I have the honor to acknowledge the receipt of your note No. 13 ofJanuary 18, 1949 2 requesting the renewal of the Agreement entered intoon December 12, 1940 3 modified by an additional article on April 30, 19414to run concurrently with the Agreement, and renewed for a period of fouryears by an exchange of notes dated June 13 and July 13, 1944 2 betweenthe Governments of the United States of America and the Republic ofEcuador, providing 'for a United States Military Aviation Mission toEcuador.

In your note of January 18, 1949 it was indicated that the Govern-ment of Ecuador desires to renew this Agreement for a period of two years,the renewal to commence on the termination of the present Agreement

J'ai l'honneur d'accuser rdception de la note no 13 du 18 janvier 1949 2,par laquelle Votre Excellence demande que soit prorog6 'Accord du12 ddcembre 1940 3 relatif A l'envoi d'une mission militaire adrienne desEtats-Unis en Equateur, modifi6 le 30 avril 1941 par un article additionnel 4A effet concomitant, et prorog6 pour une pdriode de quatre ans par un6change de notes en date des 13 juin et 13 juillet 1944 2 entre le Gouverne-ment des Etats-Unis d'Amdrique et le Gouvernement de la Rdpublique de'Equateur.

Dans sa note du 18 janvier 1949, Votre Excellence a fait savoir quele Gouvernement de l'Equateur d6sirait proroger le susdit Accord pour unep6riode de deux ans A compter du 12 ddcembre 1948, date de l'expiration

on December 12, 1948. It was also proposed that Article 4 contain thefollowing subparagraph :

" (c) Upon request by the Government of Ecuador that theentire personnel of the Mission be withdrawn, ii the public interestof Ecuador without the necessity of compliance with Clause (a) ofthis Article."

and that Article 9 be amended to read as follows

"Each member of the Mission shall serve on the Mission with therank he holds in the United States Air Force and shall wear the uniformof his rank in the United States Air Force."

The above-mentioned proposals were transmitted to the Departmentof the Air Force and a reply has now been received indicating that, whilethat Department would be glad to extend the Air Mission Agreement for thesuggested period of two years, it would not be possible to include the above-quoted amendments. On the other hand the Department of the Air Forcehas requested that the additional article signed on April 30, 1941 to thebasic Agreement of December 12, 1940 for the assignment of a United StatesMilitary Aviation Mission to Ecuador be amended to read as follows :

" Each member of the Mission and his family shall be furnishedby the Government of the Republic of Ecuador with first-class accom-modations for travel, via the shortest usually traveled route, requiredand performed under this Agreement, between the port of embarkationin the United States of America and his official residence in Ecuador,both for the outward and for the return voyage. The Government ofthe Republic of Ecuador shall also pay all expenses of shipment ofhousehold effects, baggage and automobile of each member of the Missionbetween the port of embarkation in the United States of Americaand his official residence in Ecuador, as well as all expenses incidentalto the transportation 6f such household effects, baggage and auto-mobile from Ecuador to the port of entry in the United States ofAmerica. Transportation of such household effects, baggage andautomobile shall be effected in one shipment, and all subsequent ship-ments shall be at the expense of the respective members of the Missionexcept as otherwise provided in this Agreement, or when such ship-ments are necessitated by circumstances beyond their control. Pay-ment of expenses for the transportation of families, household effectsand automobiles, in the case of personnel who may join the Missionfor temporary duty at the request of the Ministry of Defense of theRepublic of Ecuador, shall not be required under this Agreement, butshall be determined by negotiations between the Department of the

Les propositions ci-dessus ont 6t6 transmises au Ddpartement del'aviation militaire qui, dans sa rdponse, fait savoir qu'il serait heureuxde proroger l'Accord relatif A la mission adrienne pour la p6riode de deuxans propos~e, mais qu'il ne peut envisager d'y introduire les modificationssusmentionndes. D'autre part, le D6partement de l'aviation militaire ademand6 que 'article additionnel h l'Accord de base du 12 ddcembre 1940relatif 6 l'envoi d'une mission militaire adrienne des Etats-Unis en Equateur,sign6 le 30 avril 1941, soit modifi6 dans les termes suivants :

((Le Gouvernement de la Rdpublique de l'Equateur assurera achaque membre de la mission et A sa famille, pour le voyage prdvuet accompli en exdcution du prdsent Accord, le transport en premiereclasse par l'itin6raire habituel le plus court, entre le port d'embarque-ment aux Etats-Unis d'Amdrique et la r6sidence officielle de l'intdress6en Equateur, tant A l'aller qu'au retour. Le Gouvernement de laRdpublique de l'Equateur remboursera en outre tous les frais d'expddi-tion des effets mobiliers, des bagages et de l'automobile de chaquemembre de la mission entre le port d'embarquement aux Etats-Unisd'Amdrique et la rdsidence officielle de l'intdress6 en Equateur, ainsique toutes d6penses accessoires au transport desdits effets mobiliers,bagages et automobile depuis l'Equateur jusqu'au port d'entrde auxEtats-Unis d'Amdrique. Le transport de ces effets mobiliers, bagageset automobile s'effectuera en une seule expddition et toutes lesexpdditions ultdrieures seront aux frais des membres respectifs de lamission, sauf si le pr6sent Accord en dispose autrement ou si cesexpdditions sont rendues ndcessaires par des circonstances ind~pendantesde la volont6 des intdress~s. Le present Accord n'impose pas l'obligationde payer les frais relatifs au transport des familles, des effets mobilierset des automobiles, dans le cas du personnel qui, A la demande duMinist~re de la d6fense de la R6publique de l'Equateur, serait affect6A la mission A titre temporaire; ce paiement fera 'objet de n~gociations

Air Force of the United States of America and the authorized represent-ative of the Ministry of Defense of the Republic of Ecuador in Wash-ington at such time as the detail of personnel for such temporary dutymay be agreed upon."

The Department of the Air Force desires the following substitutionsin the wording of the basic Agreement in order that the current organizationof the United States Air Force may be properly reflected:

a. Preamble: Substitute " United States Air Force Mission " inlieu of "Military Aviation Mission."

b. Article 6 : Delete " Lieutenant Colonel or Major. " Substitute" Department of the Air Force " in lieu of "War Department " and" United States Air Force " in lieu of " United States Army Air Corpswherever it appears in this Article.

c. Article 9 : Substitute " United States Air Force " in lieu of" United States Army Air Corps " wherever it appears in this Article.

d. Article 11 : Substitute "United States Air Force " in lieu of" United States Army Air Corps."

In the event that the above proposals are acceptable to your Gov-ernment, I shall consider this note and your response to that effect ascompleting the Agreement between the two Governments for the renewalof the Agreement of 1940, notwithstanding the provision of Title I, Article 3.

Excellency

I have the honor to refer to conversations which have taken placebetween representatives of the Government of the United States of Americaand representatives of the Government of the United Mexican Statesregarding the desirability of continuing the cooperative program establishedin 1942 for the establishment and operation of surface, winds aloft, andradiosonde observation stations in Mexico.

It is my understanding that these conversations have resulted inagreement upon a program for continuation of a cooperative meteorologicalobservation program to be carried on by the Weather Bureau, Departmentof Commerce, on behalf of the Government of the United States of Americaand by the Mexican Meteorological Service on behalf of the Governmentof the United Mexican States, in accordance with the following principles :

1. Cooperating Agencies-The cooperating agencies shall be (1) forthe Government of the United States of America, the Weather Bureau,Department of Commerce, hereinafter referred to as the United StatesCooperating Agency, and (2) for the Government of the United MexicanStates, the Mexican Meteorological Service, hereinafter referred to as theMexican Cooperating Agency.

I Came into force on 20 October 1949, with retroactive effect as from 1 July 1948,by the exchange and according to the terms of the said notes.


2. General Purposes-The general purposes of the present agreementshall be as follows :

(a) To provide for the establishment, operation, and maintenanceof meteorological stations, at strategical locations in Mexico selectedby mutual arrangement between the two Cooperating Agencies, forsecuring reports of regularly scheduled surface, winds aloft, andradiosonde observations; and

(b) To provide for the daily exchange of surface and upper-airobservation reports between the two Cooperating Agencies for theuse of the respective countries, particularly to meet the needs ofaviation and to make it possible for the Government of the UnitedStates of America and the Government of the United Mexican Statesto assist in the development of a continental exchange of weatherinformation and forecasts and hurricane advisories.

3. Title to Property-Title to all property purchased with fundssupplied by the United States Cooperating Agency shall remain vested inthat Agency, and title to all property supplied by the Mexican CooperatingAgency shall remain vested in that Agency.

4. Expenditures-All expenditures incurred by the United StatesCooperating Agency shall be paid directly by the Government of the UnitedStates of America, and all expenditures incident to the obligations assumedby the Mexican Cooperating Agency shall be paid directly by the Govern-ment of the United Mexican States.

5. ELect on Earlier Agreements-It is understood and agreed by andbetween the parties hereto that the present agreement supersedes thefollowing agreements :

(a) Agreement between the United States of America and theUnited Mexican States relating to the establishment in Mexico ofradiosonde observation stations, effected by exchange of notes signedat Mxico, D. F., on October 13 and 20 and November 10, 1942, asamended and extended by agreement effected by exchange of notessigned at Mdxico, D. F., on May 12 and June 16, 21 and 28, 1945; 1

(b) Agreement between the United States of America and theUnited Mexican States relating to the establishment and operationof nine meteorological stations in Mexico, effected by exchange ofnotes signed at Mexico, D. F., on May 18 and June 14, 1943; 2

(c) Agreement between the United States of America and theUnited Mexican States relating to the establishment and operation

of a meteorological station on Guadalupe Island, Baja Californiaeffected by exchange of notes signed at M~xico, D. F., on November 6,1945 and April 12, 1946.1

6. Term-The present agreement shall remain in effect throughJune 30, 1951 and may be continued in force for additional periods bywritten agreement to that effect by the two Governments, but eitherGovernment may terminate the present agreement by giving to the otherGovernment notice in writing sixty days in advance. Participation onthe part of either Government in the project contemplated by the presentagreement shall be subject to the availability of funds appropriated bythe legislative bodies of the respective Governments.

If the above principles meet with the approval of the Governmentof the United Mexican States, I should appreciate receiving Your Excellency'sreply to that effect as soon as possible in order that the technical detailsmay be arranged by officials of the two Cooperating Agencies.

Upon the conclusion of an arrangement between the two CooperatingAgencies embodying the above-mentioned technical details, 2 such arrange-ment to be subject to amendment at any time by concurrence betweenthe two Cooperating Agencies, the Government of the United States ofAmerica will consider the present note and your reply concurring thereinas constituting an agreement between our two Governments, which shallbe considered effective from July 1, 1948.

Tomando en cuenta que la cooperaci6n meteorol6gica ha sido mutua-mente ventajosa, para M~xico y los Estados Unidos de America, me permitomanifestar a Vuestra Excelencia que mi Gobierno esti conforme en que secelebre un Acuerdo que tenga por objeto continuar el referido programa,segdn los principios siguientes :

1. - Oficinas de Cooperaci6n. Las oficinas de cooperaci6n serAn:(1) por parte del Gobierno de los Estados Unidos Mexicanos, el ServieioMeteorol6gico Mexicano, al que de aqui en adelante se llamarA "la OficinaMexicana de Cooperaci6n ", y (2) por parte del Gobierno de los EstadosUnidos de America, la Oficina Meteorol6gica del Departamento de Comercio,a la que en lo sucesivo se denominari " la Oficina Norteamericana deCooperaci6n ".

2. - Prop6sitos Generales. Los prop6sitos generales del presenteAcuerdo serAn los siguientes :

(a) Encargarse del establecimiento, operaci6n y mantenimientode estaciones meteorol6gicas en sitios estratdgicos de Mdxico, queserAn escogidos de comin acuerdo por las dos oficinas de cooperaci6n,para obtener informaci6n sobre observaciones peri6dicas de radiosondeo,vientos de superficie y vientos de altura; y

(b) Encargarse del intercambio diario, entre las dos oficinas decooperaci6n, de informes sobre observaciones de vientos de superficiey de altura para uso de ambos paises, especialmente en lo que respectaa las necesidades de la aviaci6n, y con el objeto de hacer posible que elGobierno de los Estados Unidos de Am6rica y el Gobierno de los EstadosUnidos Mexicanos contribuyan al desarrollo de un intercambio con-tinental de informaci6n meteorol6gica y de pron6sticos sobre laformaci6n y trayecto de huracanes.

3. - Titulo de Propiedad. La Oficina Mexicana de Cooperaci6n con-servarA la propiedad de los bienes que proporcione, y el titulo de propiedadde todos los efectos que se adquieran con fondos suministrados por la OficinaNorteamericana de Cooperaci6n, seri retenido por dieho organismo.

4. - Gastos. Todos los gastos que originen las obligaciones asumidaspor la Oficina Mexicana de Cooperaci6n, serin cubiertos directamente porel Gobierno Mexicano y los que origine la Oficina Norteamericana deCooperaci6n serin sufragados por el Gobierno de los Estados Unidos deAmrica.

5. - Eectos sobre Acuerdos Anteriores. Queda entendido y convenidopor ambas partes que el presente Acuerdo suple a los siguientes :

(a) Acuerdo entre los Estados Unidos Mexicanos y los EstadosUnidos de America relativo a la instalaci6n en M6xico de estacionesde radiosondeo, efectuado mediante un canje de notas en M~xico,D.F., el 13 y 20 de octubre y el 10 de noviembre de 1942, enmendadoy prorrogado por acuerdo que se llev6 a cabo mediante un nuevo canjede notas en esta ciudad el 12 de mayo y los dias 16, 21 y 28 de junio de1945;

(b) Acuerdo entre los Estados Unidos Mexicanos y los EstadosUnidos de Amdrica para el establecimiento y operaci6n de nueveestaciones meteorol6gicas en M6xico, ilevado a efecto mediante uncanje de notas en M~xico, D.F., el 18 de mayo y el 14 de junio de 1943;

(c) Acuerdo entre los Estados Unidos Mexicanos y los EstadosUnidos de America para la creaci6n y funcionamiento de una estaci6nmeteorol6gica en la Isla de Guadalupe, Baja California, celebrado porun canje de notas en Mdxico, D.F., el 6 de noviembre de 1945 y el 12 deabril de 1946.

6. - Vigencia. El presente convenio permanecerA en vigor hasta el30 de junio de 1951 y podrA ser prorrogado por periodos adicionales medianteacuerdo escrito entre ambos Gobiernos, pero cualquiera de los dos podrAdarlo por terminado si presenta una notificaci6n escrita al otro Gobiernocon sesenta dias de anticipaci6n. La participaci6n de cualquiera de los dosGobiernos en el programa a que se refiere el presente Acuerdo, dependerAde la posibilidad de disponer de fondos asignados para tal objeto, por los6rganos legislativos de los respectivos Gobiernos.

Una vez que las dos Oficinas de Cooperaci6n firmen el Memorandum.para Acuerdo, en el que figuran los detalles t~cnicos del programa y el cualpuede ser modificado en cualquier momento, previo arreglo entre las Oficinasmencionadas, el Gobierno de los Estados Unidos Mexicanos considerarAla nota de Vuestra Excelencia ndimero 3045 y la presente, como el Acuerdoentre nuestros dos Gobiernos, en vigor a partir del 10 de julio de 1948.

Por lo tanto, ruego a Vuestra Excelencia se sirva enviarme los ejem-plares del aludido Memorandum redactados en idioma ingls, los cualesdevolver6 a la Embajada debidamente firmados por el Jefe del ServicioMeteorol6gico Mexicano, a fin de que, con las copias en espafiol, sean auto-rizados por el funcionario respectivo de vuestro Gobierno.

Considering that the meteorological cooperation has been mutuallybeneficial for Mexico and the United States of America, I take the libertyof informing Your Excellency that my Government is willing to enter intoan agreement for the continuation of the said program, in accordance withthe following principles:

J'ai l'honneur de me r~f~rer aux entretiens qui ont eu lieu entre desrepr~sentants du Gouvernement des Etats-Unis d'Am6rique et des repr6sen-tants du Gouvernement des Etats-Unis du Mexique au sujet de l'opportunit6de continuer le programme de coopdration arrtd en 1942 pour 6tablir etexploiter au Mexique des stations d'observations m~tdorologiques de surfaceet du vent en hauteur, ainsi que d'observations par radiosondage.

Je comprends que ces entretiens ont abouti A un accord pr~voyant lacontinuation d'un programme commun d'observations mdt~orologiques quele service mdtdorologique du D~partement du commerce et le servicem6tdorologique mexicain seront charges d'ex~cuter au nom du Gouvernementdes Etats-Unis d'Am6rique et du Gouvernement des Etats-Unis du Mexiquerespectivement, conform~ment aux principes suivants :

1. Organes coopdrateurs. - Les organes coopdrateurs seront : 1) pourle Gouvernement des Etats-Unis d'Am6rique, le service m~t~orologique duD~partement du commerce, ci-apr~s d~nomm6 l'organe coopdrateur desEtats-Unis, et 2) pour le Gouvernement des Etats-Unis du Mexique, leservice m6tdorologique mexicain, ci-apr~s d6nomm6 L'organe coop~rateurmexicain.

2. Buts gendraux. - Les objectifs d'ensemble du present Accord sontles suivants :

a) Assurer l'tablissement, l'exploitation et l'entretien de stationsmdtdorologiques en des points bien situds du Mexique ddsignds decommun accord par les deux organes coop~rateurs, en vue d'obtenirdes observations m~t~orologiques de surface et du vent en hauteur,ainsi que des observations par radiosondage, effectudes A des intervallesrdguliers; et

b) Assurer entre les deux organes coopdrateurs l'6change quotidiendes observations mdtdorologiques de surface et des couches atmosph6-riques supdrieures aux fins d'utilisation par leurs pays respectifs,notamment pour ripondre aux besoins de l'aviation et permettre auGouvernement des Etats-Unis d'Amdrique et au Gouvernement desEtats-Unis du Mexique de contribuer au ddveloppement d'un 6change,sur le plan continental, de renseignements climatologiques, de pr6visionsdu temps et d'avertissements en cas d'ouragan.

3. Propridtd. - L'organe coopdrateur des Etats-Unis conservera lapropri6t6 de tous biens achetds au moyen de fonds fournis par lui, et l'organeeoopdrateur mexicain conservera la propridt6 de tous biens qu'il auralui-m~me fournis.

4. Depenses. - Le Gouvernement des Etats-Unis d'Amrique paieradirectement toutes les ddpenses encourues par l'organe coopdrateur desEtats-Unis, et le Gouvernement des Etats-Unis du Mexique paiera direc-tement toutes les ddpenses occasionn6es par l'exdcution des obligationsassumdes par l'organe coop6rateur mexicain.

5. Egets du present Accord sur les accords anterieurs. - Les deuxParties contractantes sont convenues que le present Accord annule etremplace les accords suivants :

a) L'Accord entre les Etats-Unis d'Am6rique et les Etats-Unisdu Mexique relatif A l'tablissement au Mexique de postes d'observationsmdtdorologiques par radiosondage, conclu par l'6change de notes signdesA Mexico (D.F.) les 13 et 20 octobre et 10 novembre 1942, modifi6 etprorog6 par l'accord conclu par 1'6change de notes signdes A Mexico(D.F.) le 12 mai et les 16, 21 et 28 juin 1945 1;

b) L'Accord entre les Etats-Unis d'Am~rique et les Etats-Unisdu Mexique relatif A l'6tablissement et A I'exploitation au Mexique deneuf stations mdtdorologiques, conclu par l'change de notes sign~es AMexico (D.F.), les 18 mai et 14 juin 1943 2;

c) L'Accord entre les Etats-Unis d'Amdrique et les Etats-Unis duMexique relatif A l'6tablissement et A. 1'exploitation d'une station

6. Article 1Members of the World Health Organization for whom these Regulations

shall come into force under article 20 of the present Regulations (herein-after referred to as Members) shall compile and publish annually for eachcalendar year statistics of causes of death, in accordance with Articles 2-8,12, 17-19 of the Regulations and in accordance with the classification,nomenclature and numbering as set out in the Lists given in the Manual 1of the International Statistical Classification of Diseases, Injuries; andCauses of Death, annexed to the present Regulations. The Lists herein-after mentioned are the Lists set forth in the Annex.

Article 2Each Member shall code mortality statistics in accordance with the

International Statistical Classification of Diseases, Injuries, and Causes ofDeath with or without four-digit subcategories, and using for the purposethe Tabular List of Inclusions and Alphabetical Index.

Article 3Each Member shall publish statistics of causes of death in respect of:

(a) its territory as a whole;(b) principal towns;(c) national aggregates of urban areas (districts);(d) national aggregate of rural areas (districts).

Each Member shall append to the statistics referred to under (c) and (d)the definition of "urban " and " rural " areas applied therein.

For the purpose of this Article and of Articles 6 and 16, " territorydesignates the metropolitan (home) territory of the Member, and not depen-dent territories, whether protectorates, colonies, other outlying possessionsor territories under trusteeship.

Article 4Statistics of causes of death in respect of the territory of a Member,

taken as a whole, shall be published in accordance with :(a) the List of three-digit categories of the Classification (Detailed List)

with or without four-digit subcategories;or, if this is not possible, in accordance with :

(b) the Intermediate List of 150 Causes.

Article 3Chaque Etat Membre publiera des statistiques de causes de ddc~s rela-

tives A :a) son territoire, considdr6 dans son ensemble;b) ses villes principales;c) des groupements de villes (zones urbaines);d) l'ensemble de ses zones rurales.

Chaque Etat Membre indiquera, en publiant les statistiques prdvuessous c) et d), la ddfinition des zones ( urbaines s) et ((rurales )) auxquelles serapportent ces statistiques.

Le ((territoire ) vis6 dans le prdsent article et les articles 6 et 16 est leterritoire mdtropolitain de l'Etat Membre, et non les territoires qui enddpendent, qu'il s'agisse de protectorats, de colonies, d'autres possessionsextirieures ou de territoires sous tutelle.

Article 5Statistics of causes of death in respect of principal towns, national

aggregates of urban areas (districts), national aggregate of rural area&(districts) shall be published in accordance with:

(a) the Intermediate List of 150 Causes;or, if this is not possible, in accordance with:

(b) the Abbreviated List of 50 Causes.

If they are given in greater detail, without reaching the extent of theDetailed List, they shall be so arranged that, by suitable grouping, theycan be reduced to the Intermediate List of 150 Causes or to the Abbre-viated List of 50 Causes.

Article 6

Statistics of causes of death shall be published according to the followingsex and age groupings :

(a) for: the whole territory of the Member(i) by sex and

(ii) for the ages:under one yearsingle years to 4 years inclusivefive-year groups from 5 to 84 years85 years and over;

(b) for: each town of 1,000,000 population and over, otherwise thelargest town with population of at least 100,000;

national aggregate of urban areas of 100,00 population andover;

national aggregate of urban areas of less than 100,000 popu-lation;

national aggregate of rural areas(i) by sex and

(ii) for the ages:under one year

1-4 years5-14 years

15-24 years25-44 years45-64 years65-74 years75 years and over.

If the age grouping is given in greater detail it shall be so arranged asto allow condensation into the age groups under (b) (ii).

Article 7

If statistics for administrative subdivisions are published by age theage grouping given under (b) (ii) of Article 6 shall be used.

Article 8

If special statistics of infant mortality are published by age, thefollowing age grouping shall be used:

by single days for the first week of life (under one day, 1, 2, 3, 4, 5,6 days)7-13 days14-20 days21-27 days28 days to 2 monthsby single month of life from 2 months to one year (2, 8, 4,

11 months).

Article 9

Each Member shall adopt a form of medical certificate of the cause ofdeath that provides for the statement of :

I. the disease or condition directly leading to death, together withsuch antecedent morbid conditions as may exist, so that theunderlying cause of death will be clearly indicated, and

II. such other significant conditions contributing to the death but notrelated to the disease or condition causing death.

The form of medical certificate of cause of death to be used shall conformas far as possible to the model given in the Annex.

Article 10

As far as possible, medical certification of the cause of death shallbe the responsibility of the attending physician.

Article 11

As far as possible, the administrative procedure for the completion,transmission and statistical treatment of the medical certificate of causeof death shall ensure protection of the confidential nature of the medicalinformation contained therein.

Les actes administratifs visant A compl6ter, transmettre et ddpoui]lerpour la statistique le certificat mddical de cause de ddc~s devront, autantque possible, respecter le caract~re confidentiel des renseignements d'ordrexnddical qu'il contient.

Article 12Each Member shall adopt the underlying cause as the main cause for

tabulation of mortality statistics. The selection of the underlying causefrom the information stated on the medical certificate of cause of deathshall follow the rules given in the Annex.

Article 13Each Member, when preparing statistics of morbidity, shall code the

causes of illness in accordance with the International Statistical Classi-fication of Diseases, Injuries, and Causes of Death with or without four-digit subcategories, using for the purpose the Tabular List of Inclusionsand Alphabetical Index.

Article 14Each Member, when publishing statistics of morbidity, shall do so in

accordance with :(a) the Detailed List, or(b) the Intermediate List of 150 Causes, or(c) the Special List of 50 Causes adapted to the use of social security

organizations,depending upon the purpose of such statistics.

If they are published in another form the categories selected shall beso arranged that by suitable grouping they can be reduced to (a) theDetailed List, or (b) the Intermediate List, or (c) the Special List.

Article 15Statistics of morbidity shall, in so far as possible, be compiled

and published in accordance with the sex and age groupings specified inarticles 6, 7 and 8 for mortality statistics.

Article 16Each Member undertakes to recommend that morbidity statistics

published or compiled by autonomous official or non-official institutions andagencies within its territory conform as far as possible with the provisionsof articles 13-17.

Article 17Each Member, in compiling and publishing mortality and morbidity

statistics, shall have regard to such technical recommendations as may bemade on these subjects by the World Health Assembly under article 23of the Constitution.

Pour l'Ntablissement de statistiques de morbidit6, chaque Etat Membreeffectuera le codage des maladies conformdment A la Classification statistiqueinternationale des Maladies, Traumatismes et Causes de D&s, avec ousans emploi des sous-rubriques A quatre chiffres; et en faisant usage A ceteffet de la Liste synoptique des termes h inclure et de l'Index alphabdtique.

Article 14

Chaque Etat Membre publiera ses statistiques de morbidit6 selon

a) la Liste ddtaill~e, ou

b) la Liste interm~diaire de 150 rubriques, ou

c) la Liste sp~ciale de 50 rubriques, adapt~e aux besoins des organismesde s~curit6 sociale,

suivant l'objet de ces statistiques.

Si ces statistiques sont publi~es sous une autre forme, les rubriqueschoisies devront 8tre arrang~es de telle fagon, que, par un regroupementappropri6, elles puissent ftre ramen~es A a) la Liste ddtaill~e, ou b) ]a Listeintermddiaire, ou c) la Liste sp~ciale.

Article 15Les statistiques de morbidit6 devront, autant que possible, 6tre 6tablies

et publi~es selon les groupements de sexe et d'Agc spdcifids aux articles 6,7 et 8 pour les statistiques de mortalit6.

Article 16

Chaque Etat Membre recommandera aux organismes et institutionsautonomes officiels ou non, qui sur son territoire publient ou 6tablissentdes statistiques de morbidit6, de se conformer, dans la mesure du possible,aux dispositions des articles 13 A 17.

Article 17Chaque Etat Membre, dans la preparation et la publication de

statistiques de mortalit6 et de morbidit6, se conformera aux recommandationstechniques que pourra faire l'Assemblde Mondiale de la Sant6 aux termesde l'article 23 de la Constitution.

Article 18

Each Member shall, under article 64 of the Constitution, provide theDirector-General of the Organization with a copy of the statistics publishedin accordance with the present Regulations.

Article 19

The present Regulations shall come into force on the 1st of January1950.

Article 201

The present Regulations shall apply to each Member, except suchMember as may, under article 22 of the Constitution, notify the Director-General of the Organization, within a period of 12 months from the date ofadoption of these Regulations by the Assembly, of rejection or of reservations.

Article 21

Each Member may withdraw its rejections or the whole or any partof its reservations at any time by notifying the Director-General of theOrganization.

Article 22

Each Member to which the present Regulations apply shall bring themto the notice of the Governments of the territories for whose internationalrelations it is responsible, and may at any time notify the Director-Generalof the Organization that the Regulations shall extend to any or all of suchterritories with or without reservations. Each Member may withdraw thewhole or any part of such reservations at any time by notifying the Director-General.

Article 23

The Director-General of the Organization shall notify all Members ofthe Organization of any rejections, reservations or withdrawals made underarticles 20, 21 and 22 of the present Regulations.

Chaque Etat Membre peut, A tout moment, rdtracter son refus ou bientout ou partie de ses r6serves en notifiant sa r~tractation au Directeurgdn~ral de l'Organisation.

Article 22

Chaque Etat Membre auquel est applicable le present R~glement leportera A la connaissance des gouvernements des territoires pour la conduitedes relations internationales desquels il a la responsabilit6; il pourra, Atout moment, faire connaitre au Directeur g6n~ral de l'Organisation quece R~glement est ddsormais en vigueur dans tel territoire ou dans l'ensemblede ces territoires, avec ou sans rdserves. Chaque Etat Membre peut, A tout

.moment, retirer ses r~serves en totalit6 ou en partie par une notificationde ce retrait au Directeur g6ndral.

Article 23

Le Directeur gdn~ral de l'Organisation devra notifier aux Etats Membresde l'Organisation tous refus, reserves ou r~tractations formulhs en applicationdes articles 20, 21 et 22 du present RMglement.
