Getting started

Chapter 2. Getting started This chapter provides information on how to use the Stand-Alone Rate Editor (SARE).

Start SARE Select Start > Programs > JDA Transportation Modeler > Stand-Alone Rate Editor. Alternatively, on Windows Explorer, navigate to the folder where Transportation Modeler (TM) is installed and double-click RateEditor.exe.

Work with SARE To view, query, and edit a set of tariff files using SARE, do the following:

• Create a working directory for your tariff files. For more information, see "Create a working directory of tariff files" (on page 4).

• Import a set of tariff files. For more information, see "Import files" (on page 16).

• Create new tariffs (optional). For more information, see "Create Tariffs, Lanes, and Hubs" (on page 26).

• Edit the required data. For more information, see "Edit data" (on page 18).

• Export the modified files. For more information, see "Export files" (on page 17).

In addition, SARE offers query functions that allow you to select records for display and global editing. For more information, see "Queries" (on page 20).

When using SARE, it is important to understand how the tariff files relate to one another, the significance of each field within the files, and the limits on the acceptable data values for each field. For more information, see "Sample session" (on page 34).

Create a working directory of tariff files When you create a set of tariff files, SARE allows you to use a set of tariff files that are installed in the Rating Template folder, as a template. You can use the set of files as a template or baseline to import, edit and save tariffs, to your working directory. You can import and export rate information from the new set of tariff files.

Create a new set of tariff files 1. Use Windows Explorer to select the Rating Template folder located in the Transportation

Modeler program folder.

2. Create a copy of the folder and its files, right-click on the folder and select Copy from the shortcut menu. Alternatively, you can select Edit > Copy from the main menu.

3. Select the folder that you want to use as working directory or create a new working directory folder.

4. Right-click and select Paste from the shortcut menu. Alternatively, you can select Edit > Paste from the main menu.

Components

Chapter 4. Components Stand-Alone Rate Editor (SARE) uses several types of files and components during the import, edit, and export rates processes.

Tariff and entity files SARE uses a set of tariff and entity files as a template, to create the set of tariff files. These files are found in the Rating Template folder.

Caution: The tariff files in the Rating Template folder are read-only. To edit, copy the files to your working directory.

Do not rename any of the tariff files. If you specify Stand-Alone rating engine for Transportation Modeler, these programs look for files with specific names. SARE also looks for files with these specific names.

Tariff and entity file names Transportation Modeler includes a standard set of tariff and entity files. The files and their description are as follows:

• Lane.txt: Links origin/destination pairs with a tariff/service, rate, and optional delivery schedule.

• Oswcarhc.400: Lists hubs and their characteristics.

• Oswchrs.400: Links charges (rateable units such as weight and distance) to tariff/services.

• Osweret.400: Lists available external rating engines.

• Oswexcgc.400: Lists currency exchange rates.

• Oswschdc.400: Defines established lane transit times.

• Oswsrch.400: Defines surcharges at the tariff/service level, charge level, or rate code level.

• Oswtarc.400: Defines freight class equivalencies for a tariff/service/charge.

• Oswtars.400: Contains general tariff/service information.

• Carrier.txt: Contains carrier minimum and maximum values for each load.

• Range.txt: Lists base, flat, and per-unit rates for a tariff/service/charge.

• Rate.txt: Lists minimum, maximum, and base rates for a tariff/service/charge.

• Service.txt: Contains tariff/service restrictions.

Tariff data structure SARE organizes the tariff files into a hierarchical data structure based on how you construct tariffs. It is important to understand the structure when you create, edit, or delete tariffs.

Hierarchy levels The following relationships exist between the tables used in the tariff hierarchy:

• Carrier: The carrier values in the Carrier, Tariffs, and Services tables are displayed. Each carrier is unique.

JDA Transportation Modeler Stand-Alone Rate Editor User Guide 9 © 1995-2015 JDA Software Group, Inc.- Confidential

Page 16: Transportation Modeler 9.0.0.0 SARE User Guide

Components

• Tariff: Carrier-specific and there may be one or more tariff for each carrier. Each tariff is unique. A tariff is the Carrier/Tariff combination, so any reference to a Tariff in this document means Carrier/Tariff.

• Service: Applied to tariffs. There may be one or more services for each tariff. At Tariff/Service level you can create, edit, and delete records in SARE.

The value for service is not unique. In other words, the same service value can be applied to different tariffs. However, the actual definition of the service may be different.

• Charge Code: There may be one or more charge codes for each Tariff/Service. For each charge code, there is Range and Rate information. There must be at least one range defined for each charge code.

• Range: Ranges are defined by the number of breaks and the upper limit of each of the breaks. For each charge code there must be at least one range break. At a minimum, you must have a range that defines the charges to the maximum upper range allowed. You can break ranges into multiple range breaks.

• Rate: You can apply rates for each freight class within the charge code and for each range break defined for the charge code. Rates are unique within each Tariff/Service combination. There is a base charge for the rate and then rates for each of the range breaks defined.

• Surcharge: You can apply surcharges at one of three levels:

• Tariff/Service

• Tariff/Service/Charge Code

• Tariff/Service/Charge Code/Rate/FrtClass

For cases in which you defined more than one surcharge, SARE applies all surcharges.

• Schedule: You can apply predefined delivery schedules to lanes.

• FCXRef: There may be one or more freight class cross reference for each Tariff/Service. For each cross reference, you must define a freight class and equivalency class.

• Engines: Engines are external rating engines that SARE can use to lookup rates.

• Exchange: Exchange allows you to convert currency.

Lane and tariff relationship Lanes reference the specific Carrier/Tariff/Service/RateCode combinations described in "Hierarchy levels" (on page 9). When you create and edit lanes, SARE ensures that you define valid combinations.

For example, if you select a particular Carrier value, the Tariff value must be valid for the selected Carrier. Likewise, the Service value must be valid for the Tariff, and the RateCode must be valid for the Carrier/Tariff/Service combination. SARE does not allow you to leave the current record until these values are valid. For more information, see "Edit data" (on page 18).

Lanes have a hierarchy of origin and destination identifiers from most specific to least specific, as follows:

• Hub (most specific)

• Zip

• State

Components

• Country (least specific)

For the origin and destination, you should select one level of location. If the hub is known for the origin and destination, the corresponding zip is known; if the zip is known, the corresponding state is known; if the state is known, the corresponding country is known.

Hub and tariff relationship Within the Hubs table, there are fields to define the Carrier and the TransService (transfer service). There are several rules that take the Carrier and TransService values of Hubs and the Carrier and Service values of Lanes into consideration.

Sample hub record

Hub Allow Pick Allow Drop

Allow Decon Carrier Trans Service Full Service

HH N N Y CH SH N

Sample lane record Lane OriginHub Destination Carrier Tariff Service Rate 10 HL1 HL2 CL TL SL RL

Modeling hubs (general) Fields Condition Result

AllowPick, AllowDrop,AllowDecon

If CL is CH Assume Y for AllowPick, AllowDrop, and AllowDecon (override the current settings).

FullService If FullService is N

Transportation Modeler does not use the hub.

Modeling cross-dock rating A cross-dock occurs when the lane’s origin hub equals the destination hub (HL1=HL2).

Fields Condition Result Rate If CL is CH AND SL is SH The cross-dock Rate (RL) in Lanes is applied.

If CL _ CH OR SL _ SH The cross-dock Rate (RL) = 0.

Data tree The data tree occupies its own window. You can view the tariff data hierarchy for the current database in the data tree. In the SARE application window, you can hide the data tree from view. To view the Data Tree, you can relocate it to another part of your desktop or you can switch to it as for any Windows task.

Components

Display the data tree 1. Select View > Data Tree. SARE populates the hierarchy.

2. Double-click on the Carriers entry. A list of carriers is displayed in the current database.

When you click on the entries or the icons next to the entries in the hierarchy, the Carrier\Tariff\Service\ChargeCode\Range Breaks and Carrier\Tariff\Service\ChargeCode\Rate Codes are displayed.

As you expand the hierarchy, the current Carrier, Tariff, Service, and Charge Code icons are displayed in the Status bar at the bottom of the Stand-Alone Rating Data Tree dialog box.

Note: SARE rebuilds the data tree each time you change the tariff structure. As a result, when you open the data tree window after a change in the tariffs, all nodes are displayed at the main Carrier level.

Use the Data Tree to navigate through Data views You can use the Data Tree to activate a Data view and select a record from the Data view.

Activate a Data view from the Data Tree 1. Click on the entry you want to view. The entry can be at any level within the data tree except

Carriers (there is no data view for Carriers).

2. Right-click on the entry and select Display from the Shortcut menu.

Note: At the Tariff level, you can access either the Tariff data view or the Service data view.

3. Use the status bar icons to move up through the data tree hierarchy.

Move up through the tariff hierarchy 1. Place the cursor on a node in the hierarchy. For example, on a specific Rate Code.

2. Double-click on an icon in the status bar representing a higher node, such as the Service icon. The cursor moves to the Service parent node for the Rate Code.

Input files Input files are tariff files in ASCII text format that Transportation Modeler writes. You can import these files into SARE. SARE uses a set of tariff files as a template that allows you to create your own set of tariff files for editing purposes. For more information, see the following topics:

• "Create a working directory of tariff files" (on page 4).

• "Tariff and entity files" (on page 9).

• "Data view definitions" (on page 13).

Database file After you import the tariff files, SARE maintains the data in a Microsoft Access database file called RateEditor.mdb (by default, C:\jda\tmod\9.0\RateEditor.mdb). You can copy this file to another folder and open it with Microsoft Access.

Caution: It is possible to work directly with the RateEditor.mdb file, but make a copy of this database and work with the copy. If you work directly with the RateEditor.mdb file, do not edit the data or change the database structure. If you edit the data or change the database structure, it can damage the integrity of the SARE database.

The database file contains a series of tables, each with information used by SARE. The files you import into SARE generate these tables. You can export these files from SARE as a set of tariff files. For more information, see "SARE tables" (on page 37).

Output files Output files are files that you edit and export using SARE. These files have the same format as the "Input files" (on page 12). You can output the information that is currently in the database file to an existing or new set of tariff files.

Note: You should not overwrite the files in the Rating Template folder. These are a standard set of files you can use to create your own tariff files. Do not rename any of the tariff files. Transportation Modeler and SARE look for files with specific names.

Data view definitions SARE makes use of a series of data tables; each contains specific fields of data for components of the tariff structure. For each of the Data view you can display, edit, and in some cases add and delete records. For more information on:

• Selecting and displaying data, see "Queries" (on page 20).

• Adding and deleting records, see "Edit Data" (on page 18).

• Creating and removing tariffs from the database, see "Add tariffs" (on page 26).

In the following table, X indicates that you can perform the specified task in that data view. Click on the Data view name to view more details about that data view. The following table lists the tasks available in data views:

Carriers You can use the Carrier data view to create carriers and define the minimum and maximum number of loads for each plan a carrier is allowed. Then, you can assign a penalty cost that is applied, if the loads for each plan are greater or lesser than the minimum and maximum number of loads. SARE uses these values in strategies that use carrier equipment availability.

Tariffs You can use the Tariff data view to calculate the transportation cost on a lane. Tariffs are specific to carriers and each tariff belongs to only one carrier. You can assign numerous services, charges, and rates to each tariff.

Services Services are modes or methods of transportation such as truckload (TL), less than truckload (LTL), or rail. They map directly to an equipment type for carrier equipment availability.

For example, a carrier can have two trailers, one 48 feet and one 53 feet. The carrier models these trailers as two separate services under Carrier/Tariff.

Charges The Charges data view allows you to establish a rateable unit, such as distance or weight that the carrier charges for a service.

Ranges Ranges identify the range limits for which the charges may vary.

For example, if charges are based on weight, there can be one rate for shipments under 500 pounds, another rate for shipments from 500 to 999 pounds, and another rate for shipments with 1000 pounds and greater. You can use the Ranges data view to create range breaks for range codes.

JDA Transportation Modeler Stand-Alone Rate Editor User Guide 14 © 1995-2015 JDA Software Group, Inc.- Confidential

Page 21: Transportation Modeler 9.0.0.0 SARE User Guide

Components

Rates Rates are the cost applied to the Carrier/Tariff/Service/Charge/Rate/FrtClass. The cost may include both a base charge and charges that apply at each range break. The Rates data view allows you to define base charges and range break charges.

Surcharges Surcharges are additional charges or discounts (a negative surcharge) that you can apply at any one of three levels:

• Tariff/Service

• Tariff/Service/Charge Code

• Tariff/Service/Charge Code/Rate/FrtClass

If surcharges exist at more than one of the levels, all surcharges are incurred. You can define surcharges for any of these levels in the Surcharges data view.

Lanes Lanes are the routes from origin to destination to which tariff/services apply. The Lanes data view allows you to create single lanes or networks of lanes. It also allows you to replicate the existing lanes.

Hubs Hubs are consolidation and de-consolidation locations at which shipments can be grouped or broken up into individual shipments. The Hubs data view allows you to create hubs.

Schedules The Schedules data view allows you to create delivery schedules that you can apply to lanes.

FCXRef Freight Class Cross Reference (FCXRef) identifies which freight classes are equivalent for SARE rating purposes. You can define equivalencies in the FCXRef data view.

Engines Engines identify the external rating engines that SARE can use to calculate rates on tariffs. The Engines data view allows you to define the tariff engine, the specific tariff, and the installation date of the tariff.

Exchange SARE allows you to convert currency. The Exchange data view allows you to add or delete currencies and exchange rates from the Oswexcg.400 file.

Import files

Chapter 5. Import files The Stand-Alone Rate Editor (SARE) database is initially empty, and you must import the files into the database. Create a working directory that is a copy of the template of tariff files installed with SARE, when you use it for the first time. For more information, see "Create a working directory of tariff files" (on page 4).

The Import Files function allows you to populate the SARE database with a tariff file set. You can control the source of the tariff files and the files to import into SARE.

Import files into the SARE database 1. Click Import . The Select Folder and Files to Import dialog box is displayed. Alternatively you

can select File > Import Files from the main menu.

2. Select the folder that contains the tariff file set using the drive list and folder panes.

3. Use the checkboxes to select the files you want to import.

• If you select any file in a group (indicated by the vertical bar to the left of their names), automatically all other files in the group are also selected. This grouping protects the data integrity of the related tables.

• You must select Lanes and Hubs as a group, Carrier, Tariffs, Services, Charges, Ranges, Rates, and Engines as another group, and select the remaining files individually.

Note: SARE imports some files in a delimited text format. By default, it uses the comma as the delimiter. Although you can change the delimiter value, do not modify unless you make the corresponding change in other Transportation Modeler files. Contact JDA Support Services for details.

4. Click OK. A progress window indicating the import status is displayed. After the import process is complete, the files are in the SARE database.

Caution: Click Cancel on the progress window to cancel the import process. This halts the import at the current record. However, any records already read remain in the database, and the database may be left in an inconsistent state. For short files, you may only see the progress window briefly.

Export files

Chapter 6. Export files After you edit the Stand-Alone Rate Editor (SARE) database, you can export tables and a set of tariff files used with Transportation Modeler into it.

Note: The Export Files feature does not create all of the files Transportation Modeler requires. Create a working directory for use when you edit and export a set of tariff files. For more information, see "Create a working directory of tariff files" (on page 4).

Export files from the SARE database 1. Click Export . The Select Folder and Files to Export dialog box is displayed. Alternatively, select

File > Export Files from the main menu.

2. Select the folder where you can export the tariff files using the drive list and folder panes.

3. Use the checkboxes to select the files you want to export.

Note: SARE exports some files in a delimited text format. By default, it uses comma as the delimiter. Although you can change the delimiter value, do not modify unless you make the corresponding change in other Transportation Modeler files. Contact JDA Support for details.

4. Click OK. A progress window indicating the export status is displayed. After the export process is complete, the files are in the selected folder.

Caution: Click Cancel on the progress window to cancel the export progress. This halts the export at the current record. However, any records already exported remain in the destination file, and the file may be left in an inconsistent state.

Note: When you export large amounts of data, you may receive a run-time error stating that the flood percent must be from 0 to 100. To correct this problem, you must compress the RateEditor.mdb database. For more information, see "Use SARE with Transportation Modeler" (on page 5).

Edit data

Chapter 7. Edit data You can edit values within the Stand-Alone Rate Editor (SARE) database, before you export them as tariff files. You can perform edits on a cell-by-cell basis within a single record, or edit multiple records simultaneously. For more information, see "Edit cell data" (on page 18) and "Edit multiple records" (on page 19).

Select records You can select records individually by selecting them on the data grid or by using queries. The queries allow you to use SQL statements to define the criteria of the selection.

Select individual records You can select one or more records in the active data view, click on the record selectors that are located on the left side of the data grid. Alternatively, you can select the Ctrl key when you click on non-contiguous records or select the Shift key when you click a range of contiguous records.

Edit cell data Data edit in SARE is consistent with other Windows programs. To edit the contents of a data cell, click on the cell or use the cursor keys to navigate around the grid. There are five types of data cells:

• "Locked cells" (on page 18)

• "Direct edit cells" (on page 18)

• "Restricted value cells" (on page 19)

• "Time value cells" (on page 19)

• "Boolean cells" (on page 19)

Note: When you edit a record in the record selector on the left side of the data grid, a pencil icon is displayed which indicates that the changes made to the record are not committed.

SARE commits no changes until you leave the current cell. It you press the Esc key before you exit the cell, then the current edit gets cancelled and reverts back to the original value. Data is written back to the database when you change the current row.

Note: If there is only one record (row) in the tab, after you edit a cell value press Enter to commit the change. This is also applicable, when you select from a drop-down list or type a value.

For more information, see "Edit multiple records" (on page 19).

Locked cells You cannot edit cells that have a shaded background, although you can select to change the current record.

Direct edit cells Contains text, numeric, or currency values. You can directly edit them. To select the entire cell text, single-click the cell. To deselect the text and position the cursor for single character edit, double-click the cell. You can also deselect the text and position the cursor for single character edit, single-click the cell and press the F2 key.

All standard Windows keyboard shortcuts operate within cells.

Edit data

For example:

• To select text, press the Shift key while using the right and left cursor keys.

• Ctrl+C copies the current selection to the clipboard.

Restricted value cells Accepts only certain valid inputs. When you select a restricted value cell, a button on the right side of the cell is displayed. Click this button or press Alt+Down to see a standard drop-down list that contains acceptable values.

Time value cells Direct edit cells that also display a Drop-down button. You can enter data directly in the cell or click the Drop-down button to see the Enter Time dialog box. This dialog box allows you to enter time, click the numbers on the clock face and then click the AM/PM button. You can select the numbers on the clock face at five minute intervals.

Boolean cells Appear as empty or checkboxes that indicate true or false values. Click the cell again or press the space bar to switch between the true and false values.

Edit multiple records The Edit multiple records feature allows you to edit multiple records simultaneously.

Note: This feature is available in every data view except the Ranges and Engines views.

1. Select one or more records in the active data view, click on the record selectors on the left side of the data grid. Alternatively, you can select the records individually within the data view. For more information, see "Editing cell data" (on page 18)and "Selection queries" (on page 25).

2. Click Edit Selected Records . The Edit Selected Records dialog box is displayed, which contains a single-line grid with the same structure as the current data view and the same data values as the current record on the main screen. Alternatively, select Edit > Edit Selected Records from the Main menu.

3. Select the columns to update, click on the column headers. You can select a range of columns, drag the mouse or press the Shift key while you click on a column header. You can only select contiguous columns within a range.

4. Edit the record as in the main page.

Note: In the Lanes data view, you select the Carrier, Tariff, Service, and Rate Code columns as a single unit. In the Lanes data view, the cursor (current record) should be on one of the records selected for edit. Tariff, Service, and Rate Code are restricted value cells with drop-down lists that contain values associated with the current carrier. If the cursor is on a record with a Carrier value that is different than that of the selected records, the values in the drop-downs may not match the carrier.

5. Click OK. SARE applies the values in the selected columns to all selected records on the main page.

5. Click OK. The dialog box is closed and date value is displayed in the query definition area.

Manage query definitions For each data view, you can create and save any number of query definitions. The "Query dialog box" (on page 20) offers a set of functions specifically designed to manage your queries. The following are the lists of Query dialog box functions.

• New: Clears the current query definition area and starts a new query.

• Open: Opens an existing query.

• Save: Saves the current query definition as the active query for the data view.

• Save As: Allows you to save the current query definition as a named query.

• Manage: Allows you to delete any saved query.

Default data view query Each data view can maintain two default unnamed queries; one for display queries (on page 24) and another for selection queries (on page 25). When you create a selection criterion in the "Query dialog box" (on page 20), this becomes the default query for the active data view. Each time you open the Query dialog box for that data view, the default query selection criteria populates the Query dialog box. If you edit the default query, the new selection criteria becomes the default.

Create Tariffs, Lanes, and Hubs

Chapter 9. Create Tariffs, Lanes, and Hubs Stand-Alone Rate Editor (SARE) allows you to create and delete new tariffs, lanes, and hubs. The process of creating these records follows a hierarchical data structure. For more information, see "Components" (on page 9).

The major tasks that you perform relating to tariffs, lanes and hubs are explained in the following sections.

Add tariffs When you create tariffs, you must follow a hierarchical sequence. For more information, see "Tariff data structure" (on page 9).

For more information, see "Hints to create records" (on page 26) and "Edit mode" (on page 27).

The tasks related to adding tariffs are:

• "Add a new carrier" (on page 27)

• "Add a new tariff/service" (on page 27)

• "Add a new charge" (on page 27)

• "Add a new range break" (on page 28)

• "Add a new rate code" (on page 28)

• "Add a new surcharge" (on page 29)

• "Add a new schedule" (on page 29)

• "Add a new Freight Class Cross Reference (FCXRef)" (on page 30)

• "Add a new engine" (on page 30)

Sample session

Chapter 10. Sample session The "Sample scenario" (on page 34) provides information on how to perform the following procedures during a rate editing session:

• "Create a working directory" (on page 34)

• "Import the standard rates" (on page 34)

• "Identify the rates to edit" (on page 35)

• "Select the rate records to edit" (on page 35)

• "Update the rate values" (on page 36)

• "Export the updated rates" (on page 36)

Note: This information is an example; it does not represent the real rate data.

Sample scenario For example, a carrier supplied you a new set of rates on a set of lanes from Illinois to the Northeast. The carrier reduced the base charge on the ranges and added a charge for each mile to these rates.

You know the tariffs associated with the carrier, you can find the rate codes for the lanes that use this tariff and fall within the required selection. You can find the rates and update those that charge on each mile basis.

Create a working directory Create a set of tariff files you can edit and save. Stand-Alone Rate Editor (SARE) uses a rate template that can be used as a baseline. Copy the files in this template to a new folder and then import, edit, and export them as your custom rates. For more information, see "Create a working directory of tariff files" (on page 4).

Create a new set of tariff files and use as working directory 1. Use the Windows Explorer to select the Rating Template folder located under the

Transportation Modeler program folder.

2. To create a copy of the folder and all its files, right-click on the folder and select Copy from the shortcut menu. Alternatively, you can select Edit > Copy from the Main menu.

3. Select your new working directory folder.

Stand-Alone Rate Editor tables

Chapter 11. Stand-Alone Rate Editor tables When you import tariff files, Stand-Alone Rate Editor (SARE) maintains the data in a Microsoft Access database file called RateEditor.mdb. This file is located in the folder where you installed Transportation Modeler (by default, C:\jda\tmod\9.0). You can copy this file to another folder and open it with Microsoft Access.

The database file contains a series of tables, each with information used by SARE. These tables correspond to the files imported to and exported from SARE.

Data types in SARE tables SARE uses several data types. Each data type is designed to accept specific types of values. The following lists the data type and its description:

• Text: Contains alphanumeric values.

• Integer: Contains numeric values with no decimal portion.

• Double: Contains numeric values with a decimal portion. Precision may vary for this data type.

Note: The number of decimal positions displayed in the Max column indicates the precision of the value when exported from SARE.

• Boolean: Contains values that can be evaluated as either True or False.

• Date/Time: Contains time of day in the format HH:MM AM, where AM can alternatively be PM.
