1._Welcome - Call-To-Order - Introduction:
The meeting was called-to-order at 2:05 p.m.

3._Correspondence and Announcements – D. Jennett:
3.1. –November 1, 2017 TAMC Meeting and Photography
G. Strong has arranged for a photographer to take individual and group photos of the TAMC
members and TAMC support staff on November 1, 2017. It will take place in the small
conference room on the second floor promptly at 1:00 p.m. The TAMC full council meeting
will take place immediately following the photoshoot.
3.2. - TAMC Fall Conference, Marquette, Recap
The TAMC 2017 Fall Conference was held on October 5, 2017 at the Holiday Inn of
Marquette. The conference went very well and based on the survey results from the
conference the attendees found it very informative.
3.3. – 2018 Michigan Bridge Conference Invite – R. Curtis
TAMC Bridge Committee has a standing invitation to attend the annual Michigan Bridge
Conference, March 21, 2018, at Webers in Ann Arbor. K. Cooper will be presenting on

behalf of the MDOT Local Bridge Program. R. Curtis and D. Jennett offered to do the half
hour presentation on behalf of TAMC on the Investment Reporting Tool (IRT), Interactive
Map, and Bridge Training. Speaker bios are needed by January 2018, and a copy of the
presentation a few weeks prior to the conference. There are usually approximately 200
people in attendance.
3.4. – Roadsoft Users Conference (RUCUS) – November 1, 2017, Lansing Crowne
Plaza – D. Jennett
D. Jennett, along with Mike Toth (MDOT), Melissa Carswell (MDOT), and Mark Holmes
(DTMB/CSS) will be giving presentations on the Michigan Hour at the November 1, 2017
RUCUS Conference in Lansing. TAMC support staff and MDOTers will be reporting on
Model Inventory of Roadway Elements (MIRE), Traffic Counts, Michigan Geographic
Framework, Requests for Proposals (RFPs) process, and IRT updates. Joanna Johnson,
TAMC Chair, will be present to represent TAMC.
3.5. - Michigan Infrastructure Commission – D. Jennett
D. Jennett and R. Belknap has been asked by Gareth Lifton, KPMG and Michigan 21st
Century Infrastructure Pilots Program Leader, to give their IRT presentation that they did
at the TAMC Fall Conference on October 5, 2017, at an Infrastructure Pilot Project meeting
on October 30. D. Jennett will give an IRT demonstration.
4._Consent Agenda (Action Item):
4.1. - Approval of the July 20, 2017 Meeting Minutes (Action Item) -
A. Halbeisen made a motion to approve the July 20, 2017 meeting minutes; K. Cooper
seconded the motion. The motion was approved by all members present.
4.2. – TAMC Financial Report
A copy of the most recent financial report was shared with the committee. No one had any
questions on the report.
5. Work Program Update – D. Jennett:
5.1. - Local Technical Assistance Program (LTAP’s) “The Bridge” Newsletter
Article
D. Jennett has written an article regarding the TAMC IRT and submitted it to Vicki Sage
at Michigan Technological University (MTU) for her review and editing for the December
issue. The Bridge Committee will do the next article. D. Jennett will get MTUs target
dates of when articles should be sent to them prior to publication.
5.2. – Bridge Committee 2018 Meeting Schedule (Action Item) J. Johnson made a motion to approve January 25, 2018, April 19, 2018, July 26, 2018, and
October 25, 2018 and two additional meetings, as needed, that the committee may need to
hold to work on the content and frame work for the annual report; D. Disselkoen seconded
the motion. The motion was approved by all members present.

R. Curtis would like to add to the meetings when the bridge data for the annual report will
be available and verify that January 25, 2018 is enough time to review the content and
framework for the annual report.
6._Update Items – D. Jennett:
6.1. - Bridge Asset Management Workshop Demonstration
Seven (7) agencies have signed up to attend so far. The workshops will be held
November 8th & 9th, 2017. Each agency will prepopulating their data and will work on
their asset management plans.
6.2. - Asset Management Investment Reporting Compliance Report
A copy of the updated IRT Compliance Report will be given at the next Bridge
Committee Meeting. Depending on their fiscal year and because some agencies have
different fiscal years, agencies are submitting their 2015, 2016, or 2017 data. MDOT
ACT 51 staff are holding off on sending out non-compliance letters to agencies until
March 2018 due to Winter Maintenance. D. Jennett is going to work with the ACT 51
staff to improve the process so that Roger Belknap and D. Jennett are not overwhelmed
with non-compliance issues after the Winter Maintenance time has lifted.
6.3. - IRT Rewrite Update CSS is working on an IRT version 2.3. and improving the PASER data upload.
6.4. - Dashboard Review The Finance, Traffic, Safety, and Maintenance Dashboards is anticipated to be released by
November 1, 2017.
6.5. – Website Update
The TAMC Website has been moved to the new Vignette platform. The Website has a
new look and has been updated. D. Jennett did a demonstration of the new interactive map
in the IRT. There are a couple of minor changes that still need to be made and the Center
for Shared Solutions (CSS) is currently working to correct them. Information in the IRT
can be exported into an excel list. It can be done for each individual year or all years but
not for a one or two year combination report.
Currently, projects can only be seen on the log-in restricted site. Most people cannot get
in to this area. The public is currently unable to see this. CSS will be taking this issue to
Full Council to see if they want the public to have full access. The Bridge Committee
feels that the public should have access to the projects. The Bridge Committee would also
like to have the system sort by projects only. R. Curtis and K. Cooper would like to see
National Highway System projects and projected projects in the IRT. The committee would
like to know what agencies are doing projects, the cost per project, the classification and
where the funds are coming from. They would like a check box that simply says “local
agency bridge program funding – yes or no” added to determine local funds or other. They
want to know what are the total local agency bridge funds being spent on an annual basis.

Instructors
Mary Crane is a senior software engineer who has been with the Center for Technology & Training (CTT) since 2006. She has worked in computer programming since 1988. Her foci have been the Safety Module and the TAMC reporting processes. She also provides technical support and helps conduct Roadsoft trainings. Crane has a Bachelor of Science in Computer Science from Michigan Technological University.
Andrew Rollenhagen has been a software engineer for the CTT since 2011. He is involved with Roadsoft user enhancements and module development, including the Bridge, Sign, and Culvert Modules. He graduated from Michigan Technological University with a Bachelor of Science in Computer Science.

It was added to the TAMC appropriation. My understanding is the TAMC will administer this and you will be MDOT’s contacts for it. The appropriation for this is T31400 and the fund is 1581.
