Indonesia is the third largest rice producer after China and India. Indonesia's contribution to global rice production by 8.5% or 51 million tons. China and India as a major producer of rice, contributes 54%. Vietnam and Thailand are a traditionally rice exporting countries only contributed 5.4% and 3.9%. Although the third position as a food-producing country in the world, almost every year, Indonesia has always faced recurring problems with food production, especially rice. Indonesia's rice production is high while it can’t meet the needs of its population, consequently Indonesia still have to import rice from food-producing countries such as Thailand. One reason is the massive number of countrymen in Indonesia. Agricultural land decreasingly due to conversion of agricultural land into residential area is accelerating. From 1981 to 1999 occurs the conversion of paddy fields in Java, area of 1 million hectares and 0.62 million hectares outside Java. Moreover, the government import’s policies increase our reliance upon the production of food from abroad. Such conditions make the price of rice becomes unstable.Seeing the fact that Information Communication Technology (ICT) and social media users, including the second or third largest in the world and a lot of cases the issue of people who use social media. ICT-Literacy ability of this nation is feasible answer rice supply chain problems that occurred in Indonesia, if the potential of existing infrastructure and institutions can be combined in the Digital Business Ecosystem. According Ministry of Communications and Information Technology Internet users in Indonesia today has reached 82 million people, moreover according e-Marketer, apply to any person who accesses the Internet at least once every month it placed Indonesia 6th rank in the world in terms of number of Internet users.In 2017, e-Marketer estimates, the number of Indonesian netters will reach 112 million people. The presence of Information Communications Technology (ICT) both in large and small could develop all spheres of economic activity, social, and political. Because of the ability of ICT to enable the network, they can reduce transaction costs and changing market structures and institutions, resulting in an immediate increase in the potential value of human capital.Experts and policy makers in agriculture feel the needs of the relationship of science and technology from research institutes or research institutions into rice producing region. The idea of ecosystem rice supply chain is the flow of rice production centers will be distributed to nearby Dulog, the distribution will be adjusted by scorecard held each Dulog in terms of local market demand in the nearby area of Dulog as distribution centers. The position can be determined from the distribution center by access Google maps and 4square applications in order to decide optimum position to minimize the distance between the consumer and distribution centers. Employees who are on Dulog to report conditions that exist in the scorecard that contains the quantitative data into the system that has been reported in scorecard. Dulog assessed the performance of the variable capacity and utilization rates, Dulog can make the decision to distribute to consumers or stored in a long time depending on response to market conditions to eliminate the overcapacity that occurs due to harvest if the yield of rice production centers in abundance condition. The information given in the scorecard DBE system will consider if the rice production centers has decreased the amount of production resulting in under capacity, this condition will provide information to Bulog and Dulog to determine the optimum number of trucks that can be sent without any under capacity. Bulog as the Headquarter will receive technology transfer from institutions involved in product development, distribution systems, and storage, so that research and can be up-to-date information in real-time and a short response time to make policy decisions. The parameter of succession if the information has been received in real-time is the response time is reduced. The response time shows the time required by the distribution center in response to public demand. Moreover, if recent research has to go through the process of technology transfer from institutions associated with Bulog, will stabilize the price and quality of rice that can be reached by the public and consumable.
