TRANSPORTATION MASTER PLAN UPDATE
Workshop Agenda
• Public Involvement Summary
• Analysis Results
• Conceptual Networks
– Roadway
– Bike and Pedestrian
• Overall Strategy
• Short/Mid/Long-term Plans
TRANSPORTATION MASTER PLAN UPDATE
Public Involvement Summary - Issues
Regional • Mobility to Austin • More options to
enter and exit Buda
City • East/west mobility • Cyclists on major
roads • Crossing IH 35 • No alternate routes • Downtown
Local • Subdivision access • All forms of
connectivity • Intersection layouts • Walking or biking
are not options
TRANSPORTATION MASTER PLAN UPDATE
Public Involvement Summary - Needs
Regional • Ramps on IH 35 • SH 45 to Mopac • Commuter rail
City • Additional E/W
corridors • Bike facilities on
key roads
Local • Turn lanes • Add sidewalks to
major roads • Alternate routes
TRANSPORTATION MASTER PLAN UPDATE
Public Involvement Summary - Priorities How would you spend $1.00 on
transportation? • High demand for better mobility
– especially roads and sidewalks
• Many comments about issues
where respondents live
• Public opinion divided on bike
facilities and transit service
TRANSPORTATION MASTER PLAN UPDATE
Expand Existing
Roads, 0.29
Build New Roads, 0.19
Build Bike Lanes, 0.09
Add sidewalk connections,
0.18
Add local bus service, 0.07
Add commuter bus to Austin
and San Marcos, 0.13
Other, 0.04
Analysis – Existing Conditions
Many projects ongoing or completed
$61M in planned transportation projects –
with uncertain funding
Many major roads need reconstruction or
expansion, plus addition of sidewalks
Main Street - Four-Lanes to IH 35
Overpass at Robert S. Light/Hillside
FM 1626 North of FM 967 (going to bid)
Main/Bradfield traffic signal (at bid)
IH 35 ramp changes (under design)
Safe Routes to School
TRANSPORTATION MASTER PLAN UPDATE
Analysis – Future Growth
2010 2035 Growth
2035 Density
TRANSPORTATION MASTER PLAN UPDATE
Analysis – Future Transportation Needs
More East/West Corridors
Use major projects to complete bike
and pedestrian network
Use Transportation Plan to create
connectivity within new subdivisions
• West of IH 35 – The Main/FM 967 corridor will be overloaded if
Robert S. Light & SH 45 South are not done
– Robert S. Light (to FM 2770) is short-term
– SH 45 South: Most beneficial, but very long term
• East of IH 35
– FM 2001 is projected to be overcapacity
– Develop: Old Goforth and Hillside Terrace
TRANSPORTATION MASTER PLAN UPDATE

– Long-Term
TRANSPORTATION MASTER PLAN UPDATE
Recommended Roadway Network Plan
Recommended Pedestrian and Bicycle Network Plan
General Strategy Two conclusions: 1. Buda will undergo rapid transportation network changes in the next few years.
2. Network changes could radically alter major traffic movements. Two recommendations: 1. Develop the Truck Bypass to FM 2770.
2. Rebuild existing corridors; add pedestrian and bike facilities based on nearby
development.
TRANSPORTATION MASTER PLAN UPDATE
Context-Sensitive & Complete Streets
Complete Streets: Account for bike/pedestrian needs in all phases.
Crossing with median refuge
Bike Lane
Source: National Complete Streets Coalition
Context-Sensitive: Design for existing/anticipated use
Context–Sensitive: Pedestrian Facilities Land-Use Solution Single-family homes 6-foot sidewalks Retail 10-foot sidewalks
Context–Sensitive: Median Context Solution
Few cross streets Undivided, with turn bays at cross streets
Many cross streets – low volume Center-turn lane

Project Development and Prioritization
What is the benefit of the project? (safety, mobility, connectivity) Is the project fiscally prudent? (“bang for the buck”) Is there support for the project, and is it city-wide or specific area? (build widely accepted projects first)

TRANSPORTATION MASTER PLAN UPDATE
Consider Roundabouts instead of Traffic Signals
Strengths of Roundabouts – Work Well at Unusual Intersections – Handles High Volume of Turns – Traffic Calming Benefits – Generally Safer than Signals
Weaknesses of Roundabouts – $$ for ROW Requirements – Nearby Traffic Lights Reduce Effectiveness
TRANSPORTATION MASTER PLAN UPDATE
Potential Roundabout Locations
– Bluff/W. Goforth/FM 967
– Hillside Terrace/Old Goforth
– Old FM 2001/Old Goforth/Glenview
Truck Bypass + IH 35 Ramps Will Have a Major Impact • Trucks have alternative to downtown • Direct access to Truck Bypass • More routes to/from IH 35 for west Buda residents
TRANSPORTATION MASTER PLAN UPDATE
The Truck Bypass is the Top Priority • Only Improvement with Consensus • Addresses Comprehensive Plan Concerns • Phase II is south of Onion Creek
