Q: LTA’s goal to “transform journeys” is a big commitment. How is LTA doing this?

The phrase “transforming daily journeys” is borne of the incredible work happening at LTA on all fronts: rail, bus, taxi, road, cycling, planning, IT—you name it—in everything that constitutes travel on land. From doubling our rail network length, to changing the way we run the bus system, to understanding the pedestrian, the cyclist and the elderly or disabled commuter experience: all these require the expertise and commitment of many different teams of people all working in the same direction. With our vision of creating a “people-centred land transport system”, we are very focused. And we do this while working extensively with the many agencies and stakeholders that also help to shape Singapore’s today and tomorrow.

This is a very exciting time. In fact, we work hard to keep this news in the public eye, but it’s a lot to absorb. So a big part of our job is to keep what we’re doing front and centre so people know that we really have a lot to look forward to.

Q: What will the average person experience from this sizeable effort?

It’s a good question. Work of this scale requires a clear end in mind: what do we and the commuter want from all this? We know that people value connectivity and service and inclusiveness, as well as safeguarding our environment. So in light of these needs and wants, we envision a transport landscape where each person has choices of how to move within their day—by train, bus, foot, bicycle, a shared or autonomous vehicle—through a highly interconnected network that makes this possible.

The commuter will have real-time information at his fingertips via a smartphone and at transport modes, so choosing which mode to use will be easier. The first and last mile of the journey between home and work, home and school and all the destinations in between will be reliable because real-time information will make it so.

MICHAEL LIMCHAIRMAN

Q: While the public waits for new train lines to emerge, what else will play out in the more immediate term?

One big change that will start to play out soon is Singapore’s public bus industry’s move to the new “Government Contracting Model”, which will enable the Government to make public bus services more responsive to changes in ridership and commuter needs. The new industry model will also introduce competition into the bus industry, and improve bus service levels over time. This means buses will take on a more significant role for commuters because they not only ply direct routes, but are good at connecting people to other routes.

Q: How will the transformation in daily journeys affect Singapore as a whole?

I can almost see the city humming, people moving effortlessly and enjoying the journey more. Exploring the island, enjoying the many things it offers will be easier. Definitely more people will be using public transport. Private vehicles will

still be part of the mix, but people will rely on them less because their options are many.

We point to the three very important outcomes that people will really love: the first is that 8 in 10 households will be within a 10 minute walk of a train station. Our recent announcement of the Thomson-East Coast Line, traversing from the north in Woodlands all the way through the city centre to the eastern tip paints a good picture of how this will come to fruition. If people are that close to a station, they’re more likely to use the system. In fact, we envision that 85% of public transport journeys will be under 60 minutes, including those from the most distant points. And 75% of journeys during peak hours will be on public transport. This means not only do people gain time, they enjoy a better ride and an overall higher quality of life—and a cleaner city.

Q: Why did LTA change its mission statement over the last year?

A mission statement is an expression of an organisation’s heart and soul. It’s why we come to work every day. We took the time to take a very good look at what our own employees draw from their work, and what they see for Singapore’s future, and that’s how we determined what we say to the world. At the heart of it, we connect people and places and we want to enhance their travel experience. The previous mission’s goal of efficiency and cost effectiveness of course remain—they are embedded in what we do—but from here on, connectivity, reliable service, and giving everyone a range of good transport options are overarching goals.

Q: In addition to the major rail network expansion, what else is LTA doing to make daily journeys better?

The train expansion work is a significant effort and commuters will notice that a new stage of

MRT line will be opened nearly every year through 2025. This work is complemented by major changes on the bus service landscape.

We have made good progress with our Bus Service Enhancement Programme (BSEP) since introducing it last year. Already satisfaction with bus services has risen from about 86.4% in 2012 to 88.3% in 2013, showing that commuters are experiencing the improvements. Together with the bus operators, LTA has worked hard to deliver the programme two years ahead of schedule, delivering all of the original 550 buses by the end of this year. This translates to an additional 2,200 bus trips every week across about 125 existing services. And we’re adding another 450 buses to the scheme.

And there’s more. More covered linkways between more facilities, more lifts at pedestrian overhead bridges to make using them easier, more real time public transport information to facilitate commuters’ journey decisions.

LOOKING FORWARD WITH CHEW HOCK YONG (CHIEF EXECUTIVE)

Q: As a regular train commuter yourself, how has your experience shaped your decision making when it comes to public transport policies?

Being a commuter myself makes me more acutely aware about how various things, big and small, can affect the commuter’s travel experience. For example, being in a crowded train with not enough grab-bars to hold on to can make for an uncomfortable and unpleasant ride. So, it is very important that we understand the perspective of the individual commuter. And it is important that we take these perspectives into account early in our planning and design process for all our projects.

Q: How can the public play a role?

Our commuting public is our most important stakeholder. They are the people we serve. They play a role by giving us feedback, especially feedback that offers ideas on how to improve. And one of the biggest ways the public can play a role is to treat each other with consideration.

Even when the train is crowded and it’s tough to get out at the door, a kind word—excuse me, or may I get by—can smoothen the way and take the edge off. Offering a seat and moving in a bit more—these are small things that can make a big difference.

Q. What are your thoughts for Singapore’s land transport future?

I’m excited and optimistic. There is so much going on and the LTA team is fully committed to what we are doing—I believe Singapore can look forward to a land transport system that meets their needs. It will be a system that will offer you with a full range of good, reliable mobility options—from owning a car, sharing a car, to cycling, to taking public transport, to walking. You can then choose from this range of option depending on what you plan to do. We at LTA are working very hard to make this vision come true, so that we can serve you better. And as we work on this, we thank you for your patience and belief in us.

Mr Lim is also Chairman of Nomura Singapore Limited and a Director of Nomura Holdings Inc., Japan. In April 2013, he was appointed Chairman of the Singapore Accountancy Commission when the Commission was formed. He is also Chairman of the Accounting Standards Council since November 2011. A Chartered Accountant, he spent a large part of his career at PricewaterhouseCoopers Singapore, where he retired as Executive Chairman. He is a board member of Olam International Limited and also serves as a member of the Public Service Commission.

Mr Chew is the Chief Executive of the Land Transport Authority. He is a board member of International Enterprise Singapore and the Singapore Indoor Stadium Ticketing Company. In addition, he is the Chairman of MSI Global Ltd and a member of the National Council Against Drug Abuse and the Singapore Anglican Community Services. He has held appointments in the Ministry of Defence, the Ministry of Communications, the Ministry of Home Affairs, the Ministry of Finance and the Ministry of Community Development, Youth & Sports.

Professor Yong is Professor of Civil and Environmental Engineering and Vice-President (Campus Infrastructure) at the National University of Singapore. He is Chairman of the Association of Geotechnical Societies in Southeast Asia and also chairs several government advisory committees and professional committees. He is a Fellow of the Institution of Engineers and an Accredited Adjudicator of the Singapore Mediation Centre. He has served as a consultant on over 150 major infrastructure projects in Singapore and the region. He is also Non-Executive Chairman of BBR Holdings (S) Ltd and Tritech Group Ltd.

Mr Seow is an independent, non-executive director at Partner Re Limited, Wheelock Properties (Singapore) Limited, and AIA Singapore. He is the president of Singapore’s Council for Estate Agencies.

Mr Wong was a Certified Public Accountant and an audit partner at PricewaterhouseCoopers Singapore before he retired in June 2008. Currently, he serves on the statutory boards of the People’s Association, Public Utilities Board and Competition Commission of Singapore. He is also a director of Venture Corporation Limited, Singapore Deposit Insurance Corporation Limited and Kidney Dialysis Foundation, Singapore. He also serves as a trustee of the Nanyang Technological University.

Ms Lee, PBM, is an Advocate and Solicitor of the Supreme Court of Singapore and she practises as a Consultant in M/s Ramdas & Wong. She is also the Member of Parliament for Sembawang GRC, Vice-Chairman of the Government Parliamentary Committee (GPC) for the Ministries of Defence and Foreign Affairs and a member of the GPC for Health. She is concurrently the Chairman of the Singapore-Europe Parliamentary Friendship Group and a member of the Commonwealth Parliamentary Association. Ms Lee is also an ex-officio in Ngee Ann Kongsi, a Director of the Social Innovation Park Ltd and Honorary Legal Advisor of several non-governmental organisations and voluntary welfare organisations.

ALWI HAFIZ

Mr Alwi has more than 20 years experience in the professional services, consulting and info-communications technology industries. His career includes stints at Booz-Allen & Hamilton Management Consultants, Hewlett-Packard and BSI Group. He is currently the Sustainability Advisor to Golden Veroleum Liberia. He also serves on the boards of MENDAKI and Nanyang Technological University.

TAY TECK GUAN PATRICK

Mr Tay is a Member of Parliament for Nee Soon GRC (Nee Soon East). He is currently the Director of NTUC’s Legal Services Department and Alignment Director for PME (Professionals, Managers and Executives) Unit. He is also the Executive Secretary of the Healthcare Services Employees’ Union (HSEU) and the Singapore Manual and Mercantile Workers’ Union (SMMWU); Adviser to the Union of Security Employees (USE) and Keppel Employees’ Union (KEU); and Trustee of the Amalgamated Union of Statutory Board Employees (AUSBE) and Singapore Industrial and Services Employees’ Union (SISEU). He is a Board Member of NTUC Learning Hub. He serves on various committees including the Government Parliamentary Committee for Health and Manpower. An advocate and solicitor of the Supreme Court of Singapore, he is also an Associate Mediator with the Singapore Mediation Centre and Fellow of the Singapore Institute of Arbitrators. He was awarded the Public Service Star (BBM) for his service to the community.

ARTHUR LANG

Mr Lang is the Group Chief Financial officer for CapitaLand Limited. He has direct oversight over treasury, financial reporting and controls, risk management, corporate finance, tax and investor relations. He also oversees the administrative matters of the internal audit department.

He was previously co-head of the Southeast Asia investment banking division for Morgan Stanley. Prior roles at Morgan Stanley include Chief Operating Officer for the Asia Pacific investment banking division where he was based in Hong Kong. He is also a board member of Tiger Airways Holdings Limited and a member of the Advisory Board of the Lee Kong Chian School of Business, Singapore Management University. He has also been appointed as a member of CNBC’s Global CFO Council.

He has an MBA from the Harvard Business School and a BA in Economics (magna cum laude) from Harvard University.

NICK CHONG

Mr Chong is Global Vice President of Specialities for Royal Dutch Shell overseeing global business units for Bitumen and Sulphur. Business activities span across various countries in Europe, Americas and Asia.

Mr Chong has rich experiences in various roles across businesses in Royal Dutch Shell which include Operations, Engineering, HR, Distribution and Supply Chain. In his previous roles, Mr Chong was Vice President for Supply and Distribution, overseeing supply chain activities in Asia and the Middle East.

CHUA LEE HOONG

Ms Chua is Director of the Resilience Policy and Research Unit in the Prime Minister’s Office. Before that, she was with The Straits Times for 16 years, including two years as Features Editor, six years as Opinion Editor and four years as Political Editor. She has served previously on the REACH Supervisory Panel, the Promote Mandarin Council, the Committee on Ageing Issues and the Bilingualism Fund Publicity and Outreach Committee.

Mr Lim is the Chief Planner and Deputy Chief Executive Officer of the Urban Redevelopment Authority. He has extensive experience in urban planning, urban design, implementation of land use policies and development initiatives. LOH KHUM YEAN

Mr Loh is the Permanent Secretary of the Ministry of Manpower. He formulates strategies and policies to enable the development of a productive workforce and progressive workplaces, for Singaporeans to have better jobs and a secure retirement.

FASTER AND ROOMIERThe morning rush-hour commute can get to anyone. That’s why we’re boosting our rail network capacity, adding more trains and upgrading our signalling systems to accommodate more trains. We are on track to complete resignalling works on the North-South Line in 2016 and on the East-West line in 2018. We are continuing resleepering works with SMRT too, during the few hours after revenue service ends and resumes the next morning. We will complete the entire programme by 2016. The result? A more comfortable ride, shorter waiting times and a more robust system.

SHELTERED WALKWAYS PROTECT YOU FROM SUN AND RAINIf you’ve ever been caught in a downpour on the way to the train station or bus interchange, you know what a dampener that can be. To prevent a soggy trip, we’re constructing more sheltered walkways to public transport nodes as part of our Walk2Ride programme, which means you can leave your umbrella at home. The walkways will be fitted with rest stops, signs, locality maps, and even health information. Works start in late 2014. To make our public transport network more inclusive, we’re also installing lifts at about 40 overhead bridges around Singapore.

No one wants to get caught in a traffic jam and we’re working to prevent them. For example, access to the Marina Bay area is easier with the new Marina Coastal Expressway (MCE), providing a direct link from the east and west to the heart of the Marina Bay area. We also completed the widening of the 5.8km stretch of the Pan-Island Expressway (PIE) between Clementi Avenue 6 and Adam Road, with an extra lane added on both sides of the expressway. Motorists will also be happy to learn that we’re starting work on the North-South Expressway (NSE), which will connect the city centre with towns along the north-south corridor. To support new development in the Harbourfront area, we are widening the Keppel Viaduct and building a new tunnel to connect Sentosa to Kampong Bahru Road, Lower Delta Road and Keppel Road.

Like many Singaporeans, we believe in taking care of the environment. We know that many commuters want to do their part by traveling more sustainably and that’s why we’re helping. We have completed the off-road cycling paths in Tampines and Sembawang in 2013. We will finish connecting several other towns—Changi-Simei, Pasir Ris, Taman Jurong and Yishun by 2015—as well as Bedok, Jurong Lake, Marina Bay and Punggol thereafter.

CYCLISTS AHEAD

If you are using a bicycle, you are cutting down on your carbon footprint and doing your part for the environment. That’s why we’re doing our part to make sure cycling becomes easier and safer. We’ve already installed “Cyclists Ahead” signs at popular cycling routes to alert motorists of cyclists on the road. We’ll continue to install more mid-block bicycle crossings as well, to enable cyclists to ride safely across roads separately from pedestrians. Cyclists will also find better parking facilities at public transport nodes. To make it easier for cyclists to push their bicycles up and down overhead bridges, we installed ramps at an overhead bridge across Aljunied Road, in a trial to assess their effectiveness.

A CONTRACT FOR SERVICETo promote better service among operators, we’re restructuring the bus industry by adopting a new bus contracting model. With the new model, LTA owns bus assets and contracts out service to operators. From 2016, commuters can expect shorter waiting times during morning and evening peak periods. At least half of the bus services will arrive within 10 minutes during peak hours. Feeder services will also run at shorter intervals of 6 to 8 minutes.

TRAVEL SMART, TRAVEL FREEThat’s right—we’re enabling commuters to travel for free on the MRT on weekdays, if your journey ends before 7.45 a.m. at 18 designated city stations. If your journey ends between 7.45 and 8 a.m., you’ll get a discount of up to 50 cents. Extended to 23 June 2015, the trial has resulted in more even distribution for morning rail ridership. To ease peak-hour commuting further, we’ve also launched the enhanced Travel Smart Network, where companies can apply for a grant to help put in place flexi-travel options for their employees.

TURNING DOWN THE VOLUMELiving near a train station may be great for commuting, but less so when watching TV with the windows open. This is why we’re installing noise barriers along railway tracks where noise levels exceed an average of 67 decibels an hour. Residents living along busy roads can look forward to less road noise too, because we’re installing the very first road noise barrier along the Anak Bukit Flyover by October this year, with two more along the West Coast Highway near Block 44 and Braddell Road near Bishan Street 12. Tighter maintenance for tracks and trains will minimise noise too.
