  • THE COUNTY

    Located in the heart of California’s fertile Central Valley, Stanislaus County is

    blessed with mild weather year round and some of the world’s richest soil.

    With a population of nearly 525,000, Stanislaus County is proud of its vibrant

    citizenry, great traditions, educational opportunities, and multicultural life-

    styles. The area offers a mixture of urban, suburban, and rural environments

    and lifestyles. The economy is based primarily on agricultural production and

    related services, food processing and retail. California State University Stani-

    slaus and Modesto Junior College are high educational institutions located in

    the County.

    The area offers a variety of cultural events including the Gallo Center of Per-

    forming Arts and a Minor League baseball team. We are centrally located,

    with the San Francisco Bay Area, Silicon Valley, Sacramento and California’s

    Central Coast only a 90 minute drive from Modesto. To the East are the foot-

    hills of the Mother Lode country which lead to the majestic Sierra Nevada

    mountain range, Yosemite National Park and Lake Tahoe.

    ABOUT THE DEPARTMENT AND DIVISION

    The Public Works Department supports the Board of Supervisors’ goals and priorities of a well-planned infrastructure

    system and efficient delivery of public services through its five major divisions: Roads and Bridges, Engineering, Mor-

    gan Heavy Equipment Shop, Administration and Transit.

    The Transit Division operates the County’s public transportation system, Stanislaus Regional Transit (StaRT). StaRT pro-

    vides 8 fixed routes providing intercity and interregional commuter service, 3 intercity shuttles, 4 intracity and intercity

    dial-a-ride services, ADA paratransit services, non-emergency medical transportation to Bay Area medical facilities, and

    a commuter bus to the Dublin/Pleasanton BART station.

    ABOUT THE POSITION

    The Transit Manager will provide overall leadership and direction to the Transit Department to ensure that the organi-

    zation provides quality service, and reports directly to the Assistant Director of Public Works. The position will oversee

    scheduling, operational, contractual, and grant activities, and will frequently interact with the public, including passen-

    gers, social service agencies, community partners and elected officials. The ideal candidate will be an exceptional com-

    municator, show a demonstrated ability to establish credibility, lead by influence, and manage available resources

    (including finances and personnel) to provide for program performance and service delivery.

    COMPENSATION ( $65,187.20-$97,801.60 Annually)

  • TYPICAL DUTIES

    Develop and implement the transit goals, objec-

    tives, and policies and procedures;

    Oversee, plan, and maintain efficient and on-time

    transit routes and services;

    Prepare, negotiate, and administer contracts for

    operations, services and capital purchases;

    Develop the annual Transit Division budget, and

    operate efficiently within the approved funding

    level;

    Monitor services and programs for compliance,

    and oversee timely submission of required reports,

    Federal and State grant applications, and audits;

    Make professional presentations to the public,

    boards and commissions, and various agencies to

    explain and promote transit services.

    Perform other duties as assigned.

    SKILLS/ABILITY Plan and effectively coordinate the activities of a

    public transit operator;

    Negotiate contracts and evaluate effectiveness of

    contract transit services provided;

    Manage and supervise division staff and contract

    staff;

    Communicate clearly and concisely, both orally

    and in writing.

    KNOWLEDGE

    Principles and practices of public transit manage-

    ment, planning and operations;

    Federal, state and local laws and ordinances that

    regulate the funding, operation and maintenance of

    a public transit system, including Title VI, Ameri-

    cans with Disabilities Act (ADA) and Drug and Al-

    cohol regulations;

    Contracting and purchasing principles and practic-

    es between public and private sectors;

    Marketing principles and practices;

    Public finance administration and governmental

    budgeting practices; and

    Data collection and summary reporting.

    EDUCATION AND EXPERIENCE

    Graduation from an accredited four-year college or

    university with a Bachelor's degree in Public or

    Business Administration, Transit Planning or a

    closely related field (progressively responsible ex-

    perience in a related area may be substituted for

    the required education on a year-for-year basis);

    OR

    Completion of the Transit and Paratransit Manage-

    ment Certificate Program; AND

    Four (4) years of progressively responsible experi-

    ence in the management and operation of a transit

    system.

    LICENSE

    Applicants must possess and maintain a valid Cali-

    fornia Driver’s License and remain free from re-

    peated preventable accidents.
