon natin,ano yung mga natitira dyan na pang-gastos tapos determine natinkung ano ba ang pinaka-magandang paraan na gugulin yungnatitirang pwedeng gastusin.

    DZRH: Sir, based on your statement, ito ang isa sa mga recommendation niCongressman Tada, may chance ba kayo na i-consult ito (Pork Barrel) sa

    ibang members ng Liberal Party during the seminar sa Tagaytay?

    P-Noy: I think they will come up with a consensus because we havea regular caucus, then they said their consensus to me.

    DZRH: So far sir, your stand is the equal distribution of the pork barrel,whatever party affiliation you belong?

    P-Noy: Yes. Everybody is entitled to the Pork Barrel and when wesay everybody, we mean the constituents. Nobody will be deprivedof that. Now, as to what the just share is, that has to be

    determined.

    Radyo ng Bayan: May urgent appeal talaga from government employees toremove Winston Garcia from GSIS. When do we expect this sir?

    P-Noy: Actually, were discussing with the search committee aboutthe matter. Were still asking the proposed Chairman if hes ready

    to accept the nomination and were almost done with the Presidentand the General Manager.

    NBN: Clarification lang po sir. Would you still appoint a Press Secretary orwould you stick with the communications group and kelan po natin maipro-

    proclaim ang mauupo sa communications group?

    P-Noy: I gave myself until the end of this week to form thecommunications group who would appoint the Press Secretary. Yung Press Secretary would be one of the wings under thecommunications group and handles primarily your needs. But thiswould also be the arm for the feedback mechanism and theinformation bureau. In short, this is communications in its totality.

    Inquirer.net: Sir, yung kay Binay and his request to have an officialresidence, do you approve of it sir?

    P-Noy: Hindi nya nasabi at hindi nya naulit. Kung yun ang requestnya, I would find myself in an awkward position because I cantspeak for VP Binay. But if he believes there is such a need, Illsupport that move.

    Philippines back on the radar in attracting investors?P-Noy: The Japanese Chamber of Commerce in the Philippines-- maymga rekalamo sila na inilista at matagal tagal na po nilangnirereklamo, tulad po ng kakulangan sa infrastructure at hindinaman mahirap intindihin yun, kunyari ay mag-iinvest kasa Southern Tagalog, basta nag-isip ka ng byahe sa highway klarosayo miski anong oras ng araw o gabi matatrapik ka. Whatprovisions would you want reviewed and why?P-Noy: Pinangako sa atin more than anything, marami tayongbenefits na mapapala dahil sa Jpepa. Nasa period na tayo nangmatignan natin, natanggap ba natin itong benefits na ito. As youknow, I opposed it dahil feeling ko mas maraming pakinabang ang

    bansang Hapon kaysa sa atin. Para walang parity. Pero dito nga ho,matignan natin kung atleast yung pinangako ba ay nangyari.Pinipilit po for instance na nababasa natin, na yung mga nurses nabubuksan ng Japan for our nurses ay nandoon na po at nagprocessna ng ilang daan na mag-quaqualify sa language, may orientation.

So Subic does not have the equipment nowto make the Naia work. At mabalik nga tayo dito ano, 2 years ago,my reports tell me that they were made aware that this is thepotential problem. And 2 years later, they were just beginning tolook for a supplier. ---babalikan natin yung sinasabing wrong
