Mr. Mullis made a motion to appoint Mr. 28 Trivedi as temporary chair, which was seconded by Ms. Thompson. The motion passed unanimously. 29 30 Mr. Trivedi noted that a quorum of the RTCC was in attendance and called the meeting to order. Introductions were 31 conducted around the room. 32 33 Item 2 – Purpose & Agenda for Today’s Meeting 34 Mr. Day reviewed the day’s agenda and no changes or additions to the agenda were requested. 35 36 Item 3 – Public Comment 37 Mr. Trivedi called for any public comments. There were no members of the public who wished to make comments. 38 39 Item 4 – October 17, 2019 Meeting Summary Approval 40 Mr. Mullis made a motion to approve the minutes as written, which was seconded by Ms. Thompson. The motion passed 41 unanimously. 42 43 Item 5a – Letter of Support for FTA Section 5310 Funding Application 44 Ms. Blake made a motion to recommend that the RTAC adopt a letter of support for the application by Chatham County 45 Council on Aging. The motion was seconded by Ms. Thompson. The motion passed unanimously. 46 47 Item 5b – 2020 TARPO Meeting Calendar 48 Ms. Thompson made a motion to recommend the RTAC adopt the 2020 meeting calendar as presented, with the provision 49 that the RTCC should follow whatever schedule the RTAC ultimately adopts. The motion was seconded by Mr. Mullis and 50 passed unanimously. 51 52 Item 6a – S-Line Workshop Follow-up 53 Mr. Day provided a brief overview of the S-Line workshop conducted by NCDOT in September. The S-line is the north-54 south rail line owned by CSX that passes through the TARPO region. He noted that NCDOT had established a stakeholder 55

group for the project and was soliciting resolutions of support from MPOs, RPOs, and local governments. He also noted 56 that he planned to place a resolution of support on the February TARPO agenda. 57 58 Item 6b – Rural Opportunities to Use Transportation for Economic Success (ROUTES) 59 Mr. Day provided information on the new ROUTES initiative from the United States Department of Transportation. This 60 initiative is intended to provide additional support for rural areas in Federal transportation programs. 61 62 Item 6c – CMAQ Project Application Opportunity 63 Mr. Day announced that TARPO should have up to $229,299 in CMAQ funding available for FY21, and that eligible 64 jurisdictions (Orange County, Chatham County, Town of Pittsboro) should send their CMAQ project requests to him by 65 January 15 so that the requests can be presented to the RTCC and RTAC in February for prioritization and approval. 66 67 Item 6d – Bicycle and Pedestrian Plan Annual Surveys 68 Mr. Day provided an overview of these surveys, conducted by NCDOT on an annual basis for communities that have 69 developed an NCDOT-funded bicycle or pedestrian plan in the previous 10 years. He advised member jurisdictions who 70 received the survey to complete it so that NCDOT would have accurate information to report to the General Assembly on 71 the effectiveness of the program. 72 73 Item 6e – Legislative Update 74 Mr. Day provided an overview of Senate Bill 356, which intends to stabilize the budget/cash situation at NCDOT. 75 76 Item 6f – STIP Updates 77 Mr. Day noted the additions of several division-wide rail projects to the Statewide Transportation Improvement Program. 78 79 Item 6g – TARPO FY20 Q1 Finance Update 80 Mr. Day provided a handout with information on the expenditures from the first quarter of FY20. He noted that there had 81 been a typo in the agenda packet, leaving out a conference expense of $353.40, so the actual Q1 total expenses were 82 $31,832.34. 83 84 Item 6h – Follow-up on NC 54 Corridor Study Phase 2 Draft Report 85 As a follow-up to the discussion item on the NC 54 Corridor Study from the October RTCC and RTAC meetings, Mr. Day 86 advised members of the decision by the Orange County Board of Commissioners to receive the report without accepting or 87 rejecting the findings, proceed with safety improvements, and work with local jurisdictions to identify future 88 improvements. Mr. Trivedi made a motion to recommend that the RTAC make a similar resolution to Orange County’s 89 resolution (receive the study, proceed with safety improvements along the corridor using information from the study, and 90 that the local jurisdictions, including TARPO, work together with DCHC MPO to identify future roadway improvements). 91 There was discussion of this proposal among the members, but ultimately the motion died for lack of a second. 92 93 Item 7 – Member Updates from Around the Region 94 No members noted updates. 95 96 Mr. Trivedi called for a recess. The remainder of the RTCC meeting was conducted jointly with the RTAC meeting, and is 97 documented in the RTAC minutes. 98


Item 5a: Resolution of Support for S-Line Initiative

Background

As discussed at the December 2019 RTCC and RTAC meetings, NCDOT is exploring possibilities for improvements along the CSX S-Line (which runs from the Virginia border near Norlina, down through Henderson, Raleigh, Sanford, Southern Pines, Aberdeen, and Hamlet). North of Raleigh there are long-standing plans to upgrade this corridor to support a high-speed rail connection between Raleigh and Richmond/Northeast Corridor, but NCDOT is looking at the line holistically both north and south of Raleigh to determine whether there are other potential improvements in the corridor.

The state of Virginia recently worked out a deal with CSX to purchase the S-Line corridor within Virginia (among other lines), and NCDOT is pursuing opportunities for a similar purchase of the corridor. NCDOT is requesting that MPOs, RPOs, and local jurisdictions consider passing resolutions in support of their efforts to secure federal grant funding for this purpose.

Representatives of the NCDOT Rail Division will provide a presentation at today’s meeting with additional information.

RESOLUTION SUPPORTING THE DEVELOPMENT OF THE RAIL CORRIDORS REFERRED TO AS THE S-LINE AND SA-LINE FOR THE BENEFITS OF IMPROVED PASSENGER RAIL, IMRPOVED FREIGHT MOVEMENT,

IMPROVED COMMUTING OPTIONS AND ECONOMIC DEVELOPMENT

TRIANGLE AREA RURAL PLANNING ORGANIZATION

WHEREAS the North Carolina Department of Transportation (NCDOT) has a long tradition of progressing successful passenger and freight rail projects and supporting the development of rail infrastructure; and

WHEREAS NCDOT has worked with state, regional, and federal partners to develop plans for the federally-designated Southeast Corridor, a passenger and freight rail network extending from Washington, D.C. through North Carolina to Jacksonville, Fla.; and

WHEREAS a Record of Decision to develop the Raleigh to Richmond portion of the Southeast Corridor was approved by the Federal Rail Administration (FRA) on March 2017, in accordance with the National Environmental Policy Act; and

WHEREAS the development of the S-Line and SA-Line corridors support and promote economic development in communities along the corridor, including those in rural areas; and

WHEREAS the developed S-Line and SA-Line would provide greater access to jobs, health care, and education and provide new options for the movement of both goods and people; and

WHEREAS the developed S-Line and SA-Line would provide efficient and reliable commuting options for communities and businesses along the corridor; and

WHEREAS NCDOT anticipates pursuing federal grants to assist with the purchase of portions of the S-Line and the SA-Line in North Carolina and to study transit-oriented communities and development along the corridor;

NOW, THEREFORE, BE IT RESOLVED that the Rural Transportation Advisory Committee of the Triangle Area Rural Planning Organization supports the acquisition and development of the S-Line and SA-Line to provide for the full economic potential to be realized in the corridor.

Item 5b: Approval of Project List for Submittal in NCDOT Prioritization 6.0

Background

In October 2019, the RTAC approved the release of a draft list of projects for submittal in Prioritization 6.0, which was posted for a public comment period. This comment period ran through January 16, 2020.

Several comments were received on the draft project list, and provided to the TARPO Prioritization Subcommittee for their consideration. The subcommittee met on January 31, 2020 and recommended addressing the comments as follows:

• Recommended addition of a project to purchase vehicles for Orange County Public Transportation, per OCPT request. Requested additional information from OCPT about the scope of the project, which is attached to this packet.

• Recommended replacement of Siler City sidewalk project list with an updated list of projects requested by the Town.

• Did not recommend changing the limits of the NC 54 widening project as requested by Orange County. Orange County requested the eastern limit of the project be moved from Old Fayetteville Road to Dodson Crossroad so that it would remain within the TARPO area and not enter the DCHC MPO. The subcommittee discussed this and had concerns that Dodson Crossroad would not be a logical terminus for the project and would therefore be rejected as a viable project by NCDOT. The subcommittee recommended that the original limits of the project be retained, but that Orange County’s request should also be shared with the RTCC and RTAC.

The meeting summary from the Prioritization Subcommittee meeting and the recommended project list developed by the Prioritization Subcommittee are attached.

Since the time of the Prioritization Subcommittee meeting, two more comments have come to light:

• A request from Orange County and the City of Mebane to revise the limits of the modernization project on Mebane Oaks Road to extend to Old Hillsborough Rd on the north end (where the project would connect to a planned widening project in Mebane) instead of Cook St (at the county line). TARPO staff believes this to be a logical change to the project terminus and recommends approval of this change.

Note: this comment was received during the official comment period, but was misfiled by staff and was not presented to the Prioritization Subcommittee at their January 31 meeting.

• A request from Moore County Airport to add seven projects to the list. Moore County Airport had not previously submitted any requests, and this number of additions would still be within the 23-project cap for aviation project submittals. For this reason, staff recommends approval of this addition. This request was received after the time of the Prioritization Subcommittee meeting.

A draft project list reflecting the recommended changes/additions from the Prioritization Subcommittee and the changes/additions recommended by staff based on other received comments is attached.

Recommendation

Make recommendation to RTAC on approval of a final list of projects to be submitted in Prioritization 6.0 by TARPO.

STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT

The State Transportation Improvement Program (STIP) is the North Carolina Department of Transportation’s (NCDOT) 10-year schedule for projects. It is updated approximately every two years using a data-driven process called Prioritization, as well as the latest financial information, and status of preconstruction activities. The process is established in the Strategic Transportation Investments (STI) law, which also mandates ongoing evaluation and improvement. Collaboration with metropolitan and rural planning organizations and public input is a key component.

STATE TRANSPORTATION IMPROVEMENT PROGRAM DEVELOPMENT

STRATEGIC TRANSPORTATION INVESTMENTS LAWPassed in 2013, the Strategic Transportation Investments Law (STI) allows NCDOT to use its funding more efficiently and effectively to enhance the state’s infrastructure, while supporting economic growth, job creation and a higher quality of life. This process encourages thinking from a statewide and regional perspective, while also providing flexibility to address local needs.

STI allocates available revenues based on data-driven scoring and local input. It was implemented for the first time to develop the 2016–2025 State Transportation Improvement Program (STIP), which schedules the projects that will be funded during a 10-year period. While federal law requires it to be updated at least every four years, NCDOT typically updates the STIP every two years.

PRIORITIZATIONNCDOT uses a transparent, data-driven method for prioritizing transportation investment decisions. Through the process, called Prioritization, potential transportation improvement projects are submitted to NCDOT to be scored and ranked at the statewide, regional and division levels, based on approved criteria such as safety, congestion, benefit-cost and local priorities. These scores and other factors are used to determine whether a project receives funding. The current round of Prioritization is referred to as P6.0.

HOW THE STI LAW WORKSSTI funds projects in three categories:

• Division Needs• Regional Impact• Statewide Mobility

Division NeedsProjects in this category receive 30 percent of the available revenue, shared equally over NCDOT’s 14 transportation divisions, which are groupings of local counties. Project scores are based 50 percent on data and 50 percent on rankings by local planning organizations and the NCDOT transportation divisions.

Regional ImpactProjects in this category receive 30 percent of available revenue. Projects on this level compete within regions made up of two NCDOT transportation divisions, with funding divided among the regions based on population. Data makes up 70 percent of the project scores in this category. Local rankings account for the remaining 30 percent.

Statewide MobilityProjects in this category receive 40 percent of available revenue. The project selection process is based 100 percent on data.

The TARPO RTAC released a draft list of projects to be submitted in Prioritization 6.0 at its October 17, 2019 meeting. This draft list was posted for public comment through January 16, 2020. Two comments were received during the comment period (one from Orange County Public Transportation and one from Orange County), and one additional comment was received following the end of the comment period (from the Town of Siler City).

• Request from Orange County Public Transportation to add a project for the purchase of hybrid vehicles that would be deployed within designated zones in Orange County – subcommittee recommended addition of project to submittal list, but also requested that additional information about the project be provided by OCPT.

• Request from the Town of Siler City to replace several pedestrian projects the Town had originally submitted with different projects, following reevaluation of priorities by the Town (see list below for revised pedestrian project list from Siler City) – subcommittee recommended approval of project substitutions.

• Request from Orange County to reduce the scope of the widening project on NC 54, so that it would only include the section within TARPO (Mebane Oaks Road to Dodsons Crossroad) rather than the original listed termini (Mebane Oaks Road to Old Fayetteville Road) – after considerable discussion about whether Dodsons Crossroad would be a logical terminus for the project, the subcommittee recommended that the original project limits (Mebane Oaks Road to Old Fayetteville Road) be retained in order to ensure logical termini for the project, but also recommended that Orange County’s comment be passed along to the RTCC and RTAC for their further consideration. The subcommittee did not recommend splitting the project at Dodsons Crossroad.

Item 5c: Approval of CMAQ Project Submittal

Background

In the Fall, NCDOT notified TARPO of our target budget for CMAQ funding in FY21, which is $229,299. TARPO staff reached out to staff in the CMAQ-eligible jurisdictions (Orange County, Chatham County, Town of Pittsboro, Orange County Public Transportation, Chatham Transit) to make them aware of the funding availability and request project submittals.

Orange County Public Transportation was the only jurisdiction/agency that submitted a request, as follows:

Orange County is currently relying on vehicles that are past their intended service life. This is why the County is requesting to replace two of our 2009 diesel light transit vehicles with two up-to-date clean diesel vehicles. This will allow the County to continue daily operations with a more resilient set of vehicles, thus improving the services and frequency of service for our customer. Updating these two old diesel vehicles will also allow for an 80% improvement in emissions over an estimated 162,000 total service miles during the next 3 years. Additionally, the new vehicles will improve the rider experience on our transit system, reduce down-time and improve the reliability of our transit service, and enhance access and mobility within the service area.

Total Cost: $138,000.00

• $69,000.00 per vehicle • Local Match: $27,600.00

TARPO is required to select projects to submit for the CMAQ funding. Staff recommends that the RTCC and RTAC select the above project for submittal. A draft resolution is attached.

RESOLUTION IN SUPPORT OF THE CONGESTION MITIGATION AND AIR QUALITY APPLICATION FOR FY2021 FROM ORANGE COUNTY PUBLIC TRANSPORTATION


WHEREAS the Fixing America’s Surface Transportation (FAST) Act continues the federal Congestion Mitigation and Air Quality Improvement Program (CMAQ); and

WHEREAS CMAQ is a federal program that funds transportation projects and programs in air quality nonattainment and maintenance areas to help achieve and maintain national standards for pollutants; and

WHEREAS the North Carolina Department of Transportation (NCDOT) administers the CMAQ program on behalf of nonattainment and maintenance areas within North Carolina; and

WHEREAS a portion of Chatham County, North Carolina, and all of Orange County, North Carolina, were previously designated as a non-attainment area for the national eight-hour ozone standard; and

WHEREAS the Triangle Area Rural Planning Organization (TARPO) has administered a CMAQ project selection process among local jurisdictions in air quality nonattainment and maintenance counties; and

WHEREAS the resulting subject candidate project proposal meets the requirements of CMAQ and the guidelines established by the NCDOT to administer the program; and

WHEREAS the subject candidate project will allow Orange County Public Transportation to improve air quality by reducing the emissions of its transit vehicles;

THEREFORE BE IT RESOLVED that the Rural Transportation Advisory Committee of the Triangle Area Rural Planning Organization endorses the proposal from Orange County Public Transportation to purchase two new transit vehicles to replace older, higher-emission vehicles.

Item 6a: Brainstorming for FY21 Planning Work Program

Background

Each Spring, TARPO must develop a Planning Work Program to guide activities for the upcoming year. This discussion will be an opportunity for committee members to provide input on items they would like to see added to or removed from the FY21 Planning Work Program. Staff intends to develop a draft document based on this input for review and comment by the public and by NCDOT. The final document will be presented at the April RTCC and RTAC meetings for adoption.

For reference, a copy of the current year Planning Work Program is attached.

Item 6b: Brainstorming for FY22 SPR Planning Grant Program

Background

A portion of the Federal highway funds that flow to NCDOT each year are set aside for Statewide Planning and Research (SPR) by formula. NCDOT uses these funds for a number of things, including funding the RPO program, the NCDOT Transportation Planning Branch and Comprehensive Transportation Plan program, and the NCDOT research program. However, there are also some funds made available for MPOs and RPOs to apply for as supplemental planning funds.

NCDOT’s call for SPR project applications takes place each Winter, typically around December and January; however, it is helpful to have discussion about potential projects to be submitted for this funding in advance so that additional cost, scope, matching fund and other details can be worked out in advance. As a result, staff recommends taking time to discuss whether TARPO has interest in submitting any applications next winter, for the FY22 cycle.

SPR funding can only be used on planning, not on design or construction. It is federal funding and requires a local funding match—for TARPO, this local match requirement is 10%, with 10% state and 80% federal. The match requirements vary from RPO to RPO based on whether there are Tier 1 or Tier 2 counties in the area. These funds would be administered by the RPO, but the matching funds would need to come from a local source. The funds can only be used for outside consultant costs, not for in-house labor or resource costs.

Statewide Plan

For the NC Moves 2050 Plan, Phase III will look at what the transportation system will need in 10- and 30-year time periods and identify sources for funding. It consists of three tasks that involve Future Needs, Priorities, and Solutions for transporta-tion in North Carolina.

Update: The plan is now in the Future Needs task of Phase III.

Moving forward, NCDOT will esmate funding available to meet the

iden fied needs.

∗ Poster Contest: The contest theme is “Leaping into the Future.”

North Carolina students are encouraged to par cipate by sub-mi ng

Press Release (1/31/2020): NCDOT Receives Grant to Start Human Trafficking Training for Public Transit Workers

RALEIGH – Thanks to a federal grant, the N.C. Department of Trans-porta on will start a program this year to train public transporta on employees on how to recognize and respond if they see human trafficking.

The U.S. Department of Transporta on announced this week the NCDOT will receive a $120,000 grant to develop and deliver training on human trafficking for public transit providers statewide. The grant will also be used to pay for educa on materials that can be posted in:

bus sta ons, other public transporta on facili es, and public transit vehicles.

Gov. Roy Cooper proclaimed January as Human Trafficking Awareness Month.

The sta s cs are staggering. Nearly 12,000 people are killed each year as a result of a roadway departure on a rural road. Pedestrians killed on road-ways are increasing – nearly 6,300 in 2018. To raise awareness of this cri cal issue, FHWA is training staff in Local Technical Assistance Programs (LTAPs) across the country on effec ve deployment of countermeasures promoted in two Every Day Counts ini a ves:

Safe Transporta on for Every Pedestrian (STEP) countermeasures Focus on Reducing Rural Roadway Departures (FoRRRwD)
