REPORT AND VOTE (TPC ONLY): Brief report and approval of the Des Moines Area Metropolitan Planning Organization (MPO) Invoice to CIRTPA for the 1st Quarter of Fiscal Year 2018.

BACKGROUND:

The MPO bills the CIRTPA for work conducted on the CIRTPA’s behalf on a quarterly basis. The MPO’s 1st Quarter Fiscal Year 2018 Invoice covers work conducted for the period beginning July 1, 2017 through September 30, 2017. BACKGROUND: The CIRTPA staff annually issues a proposed CIRTPA meeting schedule for the upcoming calendar year. ISSUE: CIRTPA Small Communities Fund Application Process REPORT and VOTE: Consider approval a draft application process for CIRTPA’s Small Communities Fund.

BACKGROUND:

Last fiscal year, the CIRTPA approved of the creation of a separate application process to make STBG funds available to non-suballocation communities within the CIRTPA planning area. This new Small Communities Fund will have approximately $240,000 available every year for communities and the Iowa DOT to apply for. CIRTPA will review projects and make awards based upon the quality of the applications received. If CIRTPA decides to award less than the full amount or none at all, all remaining funding will be given back to suballocation communities. Included as a supplemental item is a proposed application and scoring process.

RECOMMENDATION:

Approve the proposed application process.

ISSUE: Updated TAP Application Process

REPORT: Consider approval of the updated CIRTPA TAP Application Process.

BACKGROUND:

For the last year, the Iowa DOT has been working with FHWA to establish a process so that RPAs will continue to receive and administer regional TAP funding. To that end, the Iowa DOT recently established the new Iowa Transportation Alternatives Program (TAP). This new program will replace the old TAP program. Several changes worth noting are that RPAs are now required to use the new Iowa DOT TAP Application form and must submit all applications received from communities to the Iowa DOT to determine project eligibility. Once eligibility is established, CIRTPA is free to award projects through the regionally selected TAP application process. The development of projects will 1) have agreements sent to project sponsors just prior to the program year, 2) submission of a concept statement and development of preliminary plans are required within Year 1, 3) letting of the project is required within Year 2, and 4) failure of the above may be grounds for cancellation of a project. This means it is important for CIRTPA to program projects in a realistic accomplishment year. At the end of FFY 2020 CIRTPA will need be capped at a maximum of 4 years of funding, which means if there is a balance of more than 4 years of funding that funding will be lost. CIRTPA should plan to award the excess to projects that can reach authorization between now and the end of FFY 2020.

Based on the guidance and criteria provided by the Iowa DOT, staff has developed a new proposed TAP application and scoring process. Included as a supplemental item is a proposed TAP application and scoring process. TAP balances will be provided at the meeting.

ISSUE: Transfer of TAP Funding Between Dallas County Projects REPORT and VOTE: Consider approval of the proposed reallocation of TAP funding for Dallas County Conservation.

BACKGROUND:

CIRTPA originally awarded Dallas County Conservation $158,652 for the RRVT Paved Crossings Projects. The county has attempted to bid the project several times but has received bids that were excessively high. The county has gone ahead and completed the project without the use of TAP funding. However they are requesting to use the funding on a different section of the RRVT for an overlay project between Waukee and the Dallas-Guthrie County line (just west of Linden). Included, immediately following, is a letter requesting the transfer of funding.

RECOMMENDATION:

Approve the requested transfer and use of funding subject to eligibility confirmation by the Iowa DOT.

ISSUE: ICAAP Project Conformance to CIRTPA’s Regional Transportation Planning Process and Long Range Transportation Plan

REPORT and OPTIONAL VOTE: Consider approval of a resolution that indicates the conformance of Indianola’s ICAAP project to CIRTPA’s Regional Transportation Planning Process and Long Range Transportation Plan (LRTP).

BACKGROUND:

Last month, CIRTPA staff sent a letter of support for the City of Indianola’s US 65/69 and IA 92 Traffic Signal Systems Timings Update ICAAP project. As part of the application process, the Iowa DOT requires “an adopted formal resolution from the appropriate MPO or RPA declaring the sponsor’s proposed project or program conforms to the MPO’s or RPA’s regional transportation planning process”. The proposed projects meets Goal 1 – Maintain our existing transportation system of the CIRTPA LRTP. By coordinating signal timings on principal arterial roadways within Indianola, the city will be able to improve traffic flow without the need to undertake expansion activities. Included, immediately following, is the letter sent on behalf of CIRTPA.

RECOMMENDATION:

Approve a resolution stating the project conforms to CIRTPA’s Regional Transportation Planning Process and LRTP.

ISSUE: HIRTA Federal Funding Transfer

REPORT and OPTIONAL VOTE: Consider approval of CIRTPA’s request to transfer federal funding.

BACKGROUND:

CIRTPA is annually required to submit a letter of request to the Iowa Department of Transportation’s Office of Program Management requesting that Surface Transportation Block Grant (STBG) funds be transferred from the Federal Highway Administration to the Federal Transit Administration and into HIRTA’s FTA grant.

Following CIRTPA’s approval, staff will send a letter to the Office of Program Management and Office of Public Transit requesting that HIRTA expend $108,800 in STBG funds in Federal Fiscal Year 2018.

RECOMMENDATION:

Approve the submittal of a CIRTPA request letter that $108,800 of STBG funds be transferred to the FTA and that HIRTA expend said funding in Federal Fiscal Year 2018.

ISSUE: dTIMS Update

REPORT: Report on the CIRTPA dTIMS process.

BACKGROUND:

Staff will begin working with communities that chose to utilize CIRTPA to perform pavement management activities by contacting them for updated infrastructure and road development procedure information. Staff hopes to have all information collected and updated by the end of the calendar year.

Once collected, staff will develop a dTIMS framework for each community that outlines current pavement conditions and road development practices. Once the new 2017 pavement data is released in early 2018, staff will update each community’s profile with the new pavement data and work with local communities to establish a formal pavement management process.
