It's not the first time. Those who know history will surely have heard of Alexander the Great, Leonidas, Pericles, Socrates, the Democritus or Pythagoras, characters that made their mark all over the then-known world. Others will remember the Byzantine Empire, the struggle of the Greeks against the Ottoman Em- pire, perhaps the words of Churchill during the Second World War: "In future we must not say that Greeks fight like heroes, but that heroes fight like Greeks”. But now things are not exact- ly so: Greece is once again in the limelight, but for completely different reasons... The whole world is talking about an unreliable Greece, which "cooks" her statistical data and is in dan- ger of collapsing financially because of the explo- sive deficit and debt: so, is Greece and all the Eu- rozone at risk? Yes ... As much as the USA and Japan are at risk. Over the decade 2001-2010 (there are relevant forecasts for 2010), these two powerful economies as well as the Eurozone, had deficits and deficits only! In the Eurozone: deficit reached 6.6% in 2010 and 6.2% for 2009, but 2.5% in 2002 or 3% in 2003. In the USA: a 10% deficit has been recorded for 2010, 12.5% for 2009 and 5.9% for 2008. These numbers reached 3.7% in 2002 and 4.8% in 2003. In Japan: deficit for both 2002 and 2003 reached 8% and 5.8% in 2008, 10.5% in 2009 and 10.2% in 2010! Greece, debts and exaggerations… Yes... Greece: A small country on the edge ofEurope has attracted the world’s at-tention... It's not the first time. Those

who know history will surely have heard ofAlexander the Great, Leonidas, Pericles,Socrates, the Democritus or Pythagoras,characters that made their mark all over thethen-known world. Others will remember the Byzantine Empire, thestruggle of the Greeks against the Ottoman Em-pire, perhaps the words of Churchill during theSecond World War: "In future we must not saythat Greeks fight like heroes, but that heroesfight like Greeks”. But now things are not exact-ly so: Greece is once again in the limelight, butfor completely different reasons... The wholeworld is talking about an unreliable Greece,which "cooks" her statistical data and is in dan-ger of collapsing financially because of the explo-sive deficit and debt: so, is Greece and all the Eu-rozone at risk? Yes ... As much as the USA andJapan are at risk. Over the decade 2001-2010(there are relevant forecasts for 2010), these twopowerful economies as well as the Eurozone, haddeficits and deficits only! annual armament expenditure could be cut dramat-ically, and deficit along with it, in one simple way: Ifthe Union "recognized" Greece as it's border. Butsuch matters are difficult to change and what re-mains is a high deficit and huge public debt… Exceptof course for the fact – which is probably the biggestissue of all – that government power has changedhands twice over the last six years, with each pre-senting different elements of what money theyfound in the state register, accusing the former of ...'cooking the books'. Does this picture justify thoughthe enormous pressure exerted by all of Europe onGreece to take measures, measures and more meas-ures? Perhaps so, but there is a 'but'… There is a se-rious dose of good sense in the pressure put on thissmall nation because now, more than ever before, itis necessary for Greek political leaders to understandthat the game is over and the spendthrift public sec-tor economy needs to set anchor… On the otherhand, such pressures impact markets and 'slowdown' any hopes of economic recovery sendingthem more deeply into recession and laying thefoundations for new "additional" measures that aremonotonously repetitive…

The …insubordinate Greeks

At the moment, Greece is, in the eyes of the Eu-ropeans, like a village of insubordinate milkmen sur-rounded by hordes of Romans… To be more precise,some Europeans do not seem to know much aboutthe thousands of Greek businessmen – many ofthem in the field of tourism – distinguished by thequality and appeal of their products and services…They also do not know anything about the 'famous'generation of the EUR 700 pay check for endlesshours of work. There is much more they have noknowledge about either… It is clear that the prevail-ing atmosphere is not conducive for high flying thestrongest product of Greece, tourism: "pressure"from its interests abroad for lower prices across therange of services provided by the Greek tourism in-dustry is sure to come…Maybe it's time tour opera-tors themselves to take the situation in their ownhands: Greece didn't loose its beauty, its culture, itsplans for the future, or its warm and hospitable peo-ple overnight…

New Chamber of Hotels of GreeceBoard Decides on

5% reduction in minimum prices for hotels

In this decision, the Chamber of Hotels in Greece gives hoteliers a clear pricing po-licy direction to calculate the fixed prices in a way conducive to attracting, withpossible higher demand in a period of prolonged crisis of European and Mediter-ranean tourism, yet, without affecting the level and composition of services. Atthe same time, this gives an equally clear signal to markets-sources of our currenttourism that Greece holds the prices of tourist services at reasonable levels, levelsquite similar to the value of services.After all, the minimum prices for hotels are defined,by category, every year by de-cision of the minister, who oversees Tourism, upon the recommendation of theChamber of Hotels in Greece. The purpose is to prevent unfair competition bet-ween different categories of hotels. They are also the basis for the statement bythe hotel fixed price, to be submitted for approval and charge their customers.

HATTA: ECTAA infavor of revisingthe Directive onPackage Travel

In response to the invitation of the European Commis-sion for consultation on the revision of the package, theECTAA (European Travel Agents and Tour Operators' As-sociation), an active member of which is HATTA, submit-ted its views and vision on the various issues that shouldcertainly face a revised Directive on Package Travel.ECTAA presented the European Commission its positionson the scope of the future Directive on Package Travel,stressing the need to clarify this by developing clear defi-nitions of the package terms, the organizer and the con-sumer, and of course to include the involvement of allmodern methods of purchasing of an organized package(eg, dynamic package, market via the Internet, etc.).They also support: more flexible requirements for infor-mation on travel, preserving the ability of organizers toset a minimum number of participants as a condition formaking the package, enhance the right of the organizerfor damages on the part of the suppliers when they donot provide in a sufficient manner the agreed services tothe consumer, and retaining the right of the organizer torevise the agreed contract price in certain cases, e.g. inresponse to changing transport costs.The ECTAA also expressed being in favor of a mandatoryprotection for passengers holding a simple air ticket (notin a package) from possible bankruptcy of the airline, inaddition, insisted on the need for equal treatment of air-lines and organizers of packages, as well as equal termsfor the traveller, regardless if they purchase simply an air-ticket or an organized trip with an air ticket.

Tourism Cut New Year's CakeAt the Hotel St. George Lycabettus, the Association ofGreek Women in Tourism was joined by the GNTO Presi-dent, Mr. Nikolas Kanellopoulos, President of the Cham-ber of Hotels, Mr. George Tsakiris, President of AGECO,Mr. Tassos Koumanis, the Chairman of Federation ofGreek Shipowners Yacht Agents (EPEST), Mr. AntonisSteliatos , Ms. Olga Kefaloyiannis, Responsible in NewDemocracy for Tourism, for the New Year’s Cake cutting.The president of the Association, Mrs. Irene Vassilopou-lou referred to the actions taken last year, but also to th-ose that must be done so that the Tourism Museum, be-comes a reality. The Tourism Museum, unique in theWorld "will be a new attraction for Greek and foreignresearchers and students, it will become the core whichwill inform the next generation of how we started thetourism industry, who were pioneers in the field, the de-velopment of the tourism sector so far, as well as howand how much has the tourism industry affected theGreek economy", said Ms Vassilopoulou.The President of the GNTO thanked the members of theAssociation for the invitation and pledged to investigatewith his staff, what options are available to help realizethe Museum of Tourism. The President of XEE, Mr Geor-ge Tsakiris stressed that the museum should be the pla-ce where valuable "historical" records will suvive, thatare gradually destroyed by time, a place where the mainfeatures of Greek tourism development will be docu-mented.

Athens - Attica Region in-travel down over 2009

According to data presented by the Hotel Associationof Athens-Attica (HAA) at a recent press conference,

2009 closed with very negative results in regards to travel toAthens-Attica region. The dramatic drop in last year's num-bers, observed in all key aspects of tourism under investiga-tion (e.g., average accommodation occupancy, averageroom rate, income, employment etc.) is – as stated by HAA– a "bad omen" for 2010. At the same time, the numbersshow that as a destination, Athens-Attica is on a constantdecline in areas it should have been gaining ground; ulti-mately, that cannot be considered a result of any circum-stances or the current international financial crisis. It is due tothe perpetuation of some of the weaknesses and deficien-cies which, in combination with delays in important projectsand actions, undermine the destination and its reputation,amid a crisis – and against competition.HAA President, Mr John Retsos, noted in his speech: "Theweighted reduction of occupancy of all hotels in Athens in2009 reached -10.2%, with average occupancy at 60.9%.The weighted difference in the decline of the average priceper room for all hotels in Athens reached -8.3%, the avera-ge room rates (ARR) stood at EUR 112.32, while total hotelrevenues in 2009 showed a 17.6% decrease compared to2008, with the biggest gap recorded by 5-star hotels at -19.7%". Noteworthy is that the corresponding drop in ho-tel revenue nationwide reaches 16%). "Any negative situa-tion in tourism in the capital, beyond the semantics, has avery large and significant impact on the overall effect ontourism countrywide", Retsos continued, explaining that"the losses of hotels in Attica accounts for some 14% ofthe total drop in all of Greece at a time when the approxi-mately 34,000 rooms in Athens represent 5% of the totalcapacity of 650,000 rooms in the country."The potential loss of jobs for hotels in Attica in 2009, ac-cording to a study by GBR Consulting and assumptions ofinternational WTTC, translates to between 3,580 to 3,750individuals (equivalent to 25% of all workers in the area'shotels). Attica is a destination that never received subsidiesfor building and operation of accommodation facilities andnow hoteliers are calling on the Ministry of Labour to exa-

mine – and decide on – the incorporation of the destina-tion into the grant scheme of employment, as well as offera reduction in social security contributions of hotel enter-prises in order to promote employment in the particulararea's sector.Mr Retsos gave simple examples of actions/decisions thatwould enhance the competitiveness of the destination andbring more tourists to the city. One such example is that wi-th the lifting of cabotage, Athens could, within the sameyear, accommodate 300,000 cruise-ship passengers; thiswould would result in an additional hotel revenue of aboutEUR 45,000,000 (equivalent to 1/3 of this year's drop and1,200 additional jobs just for the hotel industry). The HAAPresident also mentioned the Association's meeting withthe Secretary General of the Olympic Utilization in the pre-sence of the Greek National Tourist Organisation (GNTO)President and Advisor to the Minister of Culture and Tou-rism, announcing the cancellation of the public-privatepartnership that was in progress and the opening of a sin-gle tender for the conversion and operation of the notori-ous metropolitan conference centre. "We agree whole-heartedly with this and is something that the Associationhas targeted for years. The 'project' will be integrated inthe overall redevelopment plan of the Faliro Bay and co-fi-nanced by the state. The level of state contributions isbeing considered at this stage. Although we have been gi-ven a time schedule, I do not want to bank on this as thepast has so far disappointed us miserably. However, I mustcomment on the positive tone of the meeting and the sen-se of reassurance and responsibility we got from the mee-ting's participants".Then pointed out the need for "intelligent actions" (suchas the the beneficial use of the New Acropolis Museum, orthe celebration of the 2,500 year anniversary of the Mara-thon Battle) for the international promotion of the country,as well as "targeted visibility" activities for the destinationthrough a long-term strategy to strengthen the "brand na-

me Athens" to enable its emergence as a major pan-Euro-pean "city break" destination. It is worth noting that35,000,000 "city break" trips are realized in Europe eachyear. Finally, Mr Retsos focused on HAA's long-standing de-mand to strengthen the climate of security in the city so asnot to discredit the destination's international reputationby acts of violence, which are on the increase, and for ne-cessary actions aimed at a better environment.The following detailed information released to the publichas been monitored, collected and analyzed on behalf ofHAA by GBR Consulting.* Occupancy rates at 5-, 4- and 3-star hotels decreased by-11.5%, -7.8% and -9.5%, respectively, resulting in a 57%occupancy rate for luxury hotels, 66.1% for 4-star hotelsand 67.7% for 3-star hotels. The weighted reduction of oc-cupancy of all hotels * Average room rates (ARR), amounted to EUR 144.62 for5-star hotels, EUR 71.30 for 4-star hotels and EUR 50.63for 3-star hotels, a decrease compared to 2008 of -9.3%, -10.8% and -3.2%, respectively. The weighted difference inthe ARR decline for all hotels in Athens totals -8.3%, withARR amounting to EUR 112.32. "European Benchmarking" by GBR* Details of GBR's "European Benchmarking" reveal thatamong the eleven sample cities, Greece is second worst re-garding occupancy, with the worst being Madrid.* The ARR of hotels in Athens was the sixth highest in thesample of 11, while RevPAR stands at fifth lowest.* Constantinople's results are impressive. The city is revealedas having become the main "hub" of eastern Mediterrane-an cruise tourism while, with three conference centers spre-ad over 150,000, 145,000 and 50,000 square meters, re-spectively, it boasts the second highest ARR (EUR 142.15)after the Paris (EUR 167.23), and the third highest RevPAR(EUR 90.98) after Paris and London.* Other items worth commenting on include best occupan-cy for 2009 for London hotels (80.5%) and disappointing fi-gures for the two Spanish cities, Madrid and Barcelona, wh-ere tourism has been overwhelmingly affected by the inter-national economic crisis.In cooperative efforts with GBR to better reflect the ratesof decline and its relation to employment, we arrived at thefollowing key findings:* Total hotel revenues for 2009 ranged from EUR781,922,596 to EUR 816,829,000.* Corresponding 2008 revenues ranged from EUR919,540,973 to EUR 960,590,904.* On this basis, the 17.6% decline represents a numberranging from EUR 137,618,377 to EUR 143,761,904.It is not expected that 2010 will see a significantly changein the numbers. The first unofficial results for January showthat the year may see a marginal increase in occupancy th-at, in combination with expected further reductions in ARRhowever, will lead to new revenue shortfalls. Since the firsttwo months of 2010 can in no way be indicative of the restof the year – given that a comparison with the correspon-ding period last year is not reliable due to the tragic eventsof December 2008 and what followed –results for the Mar-ch, April, May 2010 quarter will to a considerable extentdetermine developments for the rest of the year.

SKAL Athens contributes its own means of fighting crisis

A meeting was held at the hotel “Electra Palace” with therepresentatives of the tourism industry, on the initiative ofSKAL International Athens, on how to promote Athens andGreece in general, through the worldwide network of SKALInternational and develope contacts among travel professio-nals worldwide.Present at the meeting were the president of Athens-Atti-ca Hotels Association J. Retsos, the president of POET M.Trivizas, Vice-President of HATTA, M. Ioakimidis, Chief Exe-cutive Officer of ACB, P. Arkoumaneas, Ms Christina Tetra-dis of the Chamber of Hotels of Greece and Ms Mary Sara-foglou of the PODIX.After the introductory speech of the President of AthensSKAL, Mr. Notis Martakis, the following were agreed to: - The operators will receive an address book of around 500local authorities of SKAL International from all over theworld to facilitate their contacts. - The SKAL International Athens will be responsible for dis-semination of messages and statements of the Greek

players in its international network to better inform the25,000 tourism professionals who are members of SKAL in-ternationally. - Efforts will be made through SKAL Germany for organi-zing contacts in Berlin, between the local members and theGreek professionals in the framework of ITB. Finally, in the intermediate future there will be a meetingwith Mr. Arkoumaneas of ACB, the Municipality of Athens,Mr. Michael Koveos and Costas Kalogiorgos, President ofthe National Committee and Chief Executive Officer ofSKAL International respectively, to investigate the possibili-ty of preparing and submitting the application package forclaiming the organization of World Congress of SKAL Inter-national in Athens in 2012. All participants acknowledged the value of SKAL Interna-tional and accepted the collaborative level of commitmentand other initiatives in the future. In his introductory spee-ch the President of SKAL International Athens, said: “At a

time of intense concern to the world's economic future andparticularly to the one of Greece, a key pillar of which wasand still is tourism, SKAL International has decided to assistwith its own forces to fight the crisis.
